Pakistan calls for decisive steps to resolve Yemen crises

UNITED NATIONS: Pakistan has underscored the need for reinvigorating political dialogue in Yemen and to take “decisive steps” to address the multidimensional crisis the impoverished Arab country is facing in a bid to usher in peace and stability in the region.

“The international community must act with urgency to prevent further deterioration of the crisis and to pave the way for a future of stability and hope for Yemen,” Ambassador Munir Akram, permanent representative of Pakistan to the UN, told the UN Security Council.

“We reaffirm our full support for the UN-led peace process and stress the need for an inclusive, comprehensive and sustainable resolution of the conflict,” he said in a debate on the situation in Yemen.

In this regard, regional initiatives, particularly those led by Saudi Arabia and Oman, remain critical in advancing these negotiations, the Pakistani envoy added.

The crisis in Yemen, which worsened in 2014 after Houthi rebels (known officially as Ansar-Allah) seized the capital, Sanaa, has been marked by complex political and military tensions. More than 17 million people – half the country’s population – remain dependent on humanitarian assistance and protection.

Describing the humanitarian situation in Yemen as “tragic”, Ambassador Akram, said, “As we observe the holy month of Ramzan, millions in Yemen continue to endure extreme hardship.”

Currently, he said, 19.5 million people require urgent humanitarian assistance, including 17.1 million facing acute food insecurity. 4.5 million individuals are internally displaced, and 12 million children lack access to basic necessities such as food, water, shelter and healthcare.

“In this situation,” the Pakistani envoy regretted “deeply” the sudden cutoff of funding for humanitarian operation in Yemen, and called for filling the gap by the international community and donor countries, hoping they would step up their contributions to the 2025 Humanitarian Response Plan for Yemen .

Pakistan, he said, denounced the Houthi attacks on commercial and merchant vessels, but noted from a UN report that no new incidents of attacks on shipping have been recorded in the past month. This development, he pointed out, coincided with the ceasefire in Gaza.

Pakistan urges UN police’s engagement in improving peacekeeping operations

UNITED NATIONS: Describing United Nations Police as a cornerstone of global peacekeeping, Pakistan has called for the inclusion of their perspectives in U.N.’s flagship activity that helps countries in conflict transition to peace.

“Their (UN Police) insights make a critical difference in improving peacekeeping operations,” Ambassador Munir Akram, permanent representative of Pakistan to the UN, told UN Security Council which met to discuss UN support to conflict-affected countries.

“It is crucial that perspectives of the UN Police be included in decision-making on peacekeeping missions, including mission planning and resourcing.”

Ambassador Akram also underscored the need for realistic mandates to ensure the success of peacekeeping operations.

“In the situations, where a rapid deployment of Formed Police Units, instead of military, is necessary, the deployment should be based on clear and achievable mandates and supported by adequate resources,” he said.

The Pakistani envoy said that policing in peacekeeping operations needs to evolve in a way that is capable of addressing complex, non-traditional threats involving organized crime, human trafficking, terrorism and weaponization of technology.

In this regard, he emphasized the need for employing technology to enable the UN police to fulfill its mandate.

“The UN police must receive adequate training and capacity building and should integrate technology in its operations by using tools such as Generative Artificial Intelligence, virtual reality (VR) tools, drones, surveillance equipment, and data analytics.”

He said that there was also the imperative of prioritizing capacity building, institutional development and rebuilding local law enforcement structures of the host government, to ensure sustainable peace and stability, considering the crucial role of the UN Police in the post-conflict transitions.

As a longstanding contributor, he said Pakistan has deployed 50 Formed Police Units (FPUs) in UN peace operations across Haiti, Darfur, East Timor, and Ivory Coast.

Demonstrating unwavering dedication to public service and international peace, 11 Pakistani police personnel have made the ultimate sacrifice in the line of duty, the Pakistani envoy said, adding that the current readiness of a Pakistani FPU on the Rapid Deployment Level (RDL) underscores the country’s preparedness for international peacekeeping efforts.

Pakistan urges well-defined plan to address Libya’s political deadlock

UNITED NATIONS: Pakistan has urged UN’s diplomatic officials in Libya to formulate a “well-defined” peace building and reconciliation strategy aimed at overcoming the political impasse that would put the country back on the path to long-awaited presidential elections and unifying institutions.

“We encourage all Libyan stakeholders to constructively address all outstanding issues through meaningful dialogue, paving the way for the unification of all institutions,” Ambassador Munir Akram, permanent representative of Pakistan to the UN, told the United Nations Security Council on the UN Support Mission in Libya (UNSMIL).

Fourteen years after the overthrow of Qaddafi regime, the North African country has remained split between two rival administrations for over a decade, with the internationally recognized Government of National Unity (GNU) based in the northwest while the Government of National Stability (GNS) is in the east.

Landmark elections scheduled for December 2021 were cancelled, including due to disputes over the eligibility of candidates.

At the outset of his remarks, Ambassador Akram welcomed the appointment of Hanna Tetteh, a Ghanian barrister and diplomat, as the Special Representative of the Secretary General (SRSG) for Libya, and hoped that, given her rich experience, especially in the region, she will help to deliver concrete results for peace and stability in the strife-torn country.

“A Libyan-led and Libyan-owned process is the only path towards sustainable peace and stability,” the Pakistani envoy told delegates.

“The political reconciliation process should offer peace dividends to all citizens and focus on securing an equitable distribution of national resources”.

In this regard, he highlighted the reported agreement between Eastern and Western security institutions to establish a joint centre for communication and information exchange.

Noting that these are preliminary steps, he added “This will need a well-defined comprehensive peace building and reconciliation strategy to fast-track the transition towards inclusive elections and sustainable peace.”

Pakistan voices concern over violence in some Syrian areas

UNITED NATIONS: A top Pakistani diplomat told the UN Security Council  that a “strong and unified national security framework” in Syria was the key to ensuring the strife-torn country’s long-term stability and preventing external interference, as he voiced concern over the continuing violence in some of its parts.

“Syria must not become a safe haven for terrorism,” Ambassador Munir Akram said after UN Special Envoy for Syria Geir Pedersen and Assistant Secretary-General for Humanitarian Affairs Joyce Msuya briefed the 15-member Council on the political and humanitarian situation in the Arab country that is recovering from last November’s collapse of the al-Assad regime.

“We hope the new leadership will guide Syria toward peace, stability and prosperity,” he said.

At the same time, he emphasized the need for vigilance over the presence of foreign fighters and groups with known terrorist affiliation require, adding that any resurgence of Al-Qaeda, D’aesh and their affiliated groups must be prevented.

“We are also concerned at reports of the inclusion of foreign terrorist groups in Syria’s governing structure,” Ambassador Akram told delegates.

“No foreign fighters or armed entities such as those in North East Syria should operate outside the State’s control. ”

In his briefing, Pedersen, the UN special envoy, acknowledged commitments made by Syria’s interim president Ahmad Al-Sharaa but stressed that Syrians across the country expect tangible actions.

“All Syrians I met…stressed to me how much they want institutional appointments, the transitional government, the provisional legislative body, the national dialogue process and any preparatory committees, and these need to be credible and inclusive,” he said.

The fragile security situation continues to threaten political progress, Pedersen warned, citing ongoing hostilities in the northeast, including daily clashes, artillery exchanges, and airstrikes that are impacting civilians and infrastructure.

A recent wave of car bombings in residential areas has caused significant casualties, he said.

UNITED NATIONS: A top Pakistani diplomat has called for Israel to be held accountable for the crimes committed during its 15-month long war in Gaza, as he highlighted the suffering of Palestinian children that “stands out as a black mark on humanity at large.”

“Heinous crimes have been committed in this brutal war, particularly against children in violation of International Humanitarian Law, the Geneva Conventions, the Convention on the Rights of Child and the Convention on Genocide,” Ambassador Munir Akram, permanent representative of Pakistan to the United Nations, told the UN Security Council meeting on the dire humanitarian situation.

The meeting was held at the request of Russia, Pakistan, Somalia and Sierra Leone in an effort to focus on the plight of children in Gaza.

“Over 46,000 people killed — most of them women and children. How can this be justified?”, the Pakistan envoy asked.

“The suffering of children in Gaza stands out as a black mark on humanity at large, not only on those who caused the sufferings by their bombs and artillery, not only on those who allowed this to happen over 15 months that this Security Council remained frozen because of the positions of certain states, not only on those who continued to supply weapons and ammunition to the attacking forces who were killing children every day but even all of us,” he said.

Ambassador Akram denounced Israel’s deliberate policy of targeting civilians, irrespective of the fact that the majority being killed are women and children, attacking hospitals and schools, with snipers targeting children.

“What moral degradation allows something like that to happen?” he posed a question.

“There are complaints about 7th of October but compare that with the devastation that has been visited on the people of Gaza. Does 7th of October justify what has been done to the children of Gaza. Can it ever be justified?”

UNITED NATIONS: Pakistan has called for resolving the conflict in Yemen through diplomatic and political means, underscoring that diplomacy and dialogue remain the only viable paths for peace.

“Pakistan urges all parties to prioritize dialogue, engage in a Yemeni-led and Yemeni-owned political process, and resolve differences through peaceful means,” Ambassador Munir Akram, permanent representative of Pakistan to the United Nations, told the UN Security Council.

“We fully support the UN and regional efforts, particularly by Saudi Arabia and Oman to reach a political settlement of the Yemeni conflict based on the agreed upon frameworks, ” he said during a debate on the situation in Yemen.

Ambassador Akram expressed Pakistan’s deep concern about the protracted conflict in Yemen, which has triggered a multi-dimensional crisis, including economic collapse, climate impacts and one of the worst humanitarian emergencies in modern history.

Also, during its proceedings, the 15-member Council adopted a resolution which reaffirmed its earlier call on the Houthis to cease all attacks on merchant and commercial vessels in the Red Sea, and called for monitoring of the situation as these attacks continue with increasing sophistication.

Pakistan supported the resolution which was adopted by a vote of 12 in favour to none against — with 3 abstentions (Algeria, China, Russia).

Under its terms, the Council extended, until 15 July 2025, its request that the Secretary-General provide it with written monthly reports on Houthi attacks on merchant and commercial vessels in the Red Sea.

Pakistan calls for representative governance in Syria to ensure unity

UITED NATIONS: Pakistan has called for political inclusivity and representative governance in “fraternal” Syria following the overthrow of the Assad regime exactly a month ago, saying the process should be Syrian-led and Syrian-owned that is backed by the United Nations.

“Today, Syria is at an important juncture in its history,” Ambassador Munir Akram, Permanent representative of Pakistan to the United Nations, told the UN Security Council which debated the situation in that Arab country on Wednesday.

“The recent political developments offer the opportunity to restore normalcy, stability and peace in Syria,” he said, adding, “Yet this will depend on ensuring a peaceful transition to a new governance structure which is inclusive and stable and ensures Syria’s unity and territorial integrity.”

Earlier, Syria’s ambassador Koussay Aldahhak told the 15-member Council that the “dawn of freedom has broken”, and called on members of the UN to “respect the will of the Syrian people and its national choices.”

For this reason, he urged them to “immediately and fully lift unilateral coercive measures, to provide the necessary financing to meet humanitarian needs and recover basic services” and “to rehabilitate and reconstruct the damaged facilities and ensure demining.”

As the country is committed to improving conditions following 14 years of brutal conflict, the Syrian Ambassador called on the U.S. and other States to lift restrictive measures which targeted the previous regime.

Finally, he had a message for Israel in the Golan, “We stress the need to ensure that Israeli occupation entities do not take advantage of the current circumstances to violate Syria’s sovereignty in an attempt to impose a new reality through their military incursion to new parts of Syria,”

UNITED NATIONS: In a message to the UN community on the Right of Self-Determination Day, Pakistan’s UN Ambassador Munir Akram has called for fulfilling the international community’s promise of freedom given to the people of Kashmir.

Pakistan formally begins 2-year term at UN Security Council

UNITED NATIONS: Pakistan on Wednesday officially began its two-year term (2025-26) as a non-permanent member of the UN Security Council, the world body’s power center.

“As a non-permanent member of the UNSC, Pakistan will play its active role in promoting the principles and purposes of the UN Charter, including the right to self-determination of peoples under foreign occupation,” Ambassador Munir Akram said in a post on X platform.

“We will work with other Council members to promote peace & security,” the top Pakistani envoy added.

A formal flag raising ceremony for the new members of the Council –Pakistan, Denmark, Greece, Panama and Somalia — will take place on January 2 (tomorrow) at the UN headquarters in New York.

The new members replaced Japan, Ecuador, Malta, Mozambique and Switzerland whose terms ended on December 31, 2024.

Pakistan will also preside over the 15-member Council in July when it assumes its presidency according to alphabetical rotation of the member states’ official names. This will allow Islamabad to set the Security Council’s agenda.

In addition to this, Pakistan will get a seat on the Islamic State (ISIS) and Al Qaeda Sanctions Committee, which is responsible for designating individuals and groups as terrorists and imposing sanctions.

This is Pakistan’s eight term on the Council. The country’s previous terms on the UNSC were in 2012-13, 2003-04, 1993-94, 1983-84, 1976-77, 1968-69, and 1952-53.

Over the decades, Pakistan has played an active role in promoting the principles and purposes of the UN Charter and made significant contributions to international peace and security, including its role as one of the leading troop-contributing countries to UN peacekeeping missions across the world.

Pakistan, which was elected to the UN Security Council by the General Assembly in June 2024, has replaced Japan on the Asian seat.

Pakistan calls for ending women’s suffering in IIOJK, Palestine

UNITED NATIONS: Reaffirming its strong commitment to advancing the gender perspective in UN peace operations, Pakistan has called for ending the suffering of women and girls under foreign occupation such as in Kashmir and Palestine.

“The most egregious violations against women and girls occur in situations of foreign occupation, since one of objectives of the occupation is the subjugation of the occupied population, among whom women and girls are the most vulnerable,” Ambassador Munir Akram told the UN Security Council.

“This is the case in occupied Jammu and Kashmir where in 1990, over 100,000 Kashmiri men, women and children were killed,” the Pakistan envoy said in a debate on ‘Women, Peace, and Security’.

In this regard, he called on the Security Council to address “the dire and unacceptable” situation of women and girls under foreign occupation.

Over 60 speakers took part in the day long debate, calling for women’s involvement in Peace Processes and participation in decision-making on equal footing with men.

On his part, Ambassador Akram said Pakistan was the first country to endorse the UN Secretary General’s Declaration of shared commitments which identified Women, Peace and Security as a central priority to strengthen UN peacekeeping, pointing out that the country’s political commitment was matched with practical steps in the field.

As an example, he said, Pakistan dispatched in 2019 its first all-female community engagement team to Africa, which undertook several successful initiatives including vocational training for local students, teachers and women. An increasing number of Pakistani women peacekeepers in recent years have served as doctors, nurses and police officers in some of the most challenging environments, with Shahzadi Gulfam, becoming the first-ever recipient of the International Female Police Peacekeeper Award in 2011.

At the same time, Ambassador Akram said the world continues to remain a very dangerous place, for women and girls, who often find themselves caught in the vortex of violence and suffering, caused by unending wars and protracted disputes in which they are extremely vulnerable to sexual violence.

UNITED NATIONS: Caretaker Prime Minister Anwaar-ul-Haq Kakar flew into New York to lead Pakistan’s delegation at the 78th session of the United Nations General Assembly (UNGA), which opens with nearly 150 world leaders set to attend the annual event.

He was received at John F. Kennedy International Airport by Pakistan’s Ambassador to the UN, Munir Akram, Pakistan’s Ambassador to the United States, Masood Khan, Deputy Permanent Representative to the UN, Ambassador Aamir Khan, Consul General in New York, Aamer Ahmed Atozai, and other officials.

The prime minister is set to address the General Assembly on Sept 22, the first Pakistani caretaker premier to do so.

Massive security measures are in place in and around the UN complex for the Assembly’s high-level debate from Sept 19 to 26.

In his address, PM Kakar is expected to project Pakistan’s perspective on a range of regional and general issues of concern, including the Jammu and Kashmir dispute. He will also elaborate on the significant measures taken by his caretaker administration to consolidate the country’s economic recovery and efforts to mobilize domestic and external investment.
