LHC issues notices to federal govt, other on plea against PECA laws

LAHORE: The Lahore High Court(LHC) has issued notices to the federal government and others as it admitted a petition filed against Prevention of Electronic Crimes Act(PECA) 2025 for preliminary hearing.

Justice Farooq Haider conducted hearing on the petition filed by the Federal Union of Journalists, asking court to declare the controversial law null and void.

The petition filed by the Federal Union of Journalists (PFUJ) states that the PECA Bill was brought without consultation with the relevant stakeholders and journalist organizations. The approval of the PECA Amendment Bill will affect freedom of expression provided in the constitution.

The petition has requested the PECA Amendment Law 2025 to be declared unconstitutional and urged it to be annulled, saying that the PECA Amendment Act contradicts the protection of freedom of expression given in the constitution.

Later, the court approved the petition against the PECA amendment law for a preliminary hearing and issued notices to the federal government and others.

The petition to annul the PECA was filed by Federal Union of Journalists, in which the Election Commission of Pakistan(ECP) and the Pakistan Telecommunication Authority (PTA), including others, were made parties.

LAHORE: Three separate petitions filed in the Lahore High Court(LHC), Islamabad High Court(IHC) and Sindh High Court(SHC) Sukkur Bench seeking withdrawal of notification issued by the Pakistan Electronic Media Regulatory Authority(PEMRA) restricting the TV channels from broadcasting tickers and headlines of court proceedings.

In the petitions filed by the representative organizations of the Supreme Court and High Court Reporters in the Islamabad High Court, it has been stated that PEMRA’s notification is a violation of Article 19 and 19A, and the notification should be declared unconstitutional and annulled.

The petition was filed by the Pakistan Federal Union of Journalists(PFUJ) in the Sindh High Court Sukkur Bench. According to the petitioner’s counsel, PEMRA, the Federal Government and the Information Secretary have been made parties in the petition.

PEMRA’s guidelines on reporting cases pending in courts state that tickers and headlines related to court proceedings should be avoided.

The petitioner said that PEMRA’s notification regarding the judicial proceedings is illegal.

ISLAMABAD: President Dr Arif Alvi has assured media workers and the journalist community of his support for the Pakistan Electronic Media Regulatory Authority (PEMRA) Amendment Bill 2023.

The President stated this while talking to a delegation of representatives of the Pakistan Federal Union of Journalists (PFUJ), All Pakistan Newspapers Society (APNS), Pakistan Broadcasters Association (PBA), Council of Pakistan Newspaper Editors (CPNE), and Association of Electronic Media Editors and News Directors (AEMEND), who called on him, at Aiwan-e-Sadr.

Talking to the delegation, the President appreciated the collective efforts of the media community for introducing amendments to the PEMRA law, especially to protect the rights of media workers. He said that the linking of government advertisements with the payment of dues to electronic media employees would help address their issues.

The President discussed in detail various aspects of the bill with the visiting delegation, adding that the amendment bill had brought improvements to the existing media law.

President also asked the members of the delegation to volunteer to educate the youth about fake news and disinformation. He highlighted that teenagers were among the most vulnerable populations to the scourge of fake news, and they needed to be educated and sensitized about its implications.

He remarked that the media, especially senior journalists, should enhance linkages with academia and universities to guide and educate students about fake news and the new developments taking place in the field of journalism.

President also urged the need to promote diversity of thought and opinions by promoting dialogue in society and free exchange of ideas. He said that the dynamics of new forms of media, especially social media, should be understood, adding that it was the responsibility of media to educate the people on morality and the use of social media in a responsible and constructive manner.

The delegation briefed the President about various provisions of the new bill that would benefit the journalist community as well as media employees.

Pakistan Federal Union of Journalists (PFUJ) on Tuesday condemned the cancellation of the license of BOL News.

According to the details, PFUJ has expressed a strong reaction against the cancellation of the license of Bol News and warned the government not to try to stifle the freedom of expression and take away the freedoms of freedom of expression given in the Constitution of Pakistan.

President of PFUJ G.M Jamali and Secretary-General Rana Azeem expressed that the government has tried such tactics to ban media outlets before, but they failed. He said that the closure of an institution means unemployment of thousands of workers and PFUJ will never let the government take such steps.

The leadership of PFUJ expressed that this issue is being raised in all international forums and the International Federation of Journalists (IFJ) will also be informed about the circumstances. Secretary General Rana Azim said, “If the government does not immediately restore the license of Bol News, we will approach the courts and call for nationwide protests.”
