Volodymyr Zelensky urged the West to send long-range missiles and fighter jets in his nightly address.

His remarks came after the United States and Germany announced the deployment of Abrams and Leopard tanks to Ukraine.

Russia called the announcement a “blatant provocation,” and said any tanks supplied would be destroyed.

The tanks would “burn like the rest,” said Dmitry Peskov, spokesman for President Vladimir Putin. “They’re simply very expensive.”

Mr. Zelensky stated that he told Nato Secretary General Jens Stoltenberg that “progress must be made in other aspects of our defence cooperation,” referring to Ukraine’s desire for long-range missiles and artillery supplies.

He demanded not only the prompt delivery of Western tanks but also a large number of them: “We must form such a tank force, such a freedom force, that after it strikes, tyranny will never again rise up.”

While Mr. Zelensky is likely to focus on equipping the Ukrainian air force with more technologically advanced fighter jets now that the tanks have been secured, many Western governments are still opposed to such a move, fearing the aircraft could be used to strike targets inside Russia.

German Chancellor Olaf Scholz insisted on “no fighter jet deliveries to Ukraine.”

Announcements from western allies

On Wednesday, US Vice President Joe Biden announced that the US would send 31 M1 Abrams battle tanks to Ukraine.

The decision to deliver the tanks came just hours after Germany announced it would send 14 Leopard 2 tanks to the Ukrainian battlefield.

Berlin also made it possible for other European countries to donate German-made tanks from their own inventories.

For months, Ukraine has lobbied Western allies to send the equipment.

The US Department of Justice (DoJ) discovered six more classified documents during a 13-hour search of President Joe Biden’s home in Delaware, according to Mr. Biden‘s lawyer.

Some of the documents seized on Friday at his Wilmington home were from his time as a senator, while others were from his time as Vice President under Barack Obama.

According to lawyer Bob Bauer, “personally handwritten notes” and “surrounding materials” were also taken.

Mr. Biden and his wife were not present.

The president granted access “to his home to allow DoJ to conduct a search of the entire premises for potential vice-presidential records and potential classified material,” Mr. Bauer said in a statement on Saturday.

Earlier this month, Mr. Biden’s lawyers announced that the first batch of classified documents had been discovered on November 2 at the Penn Biden Center, a think tank founded by the president in Washington, DC.

A second batch of records was discovered in his Wilmington home’s garage on December 20, while another document was discovered in a storage space on January 12, according to his lawyers.

‘It’s unclear why Mr. Biden kept them’

The president stated that after discovering the documents, his team immediately turned them over to the National Archives and the Justice Department. It’s unclear why Mr. Biden kept them.

The Presidential Records Act requires that White House records be transferred to the National Archives after an administration ends, where they can be securely stored.

Robert Hur, a special counsel, has been appointed to oversee the investigation into how the sensitive documents were handled.

The lengthy search and subsequent discovery of more documents are causing the president political headaches as he prepares to declare whether he will run for re-election in 2024.

The two-month gap between the first discovery of Biden – days before the midterm elections – and the news being made public in January raises awkward questions about transparency for the president.

Mr. Biden’s team maintains that the president has fully cooperated with the DoJ investigation. Mr. Biden has dismissed the affair as an oversight, saying he has “no regrets” about failing to publicly disclose the discovery of some classified files before the November midterm elections.

The discovery comes as former US President Donald Trump is being investigated for allegedly mishandling hundreds of classified documents at his Florida Mar-a-Lago estate and failing to comply with a subpoena.

Mr. Trump and his attorneys refused to turn over the documents until the FBI raided his Florida vacation home last August. He claims that the FBI is treating President Biden more favorably.

The Republican chairman of the House Oversight Committee on Sunday demanded visitor logs for President Joe Biden‘s house in Wilmington, Delaware, after classified documents were found in his office and garage.

“Without a list of individuals who have visited his residence, the American people will never know who had access to these highly sensitive documents,” Representative James Comer said in a letter to White House Chief of Staff Ron Klain dated Sunday.

Republicans have sought to compare the Biden records issue, which covers data from his tenure as vice president, with that of former President Donald Trump, who is facing a federal criminal investigation into how he handled secret documents after leaving the White House in 2021.

Comer said he would not seek visitor logs for Trump’s Mar-a-Lago estate, where an FBI search turned up more than 100 classified documents, some of them labeled top secret.

“I don’t feel we need to spend a lot of time on it because the Democrats have done it for the past six years,” he said in an interview.

Trump has announced that he will run for president again in 2024, with Biden set to be his Democratic opponent.

The Biden revelations came to light last week when his legal team announced that they had discovered secret documents relating to his stint as vice president in the Obama administration at his Delaware home. His lawyers on Saturday claimed to uncover five extra pages at his residence.

Some of the ten or so documents discovered at the Penn Biden Center think tank contained top secret information, CBS said on Sunday, citing an unidentified law enforcement source. The White House did not respond to the report. Bob Bauer, Biden’s lawyer, did not respond to a request for comment.

TRUMP VS. BIDEN DOCUMENT ISSUES

Republicans initiated a probe into the Justice Department’s handling of inappropriately held secret papers belonging to Biden on Friday. Comer’s committee is also looking into the matter.

In the Biden case, the president’s lawyers notified the National Archives and the Justice Department of the discovery of a small number of documents at a Washington think tank and later at Biden’s Wilmington home.

In Trump‘s case, the National Archives unsuccessfully attempted to retrieve all of the data he maintained after leaving the office for more than a year. When Trump ultimately surrendered 15 cartons of records in January 2022, authorities at the National Archives realized they included secret information.

After the case was brought to the Justice Department, Trump’s lawyers turned over further evidence from Trump’s Mar-a-Lago estate and stated that there were no more records on the property.

That turned out to be incorrect. In the end, the FBI found an additional 13,000 documents from the estate, approximately 100 of which were marked classified.

House Democrats introduced the “Mar-a-Lago Act” in 2017 that would require Trump to regularly disclose visitors to his Florida home, but it was never voted on in the chamber or full Congress.

The outgoing head of the House Intelligence Committee, Democratic Representative Adam Schiff, said Congress should request an assessment from the US intelligence agency on whether any materials from Trump or Biden risked national security.

“I don’t think we can rule anything out without knowing additional details,” Schiff said.

The United States has announced it will send a delegation to Cuba the next week to reopen negotiations between the two governments on legal matters.

The talks are expected to focus on “international law enforcement matters”, a spokesperson for the White House Vedant Patel has told reporters at the Russian embassy in Washington.

“This is an opportunity to enable the US to better protect US citizens and bring transnational criminals to justice,” Patel said.

The visit is the latest effort from the US to ease tensions between the US and Cuba, which has been plagued by a series of high-profile human trafficking cases.

Relations between the US and Cuba have been strained since the 1960s. Cuba removed its US-backed leader, Fulgencio Batista, in 1959.

During this time, in February 1962, former US President John F. Kennedy imposed a “complete economic embargo” on Cuba, which is still in effect today.

Tensions briefly thawed under Democrat Barack Obama, who became the first US president in 88 years to visit Cuba. The two countries reopened their embassies, and in 2015, Obama removed Cuba from a list of “state sponsors of terrorism”.

However, republican President Donald Trump, Obama’s successor, reinstated Cuba’s travel restrictions and added it back to the list of nations supporting terrorism.

At Friday’s press conference, reporters asked Patel how the Biden administration could “justify” negotiating law enforcement issues with a country identified as a “state sponsor of terrorism”.

“There continue to be, obviously, concerns and human rights concerns that exist,” Patel responded.

But he emphasized the administration’s stance that improving cooperation would be helpful overall.

What price Kevin McCarthy has given up?

The California congressman was able to persuade enough of the 20 holdout Republicans to back him—or at the very least, not expressly oppose—his campaign for the Speaker’s gavel by combination of cajoling, arm-twisting, and finger-jabbing.

But it was not an easy task to persuade those recalcitrant Republicans to join. As a result of Mr. McCarthy’s commitments and significant compromises, the influence of conservatives in the House of Representatives increased while his power has been curtailed.

Concession: An election with only one member.

The option for only one lawmaker to start a vote on whether to remove the Speaker from office was one of the main demands of the Republican holdouts. The metaphorical sword hangs over his head for the whole time he is in charge of the gavel since this “move to vacate” may lead to another round of votes in the House similar to what we have witnessed this past week.

Cost: Although the motion to vacate rule has a long history in Congress, the threshold for its activation has recently been raised to five to prevent a single member from jeopardizing the Speaker’s authority. Despite the holdouts’ assurances that they won’t misuse the privilege if it is reinstated, Mr. McCarthy’s grasp on power will be considerably more fragile.

Concession: There is no simple way to pass legislation

People who have taken US civics classes or are Schoolhouse Rock! fans may remember learning about how bills go through the House of Representatives. A politician introduces them, which are then sent to a committee for study and amendment, presented before Congress and further altered, and then put to an up-or-down vote.

Nowadays, when major expenditure legislation is discussed behind closed doors and swiftly approved with minimal discussion, that is not how things frequently proceed. By giving members of Congress who are not part of the top leadership greater influence over how laws are introduced, revised, and approved, Mr. McCarthy vowed to return the process of enacting legislation to more akin to the good old days.

Cost: Legislating is difficult, especially in light of contemporary party differences, which is why normal order has mostly disappeared. A small group of lawmakers with an agenda may easily sabotage the laborious process of creating new legislation. Even if going back to the original game rules is a good idea, Mr. McCarthy may find it difficult to maintain his word.

Concession: Conservatives may set the rules

The House Rules Committee primarily establishes the ground rules for debate on the House floor, as its name may imply. It is up to the committee to decide whether or not a measure can be amended on the floor and how long it will be debated before it is put to a vote. Mr. McCarthy has pledged to give the staunchest conservatives at least one vote in this influential body.

Cost: A seat at the table gets you into the game. With stronger participation on the Rules Committee, conservatives will be able to mold the type of legislation produced by the House before it takes shape – and nip undesirable proposals in the bud.

Concession: Taking prominent responsibilities away from supporters

Several holdouts have their sights set on the gavels of powerful House committees. Andy Harris of Maryland, for example, has indicated an interest in chairing the House Appropriations Committee’s health subcommittee, which oversees billions of dollars in federal spending. On Friday afternoon, Mr. Harris moved his allegiance to Mr. McCarthy. Mr. McCarthy has made no public pledges, but lawmakers will be watching to see whether any Republicans are rewarded for their stubbornness.

Cost: Giving a committee chair to a holdout means taking it away from a committed McCarthy supporter who should have been next in line based on seniority. Mr. McCarthy may alienate some members of his party if he makes too many promises to his erstwhile opponents.

Concession: Spending restraints

Hard-core conservatives frequently worry that federal expenditure has risen to unsustainable levels. They have asked Mr. McCarthy to commit to tangible fiscal restraints during the Speaker fight, such as cutting spending to 2022 levels, requiring that any increase in the amount of debt issued by the government be tied to corresponding budget cuts, and allowing individual lines of spending to be removed from larger legislation through votes on the House floor.

Cost: Republicans will be able to approve any budget levels they agree on with a majority in the House. Mr. McCarthy has committed to vote with budget hawks in intra-party arguments, which has already enraged those conservatives concerned about significant cutbacks to defense expenditure. To approve budget legislation, Republicans in the House will eventually have to work with Democrats in the Senate. Mr. McCarthy’s vows here may limit his ability to reach the kinds of agreements required to prevent a government shutdown later this year.

Concession: Prioritize their concerns.

Term restrictions in Congress and border security have been regular themes of discussion among Republican holdouts. Mr. McCarthy is said to have agreed to conduct votes on both early next year.

Cost: Regardless of what the holdouts desired, the House was going to take up the immigration issue immediately, since strengthening border security and immigration policy have been central to the Republican agenda since Donald Trump’s presidential campaign began in 2015. Term limitations would very certainly need a constitutional amendment to be implemented. State attempts to limit the tenure of members of Congress have previously been found unlawful by the Supreme Court.
