ISLAMABAD: The Election Commission of Pakistan (ECP) to announce reserved judgment on the Pakistan Tehreek e Insaf(PTI) intra-party elections case today.

According to the cause list, the decision will be announced by the Election Commission at noon today.

The Election Commission issued a notice to the PTI on August 2 regarding the intra-party elections, asking why the PTI should not be disqualified for the bat symbol for not conducting the intra-party elections.

During the hearing, PTI’s lawyer Barrister Gohar said that the intra-party elections were held before the amendment of the party constitution, and later party withdrew the amendments.

Election Commission DD Law Saima Janjua said that the ECP has the authority to pardon PTI in the case.

The Election Commission had reserved its decision on PTI intra-party election on September 13.

ISLAMABAD: The Election Commission of Pakistan (ECP) will use National Database and Registration Authority’s server for the general elections, for which a server hosting agreement was signed between the ECP and NADRA.

The preparations of the Election Commission for the general elections is underway. The server hosting agreement has been signed between the ECP and NADRA, under which the electoral regulatory body  will use the server of NADRA for the general elections.

Sources said that the ECP does not have its own server to store data. The Election Commission will pay rent for server hosting of NADRA.

Sources have said that the results of the general elections will be generated through the new software election management system and the election management system will be operated through digital and manual methods.

On the other hand, Election Commission of Pakistan(ECP) has successfully tested EMS and results will be able to be sent online and without internet.

The ECP has successfully tested EMS in all four provinces, tested it in the offices of Regional Election Commissioners and District Election Commissioners in various districts.

The presiding officers will send the results of their polling stations to the returning officers and RO will prepare the results and send them digitally and manually to the ECP, each returning officer will be given four data entry operators.

ISLAMABAD: President Dr Arif Alvi said Pakistan can overcome its challenges relating to political stability if its politicians, executive and the establishment make a joint commitment to address the issues.

In an interview with Voice of America (VOA), President was responding to a question if the upcoming general polls would bring political stability in the country.

President Alvi expressed confidence that the result of the polls as an outcome of the public opinion would lead to an environment ensuring stability and prosperity of the country. Dismissing doubts about delay of general election, he said the judiciary, executive and politicians held a unanimity on holding general election on the announced date of February 8.

He maintained that the provision of level-playing field to all political parties was the mutual responsibility of the government and the Election Commission of Pakistan. “The government has already given assurance about providing level-playing field to all parties,” he said, adding that the nation had full trust in the government’s commitment in this regard.

President Alvi said that through his letter, he invoked the government’s attention towards the apprehensions of Pakistan Tehreek-i-Insaf (PTI). To a query, the president said the Constitution did not allow the President to take a ‘practical’ action to ensure the transparency of an election. “The President has no other way but to bring such issues to the notice of the government,” he said. He said though the office of the President did not have an administrative authority, however the points raised by it held a significant value. “There could be many expectations [from me to act in a particular way], but I will not take any unconstitutional step,” he said.

To a question, the president said he never showed negligence with respect to the date of general election. Alvi appreciated the Supreme Court of Pakistan on demonstrating unanimity over the election date. He said the case relating to the contesting of election by PTI Chairman Imran Khan was sub-judice and added that he had full confidence in the judiciary.

ISLAMABAD: The Election Commission of Pakistan(ECP) has started the printing of nomination papers in connection with the preparations for the general elections.

Sources connected with the Election Commission said that the ECP is printing the nomination papers from the Printing Corporation and the papers will be delivered to the District Returning Officers(DROs) before the election schedule.

According to the sources, nomination papers will be given more on the demand of the returning officers, the commission will give nomination papers of the candidates in proportion to the total voters of the district while there will be white colored nomination papers for general, reserved seats for women and minorities.

It should be remembered that the ECP has fixed the date of February 8, 2024 to hold general elections in the country after meeting with President Arif Alvi on the orders of the Supreme Court.

The Election Commission has started formal preparations in this regard. It has prepared lists of polling staff including polling stations.

A few days ago, Chief Election Commissioner Sikandar Sultan Raja met Caretaker Prime Minister Anwarul Haq Kakar and issued a statement.

According to the announcement, the Chief Election Commissioner informed the Caretaker Prime Minister about the preparations for the elections. He said that the lists of polling stations and staff have been prepared and the work of printing the election materials and the work of updating the election lists is also in the final stages.

The Chief Election Commissioner invited the Caretaker Prime Minister to visit the Election Commission to review the preparations for the general elections.

According to the details, the Election Commission is preparing for the general elections and ECP has formulated a strategy to issue cards to international observers, while it has been decided to introduce a digital information app for the timely delivery of information.

According to sources, the printing of special features accreditation cards for international observers is in the final stages.

The international observers will be able to apply for and get visas through the online service of the Ministry of Foreign Affairs, while the Ministry of Foreign Affairs should provide the complete list of international observers to the Election Commission.

The sources of the Election Commission said that the security clearance of the international observers will be done by the Ministry of Interior and the letters have been sent to most of the forums including the European Union, and Commonwealth.

We respect the need for a secure environment during election campaigns; however, the denial of permission without valid reasons raises concerns about the neutrality of the caretaker Sindh Government and the Election Commission of Pakistan (ECP).

The absence of a level playing field for PTI to conduct an effective election campaign ahead of the February 8, 2024 general election is alarming. PTI Karachi questions the fairness and impartiality of the caretaker governments and the ECP, both at the federal and provincial levels, in ensuring a transparent and equitable election process.

Sher Zaman strongly believes that the ongoing election process has devolved into a farce, attributing this perception to the evident bias displayed by both the caretaker governments and the Election Commission of Pakistan (ECP).

Moreover, he underscores his trust in the discerning judgment of the Pakistani populace, expressing confidence that they will not tolerate any form of political manipulation or a carefully orchestrated election.

Despite this setback, PTI Karachi reassures its supporters and the public that we remain steadfast in our commitment to democratic values.

Sources in the Election Commission have said that the officers with the best reputation will be appointed as DROs and ROs. The service records of the selected officers will be checked thoroughly.

Sources said that the ECP has changed the rules for the appointment of DROs and ROs and the election regulatory body has decided to check the service record of the officers before appointing them as DROs and ROs.

Sources said that along with the list of administrative officers, the service record has also been made mandatory to be sent to the Election Commission, while it has also been made mandatory for DROs and ROs to be officers of the best reputation.

Sources said that an officer of grade 18 or above will be appointed as a DRO and the retirement period of the officer should be at least one year before the appointment of DRO.

The returning officers must be at least Grade 17 officers and the officer concerned should have completed at least one year of retirement before posting the posts.

The president, prime minister, ministers, public officials will not be able to participate in the election campaign.

Sources of the ECP said that according to the proposed code of conduct, senators and local government representatives will be able to run election campaigns. The announcements of development schemes, discussions against the judiciary and the ideology of Pakistan will also be banned.

According to sources, the proposed code of conduct states that political parties and candidates will not give bribes and gifts or any kind of inducement. The political parties will give tickets to 5% women candidates on general seats while carrying weapons in meetings, processions and public gatherings will also be  banned  The political and electoral campaigning from the public treasury will also be prohibited.

According to the proposed code of conduct, biased coverage on state media will be banned, political parties will be allowed to hold rallies subject to permission from administration. The use of government resources in election campaign will be prohibited and car rallies will not be allowed.

A control room has been set up in the Election Commission Secretariat for from November 04 to November 06.

ECP Spokesperson said a central control room has been set up to monitor the election process, and redressal of complaints and will continue to function till the election results are announced.

He added that officers in the central control room along with the monitoring team will monitor the election process. ECP Spokesperson said the central control room will remain in place from November 4 to November 6.

He further said the control room will continue to function from the start of the polling process till the tabulation of the preliminary results.

ISLAMABAD: Pakistan Electronic Media Regulatory Authority(PEMRA) has issued instructions to the media for coverage of general elections.

PEMRA said that according to the Election Commission of Pakistan (ECP), the general elections will be held on February 8, 2024 in the country . In this regard, all media channels should ensure adherence to PEMRA Rules 2015.

PEMRA said that it is the responsibility of every Pakistani to make democracy, democratic values, and elections transparent, people and institutions should cooperate fully for conducting transparent elections and electronic media has a key role in raising awareness among the people.

The directive states that the formation of public opinion is the job of the media to strengthen the democratic process, take into account all the facts in the electronic media election transmission, and not broadcast any news that creates doubts in the minds of the public, any negative or false information. Elections should not be sabotaged by news. Broadcasting any such news will be a violation of PEMRA rules.

He said that without a delay mechanism, live broadcasts would not be shown, and reporters, anchors, and producers, discuss the content before broadcast, ensuring effective media monitoring and editorial control.

In the guidelines, PEMRA said that talk show guests’ words should be verified before making news, and no person or organization should be accused of any news without verification.

According to the announcement issued by FBR, the focal person will assist the Election Commission of Pakistan (ECP) in the scrutiny of the nomination papers of the candidates.

The Chief Revenue Operations Arshad Nawaz Cheena, Secretary of Revenue Budget Bilal Zameer, Second Secretaries of IR Sadaf Ehsan, Sohail Abbas, and Sec. Secretary IR Litigation Alishba Asif is also included in the 5-member focal person.

FBR has also directed all the Field Formation Heads to nominate a team consisting of two officers. All the nominated teams will be headed by a Commissioner who will act as focal persons in their areas.

KARACHI: Chief Election Commissioner(CEC) Sikandar Sultan Raja chaired an important meeting to review preparation for upcoming general elections in Sindh province, Bol News reported.

The Election Commission of Pakistan (ECP) has also finalized a security plan regarding the elections in Sindh. Pakistan Army, Rangers, and Police personnel are needed for provincial elections.

According to the recommendations of ECP, a total of 205,388 security personnel are needed in the province including 100,724 police personnel.

Similarly, 47,332 Rangers and 47,332 Pak Army personnel are needed for upcoming polls.

The ECP suggested to establish a total of 19,236 polling stations in the province.

More than 4,430 highly sensitive, 8,030 sensitive, and 6,077 normal polling stations will be established for the upcoming general election.

The Election Commission has recommended giving 443 laptops, 191 printers, and 573 multimedia projectors.
