Lahore: Punjab still on high alert as a worsening flood crisis grips the province, following fresh water releases from India into the Sutlej River. Emergency warnings have been extended across nine districts, with authorities warning of extremely high-level floods persisting until at least September 5.

The Provincial Disaster Management Authority (PDMA) confirmed alerts in Kasur, Okara, Bahawalnagar, Pakpattan, Vehari, Lodhran, Bahawalpur, Multan, and Muzaffargarh, as swollen rivers continue to wreak havoc across southern and central Punjab.

Floods Affect Over 2 Million, Death Toll Rises:

Floodwaters from the Sutlej, Ravi, and Chenab rivers have already impacted more than 2 million people, with the death toll reaching 41. Thousands of families have been displaced as authorities race to conduct mass evacuations from submerged and low-lying areas.

At Head Mohammad Wala in Multan, a massive flood wave of 450,000 cusecs in the Chenab River has tested the city’s primary defenses.

The Akbar Flood Bund is under pressure, and authorities have placed dynamite along Head Mohammad Wala Road to execute emergency breaching operations if water levels continue to rise.

Entire villages from Jhok Venus to Head Mohammad Wala are underwater, while residents near Basti Bosan and Jhok Arabi report complete disruption of education, with schools inundated and children displaced.

In central Punjab, floodwaters have surged into Tandlianwala and Kamalia in Toba Tek Singh, flooding dozens of villages and damaging major access roads.

A significant breach on the GT Road between Lahore and Faisalabad has brought traffic to a halt, further isolating affected areas and hampering relief operations.

At Head Trimmu, flows have surged to over 479,000 cusecs, pushing water into surrounding villages in Jhang and Muzaffargarh. In Chiniot, over 141 villages and 200,000 people have been affected, with rescue teams struggling to reach stranded families.

Sindh on Alert, Health Risks Mount:

While Punjab remains the epicenter of the crisis, a low-level flood continues in Sindh at Sukkur, Kotri, and Guddu barrages. Despite repeated warnings, many residents in riverine (katcha) areas remain reluctant to evacuate.

The National Polio Eradication Programme has raised serious concerns about the spread of polio and waterborne diseases, urging immediate medical interventions and sanitation efforts in affected regions.

Adding to the crisis, the Meteorological Department has forecast more rainfall in upper catchment areas by September 3, with potential urban flooding in Lahore, Gujranwala, and Gujrat.

Xi slams 'bullying' in speech to regional leaders at summit

China’s President Xi Jinping blasted “bullying behaviour” in the world order as he gathered Eurasian leaders Monday for a showpiece summit aimed at putting Beijing front and centre of regional relations.

The Shanghai Cooperation Organisation, comprising China, India, Russia, Pakistan, Iran, Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan and Belarus, is touted as a non-Western style of collaboration and seeks to be an alternative to traditional alliances.

Xi told the SCO leaders, including Russian and Belarusian presidents Vladimir Putin and Alexander Lukashenko, that the global international situation was becoming more “chaotic and intertwined”.

The Chinese leader also slammed “bullying behaviour” from certain countries — a veiled reference to the United States.

“The security and development tasks facing member states have become even more challenging,” he added in his address to all the gathered dignitaries in the northern port city of Tianjin.

“Looking to the future, with the world undergoing turbulence and transformation, we must continue to follow the Shanghai spirit… and better perform the functions of the organisation,” Xi said.

Xi said China will work with all parties in the SCO to take the regional security forum to a new level, as he unveiled his ambition for a new global security order that poses a challenge to the United States.

The SCO has set a model for a new type of international relations, Xi said in opening remarks at the summit, adding that the forum unequivocally opposed external interference.

Xi spoke also about constructive participation in international affairs, opposing hegemonism and power politics, as well as promoting multilateralism in his remarks.

The security-focused bloc, which began as a group of six Eurasian nations, has expanded to 10 permanent members and 16 dialogue and observer countries in recent years.

United Nations Secretary-General Antonio Guterres said China played a “fundamental” role in upholding global multilateralism on Sunday.

Analysts say China will use this year’s largest-ever summit to demonstrate an alternative vision of global governance to the American-led international order at a time of erratic policymaking, a US retreat from multilateral organisations and geopolitical flux.

Beijing has also used the summit as an opportunity to mend ties with New Delhi.

Modi, who is in China on his first visit in seven years, and Xi both agreed on Sunday their countries are development partners, not rivals, and discussed ways to improve trade ties amid the global tariff uncertainty.

NATO expansion must be resolved for Ukraine peace: Putin
Russian President Vladimir Putin, after talking with his Chinese counterpart and Indian PM Modi, said that the issue of NATO’s eastward enlargement would have to be addressed for there to be sustainable peace in Ukraine.

Putin ordered tens of thousands of troops to invade Ukraine in February 2022 after eight years of fighting in eastern Ukraine between Russian-backed separatists and Ukrainian troops. Russia currently controls a little under one fifth of Ukraine.

Ukraine and Western European powers describe the invasion as a brutal imperial-style land grab. Putin casts the war as a battle with a declining West, which he says humiliated Russia after the Berlin Wall fell in 1989 by enlarging NATO eastwards.

On the sidelines of the SCO meeting, Modi held Putin’s hand as they walked towards Chinese President Xi. All three smiled as they spoke, surrounded by translators.

Speaking at the summit, Putin said the West had tried to bring Ukraine into the West’s orbit and then sought to entice the former Soviet republic into the US-led NATO military alliance.

“In order for a Ukrainian settlement to be sustainable and long-term, the root causes of the crisis, which I have just mentioned and which I have repeatedly mentioned before, must be eliminated,” Putin said.

“A fair balance in the security sphere” must be also restored, Putin said, shorthand for a series of Russian demands about NATO and European security.

At the 2008 Bucharest summit, NATO leaders agreed that Ukraine and Georgia would one day become members. Ukraine in 2019 amended its constitution committing to the path of full membership of NATO and the European Union.

Reuters reported in May that Putin’s conditions for ending the war include a demand that Western leaders pledge in writing to stop enlarging NATO eastwards and lift a chunk of sanctions on Russia.

Putin said that “understandings” he reached with US President Donald Trump at a summit in Alaska in August opened a way to peace in Ukraine, which he would discuss with leaders attending the regional summit in China.

“We highly appreciate the efforts and proposals from China and India aimed at facilitating the resolution of the Ukrainian crisis,” Putin told the forum.

“The understandings reached at the recent Russia–US meeting in Alaska, I hope, also contribute toward this goal.”

He said he had detailed to Xi on Sunday the achievements of his talks with Trump and the work “already underway” to resolve the conflict and would provide more detail in two-way meetings with the Chinese leader and others.

China and India are by far the biggest purchasers of crude from Russia, the world’s second largest exporter. Trump has imposed additional tariffs on India over the purchases but there is no sign yet that either India or China are going to stop purchasing Russian oil, a key export of Russia’s war economy.

“Hamas spokesperson Abu Obeida was eliminated in Gaza,” Israeli Defence Minister Yoav Gallant declared in a post on social media platform X, formerly Twitter. Israeli Prime Minister Benjamin Netanyahu had earlier hinted at the operation, saying the spokesperson had been targeted in a precise strike.

According to the Israeli military, Abu Obeida’s real name was Hudaifa al-Kahlut. He served as the elusive and symbolic voice of the Ezzedine al-Qassam Brigades, Hamas’s military wing, for years — most notably during the ongoing war that erupted after the October 7, 2023 Hamas-led attack on southern Israel.

Since the start of the conflict, Abu Obeida regularly released statements via television broadcasts, social media, and audio recordings. He always appeared wearing military fatigues and a signature red keffiyeh that concealed his face, becoming an emblem of Hamas’s resistance narrative.

Israel’s military chief, Lt. Gen. Eyal Zamir, said the military would continue to pursue the remaining leaders of Hamas, many of whom he claimed are now based outside of Gaza. “Our mission to dismantle Hamas’s leadership is far from over,” Zamir stated on Sunday.

Hamas has not yet issued an official response confirming or denying Abu Obeida’s death. The group’s silence has added to speculation about the impact of the strike on its internal communications and morale.
