No solid reason to delay general elections : PM Kakar

ISLAMABAD: Caretaker Prime Minister Anwaar-ul-Haq Kakar said that no solid reason had yet come to the fore to justify a delay in the general elections, assuring that the government was committed to holding polls as freely and fairly as possible.

The prime minister, in an interview said the candidates were canvassing and all the rumours would fall to rest by the evening of February 8 – the date for general elections in the country.

Regarding the usual complaints of rigging before or after the elections, he said that learning lessons from the past, the parliament needed to address all the flaws regarding the laws, administration, or the Election Commission.

He said the observers would monitor and local and international media would report on the activity, assuring that as per the standards in the region, the elections would by and large be free and fair.

He observed that the political parties were also involved in the poll rigging by making fake ID cards and casting the votes of deceased persons.

He said voting time would be from 9 am to 5 pm on February 8 and everyone should use his constitutional right to vote to ensure a good turnout. Emphasising the key focus on the improvement of the national economy, he said unfortunately no political party had yet come up with an agenda to boost the country’s economic health.

He said all the electoral claims made by the parties including jobs, shelters, cheap electricity, food security, and others were directly related to a stable economy. He said the political parties needed to come up with a plan for revenue generation and widen the tax net.

Exemplifying a 91% tax-to-GDP ratio in the Scandinavian countries, he said Pakistan’s ratio stood at just 9%, adding that enhanced taxation would also make the government accountable to the masses.

He also mentioned attending the BRI Forum in China, the ECO Summit, and the COP28 session where he got the opportunity to interact with world leaders and sign bilateral agreements.

ISLAMABAD – In accordance with a ruling of the Supreme Court, the Governor of Khyber Pakhtunkhwa, Haji Ghulam Ali, proposed to organize the elections on May 28 during the meeting of the Election Commission.

According to the details, a consultative meeting of the Election Commission regarding the elections was held in Khyber Pakhtunkhwa, in which the date of the elections was suggested in light of the Supreme Court’s decision.

Sources reported that the Governor raised concern over the current state of KP’s law and order and expressed his uncertainty over holding the elections in such circumstances.

Governor Haji Ghulam Ali has reported that the Election Commission was briefed about the security concerns prior, yet has not taken responsibility for making all the arrangements for the elections.

Furthermore, a request was made by the governor of Khyber Pakhtunkhwa to defer the elections but was denied by the Election Commission due to the Supreme Court’s decision.

Haji Ghulam Ali expressed that he was under immense pressure from the entire nation, he said “I have fulfilled my constitutional responsibility regarding the election, and I have informed the Election Commission about my concerns.”

Haji Ghulam Ali said that in pursuant to the Supreme Court’s order, he has proposed that the elections will be held on 28th May.

Governor Khyber Pakhtunkhwa’s talks

Earlier, the governor of Khyber Pakhtunkhwa, Ghulam Ali, held a press conference regarding the arrival of the Election Commission in the province. Ali pointed out that the President was consulted on the date of the elections, and that the current state of law and order in the province was precisely what had caused the attack on the census team the previous day.

He also stated that four casualties occurred in the DPO Charsadda attack, further alluding to the increase, even greater than before, of casualties in the Lakki Marwat incident today with 8 killed.

When asked about the prospects of elections in such a perilous scenario, he simply stated “If it is difficult to conduct the census, how can the election campaign be carried out safely?”

In the end, he expressed his commitment to conveying his opinion on the date of the elections in KP to the Election Commission, urging that this was the job of the Commission and not him.

Supreme Court sought response from Punjab government and ECP

In response to the new local government rules, the Supreme Court was reported to have asked for a response from the Punjab government and the Election Commission.

The issue was brought before the Lahore High Court, where Justice Abid Aziz Sheikh presided over the hearing of a petition filed by Former provincial minister Muhammad Rizwan through the mediation of Qazi Mubeen Advocate, in which it was argued that the caretaker government issued a notification on 22 February 2023, restoring the old local government rules of 2013 and appointing new administrators.

The lawyer who took the position of filing the application said that the work of constituencies has been completed under the new local government laws, and once under the law, the appointments and the establishment of local bodies “cannot be suspended.”

Former province minister Muhammad Rizwan, who filed the case, said that “the decision to enact new local government rules was a policy decision made by the elected government”.

“The Caretaker Government cannot suspend or reverse the decision of the elected government, and its actions are a violation of High Court decisions”, he added.

The petitioner’s counsel requested that the court annul the notification suspending the new laws and restoring the old local government system.

The Lahore High Court has adjourned the hearing to March 21 and has requested a re-evaluation of the case.
