HANOI: Typhoon Yagi has claimed more than 140 lives while causing destruction in Vietnam’s capital, Hanoi.

As per the reports, Typhoon Yagi — the strongest cyclone of this year — has unleashed destruction in Vietnam’s north. The reports mention the loss of more than 140 lives and the injury of hundreds, while the whereabouts of many remain unknown.

Most casualties happened as a result of mudslides and floods.

Following the cyclone, around 1.5 million people were affected by a power outage.

Around 50,000 people have been evacuated from the coastal areas of Vietnam.

Typhoon Yagi’s strength broke a 30-year record in Vietnam. Before making landfall in Vietnam, the typhoon had hit China and the Philippines, claiming 24 lives.

Vietnam’s Communist Party has chosen Vo Van Thuong as the country’s new president, two party sources said on Wednesday, following the surprise forced resignation in January of his predecessor as part of a comprehensive anti-corruption effort.

Thuong, 52, is the party’s youngest Politburo member, the country’s highest decision-making body, and is largely seen as close to General Secretary Nguyen Phu Trong, Vietnam’s most influential person.

Trong is the principal architect of the party’s “blazing furnace” fraud drive, which has seen hundreds of officials investigated and many forced to resign, including former President Nguyen Xuan Phuc and two deputy prime ministers.

Thuong’s nomination by the party’s Central Committee supports an earlier decision by the Politburo and will need to be approved by the rubber-stamp National Assembly, which will conduct an extraordinary session on Thursday and a formal session in May.

Both the government and the Communist Party announced on Wednesday that the party’s Central Committee had decided on a presidential nomination without naming the candidate.

In Vietnam, the president is mostly ceremonial, but he is one of the country’s top four political figures, along with the party’s general secretary, the prime minister, and the head of the national legislature.

A former head of propaganda, “Thuong is a dyed-in-the-wool party apparatchik and a trusted member of Secretary General Trong’s inner circle,” said Carl Thayer, an expert in Vietnam‘s politics at the Australian Defence Force Academy in Canberra.

He is currently one of the Politburo’s 16 members and the secretary of the party’s Central Committee, one of the highest-ranking positions in the country.

Speaking at a party meeting last month, Thuong said: “The people’s lawful and legitimate interests must be the important starting point of all the Party’s guidelines and policies”.

According to Hanoi-based diplomats, the party’s decision to select Thuong as president is an attempt to advance a new generation of leaders and consolidate power in the event that Trong, 78, decides to step down before the conclusion of his third term in 2026.

The general secretary is often chosen from among one of the top leaders and Trong, who was reappointed for a third term in 2021, “is ensuring he has an acceptable successor in the mix,” one diplomat said.

According to officials, the majority were taken from Etosha, Namibia’s largest national park.

Rhino populations in Africa have drastically decreased in recent decades as a result of China and Vietnam’s increased demand for rhino horn.

According to Romeo Muyunda, a spokesman for the Ministry of Environment, Forestry and Tourism, poachers killed 61 black rhinos and 26 white rhinos, mostly in Etosha, where 46 rhinos were discovered dead.

Etosha National Park, our flagship park, is a hub for poaching, Mr. Muyunda noted with grave concern.

International criminal gangs now locate and sedate the animals using high-tech technology before chopping off the horn and leaving them to bleed to death.

Wildlife teams have been slicing off the rhinos’ horns to keep them alive as a result of rhino poaching in South Africa and Botswana.

Despite having no known medical benefits, rhino horn has been utilized for many centuries in traditional Chinese medicine.

Demand for horns in Vietnam, where they are displayed as a symbol of wealth, is another factor driving poaching.

With just over 5,000 remaining in existence, the black rhino is the most vulnerable.

However, there were just four elephants poached in Namibia last year, down from a record of 101 in 2015.

According to the commander of the country’s navy, Indonesia has sent a warship to the North Natuna Sea to keep an eye on a Chinese coast guard boat that has been operating in a resource-rich maritime territory both nations claim as their own.

Laksamana Madya Muhammad Ali, the head of the Indonesian navy, told the sources on Saturday that a warship, a marine patrol plane, and a drone had been sent out to watch the Chinese vessel.

“The Chinese vessel has not conducted any suspicious activities. However, we need to monitor it as it has been in Indonesia’s exclusive economic zone (EEZ) for some time,” he added.

Since December 30, the Chinese ship CCG 5901 has been traveling in the Natuna Sea, notably close to the gas fields in Vietnam’s Chim Sao oil and gas field and Indonesia’s Tuna Block, according to ship tracking data, the Indonesian Ocean Justice Initiative told Reuters.

The largest coast guard ship in the world, the CCG 5901 from China, is known as “the monster” because of its size. Vessels are granted navigation rights through an EEZ under the United Nations Convention on the Law of the Sea (UNCLOS).

Vietnam and Indonesia

Vietnam and Indonesia recently approved a development plan for the Tuna gas field, involving an estimated investment of more than $3bn to commence production. But the presence of a Chinese vessel in their exclusive economic zone (EEZ) may signal increasing Chinese assertiveness in the area.

In 2021, vessels from Indonesia and China kept an eye on one another for several months as they were in close proximity to a submersible oil rig that was conducting tests in Indonesia’s gas-field development area. China demanded that Indonesia stop the test drilling at the time, saying that the operations were occurring on its soil.

Indonesia and China are locked in a row over maritime territorial claims in the South China Sea. Indonesia maintains that under UNCLOS, the southern end of its exclusive economic zone – since renamed North Natuna Sea – is its exclusive maritime zone. It is part of a push back against China’s maritime territorial ambitions in the area.

China asserts that the oceanic space off the coast of Indonesia is under its vast territorial claim in the South China Sea, which is delineated by a “nine-dash line” in the shape of a U. In 2016, the Permanent Court of Arbitration in The Hague determined that the nine-dash line lacked a legitimate foundation.

A spokesperson for the Chinese embassy in Jakarta was not immediately available for comment.
