Radioactive cylinder has gone missing in Thailand

Officials in Thailand are rushing to find a metal cylinder containing deadly radioactive materials that went missing from a power station earlier this week, warning the public of major health hazards if they come into contact with it.

The discovery comes only two months after Australia was compelled to initiate a similar search for a tiny radioactive capsule, which was eventually discovered on the side of a motorway.

But, unlike the Australian capsule, which went missing in the country’s isolated outback hundreds of miles from the nearest major city, the Thai canister went missing in a far more populous location.

Contains Caesium-137

The cylinder, which measured 30 centimeters (4 inches) long and 13 centimeters (5 inches) wide, was reported missing by personnel on March 10 during normal checks at the coal power plant in Prachin Buri, a region in central Thailand east of Bangkok.

The province has a population of about 500,000 people and is home to several of Thailand’s top national parks, including the well-known Khao Yai National Park, which is popular with both domestic and foreign visitors.

The parks are a popular day trip from adjacent Bangkok, a massive 14-million-person metropolis.

The cylinder was part of a silo and was used to measure ash. It contains Caesium-137, a highly radioactive chemical that scientists think is possibly dangerous.

According to a statement from the Office of Atoms for Peace (OAP), Thailand’s official regulator for radioactive and nuclear research, search teams and drones have been deployed to recover the lost cylinder.

On Wednesday, Deputy Secretary General Pennapa Kanchana told sources that radioactive detection technology was being used to identify the cylinder.

Drones and Robots

“We are searching in waste recycling shops in the area,” she said. “We are (using) survey equipment to detect for signals. For areas we cannot reach, we have dispatched drones and robots.”

Thai police are also assisting in the search, believing the cylinder has been gone since February but was only officially reported missing by the National Power Plant 5 business on Friday.

Authorities have analyzed CCTV footage from the plant, according to Si Maha Phot district police commander Mongkol Thopao, but have been hampered by “limited views” of the machine.

“It is unclear if the item was stolen and sold to a recycling shop or misplaced elsewhere,” Mongkol said. “We have dispatched our teams to recycle shops around the area… we still couldn’t find it.”

Caesium-137, according to experts, can cause major health concerns for those who come into contact with it, including skin burns from near exposure, radiation illness, and potentially fatal cancer risks, especially for those who are exposed unknowingly for long periods of time.

Caesium-137 has a half-life of roughly 30 years, which implies it might endanger the population for decades if not discovered.

Pennapa of the Atoms for Peace Office advised the people not to panic.

First thing, Skin irritation

“If general people (come into) contact unknowingly, the health effects will depend on the level of the (radiation) intensity. If it’s high, the first thing we will see is skin irritation.”

This is not the first time something like this has occurred in Thailand.

According to a Congressional Research Service study, in 2000, two scrap collectors purchased canisters carrying another radioactive isotope, cobalt-60, and carried them to a junkyard where they were broken open.

According to the report, some workers received burn-like injuries, three people died and seven others were injured by radiation. Approximately 2,000 more people in the area were also exposed to radiation.

Nonetheless, Pennapa claims that the missing canister is significantly less radioactive than the event in 2000.

The most recent incident in Thailand followed a similar event in Western Australia in January when a tiny capsule containing Caesium-137 went missing while being transferred from an iron ore mine to a depot in Perth along a desolate outback highway.

The capsule was eventually located after a difficult six-day search, and officials are now investigating how it reportedly slid off the back of a vehicle during shipment.

Nuclear radiation experts in Australia who previously spoke to sources claimed the capsule’s disappearance was “extremely unusual” and discussed the difficulties of recovering such a small device.

Nonetheless, they pointed out that the search location was quite isolated.

“So it would be very unlikely to have much impact (on people),” said Ivan Kempson, an associate professor in Biophysics from the University of Southern Australia.

But there had been some past examples, Kempson noted, of people finding similar things and suffering radiation poisoning.

“The concern… is the potential impact on the health of the person who would find the capsule,” he said.

South Korea’s leader lands in Japan for first visit in 12 years

South Korean President Yoon Suk Yeol came to Japan on Thursday for a fence-mending meeting, the first such visit in 12 years, as the two neighbors seek to face escalating dangers ranging from North Korea to rising concerns about China.

Only hours before the trip, North Korea launched a long-range ballistic missile into the waters off the east coast of the Korean Peninsula, marking the fourth intercontinental ballistic missile launch in less than a year.

Hirokazu Matsuno, Japan’s Chief Cabinet Secretary, called the latest launch a “reckless conduct” that “threatens the peace and security of our country, the region, and the international community.”

The meeting between Yoon and Japanese Prime Minister Fumio Kishida is an important step in mending strained ties between the two critical US allies in Asia.

Yoon’s office called it an “important milestone” in the evolution of bilateral relations.

The rivalry between the two East Asian rivals dates back to Japan’s colonial control of the Korean Peninsula a century ago.

Although the two countries restored relations in 1965, unsolved historical disputes remained, particularly concerning colonial Japan’s use of forced labor and so-called “comfort women” sex slaves.

In recent years, the often tense relations have undercut US efforts to show a united front against North Korea – and Beijing’s growing aggressiveness.

Today, the region’s two most crucial US allies look to be ready to turn the page.

Much of this is motivated by growing security worries over Pyongyang’s increasingly frequent missile launches, China’s increasingly aggressive military posture, and tensions across the Taiwan Strait, which both Tokyo and Seoul regard as critical to their respective security.

The improved relations are great news for Washington, which has been pressing for détente.

“Our working together not only on the political front but on the strategic front, on the deterrence front, is what North Korea is scared about. It’s also what China doesn’t want to see happen,” Rahm Emanuel, US ambassador to Japan, told sources Thursday.

According to Emanuel, the United States, Japan, and South Korea held over 40 trilateral meetings at various levels in the previous year, which is more than the previous five years combined.

“That familiarity, that institutionalized dialogue and conversation, the building of trust, was probably the greatest contribution” to the thawing of ties, he said.

Before departing for Tokyo, Yoon told international media on Wednesday “there is an increasing need for Korea and Japan to cooperate in this time of a poly-crisis,” citing escalating North Korean nuclear and missile threats and the disruption of global supply chains.

“We cannot afford to waste time while leaving strained Korea-Japan relations unattended,” Yoon said.

South Korea’s relationship with Japan was “openly combative” under Yoon’s predecessor, Moon Jae-in, according to Joel Atkinson, a professor of Northeast Asian international affairs at Hankuk University of Foreign Studies in Seoul.

“So this visit is significant, sending a strong signal that under the Yoon administration, both sides are now working much more cooperatively,” Atkinson said.

Overcoming disputes

The warming of relations comes after South Korea took a significant step towards resolving a long-running issue that had brought relations to their lowest point in decades.

South Korea stated this week that it would compensate victims of forced labor during Japan’s occupation from 1910 to 1945 through a public foundation supported by private Korean enterprises, rather than asking Japanese companies to contribute to reparations.

Japan applauded the measure, as did the White House.

The agreement ended a deadlock that had been reached in 2018 when South Korea’s Supreme Court ordered two Japanese corporations to reimburse 15 plaintiffs who had sued them for forced labor during Japan’s colonial era.

Japan did not agree with the South Korean court’s verdict in 2018, and no compensation was given to Tokyo.

As a result, tensions between the two countries rose, with Japan banning exports of materials needed in memory chips and South Korea canceling its military intelligence-sharing agreement with Tokyo under Moon’s presidency.

Yet, the Yoon government has been working hard to restore relations, even if it means defying domestic public pressure on sensitive, highly emotional matters like as the compensation plan.

Aside from the mounting North Korean nuclear threat, China appears to have played a significant role in Yoon’s readiness to face local anger over the compensation arrangement, according to Atkinson, the Seoul expert.

“The administration is making the case to the South Korean public that this is not just about Japan, it is about engaging with a wider coalition of liberal democracies,” he said.

“What South Koreans perceive as Beijing’s bullying, arrogant treatment of their country, as well as its crushing of the Hong Kong protests, threats toward Taiwan, and so on, have definitely prepared the ground for that.”

Warming ties

Even before the decisive step to settle the historical conflict, Seoul and Tokyo had expressed their determination to put the past behind them and cultivate closer ties.

On March 1, Yoon stated Japan has “changed from a military aggressor of the past into a partner” who “shares the same universal values” in a speech honoring the 104th anniversary of South Korea’s resistance movement against Japan’s colonial domination.

Since entering office, the two presidents have engaged in a flurry of diplomatic activity aimed at healing bilateral ties and extending their partnership with Washington.

Yoon and Kishida met on the sidelines of the United Nations General Assembly in New York in September for the first time since 2019. They vowed to restore relations.

In November, the two leaders met Biden in Cambodia at a regional summit.

Greater cooperation between the United States, Japan, and South Korea is concerning to China, which has accused Washington of conducting a plot to restrict and suppress its development.

Yet, Emanuel claimed that it was Beijing’s actions that brought the countries together.

“If China wasn’t in a confrontation with India twice on the border, or the Philippines twice with the coast guard, or shooting missiles into Japan’s (exclusive economic zone), nobody would be like this,” he said.

“This is a recent development in response to China’s constant confrontation with others.”

Beijing is particularly concerned about South Korea’s participation in the Quadrilateral Security Consultation, sometimes known as “the Quad,” an informal security dialogue between the United States, Japan, Australia, and India. Iran sees the alliance as part of Washington’s effort to surround the country with strategic and military friends.

A senior South Korean official stated last week that Seoul intends to “proactively accelerate” its involvement in the Quad working group.

Mr. Vuong is being treated at a hospital, and more arrests are likely.

According to New South Wales Police, the kidnapping began in the early hours of last Thursday when a group of males armed with a sledgehammer and a revolver burst into his residence in western Sydney around 05.20 local times.

Repeatedly assaulted and tortured

He was forced into a vehicle and driven away before being “repeatedly assaulted and tortured over a six-day period”, officers said.

The group was “part of a criminal enterprise to extort a large sum of money”, said Detective Supt Joe Doueihi.

Armed police entered a run-down residence in the Belmore area on Tuesday evening, acting on intelligence gleaned after intensive inquiries, and located Mr. Vuong alive but gravely injured.

“He’d been bound, tied up, had his face covered and sustained numerous injuries, and had his teeth forcibly removed”, Det Supt Doueihi said.

He was treated on the spot by paramedics before being brought to the hospital, where he is presently in stable condition, he added.

A 19-year-old guy was arrested on the property, while five others were detained elsewhere in the city, according to police.

Lolo Liavaa and Viliami Siasau, all 19, Valali Tonga, Sunia Siasau, and John Totau Fahamokioa, all 20, and Kiteau Tatafu, 21, have been named as suspects.

They have been charged with a number of “severe violent offenses,” according to police, including aggravated breaking and entering, grievous bodily harm, and possession of an unlicensed handgun.

Apart from John Totau Fahamokioa, all have been remanded in detention and are scheduled to appear in court in May.

North Korea’s increased missile activity is likely to be at the top of the agenda when South Korean President Yoon Suk Yeol meets Japan’s Prime Minister Fumio Kishida in Tokyo later Thursday – the first such visit in 12 years.

The United States and South Korea have been conducting drills near the Korean peninsula since Monday, the largest in five years. North Korea has stated repeatedly that such exercises are provocative.

The missile was launched from Pyongyang on North Korea’s east coast at 07:10 (22:10 GMT), according to South Korea’s Joint Chiefs of Service.

The Japanese defense ministry acknowledged that it was an ICBM and that it went higher than 6,000 kilometers for around 70 minutes. According to the ministry, it landed at about 08:20 outside of Japan’s exclusive economic zone.

The International Atomic Energy Agency (IAEA) issued the warning following a visit to the unnamed facility by its inspectors earlier this week.

According to the IAEA, they discovered that ten drums carrying uranium ore had vanished.

There are concerns about uranium being a radioactive risk, as well as nuclear security problems.

In a statement, the IAEA said it would conduct further actions “to clarify the circumstances of the removal of the nuclear material and its current location”.

It is unknown when the uranium vanished. Inspectors reportedly wanted to visit the site last year, but the trip was cancelled due to fighting between various Libyan groups.

According to the IAEA, the uranium storage location was not on government-controlled territory.

Libya has been divided into opposing political and military factions since the overthrow of former tyrant Colonel Muammar Gaddafi in 2011.

US drone downing: Russia will attempt to recover drone fragments

Russia announced on Wednesday that it will attempt to recover the remains of an American drone that had crashed into the Black Sea.

On Tuesday, the massive MQ-9 Reaper drone crashed into the ocean.

The US said it brought down the damaged drone after it became “unflyable” after a Russian plane clipped its propeller, but Moscow denies this.

Russian security council secretary Nikolai Patrushev stated on state television that Moscow was attempting to locate the aircraft.

“I don’t know whether we’ll be able to retrieve it or not but it has to be done,” Mr. Patrushev said.

A confirmation of War

He also said that the drone’s presence in the Black Sea was “confirmation” that the US was directly involved in the war.

Top Washington official John Kirby said the US was also seeking for the aircraft, but warned that if Russia beat them to it, “their potential to use relevant intelligence will be significantly reduced”.

General Mark Milley, America’s top military commander, emphasized that the US has taken “mitigating measures” to guarantee there was nothing of value aboard the downed drone.

He predicted that retrieving the drone would be difficult, adding that the water where it crashed was anywhere between 4,000ft and 5,000ft (1,200m to 1,500m) deep.

According to US military officials, the incident occurred on Tuesday morning and lasted approximately 30-40 minutes.

The Pentagon said in a statement that Russian jets poured gasoline on the drone several times prior to the crash.

According to Pentagon spokesman Brig Gen Pat Ryder, the drone was “unflyable and uncontrollable,” and the crash likely destroyed the Russian aircraft as well.

Russia has denied any touch between its two Su-27 fighter jets and the US drone.

On the surface, the Military appears to be less concerned by the loss of a Reaper drone. It’s older technology, and many have been lost in the past.

And attempting to recover a downed drone in deep waters near a war zone, with Russian ships and submarines patrolling, may pose even greater risks of escalation.

Since Russia’s annexation of nearby Crimea in 2014, tensions have risen over the Black Sea.

Increase in surveillance flights

During Russia’s full-fledged invasion of Ukraine, the United States and the United Kingdom have increased surveillance flights, always flying in international airspace.

The missing Reaper may have carried a surveillance pod capable of absorbing electronic data such as radar waves.

The US Department of Defense said in a news release that the surveillance trips are designed to acquire information that helps strengthen security for Europe and aids “allied partners”.

The US is said to have already shared intelligence with Ukraine, including assistance in sinking a Russian ship in the Black Sea.

According to Ukraine’s foreign minister, occurrences like the downing of an American drone over the Black Sea are unavoidable until Russia departs Crimea.

It is described as “As long as Russia holds Crimea, these types of incidents will be unavoidable, and the Black Sea will not be a safe place,” Dmytro Kuleba warned.

Although Russia took Crimea in 2014, the vast majority of countries still consider it to be part of Ukraine.

The sources questioned Mr. Kuleba if the US and its allies would be more careful in the aftermath of the drone disaster.

“If the West wants to demonstrate its weakness, it should certainly demonstrate its cautiousness after an incident like this, but I don’t have a feeling that this is the mood in capitals,” he replied.

US MILITARY VOWED

“The mood is not to escalate but nor is the mood to lean under the pressure – the physical or rhetorical pressure – of Russia.”

US Defence Secretary Lloyd Austin vowed the military would “continue to fly and operate” wherever international law allows.”

After being asked to confer with officials in Washington, Russian Ambassador Anatoly Antonov stated that the drone incident was viewed as a “provocation” by Moscow.

From the Kremlin’s point of view, Mr. Antonov added: “The unacceptable activity of the US military in the close proximity to our borders is a cause for concern.”

According to Kremlin spokesman Dmitry Peskov, there has been no high-level interaction between Moscow and Washington regarding the event.

He did, however, state that Russia would never refuse to engage in meaningful conversation.

Putin informed the interviewer that the explosions were carried out on a “state level,” dismissing as “complete nonsense” accusations that an autonomous pro-Ukraine group was to blame.

The pipelines were supposed to transport Russian gas to Germany, but Berlin has made steps to minimize its reliance on Russian hydrocarbons since Moscow’s invasion of Ukraine a year ago.

Authorities in Berlin have been circumspect about apportioning responsibility for the explosives, with Defence Minister Boris Pistorius stating last week the blasts could have been a “false-flag operation to blame Ukraine”.
