Punjab Govt announces to distribute 26,000 electric vehicles

LAHORE: Caretaker Punjab Chief Minister Mohsin Naqvi in announcing the distribution of 26,000 electric motorbikes and rickshaws to the public on interest-free basis.

He made this announcement at a special ceremony organized by the Punjab Transport Department in Lahore, where the chief minister also inaugurated the Qingqi Rickshaw Registration Program across Punjab.

The Chief Minister presented the first license for electric rickshaw manufacturing to the CEO of Sazgar Company, marking the formal commencement of the electric rickshaw industry in Punjab.

At the event, he disclosed plans to provide 10,000 electric bikes to students, facilitated by the Bank of Punjab, while another 10,000 electric rickshaws would be supported by Punjab Bank. Notably, 2,000 electric three-wheeler bikes will be granted to special individuals free of interest.

Emphasizing environmental concerns, Mohsin Naqvi declared a ban on government-level purchases of petrol-powered motorcycles across Punjab, restricting future acquisitions to electric bikes.

He also announced the initiation of the Qingqi Rickshaw Body Standers Program, highlighting the relentless efforts of the transport department in registering Qingqi rickshaws—a task previously deemed impossible.

Talking about pollution issues in Lahore, Chief Minister Punjab stressed the need for collective action. He commended Punjab Bank for its support in the Interest-Free Electric Bikes and Electric Rickshaw Programme, particularly applauding the decision to provide interest free electric bikes to students.

In a bid to encourage the shift to electric vehicles, the chief minister emphasized the high quality of electric rickshaws and their role in combating pollution. Plans include providing 10,000 electric rickshaws free of interest and allocating 2,000 three-wheeler bikes to special individuals.

Civil secretariat employees, government and private sector women, and government employees will also receive 2,000 electric bikes each, all on a free-of-interest basis.

Anticipating a positive transformation in the environment and industry, Mohsin Naqvi expressed hope for an all-electric vehicle landscape in Pakistan’s future.

He acknowledged the challenges faced by the transport department, such as implementing axle load restrictions and driving license reforms.

The chief minister personally inspected the electric motorbikes, rickshaws, and vehicles, taking a ride in an electric rickshaw and commending its quality.

LAHORE: A proposal has been prepared to impose a soft smog lockdown to control smog in Punjab province.

Caretaker Chief Minister Punjab Mohsin Naqvi to convene a meeting of the Cabinet Committee for Anti-Smog today.

Sources said that provincial departments have prepared proposals for soft smog lockdown. The authorities proposed the complete closure of schools, colleges, and universities on Friday and markets, gyms, cinemas, theaters, and factories on Saturday.

According to government sources, it has been proposed to close restaurants on Saturday to prevent smog, only take-away and home delivery will be allowed on this day.

The movement of public and private vehicles will also be restricted in the city while half of the staff will work in government offices.

LAHORE:  The Punjab government has decided to keep educational institutions closed on Friday and Saturday in certain districts to prevent smog.

A meeting of the Cabinet Committee for Anti-Smog was held under the chairmanship of caretaker Chief Minister Punjab, in which it was decided to close the markets, gyms, cinemas, theaters, and factories completely on Saturday, while restaurants, take-away and home delivery only were to be closed on Saturday.

Sources said that the department has decided to close all schools, colleges, and universities on Friday, while the proposal to impose a soft smog lockdown is also under consideration to combat smog in Punjab.

Talking to the media after the meeting, Caretaker Chief Minister Punjab Mohsin Naqvi said that he is not in favor of closing the markets at all, the AQI level is higher in the morning and lower in the afternoon, so there is no problem in opening the markets till night.

He said that there are severe effects of smog in six districts, in Lahore including Gujranwala, Faisalabad, Multan, Sahiwal, and Sargodha divisions. The markets will open on Fridays and Saturdays at three o’clock, while all kinds of business will be closed on Sundays. Mall Road will be open for cycling only from morning to 5 pm.

He said that preparation is also going on for artificial rain to reduce smog. He directed citizens to use a mask.

Mohsin Naqvi said that it has been decided to give electric motorcycles to the people on subsidy and it has also been decided to give electric motorcycles to government employees on installments.

Naqvi visits NICVD to evaluate its model to replicate it in Punjab

KARACHI:  Caretaker Sindh Chief Minister Justice (Retd ) Maqbool Baqar and Care Chief Minister Punjab Mohsin Naqvi visited the National Institute of Cardiovascular Diseases (NICVD) to witness its patient service, structure and performance so that a similar institute could be established in Punjab.

During their visit both the chief ministers interacted with the patients in the Emergency and in the CCU and asked about the services and the care being provided to them. The patients and their attendants expressed their satisfaction and told the chief minister that they were being provided with free-of-cost treatment for the medicines.

The Punjab chief minister was told that the NICVD has 10 Satellite centres in different districts of the province and 17 chest pain clinics established in the containers and have been parked at different areas of the city where the patients could reach easily. The Punjab chief minister expressed his satisfaction in developing chest pain clinics along the main roads.

To a question, the new Executive Director of NICVD Dr Tahir Saghir told the CM that all the treatments from emergency to open heart surgery, angioplasty and angiography were all being carried out free of cost. To a question, he told the Punjab chief minister that the change of a heart valve cost around Rs250,000 but it was carried out at NICVD free of cost.  The NICVD chief told the CM Punjab that people from other provinces and even from neighbouring countries avail of the health facilities at NICVD free of cost. This year the government has allocated Rs15 billion for NICVD/SIVD so that free of cost treatment could be provided to the people without any discrimination.

To a question, the Punjab chief minister was told that 16 open heart surgeries could be carried out in NICVD in a day.

Talking to the media at NICVD the Punjab chief minister said that the purpose of his visit to NICVD was to get first-hand information and witness the quality of treatment and care so that a similar institution could be established in Punjab.

Mohsin Naqvi expressed his satisfaction and appreciated the provincial government for establishing such an institution in the public sector.

LAHORE: The Punjab government has started considering various measures to combat smog in the province including Lahore.

Caretaker Transport Minister Punjab Ibrahim Hasan Murad said work from home, online schooling and restriction on public transport are being considered on Wednesday to deal with smog.

He said that the owners of vehicles causing increase in air pollution will be fined, while strict crackdown will also be launched against the industry, kiln owners and those who burn crop residue on agricultural lands.

The measures taken last week are for the betterment of them. The results are there and hence more efforts are being made to reduce smog.

On the other hand, Caretaker Chief Minister Punjab has called a meeting on the smog situation in which tough decisions are likely to be taken to remedy the smog.

According to sources, the proposal to close the markets for two days in a week will also be considered in the tough decisions.

Sources said that in the meeting, the Transport Secretary will inform about the measures to limit the movement of vehicles, while the Deputy Commissioners will implement the decision to ban the burning of crop residues.

LAHORE: The National Disaster Management Authority (NDMA) Punjab has issued a smog advisory  while air quality index is also expected to deteriorate from moderate to bad in upcoming days.

According to NDMA, smog is likely to reach dangerous levels in central and southern Punjab next week.

In the NDMA advisory, it has been said that smog may reach dangerous levels in Gujranwala, Multan, Lahore, Bahawalpur, Faisalabad, Sargodha, Dera Ghazi Khan, Sahiwal divisions may also be affected by smog.

According to NDMA, the air quality index in Islamabad, Rawalpindi division is also expected to deteriorate from moderate to bad.

The advisory asks the public to limit outdoor activities, wear masks when going out, be aware of local air quality levels, drink more water to protect the respiratory system from the effects of smog.

It should be noted that in view of the smog, holidays were declared on Friday to Sunday in various districts of Punjab including Lahore by the caretaker Punjab government.

The holidays will be from Thursday (Iqbal Day) through Sunday, he said.

“Today, we will notify business holiday for offices and schools on November 10 in Lahore division, Gujranwala, Wazirabad, Kasur, Nankana Sahib districts, and Hafizabad while November 9 has already been declared a public holiday,” CM Naqvi said in a press conference.

Smog has made Lahore the most polluted city in the world, Caretaker Chief Minister Punjab Mohsin Naqvi announced a holiday on Friday, November 10 in all districts of Lahore Division, Gujranwala, Wazirabad and Hafizabad were given smog.

The Chief Minister said that marriage halls will remain open on Friday, Saturdays, and Sundays while parks will remain closed. The bakeries and pharmacies, take-away restaurants, and public transport will remain open.

Caretaker Chief Minister of Punjab said that the factories are not being closed. It is half a day, the markets will be closed on Saturday and the traders will close on Friday if they consider it suitable.

Mohsin Naqvi said that the entire impact of crop residues being burnt in India is coming to Pakistani Punjab.

The caretaker chief minister said that the aim is to bring down the smog as it is not possible to eliminate it. He said rain will also affect the smog.

He said that in India, schools were also closed in New Delhi and the Indian government also had to make tough decisions. He said the Punjab government is monitoring those cities where there is heavy smog. He said, “If you want to stay in Lahore for these three or four days, then stay at home”.

LAHORE: The caretaker government of Punjab has imposed a smog emergency across the province for a month and wearing masks will be mandatory in schools and government offices.

The decision to implement the smog emergency in Punjab was taken in a meeting chaired by Caretaker Chief Minister Mohsin Naqvi.

The caretaker chief minister said that masks have been made mandatory for the health of students and provincial ministers should visit government and private schools. Challenges against farmers should be withdrawn during smog.

He said that farmer brothers should not burn crop residue. He said action should be continued against smoke emitting vehicles and factories and all possible steps should be taken to reduce smog.

Environmentalists say school holidays and transport closures won’t make a difference.

It should be noted that earlier the Lahore High Court had held the Punjab government responsible for the current smog situation and had directed to impose an immediate smog emergency.

KARACHI: Sindh and Punjab governments have chalk out a comprehensive strategy to launch a joint operation against bandits in the Riverine area of both provinces.

The Caretaker Chief Ministers of and Punjab along with their respective chief secretaries and inspector generals of police held a mammoth brainstorming session here at CM House to finalize the strategies for launching a joint operation against the bandits in the Riverine Areas of both provinces.

Punjab Chief Minister Mohsin Naqvi and Sindh Chief Minister Justice Maqbool Baqar discussed the upcoming joint clean-up operation against the dacoits.

The two chief ministers discussed the gangs involved in the kidnapping for ransom, their overall strength, positions, and hideouts in the thick forests of the River Indus and exchanged notes on how to attack them from both sides of the aisle- Sindh and Punjab- and eliminate them once and for all by removing the stigma.

Sindh Chief Minister Justice Maqbool Baqar said that he visited Sukkur and Ghotki and stayed there for two days to finalise the operation against dacoits.

The Punjab CM Mohsin Naqvi said that the purpose of the meeting was to sit together to finalize the operation strategy, further, the police of both provinces would work together to eliminate the menace.

Inspector General of Police, Punjab briefing the meeting that the main Kacha Area falls in the area of District Rajanpur, however, the Kacha areas of Ghotki & Kashmore also adjoin Rahim Yar Khan – the areas of Machka and  Kot Sabzal police.

The Sindh Cm was told that there were seven Islands in Rajanpur which affect Rahimyar Khan as well.

Chief Minister Punjab Mohsin Naqvi said that the Kacha Ronti of Ghotki and Kacha Gehalpur of Kashmore affect Rahim Yar Khan. There is a symbiotic relationship between gangs, the Punjab IG said. He added that there were five gangs in Rajanpur and 11 gangs in Kashmore and Ghotki districts identified through the sharing of information system established between the two provinces.

The Punjab CM said that the 11 gangs of dacoits have hardly 600 gang members and they could not be allowed to challenge the writ of the government, therefore a joint operation was inevitable.

LAHORE: The interim cabinet of Punjab has issued a written order to suspend the sentence of former prime minister and leader of Muslim League (N) Nawaz Sharif in the Al-Azizia reference.

According to the Caretaker Punjab Home Department, Nawaz Sharif applied to the Punjab Home Department to suspend the sentence, on the Chief Minister formed a committee consisting of caretaker ministers to review the application.

The committee gave an opportunity of hearing to Nawaz Sharif’s lawyers Amjad Pervaiz, and Atta Tarar, besides this, the committee also heard Nawaz Sharif’s physician in detail.

The Home Department says that according to the doctor, Nawaz Sharif’s health is not fully recovered and he cannot be jailed.

According to the Punjab Home Department, the committee comprising the caretaker provincial ministers, bureaucrats, AG Punjab, and others sent recommendations. The committee recommended suspension of Nawaz Sharif’s sentence in the light of past examples and court decisions.

Punjab Home Department said that caretaker Chief Minister Mohsin Naqvi issued an order to approve the recommendations of the committee and Nawaz Sharif’s sentence is suspended after the approval of the caretaker chief minister and cabinet members.

He said that it is not possible for students to sit in classes and teachers to do election duties.

Mohsin Naqvi also visited Services Hospital and reprimanded MS for poor performance. The Caretaker Chief Minister expressed his annoyance over the complaints of the patients about getting the tests done from outside.

He said that despite the existence of the lab, why are the tests being done from outside.

Mohsin Naqvi formed a committee headed by the Special Secretary to inquire into the matter. He said that if it is proved that the doctor is sending the test to the desired lab, action will be taken.

LAHORE:  Caretaker Chief Minister Punjab Mohsin Naqvi announced that all public and private schools in Punjab will remain closed from Thursday to Saturday due to a conjunctivitis outbreak.

The students in the province will have a long weekend because of Friday’s Eid Milad un Nabi public holiday and the weekend’s extended school closure.

Conjunctivitis or pink eye has become an epidemic across Punjab and school students are being affected rapidly.

On the instructions of Caretaker Chief Minister Punjab Mohsin Naqvi, it has been announced that all public and private schools across the province will be closed tomorrow.

“In the wake of the spread of Conjunctivitis / Pink Eye Infection 141 among school kids, Competent Authority is pleased to announce that all Public & Private Schools of the Province shall remain closed from Thursday ( September 28) till Sunday (October 01)” read an official notification.

It further said that all schools will reopen from Monday and observe the standard operating procedures (SOPs) to curb the spread of pink eye infection.

“All Chief Executive Officers (DEAs) in Punjab are directed to ensure compliance of the orders,” it added.

It may be recalled that the District Education Authority had issued a notice to teachers and students given the outbreak of conjunctivitis, directing them to take special precautions in case of symptoms.

Medical Superintendent(MS) Jinnah Hospital Dr. Yahya said that arrangements are complete for the treatment of conjunctivitis patients. He said patients should consult doctors instead of treating themselves.

LAHORE: The Punjab government has decided to ensure the implementation of the decision of the trial of the accused of the May 9 tragedy.

Caretaker Chief Minister Punjab Mohsin Naqvi ordered to present all the challans of Lahore within three days on the incidents of May 9 and also directed to complete the construction and restoration of 13 churches burnt in the Jaranwala incident within two weeks.

A meeting was held under the chairmanship of Caretaker Chief Minister Punjab Mohsin Naqvi in ​​which the progress on the issues related to the events of May 9 and Jaranwala was reviewed.

In the meeting, caretaker Chief Minister Punjab directed a team consisting of three ministers and senior officers to visit Jaranwala and submit a report and also ordered to submit all the challans of Lahore within three days on the events of May 9.

LAHORE: Caretaker Chief Minister Punjab, Mohsin Naqvi, chaired a crucial meeting upon returning from Islamabad, where the preliminary report on the incident at Islamia University Bahawalpur was presented.

In response to the investigation committee’s findings, Chief Minister Mohsin Naqvi announced the formation of a judicial commission and expressed his intention to formally request the Chief Justice of Lahore High Court for its establishment. To ensure a comprehensive inquiry, the case has been transferred from Bahawalpur to Lahore.

During the meeting, it was decided to create anti-harassment cells in all universities, including Islamia University Bahawalpur, with female professors appointed as heads of these cells. Furthermore, a dedicated provincial-level anti-harassment cell will be established, led by a female secretary.

In a laudable initiative, the caretaker government has provided the bomb disposal squad with 16 state-of-the-art bomb disposal response vehicles and modern equipment, worth a total of Rs.16.27 crore.

Caretaker Chief Minister Punjab Mohsin Naqvi handed over these resources to the bomb disposal commanders of 16 districts at the civil secretariat.

During the event, Mohsin Naqvi inspected the new bomb disposal response vehicles and modern equipment. He expressed appreciation for the thoughtful decision to equip the bomb disposal squad with advanced tools.

He emphasized that given the current situation, civil defense plays a more crucial role than ever before. With these newly equipped vehicles and cutting-edge equipment, the capabilities of the bomb disposal squad will be significantly enhanced, he noted. To ensure their proficiency, he also directed organizing training sessions for the squad to effectively utilize the modern equipment.

The districts benefiting from this equipment upgrade are Bhakkar, Chiniot, Gujrat, Hafizabad, Jhelum, Khanewal, Khushab, Layyah, Mandi Bahauddin, Muzaffargarh, Nankana Sahib, Okara, Pakpattan, Sheikhupura, Toba Tek Singh, and Vehari.
