KARACHI: The Sindh cabinet has approved agriculture income tax bill 2025  with reservations and this will be implemented from January 2025.

Sindh Cabinet approved the Agriculture Income Tax law during its meeting, proposing that agricultural income up to Rs. 600,000 annually will be exempt from tax, while the maximum tax rate for income exceeding Rs. 5.6 million annually will be 45 per cent.

Sindh Chief Minister Syed Murad Ali Shah said a progressive super tax has also been introduced, with no super tax on annual agricultural income up to Rs. 150 million and a maximum of 10 per cent super tax applying to income exceeding Rs. 500 million annually.

New Agricultural Income Tax In line with the commitments outlined in the National Fiscal Pact between the provinces and the Federal Government, the Sindh Cabinet has approved the Sindh Agricultural Income Tax Law, setting the stage for its introduction in the Sindh Assembly. This progressive legislation aims to strengthen the province’s tax collection framework and enhance fiscal responsibility within the agricultural sector.

Under this new law, the Sindh Revenue Board (SRB) will be the authority responsible for collecting and enforcing the agricultural income tax, ensuring a streamlined and efficient process. The proposed Sindh Agricultural Income Tax Bill 2025 is set to take effect on January 1, 2025.

The Bill states that agricultural income up to Rs. 600,000 annually will be exempt from tax, while the maximum tax rate for income exceeding Rs. 5.6 million annually will be 45 per cent.

A progressive super tax has also been introduced: there will be no super tax on annual agricultural income up to Rs 150 million, while a maximum super tax of 10 per cent will apply to income exceeding Rs  500 million annually.

Additionally, the Bill aims to include corporate farming in the tax net. Small companies will be subject to a 20 per cent tax rate on their annual agricultural income, while large companies will face a tax rate of 29 per cent.

Notably, livestock has not been included in the tax net, and the advance agricultural income tax, based on land cultivation, will no longer be levied. The payment, collection, and filing of agricultural income tax will be fully automated for greater efficiency.

CM attends launching of Google career certification scholarship

KARACHI: Chief Minister Sindh Syed Murad Ali Shah witnessed the signing ceremony between Sindh Information, Science & Technology (IST) and Techvalley Pakistan for Google Career Certification Scholarship program 2023.

Speaking on the occasion, the CM said that the MOU between the provincial IT dept and Techvalley for advancing Google scholarships to the students studying in government schools, youth, and transgenders for receiving IT-based training or doing IT-based courses to enable them to earn a respectable livelihood.

Techvalley Pakistan in collaboration with Google has conducted early coding programs in selected schools of the education department, in district South wherein the children have been imparted IT skills, particularly early coding program, and the training process was coordinated by IS&T Department Govt. of Sindh.

Google would like to scale up this activity across Sindh. As a future course of action, Techvalley Pakistan will commence with other programs such as CS (computer science) First, Digital Google Garage, Be Internet Awesome, Google Cloud Solutions, and Project Management certifications for individuals, youth, and the working staff of Sindh province.

Earlier, IS&T department of the Sindh govt had signed MoU with Techvalley, and Google Pakistan for offering various training courses to contribute to human capital development in the areas of the Technology sector. Besides, Google has also shown its commitment to enhancing the education sector’s capacity in respect of Education Tools, Teachers’ Training & Certifications, Empowering IT Staff and Transforming Computer Labs.

The current Google offer is free certification courses for the youth of Sindh in IT support, IT Automation, Data Analytics, Project Management, UX Design, Digital Marketing E-Commerce, cyber security, Advance Data Analytics, and Advance Business Intelligence.

The total scholarship offered by Google is up to 5000. The total training hours for each certification is 160 hours within the period of four months. The program is inclusive and provides an equal opportunity to women and people with special abilities.

It is also submitted for the kind perusal of the worthy Chief Minister Sindh that the IS&T department is focusing on human capital development and the two programs such as ‘IT Industry Academia Industry bridge program’ and ‘IT Industry Readiness Boot camp’ are taken up from the budget committed for the pro-poor initiatives.

KARACHI: Chief Minister Sindh Syed Murad Ali Shah has said that Aga Khan University(AKU) has been a trusted partner of Sindh government for  decades but in recent years, the partnership has proven its value like never before.

“At the start of the pandemic, when Pakistan was recording its first cases of the virus, there were so many unknowns, there were so many questions in need of answers at that difficult time, therefore expertise of AKU was invaluable.”

This he said while speaking on the occasion of Agha Khan University Founder’s Day – the 40th Anniversary, and the Convocation of the Class of 2022 at Aga Khan University.

Mr Shah said that AKU has been a trusted and great partner of his government. “At the  start of the pandemic, when Pakistan was recording its first cases of the virus, there were so many unknowns and so many questions in need of answers,” he said and added at that difficult time, the expertise of AKU was invaluable and it was so willing to share its knowledge even in the middle of the night, there was always someone from the University available to assist us.

Murad Shah said that as the case count of COVID-19 rose, and it became clear we needed to provide additional training to our doctors and nurses in caring for seriously ill Covid patients, we naturally turned to AKU.

The CM recalled that throughout the pandemic, his government relied on AKU for data on the spread of the virus and the arrival of new strains.

Murad Shah said that he could recount many more examples of AKU addressing important health and education issues in partnership with the public sector-from increasing access to vaccination in underserved areas of Karachi, to training teachers in rural Sindh.

The CM said he would be working  closely with AKU to bring outstanding health care and education to the people of Sindh and Pakistan.

KARACHI: Chief Minister Sindh Syed Murad Ali Shah and Chairman National Disaster Management Authority (NDMA) Lt Gen Inam Haider have agreed in their meeting at CM House that modern technology would be adopted for disaster management.

The CM said that most of the natural disasters were weather related, therefore their forecast could be made much before their occurrences through technological help. He added that this would help the provincial and federal governments to make a contingency plan much before the disasters.

Chairman NDMA LT Gen Inam Haider said that his organization has developed close coordination with international agencies working to forecast weather and its related impacts. He added that the NDMA itself was installing weather-related latest equipment and gadgets to assess the weather and patterns of the disasters during the last few decades.

He told the CM that the provincial disaster management authorities would be also connected with their systems along with sharing daily reports and forecast warnings so that they can make their plans and necessary preparedness accordingly.

Murad Ali Shah said that his province was facing disasters from the 2010 flood, the 2011 flash floods, then the urban floods, and now heavy rains and floods. “We must learn lessons from these natural disasters and must equip and strengthen our institutions to mitigate the impact of such disasters through contingency plans and timely forecasts.

KARACHI: Chief Minister Sindh Syed Murad Ali Shah has said that the modern-day threats to peace are extremist ideology-based terrorism, illegal activities by transnational criminal syndicates, maritime piracy, and poverty.

“Natural calamities as a result of climate change, environmental degradation, and the traditional threat of inter-state rivalries based on nationalistic agendas devoid of moral principles and justice happen to be great challenges,” he said while speaking to the heads of foreign delegates/participants of Exercise Aman 2023 who called on him at the CM House on Sunday.

CM Murad said that ‘Aman’ meant ‘Peace’ in the Urdu language and peaceful co-existence was the centerpiece of Pakistan’s foreign policy.

“Our religion Islam also commands all Muslims to establish peace in the world for the peaceful existence of mankind and its living environment; in fact, the word `Islam’ also means peace in the Arabic language which has been chosen by Almighty Allah Himself for this religion which was sent through our Holy Prophet (PBUH),” he said.

He added that peace could be achieved by countering the prevailing threats, therefore countering threats to mankind and the environment where we lived was a cornerstone of Pakistan’s foreign policy as ordained upon us by our religion.

The chief minister said that in this age threats to peace have not increased manifold but have changed their nature and character.  “Modern-day threats to peace are extremist ideology-based terrorism, illegal activities by transnational criminal syndicates, maritime piracy, and poverty,” he said.

CM Sindh added that natural calamities as a result of climate change, environmental degradation, and the traditional threat of interstate rivalries based on nationalistic agendas devoid of moral principles and justice were also a form of threats and challenges.

He said that due to the changing nature of threats in modern times, it was not possible for any single nation to single handedly counter such threats, therefore, this required the collaboration of all countries, especially in the international maritime areas.

He added that Exercise Aman provided a platform where navies from a large number of countries got together to show their resolve and commitment to collectively counter threats that were threatening the well-being of the human race and its living environment.

He said that Exercise AMAN was an initiative of the Government of Pakistan led by the Pakistan Navy to enhance collaboration of all navies of the world to counter the modern-day threats in the maritime arena.

KARACHI: Chief Minister Sindh Murad Ali Shah has decided to launch a rigorous operation against street criminals in the next 15 days.

An important meeting regarding law and order was held under the supervision of Chief Minister Syed Murad Ali Shah, in which the Chief Minister gave instructions to speed up the intelligence-based operation.

Chief Minister Sindh also gave important instructions to the police on street crime and said that the police and Rangers should take strict action against street crime. He also directed the DG Rangers to increase patrolling and decided to improve the prosecution of street crime.

He also decided to send back people who are living illegally  in Sindh and also decided to increase surveillance on the internal and external roads of the city.

 

Murad Ali Shah further said that police and rangers should be deployed in important places where criminals are more active. He said seven people lost their lives over robbery resistance in December.

During the meeting, Murad Ali Shah said that terrorist organizations want to disrupt peace and order in the country again but the Sindh government will not allow terrorists to rise again in our country, province and cities.

Chief Minister Sindh while giving instructions to speed up intelligence-based operations said that a mechanism has been created to increase coordination between Sindh Police and other intelligence agencies, all intelligence agencies should be in touch with each other daily.

According to the spokesperson, Sindh Chief Minister Syed Murad Ali Shah made a surprise visit to Karachi and stopped at a cold drink corner near Jamia Masjid Rehmania Tariq Road.

A blind man was selling cold drinks at a corner and the blind old man has put up a board at his store, on which an appeal has been made to the Sindh Chief Minister that he is a blind old man and no one should bother him.

Syed Murad Ali Shah said to the old man, I am the Chief Minister of Sindh, who is bothering you? On which the elder told the Sindh Chief Minister that the police and the administration were bothered him.

CM Sindh Pens letter to PM Imran over province’s reservations on Census

Chief Minister Sindh Murad Ali Shah has on Wednesday (today) penned a letter to Prime Minister Imran Khan and expressed the province’s reservations over the population census figures.

CM Sindh’s letter to the Prime Minister read, “Sindh have reservations over approval of the population census results in the Council of Common Interest (CCI).”

The chief minister in his letter asked for a new population census immediately.

“Several millions of people in Sindh have not been counted in the population census,” the letter further read.

Murad Ali Shah added more in his letter, “Sindh’s population has been over 60 million.”

“In Census figures the average number of the members of a family in Sindh has been delineated five members,” it added more.

Sindh’s chief minister also referred to survey reports of the UNICEF and other international institutions with regard to the population of the province.

According to the letter, Murad Ali Shah had presented his reservations and evidence in written in the session of the CCI.

SHC to freeze CM Sindh’s salary if pensions not released in two weeks

The Sindh High Court (SHC) has on Wednesday heard the petition seeking of government employees for immediate release of their pensions.

The SHC has given two weeks’ time to the Sindh government to release the pensions to retired employees.

During the hearing, the SHC remarked that the court will pass an order to freeze the salary of Sindh Chief Minister Syed Murad Ali Shah if the pensions of govt employees were not released till February 16.

The court will also pass an order to stop the salary of the principal secretary to CM Sindh.

Moreover, the matter will be forwarded to the Sindh governor if pensions were not released in the given time.

The court adjourned the hearing till February 16.

The federal government last week tightened the noose around ghost pensioners and declared bio-metric verification mandatory.

Under the new system, pensioners drawing pensions under the federal treasury rules will undergo biometric verification every year in the months of March and October.

Chief Minister Sindh Syed Murad Ali Shah on Wednesday has inaugurated Kalidas Dam in Nagarparkar, which was constructed with the cost of Rs333 million.

While addressing the inaugural ceremony, Murad Ali Shah said that Kalidas Dam has been constructed with the storage capacity of 1012.3 acre feet.

The dam has storage capacity up to 1012.3 acre feet and its height is 13 feet which was construction at the spot of the catchment area of Karoonjhar Mountains feasible for small dams, he added.

CM Shah said that the construction of 23 small dams has been completed after the Sindh government started the project of 42 small dams, whereas, the plan for building more 26 dams was finalized.

“After the construction of 34 dams, approximately 80,000 acres of land will be made fertile.”

The chief minister said that the people of Nagarparkar and its suburban villages will get clean drinking water after the construction of Kalidas Dam.

The mountainous region of Karoonjhar is 400 square kilometre wide and it receives an average of 13-inch rain during the monsoon season which provides a total of 111,000 acre feet water. Kalidas Dam will reduce the water scarcity in the Nagarparkar area, said the Chief Minister.

He detailed that nearly 50 villages are getting water from 23 dams and more 85,000 acres of land will be made fertile and populated after the construction of 42 small dams this year.

Murad Ali Shah vowed that the Sindh government will set up reserve prices of wheat from the next year in order to facilitate farmers.

Shah said that the local residents have the first right to utilize coal resources of Tharparkar.
