Ministry of Climate Change, PEMRA sign MoU to promote environmental awareness

ISLAMABAD: The Ministry of Climate Change and Pakistan Electronic Media Regulatory Authority (PEMRA) here on Monday signed a Memorandum of Understanding (MoU) to collaborate on raising awareness and advocating for sustainable practices across Pakistan through various media channels.

This partnership seeks to tackle the urgent issue of climate change while encouraging collective efforts for a greener future.

The MoU outlines a comprehensive framework for both organizations to work together, utilizing television, radio, and digital platforms to raise public awareness on critical environmental concerns, such as climate change, air pollution, water conservation, and sustainable living.

The goal of this collaboration is to engage the public at a national level, driving widespread action for environmental sustainability.

Following the MoU signing, Ms. Romina, in a meeting with Sikander Rashid Choudry, Executive Member of PEMRA, emphasized the importance of cross-sector cooperation between regulatory bodies, the government, and media organizations to advance sustainable practices and promote climate-conscious initiatives.

PEMRA and the Ministry of Climate Change will jointly develop and broadcast nationwide campaigns on climate-related topics, encouraging media outlets to create engaging content centered on renewable energy, eco-friendly practices, and environmental protection.

Additionally, PEMRA will consider establishing guidelines for media organizations to adopt sustainable broadcasting practices. These guidelines will focus on reducing energy consumption, promoting paperless operations, and encouraging green practices within the media industry.

The Ministry of Climate Change will assist PEMRA in implementing sustainable practices within its own operations, helping the regulatory body become a “Green Regulator.” This initiative will focus on energy efficiency, waste reduction, and minimizing its carbon footprint, setting an example for other regulatory bodies and organizations.

SHC annuls ban imposed on court reporting by PEMRA

KARACHI: The Sindh High Court (SHC) annulled the ban imposed on court reporting by the Pakistan Electronic Media Regulatory Authority (PEMRA).

A two-member bench headed by Justice Muhammad Shafi of the Sindh High Court heard the petition by PEMRA against the ban on court reporting.

After the completion of the hearing, the court accepted the request of the court reporters against the decision of PEMRA and annulled the directive of PEMRA regarding the ban on court reporting.

The court allowed journalists to report on the court.

It should be noted that PEMRA had imposed a ban on court reporting a few months ago, against which petitions were filed in Sindh High Court and Islamabad High Court on behalf of journalistic organizations.

LHC stops implementation of Punjab Defamation Law

LAHORE: The Lahore High Court(LHC) stayed the implementation of the Punjab Defamation Law and made the law subject to a court decision.

Justice Amjad Rafiq of Lahore High Court heard the petitions of Lahore Press Club President Arshad Ansari and others against the Defamation Act.

The counsel for the petitioners took the position that in the presence of one law another law cannot come. No other law can be made in the presence of Pakistan Electronic Media Regulatory Authority (PEMRA).

The PEMRA has powers to take action against channels and media. Journalists report responsibly. It is requested that the court declare this law null and void.

The court adjourned the hearing till July 4, subjecting the implementation of the Act to a judicial decision.

Speaking to the media after the hearing, Lahore Press Club President Arshad Ansari said that it is hoped that the court will suspend this bill.

KARACHI: The Sindh High Court (SHC) allowed court reporters across the country for court proceedings and directed them to ensure implementation of guidelines.

The SHC heard the petition against the Pakistan Electronic Media Regulatory Authority(PEMRA) ban on reporting of court proceedings.

The court said that the guidelines of the Supreme Court and relevant laws should be taken into account during the reporting of the court. The guidelines issued by the Supreme Court for the reporting of court proceedings should be implemented and PEMRA can take action over the violation of the guidelines of the SC.

The court extended the ongoing stay-order on PEMRA’s suspension of notification of prohibition on written order report only.

The court had stayed proceedings against court reporters and channel owners in light of PEMRA’s May 21 notification.

According to the counsel for the petitioners, after the order on the request of Pakistan Federal Union of Journalists(PFUJ) , journalists from all over the country will be able to do responsible court reporting.

Earlier, the court had restrained PEMRA from taking action against 5 court reporters of Karachi and their channels.

Islamabad High Court Journalists Association had challenged PEMRA notification, Islamabad High Court Chief Justice Aamer Farooq issued a written hearing order on the petition against PEMRA notification of not reporting court proceedings.

The Islamabad High Court has issued a notice to PEMRA on a plea against ban on reporting of court proceedings and restrained PEMRA from taking disciplinary action against TV channels.

The court has adjourned further hearing on the petition against the PEMRA notification till May 28.

It should be noted that the Pakistan Federal Union of Journalists(PFUJ) has also challenged the PEMRA notification in the Islamabad High Court.

On the other hand, a notice has been issued asking PEMRA to respond on May 29 to the petition against the ban on media coverage of court proceedings in the Lahore High Court.

LAHORE: Three separate petitions filed in the Lahore High Court(LHC), Islamabad High Court(IHC) and Sindh High Court(SHC) Sukkur Bench seeking withdrawal of notification issued by the Pakistan Electronic Media Regulatory Authority(PEMRA) restricting the TV channels from broadcasting tickers and headlines of court proceedings.

In the petitions filed by the representative organizations of the Supreme Court and High Court Reporters in the Islamabad High Court, it has been stated that PEMRA’s notification is a violation of Article 19 and 19A, and the notification should be declared unconstitutional and annulled.

The petition was filed by the Pakistan Federal Union of Journalists(PFUJ) in the Sindh High Court Sukkur Bench. According to the petitioner’s counsel, PEMRA, the Federal Government and the Information Secretary have been made parties in the petition.

PEMRA’s guidelines on reporting cases pending in courts state that tickers and headlines related to court proceedings should be avoided.

The petitioner said that PEMRA’s notification regarding the judicial proceedings is illegal.

KARACHI: The Supreme Court (SC) ordered to remove encroachments from roads and footpaths across the country.

PEMRA said that according to the Election Commission of Pakistan (ECP), the general elections will be held on February 8, 2024 in the country . In this regard, all media channels should ensure adherence to PEMRA Rules 2015.

PEMRA said that it is the responsibility of every Pakistani to make democracy, democratic values, and elections transparent, people and institutions should cooperate fully for conducting transparent elections and electronic media has a key role in raising awareness among the people.

The directive states that the formation of public opinion is the job of the media to strengthen the democratic process, take into account all the facts in the electronic media election transmission, and not broadcast any news that creates doubts in the minds of the public, any negative or false information. Elections should not be sabotaged by news. Broadcasting any such news will be a violation of PEMRA rules.

He said that without a delay mechanism, live broadcasts would not be shown, and reporters, anchors, and producers, discuss the content before broadcast, ensuring effective media monitoring and editorial control.

In the guidelines, PEMRA said that talk show guests’ words should be verified before making news, and no person or organization should be accused of any news without verification.

“Hadsa” Returns: Islamabad High Court Reverses Suspension

The Islamabad High Court (IHC) has issued a verdict instructing the revocation of the suspension imposed on the controversial drama series ‘Hadsa.’ This series had previously been banned by the Pakistan Electronic Media Regulatory Authority (PEMRA) after it was accused by the motorway rape survivor of exploiting her traumatic experience. Legal expert Reema Omar shared a portion of the judgment on her Twitter account, emphasizing that the regulatory board had not listened to the creators of the drama before imposing the ban:

“The inconvenience experienced by the applicant/appellant side, along with their irreparable loss, is evident, and all these factors compel this Court to issue the injunctive order.”

The judgment also stipulated that the explicit scene in question, the controversial gang rape depicted in Episode 5, should not be replicated or broadcasted in future episodes. The controversy surrounding ‘Hadsa’ originated in August when journalist Fareeha Idrees shared an account of her conversation with the survivor, who revealed that she had not been consulted by the show’s producers before airing the controversial scene and requested assistance from authorities in removing the drama.

“They have made a drama on my life,” Fereeha tweeted Z had told her. “As if I am nothing, no one asked me, it’s the same, they are showing the same things, oh my God! Why didn’t I die before reliving this again? You know, I didn’t sleep after the incident for many, many nights, and it’s all back now. I haven’t slept a wink since I saw this terrible, horrendous depiction of the most terrible moments of my life, which I so want to forget. It’s unbearable; I start shivering every day at 5 pm because I know the drama is coming at 7 pm. Why are they doing this to me?.”

Hadiqa Kiani released a lengthy statement on her social media accounts addressing the accusation, stating that after consulting with the scriptwriter and the rest of the team, she was certain that the drama was not based on the motorway rape survivor:

“When I was asked to play the role of Taskeen for Hadsa, my first question was, ‘Is this related to the motorway incident?’ ‘Is this based on a true incident?’ – I made it clear that I would not be part of the project if it was based on anyone’s story. The team behind the project explicitly told me ‘No.’ After many discussions with the team and only after reading the script did I understand that Hadsa was not connected to or based on the motorway story.”

Director Wajahat Rauf responded to the criticism by asserting that the drama was not centered on the life of the motorway survivor and that the screenplay aimed to raise awareness about the experiences of rape survivors:

“The drama is not based on the motorway incident. The main character, her husband, her three children, the family dynamics, the police officers investigating the crime, the motive behind the crime, and the trial are all fictional. The only common element is that the incident occurred on a highway.”

“The last thing we would want to do is be insensitive to someone who has been a victim of this brutal crime. It is our opinion that it would be far more insensitive to the victims if we did not adopt a condemnation tone; in that case, one might argue that we are not at all familiar with the trauma that a rape victim goes through.”

“Our writer did speak to actual victims who were willing to talk about their trauma and how they eventually coped with it, and that is what is reflected in the play. A character should be judged after seeing her entire role. Judgement shouldn’t be passed based on a glimpse of social media posts. Writers and directors can show temporary weakness to demonstrate the long-term strength of a character that develops.”

On August 31, PEMRA issued a statement announcing the ban on ‘Hadsa.’

The President stated this while talking to a delegation of representatives of the Pakistan Federal Union of Journalists (PFUJ), All Pakistan Newspapers Society (APNS), Pakistan Broadcasters Association (PBA), Council of Pakistan Newspaper Editors (CPNE), and Association of Electronic Media Editors and News Directors (AEMEND), who called on him, at Aiwan-e-Sadr.

Talking to the delegation, the President appreciated the collective efforts of the media community for introducing amendments to the PEMRA law, especially to protect the rights of media workers. He said that the linking of government advertisements with the payment of dues to electronic media employees would help address their issues.

The President discussed in detail various aspects of the bill with the visiting delegation, adding that the amendment bill had brought improvements to the existing media law.

President also asked the members of the delegation to volunteer to educate the youth about fake news and disinformation. He highlighted that teenagers were among the most vulnerable populations to the scourge of fake news, and they needed to be educated and sensitized about its implications.

He remarked that the media, especially senior journalists, should enhance linkages with academia and universities to guide and educate students about fake news and the new developments taking place in the field of journalism.

President also urged the need to promote diversity of thought and opinions by promoting dialogue in society and free exchange of ideas. He said that the dynamics of new forms of media, especially social media, should be understood, adding that it was the responsibility of media to educate the people on morality and the use of social media in a responsible and constructive manner.

The delegation briefed the President about various provisions of the new bill that would benefit the journalist community as well as media employees.

ISLAMABAD: Federal Minister for Information and Broadcasting Marriyum Aurangzeb said that the Pakistan Electronic Media Regulatory Authority (PEMRA) Amendment Bill 2023 was passed by the National Assembly with unanimous vote after detailed deliberations with all stakeholders.

She said, it was unjustified that the people who prepared the said bill were irrelevant although all the media organizations and stakeholders were consulted on the bill.

“PEMRA Bill 2023 remained in the public domain for 20 days and under discussion in Parliament. If anybody has any objection on the bill, he may highlight that loophole and suggest the amendment,” the minister said while briefing the Senate Standing Committee on Information and Broadcasting.

PEMRA Bill 2023 was reviewed in the meeting presided over by the convener of the committee Fauzia Arshad. It was decided in the meeting that the committee members would submit their amendments by August 7.

During the briefing, she said, under the PEMRA law 2002, the chairman PEMRA had authority to suspend or cancel the license of any TV channel but the amended law empowered the Council of Complaints by curtailing the power of chairman PEMRA.

“We all have suffered a lot due to the draconian PEMRA law 2002 which was introduced by the then President Pervaiz Musharaf,” she added.

Marriyum Aurangzeb said that the PEMRA Bill 2023 protects the rights of media workers and journalists as all the media house owners would be bound to clear their all dues including salaries within two months under the new bill.

Responding to Senator Irfan Saddique, she said, media houses were bound to submit their monthly statements regarding the salaries of the employees to the Council of Complaints and added that media houses would be penalized up to Rs ten million for none compliance to the provisions in the bill.

There was no such platform in the country where media workers and journalist could register their complaints against the media houses, therefore, this bill is providing a platform where they can register their complaints at the Council of Complaints, she added.

KARACHI: The Human Rights Commission of Pakistan (HRCP) has expressed concern over the proposed Pakistan Electronic Media Regulatory Authority (PEMRA) Amendment Bill.

HRCP said in a statement that through the proposed bill, the regulator has been given the role of disseminating information, because of the disinformation clause.

The statement said that any responsible journalist avoids false information, the definition of disinformation in the bill is nothing but censorship. This law will discourage the journalist and will not be able to cover all angles of the news.

The Human Rights Commission said that because a powerful group or individual would come in the way of journalism because of the disinformation law. The proposed amendment bill is in direct violation of Article 19 of the Constitution which grants the right to full freedom of expression.

According to the statement, the issue of salaries of media workers in the bill is good but the issue of salaries of media workers should be resolved in 30 days instead of 60 days.

LAHORE: Pakistan Electronic Media Regulatory Authority (PEMRA) imposed banned on coverage of the Pakistan Tehreek-e-Insaf (PTI) rally.

PEMRA issued a notification on Wednesday and imposed a ban on the PTI election rallies on all satellite TV channels with immediate effects.

In his Twitter message, Senior leader of PTI and former federal minister Fawad Chaudhry said, “Media has been banned to cover police brutality on protestors, Punjab is under East India Company and Mohsin Naqvi new Gen Dair of Punjab.”

Earlier, Pakistan Electronic Media Regulatory Authority (PEMRA) imposed a ban on broadcasting ‘live and recorded’ speeches and press conferences of former prime minister and Pakistan Tehreek-e-Insaf Chairman Imran Khan on all satellite TV channels with immediate effect.
