Xi slams 'bullying' in speech to regional leaders at summit

China’s President Xi Jinping blasted “bullying behaviour” in the world order as he gathered Eurasian leaders Monday for a showpiece summit aimed at putting Beijing front and centre of regional relations.

The Shanghai Cooperation Organisation, comprising China, India, Russia, Pakistan, Iran, Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan and Belarus, is touted as a non-Western style of collaboration and seeks to be an alternative to traditional alliances.

Xi told the SCO leaders, including Russian and Belarusian presidents Vladimir Putin and Alexander Lukashenko, that the global international situation was becoming more “chaotic and intertwined”.

The Chinese leader also slammed “bullying behaviour” from certain countries — a veiled reference to the United States.

“The security and development tasks facing member states have become even more challenging,” he added in his address to all the gathered dignitaries in the northern port city of Tianjin.

“Looking to the future, with the world undergoing turbulence and transformation, we must continue to follow the Shanghai spirit… and better perform the functions of the organisation,” Xi said.

Xi said China will work with all parties in the SCO to take the regional security forum to a new level, as he unveiled his ambition for a new global security order that poses a challenge to the United States.

The SCO has set a model for a new type of international relations, Xi said in opening remarks at the summit, adding that the forum unequivocally opposed external interference.

Xi spoke also about constructive participation in international affairs, opposing hegemonism and power politics, as well as promoting multilateralism in his remarks.

The security-focused bloc, which began as a group of six Eurasian nations, has expanded to 10 permanent members and 16 dialogue and observer countries in recent years.

United Nations Secretary-General Antonio Guterres said China played a “fundamental” role in upholding global multilateralism on Sunday.

Analysts say China will use this year’s largest-ever summit to demonstrate an alternative vision of global governance to the American-led international order at a time of erratic policymaking, a US retreat from multilateral organisations and geopolitical flux.

Beijing has also used the summit as an opportunity to mend ties with New Delhi.

Modi, who is in China on his first visit in seven years, and Xi both agreed on Sunday their countries are development partners, not rivals, and discussed ways to improve trade ties amid the global tariff uncertainty.

NATO expansion must be resolved for Ukraine peace: Putin
Russian President Vladimir Putin, after talking with his Chinese counterpart and Indian PM Modi, said that the issue of NATO’s eastward enlargement would have to be addressed for there to be sustainable peace in Ukraine.

Putin ordered tens of thousands of troops to invade Ukraine in February 2022 after eight years of fighting in eastern Ukraine between Russian-backed separatists and Ukrainian troops. Russia currently controls a little under one fifth of Ukraine.

Ukraine and Western European powers describe the invasion as a brutal imperial-style land grab. Putin casts the war as a battle with a declining West, which he says humiliated Russia after the Berlin Wall fell in 1989 by enlarging NATO eastwards.

On the sidelines of the SCO meeting, Modi held Putin’s hand as they walked towards Chinese President Xi. All three smiled as they spoke, surrounded by translators.

Speaking at the summit, Putin said the West had tried to bring Ukraine into the West’s orbit and then sought to entice the former Soviet republic into the US-led NATO military alliance.

“In order for a Ukrainian settlement to be sustainable and long-term, the root causes of the crisis, which I have just mentioned and which I have repeatedly mentioned before, must be eliminated,” Putin said.

“A fair balance in the security sphere” must be also restored, Putin said, shorthand for a series of Russian demands about NATO and European security.

At the 2008 Bucharest summit, NATO leaders agreed that Ukraine and Georgia would one day become members. Ukraine in 2019 amended its constitution committing to the path of full membership of NATO and the European Union.

Reuters reported in May that Putin’s conditions for ending the war include a demand that Western leaders pledge in writing to stop enlarging NATO eastwards and lift a chunk of sanctions on Russia.

Putin said that “understandings” he reached with US President Donald Trump at a summit in Alaska in August opened a way to peace in Ukraine, which he would discuss with leaders attending the regional summit in China.

“We highly appreciate the efforts and proposals from China and India aimed at facilitating the resolution of the Ukrainian crisis,” Putin told the forum.

“The understandings reached at the recent Russia–US meeting in Alaska, I hope, also contribute toward this goal.”

He said he had detailed to Xi on Sunday the achievements of his talks with Trump and the work “already underway” to resolve the conflict and would provide more detail in two-way meetings with the Chinese leader and others.

China and India are by far the biggest purchasers of crude from Russia, the world’s second largest exporter. Trump has imposed additional tariffs on India over the purchases but there is no sign yet that either India or China are going to stop purchasing Russian oil, a key export of Russia’s war economy.

ISLAMABAD: India has invited the Foreign Minister of Pakistan Bilawal Bhutto Zardari and Chief Justice of Pakistan Umar Atta Bandial to Shanghai Cooperation Organisation (SCO).

The India will host of Shanghai Cooperation Organization (SCO) this year. Russia, China, India, Pakistan, Iran, and Central Asian States are part of SCO. The SCO foreign minister’s meeting will be held in the Indian state of Goa in May 2023.

On other hand, Chief Justice of Pakistan is also invited to this important regional forum meeting.

However, there is no response from the foreign ministry on this matter yet but participation in the key regional forum will be decided after consultation with all the stakeholders.

Diplomatic sources said that the decision regarding participation in the meeting in India will be taken after consultation with all stakeholders.

Earlier, Foreign Minister Bilawal Bhutto Zardari emphasised on enhancing economic and trade cooperation amongst member states of Shanghai Cooperation Organization (SCO).

Bilawal Bhutto Zardari addressed a virtual meeting of the Council of Heads of Government (CHG) of SCO countries.

The foreign minister underscored that building greater connectivity across the SCO region would help unlock the political and economic potential of intra-SCO cooperation, Radio Pakistan reported. He stressed that China-Pakistan Economic Corridor supplements SCO’s vision of shared prosperity through regional connectivity and integration.

Prime Minister Imran Khan has on Friday emphasized the need to utilize coordinated approaches for the resolution of regional issues including problems of Afghanistan.

Addressing the 20th SCO Summit in Dushanbe, Prime Minister Imran Khan stressed that a stable, secure and peaceful Afghanistan is vitally important for Pakistan and regional stability.

He said an inclusive political settlement is the best way forward in Afghanistan, along with ensuring the safety, security and protection of rights of Afghans.

“It is time for the world to stand with Afghanistan, as we know that the past Kabul government was running on 75% international aid,” he added.

The world should accept ground realities about Afghanistan, the premier maintained.

On Pakistan’s stance about the new Afghan government, the premier said, Islamabad respects the sovereignty of Afghanistan and we think that any decision regarding Afghanistan should be taken by the people of the country.

PM Imran further said, “Afghanistan is a country, which cannot be ruled from outside neither it can be left all alone.”

“The current situation in Afghanistan requires international cooperation, he added.

The premier also reminded the world about Pakistan’s sacrifices in the war against terror and the losses incurred to the economy due to the law and order situation.

“Pakistan played a key role in terror war and lost over 80,000 lives.”

He said terrorism is unfortunately linked with religion. “The SCO is an important platform for trade, investment and connectivity,” added the premier.

He said that the region facing global challenges and has been affected due to climate change and rising temperatures. The prime minister also highlighted Pakistan’s efforts towards these issues.

“We started the plantation drive across the country to improve the environment,” he said.

Moreover, On the sidelines of the SCO summit, PM Imran Khan, who had arrived in Tajikistan on a two-day official visit, has met with the presidents of Iran, Belarus, Uzbekistan and Kazakhstan.

Imran Khan also stressed the importance of the international community’s positive engagement with Afghanistan to address the urgent humanitarian needs and stabilize the economic situation.

Prime Minister Imran Khan meets his Tajik counterpart in Dushanbe

Prime Minister Imran Khan has on Thursday (today) held a meeting with his Tajik counterpart Kokhir Rasulzoda after his two-day arrival in Tajikistan to attend the 20th SCO’s Heads of State Summit in Dushanbe.

At the arrival, Prime Minister Imran Khan was received by his Tajik counterpart and was accorded a red carpet welcome at Dushanbe International Airport, Tajikistan.

Imran Khan will have bilateral meetings with other participating leaders on the sidelines of the SCO Summit.

After attending the moot, the Prime Minister will have the bilateral segment of the visit. His talks with Tajik President will cover the entire gamut of bilateral relations, especially enhancing trade, economic and investment ties with a particular focus on regional connectivity.

The two countries have earlier expressed a strong commitment to enter into a formal strategic partnership.

The Prime Minister will also inaugurate the first meeting of the Pakistan-Tajikistan Business Forum for which a group of Pakistani businessmen will also visit Dushanbe.

The Joint Business Forum will catalyze growing trade and investment relations and promote business to business contacts between the trading communities of both sides. A meeting of the Pakistan-Tajikistan Joint Business Council will also be held on the sidelines.

PM Imran Khan urges international community to support Afghans

ISLAMABAD: Prime Minister Imran Khan underscored that a peaceful, secure and stable Afghanistan was vitally important for Pakistan and regional stability.

In a telephonic conversation with Russian President Vladimir Putin, the premier said that besides ensuring safety, security and protection of rights of Afghans, an inclusive political settlement was the best way forward.

“The international community must stay positively engaged in support of the people of Afghanistan, to help address the humanitarian needs and ensure economic sustenance,” PM Imran was quoted as saying.

He underscored the importance of coordinated approaches in addressing the evolving situation and noted that Pakistan attached high importance of the role of the Troika Plus format.

Prime Minister Imran Khan expressed satisfaction at the upward trajectory of Pakistan-Russia relations, with increased high-level exchanges and growing cooperation in diverse fields.

He reiterated the government’s resolve to strengthen trade relations as well as bilateral collaboration in the energy sector, including early realisation of the Pakistan Stream Gas Pipeline Project.

The two leaders agreed to closely cooperate within the Shanghai Cooperation Organisation (SCO) for promoting regional peace and security and also exchanged views on bilateral relations.

The premier reiterated his invitation to president Putin to visit Pakistan.

The Russian president also spoke to his Chinese counterpart President Xi Jinping and stressed over the need to prevent instability from spreading to other parts of the region.

Chinese President Xi Jinping and Russian President Vladimir Putin exchanged views on Afghanistan in a call, a day after leaders of the G-7 countries met to discuss the crisis.

Xi urged all parties in Afghanistan to build an open and inclusive political framework, implement moderate, stable policies and cut ties with all terrorist groups.
