Punjab imposes Section 144 in several districts of province

LAHORE: The Punjab government imposed Section 144 in Faisalabad, Bahawalpur, Toba Tek Singh, Mianwali, Chiniot and Jhang ahead of Pakistan Tehreek e Insaf(PTI) protests.

In the districts where Section 144 has been implemented, all kinds of political gatherings, sit-ins, meetings and protests have been banned, while containers have been erected in various cities.

Meanwhile, mobile phone and internet services shut down in Mianwali, while two companies of Rangers have also been deployed.

On the other hand, a case has been registered against more than 100 workers of Pakistan Tehreek e Insaf in Bahawalpur for violation of Section 144 and 5 workers have been arrested.

Remember that Pakistan Tehreek-e-Insaf (PTI) has announced a protest today.

The Punjab government has tabled an amendment bill in the provincial assembly to allow Section 144, a colonial-era law used to ban public gatherings, to be enforced for at least three months.

RAWALPINDI: The Punjab Home Department imposed Section 144 in Rawalpindi Division and also summoned the Rangers.

The Punjab Home Department has issued a notification for the implementation of Section 144.  The Punjab government has imposed Section 144 in Rawalpindi Division for 2 days and banned all kinds of political gatherings, sit-ins, rallies, demonstrations, protests and all such activities.

In Rawalpindi Division, possession and display of weapons will also be banned. However, representatives of law enforcement agencies will be exempted from the ban.

The ban will apply on Saturday 28 September and Sunday 29 September. Section 144 will be enforced in Rawalpindi, Attock, Jhelum and Chakwal districts of Rawalpindi Division.

On the recommendation of the district administration, 6 companies of Rangers will be deployed in Rawalpindi and Attock. The district administration says that there is a fear of the arrival of armed miscreants in Rawalpindi and Section 144 was imposed to maintain law and order, protect human lives and property.

A letter was issued to the federal government for the appointment of Rangers.

Earlier, Pakistan Tehreek-e-Insaf (PTI) has withdrawn its application for a rally in Rawalpindi.

PTI had filed a petition in the Lahore High Court Rawalpindi Bench for permission to hold a rally in Rawalpindi, which was scheduled to be heard today.

LAHORE: The Punjab government imposed Section 144 in 7 cities of province including Lahore during Punjab Public Service Commission (PPSC) exams.

On the instructions of the Punjab government, the Home Department has issued a notification, according to which Section 144 will be implemented in 7 cities of Punjab on Saturday, September 28 and Sunday, September 29.

According to the notification issued, Section 144 will be enforced at the examination centers of Lahore, Rawalpindi, Sargodha, Faisalabad, Multan, Bahawalpur and Dera Ghazi Khan, while the ban around the examination centers will be enforced from 8:30 AM to 4:30 PM.

No one except the candidates and supervisory staff will be allowed to enter the examination centres, besides the movement of non-related persons within 100 yards of the examination centers in 7 cities will also be restricted.

It should be noted that Punjab Public Service Commission has set up 25 examination centers in 7 cities for various examinations.

ISLAMABAD: Islamabad Capital Territory (ICT) Police have implemented Section 144 across the federal capital, effective Saturday, in response to elevated security concerns.

According to ICT police spokesperson on Saturday the section 144 prohibits any political processions and gatherings without prior approval from the district administration.

ICT spokesperson emphasized that these restrictions are designed to maintain public order and ensure the safety of all citizens.

Police have urged the public to avoid participating in any unauthorized political activities that could disrupt the law-and-order environment.

He said “the Islamabad Police are committed to safeguarding the lives and properties of our citizens.”

“We ask everyone to cooperate with these measures to help us maintain peace and security, “he said.

Residents are advised to report any suspicious activity by calling the emergency hotline at 15. he added.

Enforcement of Section 144 in Punjab challenged in LHC

LAHORE: The Section 144  enforcement in Punjab was challenged in the Lahore High Court, in which it was requested that the implementation of Section 144 should be declared invalid.

A petition was filed in the Lahore High Court against the implementation of Section 144 in Punjab, the petition was filed through Azhar Siddique Advocate.

In the petition, it was said that the Punjab government imposed section 144 to prevent Pakistan Tehreek-e-Insaf(PTI)  from holding a rally, and the imposition of the section for three days is for political purposes.

The petitioner said that the implementation of Article 144 is contrary to the fundamental rights given in the Constitution, and it is requested that the implementation of Article 144 in Punjab be annulled.

It should be remembered that the Punjab government has imposed a ban on processions, rallies and dharnas by imposing Section 144 in the province for three days, which will be applicable from August 22 to August 24.

According to the spokesperson of the Punjab Home Department, Section 144 has been implemented for the establishment of law and order, protection of human lives and property.

ISLAMABAD: Spokesperson for the Home Department Punjab said that the Punjab government has enforced Section-144 across the province in view of security during Muharram.

Punjab Home Department has issued comprehensive guidelines, including a ban on pillion riding of motorcycles from the 7th to the 10th of Muharram.

The Interior Secretary of Punjab has mandated the strict implementation of foolproof security measures and Standard Operating Procedures (SOPs) throughout the province.

The spokesperson said that there would be no new construction in Muharram processions and gatherings.

The display of all types of weapons and incendiary materials in public places will be prohibited without the appropriate authorization.

“Provocative slogans and gestures that incite public sentiments, beliefs, and sects are completely banned,” the spokesperson emphasized.

Section 144 also prohibits any remarks or actions inciting inter-religious, communal, or ethnic hatred through any medium.

Additionally, constructing barricades on rooftops or other buildings along procession routes is forbidden. It is also prohibited to stockpile stones, bricks, bottles, or garbage on rooftops along the procession routes.

The spokesperson said that the presence of spectators on the rooftops of buildings or shops along the procession route is banned.

Furthermore, a ban on pillion riding of motorcycles will be enforced from the 7th to the 10th of Muharram, with exceptions made for senior citizens, women, and law enforcement officials.

KARACHI: Sindh Home Department has imposed Section 144 from 1st Muharram to 10th Muharram in the province.

The Provincial Home Department has imposed Section 144 throughout the province during Muharram, the notification of which has also been issued.

According to the notification, taking out processions and rallies without permission will be prohibited during Muharram and the ban will be applied from 1st Muharram to 10th Muharram, while pillion riding of motorcycles will be prohibited on 9th and 10th Muharram.

However, the ban shall not be applicable on women, children below the age of 12 years, senior citizens, differently abled persons, journalists, personnel of law enforcement agencies and private security agencies in uniform, and employees of essential services.

The Home Department said that during Muharram, display of weapons and flying of drones will also be banned.

Commissioner imposes ban on Karachi beaches under Section 144

KARACHI: Commissioner of Karachi, Syed Hassan Naqvi, has imposed a two-month ban on bathing in the sea in view of the large and dangerous sea waves and also imposed Section 144.

Karachi Metropolitan Corporation(KMC) wrote a letter to inform the commissioner that large and dangerous waves are forming near the beach in Karachi, which may endanger the lives of bathers in the sea.

Commissioner Syed Hassan Naqvi imposed Section 144 of the Criminal Procedure Code and imposed a ban on bathing in the sea for two months.

The ban will be applicable at Canap Beach, Mubarak Village, and Sonera Beach until August 13.

A notification has also been issued in that regard.

The relevant police SHOs have been empowered to register cases against the violators.

ISLAMABAD: A local court on Tuesday confirmed the bail of Pakistan Tehreek Insaf’s leader Azam Khan Swati in a case pertaining to violation of section-144.

A district and session judge Islamabad heard the case and approved the bail of accused against surety bonds worth Rs 5,000.

During hearing, the defence lawyer Ali Bokhari Advocate said that his client was arrested in this case and very next day he was granted post arrest bail. But the same was cancelled due to his non appearance and then he was declared absconder, he added.

After hearing arguments, the court confirmed the bail.

ISLAMABAD: The Islamabad High Court (IHC) on Monday reserved its decision on the admissibility of the petition against Section 144 of the law, BOL News reported. 

According to the details, a hearing was held in Islamabad High Court on the petition of PTI leader Asad Umar against Section 144 of the law. Chief Justice of IHC Athar Minallah conducted the hearing.

Asad Umar’s petition argued that the imposition of Section 144 is an unconstitutional law to stop peaceful protests. The British Raj created this law which is still being used today.

On behalf of the petitioner Asad Umar, Advocate Babar Awan. appeared in the court.

“How is the petitioner Asad Umar affected by Section 144? Did anyone stop petitioner Asad Umar from seeking permission for a peaceful protest?” the Chief Justice of the IHC asked the lawyer.

“This party has the government in two provinces. Has section 144 ever been implemented there? ” CJ asked.

Athar Minallah said that the matter of law and order is to be looked after by the executive, in which the court will never interfere.

Lawyer Babar Awan replied that Asad Umar is the leader of PTI.

The Chief Justice said that in the sit-in case, the Supreme Court has decided that permission must be obtained for a peaceful protest.

“It is not a request from a political party but a former MNA,” lawyer Asad Umar replied.

“This is not a request of a former member of the Assembly; the petitioner is still a member of the National Assembly,” the Chief Justice said.

Lawyer Babar Awan said I could not disagree with you, but I can make corrections.

Athar Manullah said that until the resignation is accepted, he is a member of the assembly. “This party has a government in Punjab and KPK. You should first go to these provinces and get this law removed from the assembly. Abolish the law from the provincial assemblies and come here, “he added.
