NEPRA fixes electric vehicles charging tariff at Rs 23.57 unit

ISLAMABAD: The National Electric Power Regulatory Authority (NEPRA) has fixed basic tariff of electric vehicle charging stations Rs 23.57 per unit as the federal government’s request has been approved.

NEPRA has issued a decision to reduce the tariff and has fixed a Rs 23.5 unit of charging stations of electric vehicles. The tariff has been reduced from Rs 45.55 to Rs 23.57 per unit.

NEPRA’s decision states that the basic tariffs of electric charging stations of vehicles have been reduced by Rs 21.98 per unit.

Meanwhile a request to remove capped margin of Rs 24.44 on vehicle charging stations also approved.

NEPRA said in its decision that according to the government request, the margin has been set aside the market.

It is to be noted here that the federal government had submitted a request to NEPRA for reduction in tariff of charging stations.

ISLAMABAD: Prime Minister Shahbaz Sharif instructed relevant authorities to formulate a detailed financial framework for electric vehicles by November this year and streamline licensing regulations for their manufacture in Pakistan.

Chairing a meeting in Islamabad, the prime minister instructed that essential consultations be held with the Finance ministry, the State Bank of Pakistan, all provinces, federal units, and relevant stakeholders concerning the electric vehicles policy.

Shehbaz Sharif emphasized, “The government is prioritizing the promotion of electric vehicles in the country.”

He highlighted, “These vehicles will not only conserve valuable foreign exchange by reducing imports of petrol and diesel but also offer environmental benefits.”

The prime minister announced plans to distribute e-motorbikes to exceptional students from government schools, following a model similar to the laptop scheme.

He stated that, moving forward, all federal government institutions would exclusively purchase electric motorbikes to conserve national resources.

He had instructed that directives be issued to all federal ministries accordingly.

Additionally, he directed the Capital Development Authority (CDA) to develop a detailed plan for implementing electrified public transport in Islamabad.

During the briefing, it was reported that, since 2022, 49 licenses had been issued for the local production of two-and three-wheeled electric vehicles, with 25 factories were already operational.

The forum was informed that the first license for the domestic production of four-wheeled electric vehicles was issued in September this year, and the first locally manufactured electric car is expected to be available in the market by December.

LAHORE: Caretaker Punjab Chief Minister Mohsin Naqvi in announcing the distribution of 26,000 electric motorbikes and rickshaws to the public on interest-free basis.

He made this announcement at a special ceremony organized by the Punjab Transport Department in Lahore, where the chief minister also inaugurated the Qingqi Rickshaw Registration Program across Punjab.

The Chief Minister presented the first license for electric rickshaw manufacturing to the CEO of Sazgar Company, marking the formal commencement of the electric rickshaw industry in Punjab.

At the event, he disclosed plans to provide 10,000 electric bikes to students, facilitated by the Bank of Punjab, while another 10,000 electric rickshaws would be supported by Punjab Bank. Notably, 2,000 electric three-wheeler bikes will be granted to special individuals free of interest.

Emphasizing environmental concerns, Mohsin Naqvi declared a ban on government-level purchases of petrol-powered motorcycles across Punjab, restricting future acquisitions to electric bikes.

He also announced the initiation of the Qingqi Rickshaw Body Standers Program, highlighting the relentless efforts of the transport department in registering Qingqi rickshaws—a task previously deemed impossible.

Talking about pollution issues in Lahore, Chief Minister Punjab stressed the need for collective action. He commended Punjab Bank for its support in the Interest-Free Electric Bikes and Electric Rickshaw Programme, particularly applauding the decision to provide interest free electric bikes to students.

In a bid to encourage the shift to electric vehicles, the chief minister emphasized the high quality of electric rickshaws and their role in combating pollution. Plans include providing 10,000 electric rickshaws free of interest and allocating 2,000 three-wheeler bikes to special individuals.

Civil secretariat employees, government and private sector women, and government employees will also receive 2,000 electric bikes each, all on a free-of-interest basis.

Anticipating a positive transformation in the environment and industry, Mohsin Naqvi expressed hope for an all-electric vehicle landscape in Pakistan’s future.

He acknowledged the challenges faced by the transport department, such as implementing axle load restrictions and driving license reforms.

The chief minister personally inspected the electric motorbikes, rickshaws, and vehicles, taking a ride in an electric rickshaw and commending its quality.

Tesla’s China-made vehicle sales fell 64% in July from a month earlier due to a plant update.

China’s vigorous promotion of electric cars has led to a dramatic decline in Tesla sales.

Tesla (TSLA) delivered 28,217 electric vehicles from its Shanghai facility in July, down from June’s 77,938. Sales dropped 54% from the previous year.

The US manufacturer has only begun recovering from a months-long lockout in Shanghai this year that affected manufacturing and suppliers. Tesla’s Chinese-made vehicle sales hit a record in June.

The CPCA didn’t explain Tesla’s July sales slump, but the US manufacturer acknowledged in its quarterly results call that its Shanghai factory had recently undergone “equipment upgrades”

In July, Tesla reportedly paused most production at its Shanghai plant to work on an upgrade that may enhance manufacturing by 22,000 cars per week, or 30%.

According to Tesla’s quarterly update last month, the Shanghai plant can produce more than 750,000 vehicles annually. After the renovation, the plant may produce more than a million EVs a year, reports say.

“With the Fremont and Shanghai facilities having their highest-ever production months, we’re focusing on a record-breaking second half of 2022,” Tesla stated.

China’s EV sales soar

BYD sold 80,991 pure electric vehicles in July, up 16 percent from June.

Retail sales of new energy vehicles — including electric vehicles and plug-in hybrids — surged 117% in July from a year ago, thanks to government incentives, a rebound in supply chains, and rising EV demand due to higher oil costs, the CPCA said Tuesday.

China has heavily subsidized the development of EVs in recent years.

China’s new energy car sales for 2022 could reach 6 million units, up from 5.5 million. This year’s number would be 70% higher.
