JCP summons meeting to appoint ad hoc judges in SC

ISLAMABAD: The Judicial Commission of Pakistan (JCP) will consider the appointment of four ad hoc judges to reduce the pending cases in the Supreme Court.

The Chief Justice of Pakistan said that the meeting of the Judicial Commission will be held on July 19. The Judicial Commission will consider 4 names for ad hoc judges.

Sources said that the Chief Justice has nominated the names of Justice (Retired) Mushir Alam, Justice  (Retired) Maqbool Baqar for ad hoc judges, while the names of Justice  (Retired) Mazhar Alam Mian Khel and Justice (Retired) Sardar Tariq Masood are also included in the nominated judges.

Sources said that the decision of ad hoc judges was taken to reduce the pending cases in the Supreme Court.

A retired judge can be appointed ad hoc judge in 3 years or less, 4 former judges of the Supreme Court have been proposed to be made ad hoc judges for 3 years.

According to the constitution, there must be 17 judges to appoint an ad hoc judge in the Supreme Court.

On other hand, Former Supreme Court judge Justice Mushir Alam refused from becoming an ad hoc judge.

In his letter to the Judicial Commission of Pakistan, Justice (Retired) Mushir Alam said, “Allah has given me more honor than my position. I am deeply disappointed by the campaign launched on social media after the nomination of ad hoc judges.”

Justice Retired Mushir Alam further wrote that in the current circumstances, he apologize for working as an ad hoc judge.

On the other hand, sources said that Justice Retired Sardar Tariq Masood and Justice Retired Mazhar Alam Mian Khel have agreed to join as ad hoc judges in the Supreme Court.

6,801 polling stations declared highly sensitive in Sindh

KARACHI:  Caretaker Sindh Chief Minister Justice (Retd) Maqbool Baqar chaired the 30th provincial Apex Committee meeting at CM House to review election arrangements and national action plan tasks.

During the Apex committee meeting, the Chief Minister reviewed the arrangements for the upcoming election.

The committee was informed that there would be a total of 19,008 polling stations, including 5,657 normal, 6,550 sensitive, and 6,801 highly sensitive ones.

IG Police Riffat Mukhtar shared the police deployment criteria, stating that four police personnel would be deployed at a normal polling station, five at a sensitive one, and seven at a highly sensitive polling station.

A total of 143,156 police personnel would be deployed at the polling stations, including 95,400 at the normal polling stations, 10,648 in the QRF Police, and 37,108 in the Auxiliary Force.

Additionally, the Rangers and Army would be deployed for QRF duties at selected highly sensitive polling stations, in addition to the police force.

Corps Commander Karachi Lt. Gen. Babar Iftikhar informed the Chief Minister that army troops had been dispatched all over the province to serve as the third tier during the general elections.

The Chief Minister expressed his satisfaction with the election arrangements and mentioned that he had personally visited the divisional headquarters of the province to review the arrangements.

The regional election commissioners present at the meeting also expressed their satisfaction with all the arrangements, including security ones.

The CM pointed out that in November 2023 the situation of street crime was disturbed, On average 265 per day street crimes were reported, 15 Madadgar responses were slow (more than 10 mins), Police Vehicles were in dismal condition, and Organized crime was unchecked.

NICVD establishes Chest Pain Unit at Sindh High Court Bar Association

KARACHI: The National Institute of Cardiovascular Diseases (NICVD) in collaboration with the Sindh government established its 28th chest pain unit at Sindh High Court Bar Association, Karachi aimed at helping patients experiencing chest pain with immediate and easy access and free of cost services.

Caretaker Chief Minister, Sindh, Justice (r) Maqbool Baqar, Chief Justice of Sindh High Court, Justice Aqeel Ahmed Abbasi,  Executive Director of NICVD, Prof Tahir Saghir  and Executive Director of SICVD, Prof Jawaid Akbar Sial formally inaugurated 28th Chest Pain Unit at Sindh High Court Bar Association, Karachi.

On the occasion, Chief Minister Justice (r) Maqbool Baqar said that It is truly an honor and privilege for him to be here as the Chief Guest at the inauguration ceremony of the 28th Chest Pain Unit of NICVD at Sindh High Court Bar Association, Karachi.

“Cardiovascular diseases continue to be a significant health challenge globally, and Pakistan is no exception. Initiatives like these Chest Pain Units play a pivotal role in addressing this challenge by providing timely and efficient care to those experiencing chest pains, often a critical indicator of heart-related issues. He further added that for majority of people, it takes a lot of time to reach NICVD mainly during rush hours and many lives were lost on roads.

Due to easy access to emergency care and quick response, these units entertai¬ned over 1.2 million people in 7 years and saved over 30,000 lives.

Maqbool Baqar said that we commend NICVD for their relentless efforts in spearheading this initiative. The consistent expansion of Chest Pain Units across Sindh showcases a commitment to making quality healthcare accessible to all, regardless of geographical constraints.

Sindh govt, ECP satisfied arrangements made for Feb 8 poll: CM

KARACHI:  Caretaker Sindh Chief Minister Justice (retd) Maqbool Baqar said Sindh government and Election Commission of Pakistan (ECP) satisfied security, other arrangements made for upcoming general elections 2024.

He said general election is scheduled to take place on February 8, 2024, aimed at electing 61 members for the national and 130 members for the provincial assemblies for which a security force comprising 133,000 policemen, Rangers and Pak Army will be deployed to guarantee the election’s transparency, fairness, and freedom.

“The caretaker government of Sindh is taking all-out efforts to ensure, free, fair, and transport election in Sindh.”

This he said while addressing a press conference just after presiding over a meeting to review the arrangements of the forthcoming general election here at CM House.

The CM said that the general election was being held on 61 national and 130 provincial assembly seats in Sindh. He added that out there would be 19,006 polling stations of them 6531 were sensitive and 6496 highly sensitive.

“I had a detailed meeting with the Chief Secretary, IG Police and DG Rangers in which all divisional commissioners and DIGs and provincial election commissioner, Sindh participated,” he said and added that the overall law and order situation, provision of missing facilities and arrangement of security staff, if necessary were discussed in threadbare.

After the security audit the police have worked out a requirement of 109,000 police force against which 105,000 were available and there was a shortfall of 4000 policemen, the CM said and added that the shortfall would be met by the auxiliary force of the provincial government such as anti-encroachment force, Excise police, anti-corruption Civil Defence, frontier constabulary. Apart from the police, 10,000 Rangers and 14,000 Pak Army personnel would also perform election duty, he said.

Sindh CM express concern over deteriorating law and order situation

KARACHI: Caretaker Sindh Chief Minister Justice (retd) Maqbool Baqar has said that he is distressed by the recent surge in crimes in the urban cities and rural areas of the province.

In a letter to the Inspector General of Police and Director General of Rangers regarding the deteriorating of law and order in major cities and rural areas of the province, the CM said that he was distressed by the surge in crimes in the major cities and rural areas which include robbery, murder, rape, kidnapping, drug trafficking, impersonation, mobile snatching, targeted killing, and extortion among other serious crimes.

The newspapers and electronic media abound with reports of incidents of the above crimes.

Justice Baqar told the IG Police and the DG Rangers that in the wake of upcoming general elections, there have been multiple reports of attacks on the candidates who in a few cases have even been kidnapped in broad daylight.

The most vulnerable segments of our society, that is, women, children, and the elderly have borne a disproportionate brunt of these crimes. Journalists, lawyers, doctors, businessmen, and other professionals face a bigger threat to their lives and property, but the law enforcement apparatus continues to be complacent.

11,500 policemen to perform election duties in Sindh: CM

KARACHI:  Caretaker Sindh Chief Minister Justice (retd) Maqbool Baqar has said that a total of 115,500 policemen have been assigned to perform security duty during the upcoming general election.

These police officers will be responsible for maintaining law and order on 191 seats, including 61 National Assembly seats and 130 provincial assembly seats. The election is scheduled to take place on February 8.

During a presentation to the staff course, IG Police Riffat Mukhtar highlighted the key challenges faced by law enforcement in Pakistan.

He noted that street crime in urban areas, particularly in Karachi, and lawlessness in the katcha areas of Kashmore, Shikarpur, Ghotki, and Sukkur were significant issues.

While terrorism was also a challenge, it had been controlled through intelligence-based targeted operations. The IG emphasized that the police were fully prepared to provide security for the upcoming general elections.

When discussing street crime, the IG identified mobile phone/cash snatching, vehicle theft/snatching, house robberies, murders, and extortion as major issues. Despite fluctuations in the rate of street crime, it remains a chronic urban issue.

The police are currently patrolling and conducting targeted operations to control the situation.

Chief Secretary Dr Fakhre Alam suggested that the criminal justice system needs reform, specifically with regard to urban street crime.

He believes that the launching of the Karachi Safe City Project, along with increasing the technical capacity of the Police, would help resolve the matter.

In response to a question, the Chief Minister stated that treatment plants were being installed to release treated waste and industrial water into the sea, which would help control the pollution in the seawater.

IBA inks MoU for construction of new building

KARACHI: A Memorandum of Understanding (MoU) was signed between the Institute of Business Administration (IBA) and the Jaffer Family Foundation and United Global Initiative for the construction of a new building at the university.

The agreement was reached during ceremony at a local hotel to build a state-of-the-art purpose-built academic building for the School of Mathematics & Computer Science at IBA Main Campus.

Caretaker Chief Minister Sindh Justice (retd) Maqbool Baqar was the chief guest on the occasion. Caretaker Sindh Home Minister Brig (retd) Harris Nawaz, Minister for College Education Department Mrs Rana Hussain, and other dignitaries from the civil, corporate, and educational landscape were also present.

Speaking on the occasion, IBA Executive Director, Dr S Akbar Zaidi, thanked the generous contribution and unwavering contribution towards the construction of the new building, which is the largest donation the university has received in last ten years.

He said the contribution will pave the way for a space that will nurture minds, inspire creativity, and foster excellence. He added the new building will serve as a hub of knowledge and a centre for academic excellence.

He said IBA is testament of excellence as a public sector organization which requires space from the government. “IBA is a role model for public sector organizations and has developed excellent alumni,” he said.

Dr Zaidi said the continued involvement and support will remain instrumental in shaping the future of the institution. The hoped that the new building will stand as a testament to the power of collective determination and excellence in public sector education.

Chief Minister Maqbool Baqar felicitated the IBA towards the construction of a new building which will remain instrumental in strengthening the institution. He said this is the testament of the impact of education.

He expressed gratitude to the Jaffer family for transforming the education sector of Pakistan. He said a significant contribution of $1.5 million has been given to set up a building at IBA Karachi.

He said the importance of education cannot be undermined but thousands of students are unable to gains access to quality education. He also appreciated the efforts of Dr Zaidi for upholding academic excellence at IBA.

KARACHI:  Caretaker Sindh Chief Minister Justice (Retd) Maqbool Baqar during a meeting with the Inspector General of Police directed him to take measures to control kidnapping for ransom in the katcha area and street crime in Karachi.

He also made it clear that the concerned police stations would be held responsible if any such incident were to occur in their jurisdiction.

The Chief Minister expressed concern over the rising street crime in the city. He stated that the citizens are losing confidence as they don’t feel safe on the roads and in open areas. He also warned the police station that they would be held accountable if any street crime occurred within their jurisdiction.

Justice Baqar said he has repeatedly directed the police to ensure police patrolling but those instructions have not been compiled in letter and spirit. At this, the IG police said that the orders of police patrolling had been complied with. He added that the police stations and their mobiles have been properly equipped with wireless stations and upgradation of police stations was being made.

He said that kidnapping for ransom has again started taking place in katcha area of the Larkana and Sukkur divisions. “I would not tolerate rising up of such a heinous crime in the katcha area,” he said and directed the Ig police to ensure the safe and secure recovery of the kidnapped persons and continue to crack down against the bandits.

Tagging of repeat criminals: The Chief Minister and the Inspector General of Police discussion regarding the tagging of repeat criminals to monitor their movements. It was proposed that a bracelet with a chip would be worn to the criminals involved in their second or third offense.

Karachi: The Caretaker Sindh Government announced a public holiday on December 27 in connection with the 16th death anniversary of former prime minister Benazir Bhutto.

According to the spokesman of the Chief Minister of Sindh, Caretaker Chief Minister Justice (Retd) Maqbool Baqar has approved a public holiday across the province tomorrow on the martyrdom day of former Prime Minister Shaheed Benazir Bhutto.

The spokesperson said that all public and private institutions, local councils, and administrative offices of the provincial government will remain closed on December 27.

KARACHI: Caretaker Sindh Chief Minister Justice Maqbool Baqar has said that there is no shortage of Insulin (Anti Diabetic), Anti-Rabies Vaccine (ARV) and Anti-Hypertensive Drugs in the province and directed the health department to ensure their availability in every government hospital for the concerned patient.

“I will not tolerate if any patient suffered due to artificial shortage or black marketing of the medicines,” he told the health department.

The Chief Minister had received a complaint that there was an acute shortage of Insulin, ARV and antihypertensive drugs in the government hospitals and even in the market.

The CM in the light of the complaint got a detailed report about the available stock of the medicines in the government hospital and in the market.

The health dept told the CM that 2,955 vials, 84252 vials of Insulin and 2003,967 packs of anti-hypertensive were available in the government hospitals stocks and government hospitals.

The report regarding the availability of the said medicines in the open market said that

187,138 packs of anti-hypertensive drugs, 20,700 vials of Anti-Rabies Vaccine and 23,486 vials /pens of Insulin (Anti-Diabetics) were available in the open market.

The report said that two companies, M/s. Getz Pharma and M/s. Elli Lilly Pakistan were producing Insulin. One of the companies, M/s. Getz Pharma informed the health department that they were producing Insulin in sufficient numbers keeping in view the market demand.

The CM took up the matter with DRAP authorities and urged them to ensure timely approval of import letters so that patients may not suffer.

The report said that as far as the anti-rabies Vaccine (ARV) was concerned, it was an imported item, besides, the National Institute of Health (NIH) Islamabad was the only institute throughout Pakistan which was producing ARV.

KARACHI: Caretaker Sindh Chief Minister Justice (retd) Maqbool Baqar has said that the eruption of fire in Arshi Manzil, a six-storey commercial and residential building, at Aisha Manzil is the result of the utter failure, criminal negligence, and inefficiency of the Sindh Building Control Authority (SBCA) and other concerned civic bodies and their officers.

Earlier, the chief minister inspected the burnt buildings and shops and met with the affected people. He was told that 74 apartments and 130 shops were gutted with fire. The flats on the backside of the building remained safe.

Had the SBCA implemented all the building codes such a huge fire would not have claimed three innocent lives and reduced 74 apartments and 130 shops,” he deplored and went on saying that he had ordered an inquiry into the incident in which responsibility would also be fixed against the delinquent so that they could be brought to book.

Every building must be equipped with a fire safety system, and fire tender route but sorry to say all these important safety measures have been ignored. “I had already issued such orders for carrying out safety and security audits of the public and private buildings so that such incidents could be avoided,” he said and added that he would ensure safety and security audit of all the important buildings so that shortcomings could be overcome.

The CM said that the assessment of the losses caused to the residents and the traders would be assessed. “The Sindh government would try to support the residents and the traders,” he said.

To a question, the CM said that he has directed the district administration not to allow anybody to start living in the burnt apartments until and unless the SBCA inspect the building and declares its status. “I have directed the district administration to establish camps for the affected people so that they could stay there till the building is inspected,” he said.

The deputy commissioner has designated two school buildings –  Maulana Altaf Hussain Hali, Azizabad and Allama Shabir Usmani Block-14, FB Area to house the affected families .

IBA confers 1,184 degrees at its annual convocation

KARACHI:  The Institute of Business Administration (IBA), Karachi held its convocation for the Class of 2023 at the Main Campus. It marked a momentous occasion as 1,184 graduates were conferred degrees in several disciplines.

The graduating batch included 776 graduates from six undergraduate programs, 403 graduates from ten postgraduate programs, and five graduates from three PhD programs.

The Chief Guest of the ceremony was the Caretaker Chief Minister of Sindh and Patron IBA, Justice (Retd.) Maqbool Baqar. Dr. Azra Raza, and Chan Soon-Shiong Prof of Medicine and Clinical Director, Edward P. Evans Foundation MDS Center, Columbia University in New York attended as Guest of Honor.

The Executive Director, of IBA Karachi, Dr. S Akbar Zaidi congratulated the graduating students and said, “I applaud each one of you for reaching this significant milestone in your educational journey as your hard work has come to fruition. Graduation is a time of celebration and reflection and signifies the beginning of a new chapter in your life. I encourage you all to excel in your selected walks of life and continue the legacy of excellence that is the hallmark of IBA.”

Naqvi visits NICVD to evaluate its model to replicate it in Punjab

KARACHI:  Caretaker Sindh Chief Minister Justice (Retd ) Maqbool Baqar and Care Chief Minister Punjab Mohsin Naqvi visited the National Institute of Cardiovascular Diseases (NICVD) to witness its patient service, structure and performance so that a similar institute could be established in Punjab.

During their visit both the chief ministers interacted with the patients in the Emergency and in the CCU and asked about the services and the care being provided to them. The patients and their attendants expressed their satisfaction and told the chief minister that they were being provided with free-of-cost treatment for the medicines.

The Punjab chief minister was told that the NICVD has 10 Satellite centres in different districts of the province and 17 chest pain clinics established in the containers and have been parked at different areas of the city where the patients could reach easily. The Punjab chief minister expressed his satisfaction in developing chest pain clinics along the main roads.

To a question, the new Executive Director of NICVD Dr Tahir Saghir told the CM that all the treatments from emergency to open heart surgery, angioplasty and angiography were all being carried out free of cost. To a question, he told the Punjab chief minister that the change of a heart valve cost around Rs250,000 but it was carried out at NICVD free of cost.  The NICVD chief told the CM Punjab that people from other provinces and even from neighbouring countries avail of the health facilities at NICVD free of cost. This year the government has allocated Rs15 billion for NICVD/SIVD so that free of cost treatment could be provided to the people without any discrimination.

To a question, the Punjab chief minister was told that 16 open heart surgeries could be carried out in NICVD in a day.

Talking to the media at NICVD the Punjab chief minister said that the purpose of his visit to NICVD was to get first-hand information and witness the quality of treatment and care so that a similar institution could be established in Punjab.

Mohsin Naqvi expressed his satisfaction and appreciated the provincial government for establishing such an institution in the public sector.

KARACHI: Sindh and Punjab governments have chalk out a comprehensive strategy to launch a joint operation against bandits in the Riverine area of both provinces.

The Caretaker Chief Ministers of and Punjab along with their respective chief secretaries and inspector generals of police held a mammoth brainstorming session here at CM House to finalize the strategies for launching a joint operation against the bandits in the Riverine Areas of both provinces.

Punjab Chief Minister Mohsin Naqvi and Sindh Chief Minister Justice Maqbool Baqar discussed the upcoming joint clean-up operation against the dacoits.

The two chief ministers discussed the gangs involved in the kidnapping for ransom, their overall strength, positions, and hideouts in the thick forests of the River Indus and exchanged notes on how to attack them from both sides of the aisle- Sindh and Punjab- and eliminate them once and for all by removing the stigma.

Sindh Chief Minister Justice Maqbool Baqar said that he visited Sukkur and Ghotki and stayed there for two days to finalise the operation against dacoits.

The Punjab CM Mohsin Naqvi said that the purpose of the meeting was to sit together to finalize the operation strategy, further, the police of both provinces would work together to eliminate the menace.

Inspector General of Police, Punjab briefing the meeting that the main Kacha Area falls in the area of District Rajanpur, however, the Kacha areas of Ghotki & Kashmore also adjoin Rahim Yar Khan – the areas of Machka and  Kot Sabzal police.

The Sindh Cm was told that there were seven Islands in Rajanpur which affect Rahimyar Khan as well.

Chief Minister Punjab Mohsin Naqvi said that the Kacha Ronti of Ghotki and Kacha Gehalpur of Kashmore affect Rahim Yar Khan. There is a symbiotic relationship between gangs, the Punjab IG said. He added that there were five gangs in Rajanpur and 11 gangs in Kashmore and Ghotki districts identified through the sharing of information system established between the two provinces.

The Punjab CM said that the 11 gangs of dacoits have hardly 600 gang members and they could not be allowed to challenge the writ of the government, therefore a joint operation was inevitable.

KHAIRPUR: Caretaker Chief Minister Justice (retd) Maqbool Baqar after witnessing the pathetic condition in Civil Hospital Khairpur placed the services of the Director Finance and ordered the transfer of the Medical Superintendent of the hospital and ordered an overall inquiry into the hospital affairs.

The CM accompanied by his principal Secretary Hassan Naqvi and Secretary Health Dr Mansoor Rizvi paid a surprise visit to the Civil Hospital.

In the emergency, the female and male patients were lying on bare beds without bedsheets. There was no segregation for male and female patients. The beds were lying here and there and there was no oxygen, monitors and even nebulisers were out of order and were lying on the floor with multiple layers of dust rusting them.

To a question, the MS told the CM that there were no lady doctors on duty in the emergency and there was only one lady doctor who was called to the hospital `on call.’ This enraged the CM, and he warned the Medical Superintendent of the hospital to behave like a doctor and administrator of the hospital. “How can you allow such a mess, mismanagement, unprofessional attitude in a hospital where more than 3000 patients visit regularly,” he said and added the hospital was a 550-bedded facility but being run like a dispensary.

Justice Baqar visited radiology and inspected the dark Room where X-rays were being processed was in a pathetic and dirty condition. It seemed to the CM that the room had not been cleansed ever since it was commissioned.

The CM checked the laboratory of the hospital which had good equipment but some of them were out of order and no effort was not taken to fix their issues. The CM visited the pharmacy, where no appropriate record of the medicines being given to the patients was maintained. A private pharmacy was operating inside the hospital premises against which the CM directed the Secretary health to get it sealed.

The interim CM visited the kitchen of the hospital where he was told that food was being prepared for 350 patients. As a matter of fact, the kitchen was like a abandoned room where cooking had not been made for long.

The Medical Superintendent and Director Finance failed to show the expenditures of the hospital incurred during the last few months and they had no record of the doctors present on duty and on leave.

SUKKUR:  Caretaker Sindh Chief Minister Justice (retd) Maqbool Baqar presiding over an overall law & order at the DC Office reviewed the arrangements of the upcoming full and final but what he termed a `decisive’ operation against the dacoits in the Riverine Area for which he gave blanket approvals of all the requirements.

The meeting was attended by Minister Home Brig (retd) Haris Nawaz, IG Police Riffat Mukhtar, and other concerned officers.

The CM was told that there were 14 gangs of dacoits in Katcha area of Shikarpur and Kashmore. At this, the CM said that the operation meant the elimination of the dacoits in the area.

Talking about the strategies, the IG Police told the CM that the right man for the right job policy has been finalised for the placement in the clean-up operation. He added that the analysis of CDRs of criminals, their relatives, B-parties and facilitators are being identified.

CM was told that black sheep had been identified in the police force and action against them was in progress so that the strategy and line of action of the operation may not leak to the dacoits.

CM said that the police must take steps to curb honey traps. He suggested deployment of the policemen in plain clothes at the frequently used stops should be made apart from setting up police pickets at the routes used by the honey trappers. At this, the IG police told the CM that they had identified 42 such points where the deployment would be made.

The IG Police said that the intelligence-based search operation at hotels, bus stops, and crossing points has been started and specialised IT teams have been working on honey-trapping.

The CM was also told that 1680 police check posts were being established in the Katcha area of Kashmore and Shikarpur where 1680 policemen would be deployed before the launch of the operation.

The IG police said that two mini-police lines in Kashmore and one in Shikarpur were being established.

The IG police sharing the achievements of the Larkana Range police said that 49 encounters were carried out, in which three dacoits were killed, 13 injured, 26 arrested, 1061 absconders arrested, and 50 weapons were recovered and were saved from the honey trap.

KARACHI: Caretaker Sindh Chief Minister Justice (retd) Maqbool Baqar presiding over a meeting of the Works & Services department directed to study the viability of the concept of the plastic road by comparing the same with the world’s best practices.

This he said while reviewing the development portfolio of the Works & Services Department here at CM House. The meeting was attended by Chief Secretary and other concerned officers.

Secretary Works Nawaz Sohoo briefing the CM said that in the ADP 2023-24 there were 956 schemes with an allocation of Rs 89,500.5 million against which Rs 39026.73 million have been released while the expenditures made so far come to Rs18089 million.

The Secretary Works briefed the CM about the progress of inspections, its observations, and findings along with recommendations conducted by him and his office in various districts of Sindh. He also showed the CM a new inspection proforma, and its parameters developed by the department.

The CM directed the Works department to add a new column in the inspection report proforma to reflect the `causes and details about the revision of the scheme/project.’

He also directed the works department to include a column in the inspection proforma about the performance of the contractor and officers involved in that project. For this purpose, the CM said that the services of any renowned engineering University could be hired for third-party inspection and validation of any chosen development scheme/project.

Baqar directed the works dept to take stern departmental action against the delinquent officers involved in corrupt practices and causing poor work of different development projects. He also directed the department to rationalize the proposed inspection mechanism, where the Secretary would visit schemes categorized as of high importance so that the efficiency and effectiveness of inspections may be increased.

He categorically told the works department that there would be zero tolerance for sub-standard work and those involved must be taken to the task.

Secretary W&S briefed about the PWD Manual and mandate assigned to various field formations/offices of the department. He also informed the CMN about the monitoring mechanism of various projects. At this, CM Baqar directed that for every major development project, there should be digital recordings, images, or videos at every stage of the project.

The caretaker chief minister said that the circular railway land issues have almost been resolved while the sovereign guarantee issue of the KCR project will also be resolved.

He further said that the route of the Karachi Circular Railway is spread over about 43 kilometers (27 miles), intricately connecting Karachi’s diverse landscape, including industrial zones, residential neighborhoods, and bustling commercial districts. It weaves through pivotal locations such as Karachi City Station, Landhi, Malir, Drigh Road, and Orangi.

Justice (retd) Maqbool Baqar said that the Chinese railway company will build the Karachi local train system.

Sindh Police start collecting data of illegal immigrants: CM

KARACHI Caretaker Sindh Chief Minister Justice (retd) Maqbool Baqar presiding over a meeting approved the medical insurance policy of all the policemen against over Rs1 billion, issued directives for strengthening, and renovation of all the police stations.

He took this decision while presiding over a meeting to review the progress of the implementation of decisions taken in the Special APEX Committee meeting held on October 6, 2023, at CM House.

Home Secretary Iqbal Memon briefed the chief minister about the implementation status of the Special Apex Committee decisions.  He added that the Provincial, Divisional, and District Implementation Committees have been notified in pursuance of the Ministry of Interior policy on the ‘Illegal Foreigners Repatriation Plan.’

The decisions taken in the 1st meeting of the Provincial Implementation Committee held on  Oct 12 2023 are as follows:

The Special Branch (SB) is designated as the lead agency for the implementation of the repatriation plan. It would identify the localities, including business areas with the help of the other law enforcement agencies (LEA).

The Special Branch would ascertain illegal foreigners by effective ground check-in. The areas identified would be targeted. The Divisional and District Implementation Committees would also collect data and share it with the home dept. The law enforcement agencies (LEAs) would assess the identified areas and decide on combing operations if required.

The chief secretary told that the federal govt has already directed the NADRA and M/o SAFRON to assist the LEAs during operations for verification of illegal immigrants.

The meeting decided that the data of non-Pakistanis recorded in Sindh in the census 2023 would be obtained from the Census Commissioner for mapping of legal and illegal immigrants. PoR and ACC holders would have to register themselves at the nearest police stations and the failure to do so would be considered as illegal foreigners.

The CM directed the Prosecutor General to expedite the early disposal of all cases of illegal foreigners pending in courts from time to time.

Additional IG Karachi Khadim Rind told the CM that he has started proactive policing to control street crimes. He added that the police have conducted 152 encounters and killed 23 criminals, injured 164, and arrested 769 from September 6 to Oct 12, 2023.

KARACHI: Caretaker Chief Minister Sindh Justice (retd) Maqbool Baqar ordered to cancellation of the Medical & Dental College Admission Test (MDCAT) 2023 entry test results.

According to the spokesman, Caretaker Chief Minister Sindh instructed the authorities concerned to re-conduct the MDCAT test through Dow University of Health Sciences(DUHS) Karachi.

The caretaker CM, on receiving the reports of leakage of the MDCAT-2023 Paper, ordered an inquiry to probe into the allegations [of the MDCAT 2023 test paper leakage]. The Jinnah Sindh Medical University, Karachi conducted MDCAT-2023 in Sindh on September 10, 2023.

The committee revealed that approximately four to five hours before the start of the Entry Test of MDCAT-2023 paper was leaked.

The Chief Minister on the recommendation of the inquiry committee has approved the re-conduct of the MDCAT-2023 entry test paper through Dow University of Health Sciences(DUHS). He has also referred the matter to the Federal Investigation Agency(FIA) to unearth the delinquents and to proceed against them.

Caretaker Chief Minister Sindh says that the date of the re-conducting MDCAT test will be announced soon.

Earlier, A high-level committee was set up to investigate the MDCAT 2023 papers leak on the directives of the Sindh Caretaker Health Minister.

The Caretaker Health Minister of Sindh said that a high-level committee has been established to investigate the MDCAT 2023 papers leak. The committee headed by Special Secretary Health Sindh includes Registrar IBA, Deputy Secretary SGA & CD, and Director FIA Cyber Crime.

KARACHI: Caretaker Sindh Chief Minister Justice (rtd) Maqbool Baqar has directed the School Education dept to get 10 percent statutory Freeship to disadvantaged children in all the private schools across the province within seven days and report him.

The chief minister in a letter to the Secretary of School Education has said: “Chapter -IV Section 10 of  `The Sindh Right of Children to Free and Compulsory Education Act 2013’ provides that the Private Schools (a) Shall provide free and compulsory education to such proportion of total strength of children admitted as mentioned hereinafter; and (b) Shall admit in class I, and in subsequent classes not less than 10 percent of the strength of that class to disadvantaged children.

Chief Minister Sindh said that the administrations of private schools continue to evade the implementation of the said law with impunity.

The caretaker CM took serious notice of the situation and directed the school education department should take immediate measures to get 10 percent statutory freeship implemented in all the private schools across the province within seven days. “Any non-compliance or inadequate compliance with the above policy would attract stern legal action against the responsible school administration,” the CM warned.

According to the police, a rocket launcher shell exploded in a house in Ghora Ghat, a rural area in Kandhkot, as a result of which eight people were killed, including five children, while 5 people were also injured in the blast.

According to the police, in the initial investigation, it has been revealed that the rocket launcher shell was found by the children from the agricultural land and the children brought this shell home.

The police say that as soon as the incident was reported, the rescue personnel were called and they shifted the dead bodies and the injured to the hospital, while the investigation of the incident has also been started.

On the other hand, the Caretaker Chief Minister of Sindh Maqbool Baqar has taken notice of the incident and has sought a report from the IG of Sindh.

KARACHI: Caretaker Chief Minister Justice Maqbool Baqar after receiving serious complaints of corruption against six sub-registrars and the Superintend of the Board of Revenue(BoR) has ordered their immediate transfer and posting of well-reputed officers in their place.

The CM talking to Minister Revenue Younis Dhaga on the telephone directed him to remove five sub-registrars – Badar Metlo, Shakil Vighio, Nadeem Baloch, Iqbal Hussain, Ismail Rahpoto, and Asif Sarki.

Justice Baqar also directed the removal of Office Superintendent of the Board of Revenue Zia Shah for his alleged involvement in corruption in the transfer/posting of Mukhtiarkars and other Revenue officers.

It may be noted that these officers were recently posted and now their immediate transfer has been ordered.
