ECP issues notification of successful candidates in by-elections

ISLAMABAD:  The Election Commission of Pakistan (ECP) has released the notification of the successful candidates in the by-elections.

According to the notification, Faisal Amin Khan was declared successful from NA 44 Dera Ismail  Khan and Ali Pervaiz Malik of Pakistan Muslim League-Nawaz(PML-N) from NA 119 Lahore while Rashid Ahmed Khan of PML-N was declared successful from NA 132 Kasur was declared successful.

Similarly, Adnan Afzal Chatha of PML-N from Wazirabad PP 36, Ahmed Iqbal PML-N from Narowal on PP 54, Saeed Akbar Nawani of PML-N from Bhakkar on PP 93 and Rana Afzal of PML-N from PP 139 Sheikhupura was declared successful.

Similarly, Muhammad Riaz of PML-N from PP 147 Lahore, Muhammad Shoaib Siddiqui of IPP from PP 149 Lahore, Chaudhry Nawaz of PML-N from PP 158 Lahore and Rashid Minhas of PML-N PP 164  Lahore was declared successful.

Federal Govt approves deployment of army, CAF for by-polls

ISLAMABAD: The federal government approved the deployment of Civil Armed Forces(CAF) and Pakistan Army troops in the by-elections.

After the approval of the Federal Government, the Federal Ministry of Interior issued orders to deploy Civil Armed Forces and Pakistan Army troops.

According to the announcement, Civil Armed Forces and Pakistan Army troops will be used as quick response force. The Civil Armed Forces and Pakistan Army troops will be used as second and third tiers of security.

The announcement said that Civil Armed Forces and Pakistan Army troops will be available in 21 constituencies from today till April 22.

It should be remembered that the by-elections in 21 constituencies of the National and Provincial Assembly across the country are going to be held tomorrow, Sunday, April 21.

The Election Commission of Pakistan (ECP) had requested the federal government to provide security in the by-elections.

ECP completes preparations for by-elections in 21 constituencies

KARACHI: The Election Commission of Pakistan (ECP) has completed all the preparations for the by-elections in 21 constituencies of national and provincial constituencies.

Sources said that the work of printing the ballot papers has been completed by the Election Commission and ECP printed more than 6.2 million ballot papers.

Sources said that the ballot papers were printed in the printing presses of Islamabad and Karachi. Ballot papers of green color for the National Assembly and white color for the Provincial Assembly have been printed.

Sources said that the ballot papers have been delivered to the Returning Officers (ROs) of the respective constituencies, 2.55 million voters will exercise their right to vote for five constituencies of the National Assembly.

According to the sources, more than 3.6 million voters will exercise their right to vote for the provincial assembly.

JUI-F’s chief announces boycott of by-elections

ISLAMABAD: Jamiat Ulema-e-Islam-Fazal (JUI-F) chief Maulana Fazal ur Rehman has announced a boycott of the by-elections and party will hold protest in different cities from April 25 against rigging in February 8 elections.

JUI chief Maulana Fazal ur Rehman announced in a video released on social media that no JUI candidate will participate in the by-elections.

In the video statement, Maulana Fazal ur Rehman says that JUI-F reject the results of the February 8 elections because this parliament is less representative of the people and more representative of the establishment.

In the video statement of Maulana Fazal ur Rehman, it has also been announced to start a movement from April 25 against the election results of February 8 from Balochistan.

In the video statement, Maulana Fazal ur Rehman further said JUI-F will also hold rallies in Karachi, Peshawar and Lahore.

He said Election Commission of Pakistan (ECP) has remained powerless and did not have the permission to compile a single result and adding that interference was being done in the matters of the civil bureaucracy.

SLAMABAD:  The Election Commission of Pakistan (ECP) has released the schedule for the by-elections of the National and Provincial Assemblies.

According to the Election Commission, by-elections will be held on April 21 for vacant seats across the country.

According to ECP, by-elections will be held on 6 seats of National Assembly, 12 seats of Punjab Assembly, while by-elections will be held on 2 seats of Khyber Pakhtunkhwa Assembly, 2 seats of Balochistan Assembly and one seat of Sindh Assembly.

As per the schedule, candidates can file their nomination papers from March 16-18. The nominated candidates’ names will be published on March 18.

Meanwhile, the scrutiny of the papers by the returning officers (RO) will be held on March 21 while candidates, whose papers have been rejected, can file appeals on the RO’s decision till March 25.

The appellate tribunal must then decide on the appeals by March 28 and the revised list of candidates will be issued the same day.

Candidates who wish to withdraw from the polls can do so by March 29 and the next day — March 30 running candidates will be allotted election symbols.

The polling will be held on April 21.

PESHAWAR: The Peshawar High Court(PHC) suspended the notification of by-elections on the constituencies of the National Assembly in Khyber Pakhtunkhwa (KP).

The Pakistan Tehreek-e-Insaf(PTI) had moved PHC last week seeking the suspension of the Election Commission of Pakistan’s by-election schedule on 24 NA seats scheduled to be held on March 16 and 19.

A two-member bench comprising Justice Syed Muhammad Attique Shah and Justice Syed Arshad Ali announced the short verdict.

The Peshawar High Court reserved the decision today after the arguments of the lawyers were completed.

The court also sought the response regarding the acceptance of PTI’s resignations and fixed the date of March 7 for the next hearing.

The by-elections were scheduled to be held in the constituencies of NA-4 Swat, NA-17 Haripur, NA-18 Swabi, NA-25 and NA-26 Nowshera, NA-32 Kohat, NA-38 Dera Ismail Khan (DI Khan) and NA-43 Khyber.

ISLAMABAD: The Election Commission of Pakistan (ECP) has issued a code of conduct for by-elections to 33 seats of the National Assembly.

The by-elections on 33 National Assembly seats will be held on March 16.

According to the code of conduct issued by the Election Commission, political parties, candidates, and polling agents will not speak against the Pakistan Army, judiciary, and ideology of Pakistan.

The code of conduct states that political parties, candidates, and polling agents will fully implement the rules of the Election Commission regarding the conduct of elections, and giving gifts to a person for participating in the election or withdrawing from the election is a corrupt practice.

The Election Commission said that full support will be provided by law enforcement agencies for the security of election equipment and staff on the day of the election. Political parties will take steps to ensure maximum participation of women on election day.

According to the code of conduct, political parties and polling agents will prevent their candidates from marking or tearing the ballot paper on election day. A candidate seeking help from a government or non-government official would be considered corrupt.

Apart from this, all the candidates will open a special bank account for the election in which the transactions related to the election drive will be done.

The code of conduct said that after the release of the final list of candidates, all the candidates will submit the details of election expenses to the returning officer within 15 days and the successful candidates will submit the details of election expenses on Form C to the returning officer within ten days of the election.

The Election Commission said that there will be a ban on the display or use of weapons on election day and twenty-four hours after that, members of the National Assembly, Provincial Assembly, Senate, and local government representatives will be able to participate in the election campaign.

In addition, the president, prime minister, chairman and deputy chairman of the senate, speaker, and deputy speaker of the national assembly will be banned from participating in the election campaign. No person holding office will participate in the election campaign.

ISLAMABAD: The Ministry of Defence has excused itself from providing security for the Khyber Pakhtunkhwa and Punjab Assembly elections and the by-elections of National Assembly constituencies.

The defence ministry’s response came after the Election Commission of Pakistan (ECP) requested the interior ministry to seek assistance from the armed forces to provide security cover during the elections.

In its letter to the interior ministry, the Defence Ministry apologised that it could not provide the static deployment of rangers and Frontier Corps for the upcoming by-elections, as, according to them, the deployment of the armed forces was not feasible.

The defense ministry told the interior secretary that the armed forces and civil armed forces were currently engaged in border management and internal security management.

Threats of terrorism are on the rise in the country, said the ministry. Moreover, the armed forces will be engaged in the census process from February 27 to April 3 this year, it was said.

However, the Punjab Rangers will be available as the Quick Response Force during these elections.

On the other hand, replying to the ECP’s letter, the Finance Ministry has asked the election-conducting authority to postpone its demand for the additional grant in the wider national interest.

MULTAN: Senior Vice Chairman of Pakistan Tehreek-e-Insaf(PTI) Shah Mahmood Qureshi has said that it is understood how the caretaker government wants to conduct the elections.

Former Federal Minister Shah Mahmood Qureshi while talking to the media in Multan said that the transfers and postings are being done in violation of the code of conduct, the constitution, and the law are being violated.

He said that only the judiciary can defend the constitution and the law, now the Election Commission and the judiciary are being tested.

Shah Mahmood Qureshi said that the Election Commission of Pakistan failed to fulfill its constitutional responsibility, such situations have not been seen in 40 years.

The senior Leader of PTI said RO does not change after the release of the election schedule and it is understood how the caretaker government wants to conduct the elections. He said appointments are being made in Punjab for political purposes.

The former federal minister said that those who understand the political situation are watching what is happening in the field to expose the plans of the government.

He said that pressure is being put on PTI people and cases are being registered against party workers while arrests are being made and revenge actions are being taken against supporters.

The PTI leader said that the current government is responsible for the inflation and they have new agreements with the IMF. He said people were being treated without discrimination with the Insaaf Health Card but this government has also taken away the Insaaf Health Card from the people. He said the people of Pakistan are having nightmares after the arrival of Dar.

Shah Mehmood Qureshi said that he has to appear in court tomorrow and so far six cases have been registered against him. He said if he does not appear tomorrow, maybe an arrest warrant will be issued.

The former federal minister said the decision of the Jail Bharo Movement was made by Imran Khan, the day Imran Khan started the movement. He said, “I will fulfill my responsibility and present the arrest.”

The former federal minister said that he is contesting elections from NA 156 Multan, ADCR was supposed to collect nomination papers but the government changed the person collecting nomination papers overnight.
