Japan warns on ‘interests’ after Russia gas project decree

Japan’s energy  “interests must not be undermined”, Tokyo said Friday after Moscow issued a decree transferring operations of a key oil and gas project to a new Russian company.

Mitsui and Mitsubishi Corp, both Japanese trading houses, own 12.5 and 10% stakes in the Sakhalin-2 project, respectively, but the future of their investments appear uncertain following Russia’s move.

The decree calls for the establishment of a new Russian operator and requires existing foreign shareholders to apply for the right to participate in the new firm, with Moscow deciding on their inclusion.

Japanese government spokesman Seiji Kihara said Friday morning that Tokyo was “closely examining the impact on liquified natural gas (LNG) imports”.

“Speaking generally, we believe our resource interests must not be undermined,” he added, declining to give further comment.

Later Friday, Prime Minister Fumio Kishida said the government did not think the decree “will immediately stop LNG imports,” on which Japan is heavily dependent.

“We think we need to carefully monitor how the decree will affect our contract,” he told reporters.

Japan’s economy minister meanwhile said Tokyo would look into alternative suppliers.

“In the mid-to-long term, we will do everything we can to ensure a stable supply of energy, including through alternative procurement from LNG suppliers other than Russia, buying from the spot market, and reducing demand when necessary,” Koichi Hagiuda told journalists.

He said Japan would also look into boosting renewable and nuclear energy, which remains controversial in the country after the 2011 Fukushima disaster.

The Russian decree says the move is a reaction to the “unfriendly actions” of countries that are imposing “restrictive measures” on Russia over its invasion of Ukraine.

US warns of Militants and Russian forces as Africa war games end

The top US general for Africa has warned of “violent extremism” and the threat of Russian mercenaries in the Sahel region, speaking as war games in Morocco came to a close.

“We are seeing an increase in violent extremism in Western Africa, particularly in the Sahel region,” said US Africa Command commander General Stephen J. Townsend (AFRICOM).

The Sahel region is a vast territory stretching across the south of Africa’s Sahara Desert, incorporating countries such as Burkina Faso, Chad, Mali, Mauritania and Niger.

“We are seeing the arrival of malign actors, and specifically I am thinking of Russian mercenaries from Wagner,” Townsend told AFP in the North African nation on Thursday, at the conclusion of a four-week long “African Lion” international military exercise.

“This training is not specifically oriented on those problems, but it will help all of our armed forces if we are called to combat this kind of problem in the future,” Townsend said.

Islamic State-linked jihadists, whose power was once thought to be waning in the Sahel, have recently expanded their reach and marking their presence with an unprecedented series of civilian massacres.

Mali has been especially hard hit, a former French colony where the strategic landscape has changed dramatically following two coups in August 2020 and May 2021.

Bamako developed closer ties with Moscow, bringing in military personnel that France says are mercenaries from Russia’s Wagner group.

AFRICOM, which is based in the German city of Stuttgart, is responsible for US military operations across Africa.

Ukrainian officials said Wednesday that 144 of its soldiers, most former defenders of the Azovstal steelworks in the southern port city of Mariupol, had been freed in a prisoner swap with Moscow.

“This is the largest exchange since the start of the full-scale Russian invasion,” the main intelligence directorate of Ukraine’s defense ministry said on Telegram.

“Of the 144 freed, 95 are Azovstal defenders.”

It did not specify when and where the swap took place or how many Russian prisoners were released as part of the exchange.

But Pro-Russian separatist leader Denis Pushilin said 144 soldiers from Russia and the Donetsk People’s Republic — the name of the breakaway region recognized by Moscow — had “returned home”.

Ukraine’s President Volodymyr Zelensky told Indonesia’s visiting President Joko Widodo on Wednesday that he will attend the upcoming G20 summit in Bali depending on who else attends.

“Certainly I accept the invitation. Ukraine’s participation will depend on the security situation in the country and on the composition of the summit’s participants,” Zelensky said following their talks in Kyiv, in an apparent reference to Russian President Vladimir Putin’s attendance.

Widodo was in Kyiv on Wednesday before heading to Moscow to meet Putin, who sent troops into pro-Western Ukraine on February 24.

Indonesia, like most major emerging economies, has tried to maintain a neutral position and has called for a peaceful resolution to Russia’s months-long offensive in Ukraine.
