ISLAMABAD: Islamabad High Court (IHC) on Tuesday termed the Adiala Jail a Concentration Camp over the tortures of detainees mentioned by the Human Rights Commission (HRC), BOL News reported.

According to the details, the Islamabad High Court (IHC) has issued an inquiry order on the issue of torture and inhumane treatment of prisoners in Adiala Jail Rawalpindi.

According to the order issued by the Islamabad High Court, the allegations made in the petition filed by the prisoner are not baseless in the opinion of the judge.

The order states that according to a secret report, Adiala Jail has been turned into a detention camp instead of being administered according to the law by the authorities.

Apart from the injustice with the prisoner in the Adiala Jail, prisoners are treated inhumanely, and human rights are violated in Adiala Jail.

WASHINGTON: The US Secretary of State Antony Blinken on Tuesday reaffirmed his country’s commitment to continue cooperating with Pakistan in meeting the challenge of rehabilitation and reconstruction of flood-affected areas.

Talking to Foreign Minister Bilawal Bhutto Zardari in Washington D.C, he expressed condolences and solidarity with Pakistan over the loss of precious lives and monumental economic losses in the flooding.

Secretary Blinken also maintained that given Pakistan’s enormous potential, the US private sector would like to invest in Pakistan including in the energy sector.

Apprising Secretary Blinken about the devastation caused by the floods, Foreign Minister Bilawal Bhutto Zardari said no country could deal with a crisis of this proportion on its own. He said Pakistan is seeking climate justice and looking towards its partners to assist us in recovering from this climate-induced calamity.

Bilawal Bhutto Zardari said Pakistan is committed to building back better, greener, and climate-resilient infrastructure in areas such as irrigation, communication, energy, Agri technology, and health. He said immediate action is required to help developing countries effectively face the climate crisis.

On the sidelines of a ceremony to celebrate the 75th anniversary of the establishment of diplomatic ties between Pakistan and the US, at the State Department, the US Secretary of State announced additional ten million dollars for the flood victims of Pakistan, in addition to the already announced assistance of 56.1 million dollars.

Earlier, a delegation level meeting was held at the State Department in which stock of enhanced bilateral engagement in trade, energy, food, health, and areas of mutual interest and cooperation were discussed.

The Foreign Minister thanked the US side for the continued support of Pakistan following the devastating climate catastrophe in the country.

QUETTA: The death toll in Balochistan has risen up to more than 325 due to floods and epidemics spread across the province. In the last 24 hours, 02 people were reported dead, Provincial Disaster Management Authority (PDMA) released a report on Tuesday.

According to the data shared by PDMA, billions of worth of wheat and other crops have been destroyed due to flash floods and rains.

Moreover, 172 people had serious or minor injuries. Of the wounded people, 91 men, 39 women, and 45 children faced injuries, according to PDMA stats.

As per the details, 65,000 houses were completely demolished and 120,000 were minorly affected due to floods. A 1500 km long highway road was also affected due to floods.

Furthermore,  more than 4,000 solar plates, tube wells, and borings were also affected or destroyed due to flash floods. A vast area of Standing crops of 900,000 acres of land was also destroyed which has caused a shortage of food in the province.

KARACHI: Dengue Upsurge in the country, in the last 24 hours, 398 cases of dengue were reported in Sindh whereas, 330 patients alone were from Karachi, according to the data shared by the Department of Healthy Sindh.

The Sindh Health Department says that 142 cases have been reported in Central District, 67 in Eastern District, 34 in Korangi District, 27 in Western District, 25 in Southern District, 23 in Malir District, and 12 in Kemari.

The Sindh Health Department said that 32 people had lost their lives due to dengue in Karachi and 1 person in Hyderabad this year.

Sindh Health Department further says that in the Dengue Upsurge, 8,349 cases have been reported across Sindh this year.

 

DENGUE UPSURGE IN KPK

On the other hand, dengue attacks are also continuing in Khyber Pakhtunkhwa (KPK), 313 more dengue cases have been reported in the last 24 hours.

The health department says that in the last 24 hours, 156 cases have been reported from Peshawar, 92 from Mardan, 21 from Charsadda, and 20 from Swabi.

The health department said that the number of active cases across the province had reached 1,438, while the total number of patients across the province has reached 6,958.

KARACHI: Parliamentary leader of Pakistan Tehreek e Insaf (PTI)  Sindh Assembly Khurram Sher Zaman on Monday said that Murtaza Wahab did his best to destroy the city as an administrator, BOL News reported.

 “Murtaza Wahab proved to be a failed administrator for the city. Sindh High Court’s decision is in accordance with the people’s aspirations. During the reign of Murtaza Wahab, there were heaps of dirt in the city, and rainwater was standing everywhere,” Khurram Sher Zaman said. 

Sher Zaman claimed that Murtaza’s reservation on the High Court’s decision is actually tantamount to contempt of court. People’s Party has always protected its interests in the name of the law.

He hoped the Sindh government would refrain from installing a political administrator in Karachi before the next election. 

Earlier, Administrator Murtaza Wahab announced that he is resigning from the slot.

He was addressing a presser here when said that he has been resigning as Karachi Administrator.

The development came after the court restricted the Karachi Metropolitan Corporation (KMC) from collecting taxes through K-Electric.

He maintained that the tax was for the betterment of Karachi and the citizens. Wahab maintained that he was working for the betterment of the city for the past year and KMC was about to stand on its feet.

“It would have been easier for me to ask the prime minister and the chief minister for funds, but I did not.”

ISLAMABAD: Election Commission of Pakistan (ECP) reserved its decision on the request to declare Ishaq Dar’s seat vacant for not taking the oath of membership of the Senate within 60 days, BOL News reported on Monday. 

“There was an ordinance to declare the seat vacant for not taking the oath within sixty days,” an ECP member from Balochistan said.

Ishaq Dar’s lawyer, Salman Butt told the ECP bench that the notification of Ishaq Dar was issued on March 9 as the successful candidate while on 29 March 2018, Ishaq Dar’s Success notification was suspended. “The notification was restored when the petition was dismissed by the Supreme Court. If Ishaq Dar’s notification was suspended, how could he take an oath?” he said.

“The question is whether Ishaq Dar has been disqualified or not.” ECP member Akram Wajih of KPK asked.

Disqualification under Article 63P cannot be brought by law, Salman Butt answered.

According to the lawyer of Ishaq Dar, the period of the ordinance has already expired and the Election Commission should withdraw the notice declaring the Senate seat vacant. “A member cannot be disqualified if he does not take an oath, even for five years. By amending the Election Act, the provision of disqualification for not taking an oath within two months has been removed, ” he added.

As per the details released by the provincial health department, during the last 24 hours, not even a single case was found in the districts of Balochistan.

The tests were conducted in the 03 districts of the province. These cases bring the total number of COVID-19 cases in Balochistan to remain the same, that is 35,990. Moreover, 572831 tests were conducted in the province till now, to the department of Health report says.

According to the report, 35,597 people recovered from the virus. Around  378 people lost their lives during the pandemic. The provincial health department conducted 156 tests, the results of which for 19 people are yet to come.

KARACHI: The Family of  Nazim Jokhio filed an affidavit of an out-of-court settlement with the accused in the high-profile murder case on Saturday.

Last year in October, Nazim Jokhio’s family claimed that Pakistan People’s Party (PPP) MPA Jam Awais Gohram Jokhio and his men tortured him to death while he attempted to stop his foreign guests from hunting houbara bustards in Karachi’s Memon Goth neighborhood.

Police have charged PPP MPA  JamAwais, his brother MNA Jam Kareem, and others with murder. The case was heard in court today, and the charges against the individuals were framed.

“We have struck a settlement with the accused,” the murder victim’s relatives said in an affidavit filed in the court of Additional District and Sessions Judge Malir.

“We have struck an agreement with the accused and have no issue with the case being dismissed,” jokhio’s family told the court.

The affidavit was signed by Nazim Jokhio’s mother, widow, and children. The court requested a report from NADRA on the family until the next case hearing, which has been postponed until October 15.

According to the details, these statements of FM Bilawal came during his interview with British Board Corporation (BBC) News. “The destruction caused by the floods in Pakistan is heart-wrenching,” FM told BBC sorrowfully.
“More than 33 million people were affected by the flood, while crops were destroyed and diseases were also spreading,” Bilawal said.

He said that the rehabilitation of the victims is a big challenge because the government does not have enough resources, so it will take several decades to restore the flood victims completely.

Bilawal Bhutto said that the work of rehabilitation of the victims is going on, and they will start returning to their homes in a few months.

Foreign Minister Bilawal Bhutto Zardari was questioned by France 24 in New York on Wednesday and according to him, Pakistan is still in the grip of a tragedy. “The situation in Pakistan has genuinely apocalyptic and epic proportions.”

ISLAMABAD: Islamabad High Court (IHC) on Friday questioned the Ministry of Foreign Affairs (MOFA) whether they accepted the case of Afia Siddiqui as their own case or her private matter. 

According to the details, the case related to the health and release of Pakistani Dr. Aafia Siddiqui – detained in an American jail – was heard by Justice Sardar Ejaz Ishaq Khan in the Islamabad High Court (IHC). Fauzia Siddiqui, sister of Aafia Siddiqui, appeared before the court along with her lawyer Dr. Sajid Qureshi.

The Foreign Office official told the court that the decision of the US court sentencing Dr. Aafia Siddiqui in 2010 has not yet been provided to the government of Pakistan. In response, Justice Sardar Ijaz Ishaq said, “It is surprising that the Foreign Office has not received a copy of the decision of the American court in 12 years.”

The representative of the Foreign Office said that he had not read the decision on the punishment of Dr. Afia Siddiqui.

“The decision of the American court is available on the website of the US Department of State. The American court sentenced Dr. Aafia Siddiqui to 86 years in prison in 2010 on charges of terrorism,” Fauzia Siddiqui responded.

“Dr. Aafia’s American lawyer has filed a mercy petition with the government there. The US government had given Pakistan two options, to sign the international convention of the Council of Europe on the exchange of prisoners, and to make a bilateral agreement with the United States in this regard,” the representative of the Foreign Office replied.

The MOFA official added that this offer was made by the US in 2010. The Federal Cabinet approved the agreement in August 2013. The Council of Europe rejected Pakistan’s request in 2014.

Fauzia Siddiqui replied, “The reason for the Council of Europe’s refusal was the death penalty law in our country.”

“A summary of the agreement, called the Organization of American States Inter-American Convention on the Execution of Criminal Sentences, was sent to the Prime Minister. The Ministry of Law raised some objections to this summary,” the MOFA representative claimed.

In the objection of the Ministry of Law, it was mentioned, “After making such an agreement, is Pakistan ready to hand over Dr. Shakeel Afridi, who is wanted by America?”

The MOFA officer read out a diplomatic note of the US State Department in 2015 in the court, in which the US State Department said that even if the US Convention is signed, the political atmosphere in the US is not such that Dr. Aafia Siddiqui could be handed over to Pakistan.

“According to American law, Dr. Aafia Siddiqui’s request for a mistrial has also been rejected. Now, only the commutation petition is pending for which Pakistan has to make diplomatic efforts. A new mistrial petition may also be filed against Aafia’s conviction on the grounds of insufficient counsel or legal defense,” Fauzia Siddiqui replied.

ISLAMABAD: Former Prime Minister Mian Nawaz Sharif on Friday requested the Accountability court to give him relief on the National Accountability Bureau (NAB) Amendment Act 2022, BOL News reported.

According to the details, the Founder of Pakistan Muslim League Nawaz (PML-N) Nawaz Sharif submitted an application through lawyer Qazi Misbah, Advocate in the Accountability Court, where it was mentioned that the frozen assets should be restored and the accused should be released from the plot allotment reference.

Under the NAB Amendment Act 2022, the accountability bureau does not have the authority to take action in cases worth less than 50 crores.

As per the details, in the reference filed against Nawaz Sharif, an allegation of corruption of 13 million was made.

It was mentioned in the application filed by Nawaz Sharif’s lawyer that the accountability court has already ordered the acquittal of the three accused in this reference.

According to the details, the court had declared former Prime Minister Nawaz Sharif an absconder and ordered the confiscation of his property.

RAWALPINDI: The police have registered a case against unidentified individuals for making threatening phone calls to the former interior minister and Awami Muslim League (AML) chairman Sheikh Rasheed.

According to reports, the former federal minister filed a complaint with the Waris Khan police station against unnamed individuals after receiving threatening phone calls.

Sheikh Rasheed stated in the application that he had been receiving threats of kidnapping and murder on his cell phone for several days.

The AML chief claimed that he had notified the authorities by sending the callers’ mobile phone numbers. He did not, however, specify anyone or any department in his application.

Following the complaint, the police filed a First Information Report (FIR) under Section 25-D of The Telegraph Act, 1885 (punishment for causing annoyance), which also included allegations of threatening to kill.

Awami Muslim League (AML) Chief Sheikh Rasheed alleged the day before that he received a ‘threatening call’ on the landline number of his residence Lal Haveli. ‘I have filed a report about the threat call, and I have also contacted relevant officials,’ Sheikh said.

It is pertinent to mention that Sheikh Rasheed requested the Islamabad High Court (IHC) on Thursday to annul a total of 68 appointments on the posts of ministers and assistants.

Moreover, Sheikh Rasheed’s lawyer submitted in the petition that only 11 percent of the total members of the assembly can become ministers. Under Article 92/1 the current number of Federal Cabinet is illegal.

NEW YORK: Member states of the Organization of Islamic Cooperation (OIC) on Thursday renewed unwavering solidarity with the people of Jammu and Kashmir and expressed full support for their inalienable right to self-determination by the relevant resolutions of the United Nations Security Council and the OIC, and the wishes of the Kashmiri people.

Foreign Minister Bilawal Bhutto Zardari chaired the Annual Coordination Meeting (ACM) of the Organization of Islamic Cooperation Foreign Ministers at the United Nations Headquarters here on the sidelines of the 77th Session of the UN General Assembly.

OIC member states commended Pakistan for its active and forceful advocacy of all matters of interest to the Islamic Ummah and its prominent role within the OIC. The meeting also expressed full solidarity and sympathy with the government and people of Pakistan affected by the recent climate-induced devastating floods.

In his address, the Foreign Minister emphasized that Pakistan, as a founding member of the OIC, attached utmost importance to the Organization as the sole and most prominent voice of the Muslim Ummah.

He reviewed the wide range of issues confronting the Muslim Ummah, including rising Islamophobia, the situation in Palestine, Indian Illegally Occupied Jammu & Kashmir, Afghanistan, the COVID-19 pandemic, the food, fuel, and finance crises, and the existential threat posed by climate change.

The Foreign Minister expressed special appreciation for the OIC’s consistent and historic support for the Kashmir cause.

OIC Secretary-General Hissein Brahim Taha and Saudi Foreign Minister Prince Faisal bin Farhan Al Saud in the capacity as chair of the OIC Summit also addressed the meeting.

During the coordination meeting, the OIC Member states exchanged views on a range of issues on the agenda of the 77th UNGA session. They also reviewed follow-up action on the resolutions and decisions of the OIC.

The meeting reaffirmed the centrality of the question of Palestine and Al-Quds Al-Sharif for the Muslim Ummah, reaffirming its principled and continued all- level support to the Palestinian people to regain their inalienable legitimate national rights, including their right to self-determination, and the independence of the State of Palestine along the 1967 borders, with Al-Quds Al-Sharif as its capital.

The meeting also reaffirmed the importance of sustained engagement of the international community with Afghanistan, especially in supporting the humanitarian and development needs of the Afghan people.

Keeping in view the global challenges and noting that a vast majority of international conflicts and disputes involve OIC member states, the Foreign Minister underlined the importance of establishing an effective peace and security architecture within the OIC by the authority conferred by Article 10 (e) of the Charter.

He encouraged his counterparts to share their perspective on strengthening and fully activating the OIC Peace and Security architecture to enable the OIC to contribute to and promote durable solutions to the problems faced by the Muslim world.

The meeting welcomed the adoption of the landmark UN General Assembly resolution proclaiming 15 March as the International Day to Combat Islamophobia and agreed to urge, as a follow-up of the resolution, the UN Secretary-General to formulate an action plan, in coordination with the OIC countries, to halt and reverse Islamophobia.

The ministers also exchanged views on a series of global shocks: the Covid-19 pandemic, rising commodity prices, climate change, and a contracting world economy compounded by the ongoing conflict in Europe.

The Ministers expressed concern that these shocks have decelerated progress toward Sustainable Development Goals (SDGs) in the developing world and, as a result, intensified inequality within and among States, including in the Islamic countries.

Citing a UN policy note, Pakistan should halt foreign debt repayments and restructure debts with creditors after recent rains exacerbated the country’s financial situation, according to the Financial Times. 

According to the newspaper, the memorandum, which the UN Development Programme (UNDP) will share with Pakistan’s government this week, urges that the country’s creditors should explore debt relief so that policymakers can prioritize disaster response funding above loan repayment.

The damage in Pakistan has been estimated at $30 billion, and the government and UN Secretary-General Antonio Guterres have blamed the flooding on climate change.

According to the Financial Times, the memo also offered debt restructuring or swaps, in which creditors would waive repayments in exchange for Pakistan committing to invest in climate-resilient infrastructure.

Floods have affected 33 million Pakistanis, caused billions of dollars in damage, and killed over 1,500 people, raising fears that Pakistan may fail to meet its debt obligations.

In light of the country’s catastrophic floods, Pakistan has requested that the World Bank redirect $1.5 billion to $2 billion in money from slow-moving projects to areas where the deluge has inflicted destruction through the repurpose program.

I have been to districts across Sindh and have visited many campuses today. People are sitting on the streets, and they have come to Larkana from different districts.”

Murad Ali Shah said, “It has rained equally to the water of 20 dams like Tarbela Dam in Sindh. The water can enter the Indus River only through Manchhar Lake, and there is no alternative to it. It will take time for the water to leave the areas.”

He said that the average rainfall was 1100 mm across Sindh and up to 1800 mm in some areas. Every district from Kashmore to Sehwan presents the scene of the river. He also claimed that 140 million acres of land had come under the water.

The Sindh Chief Minister says that only 4 to 4.5 lakh tents have been distributed so far, which is not enough. “Foreign aid has certainly been received, and I am grateful to everyone. Only 10,000 tents have been received by combining all the aid,” he claimed.
