Dar raises Kashmir dispute at meeting with UN chief

UNITED NATIONS: Pakistan’s Deputy Prime Minister and Foreign Minister, Senator Ishaq Dar, called for a just resolution of the Jammu and Kashmir dispute in accordance with United Nations Security Council resolutions at a meeting with UN Secretary-General Antonio Guterres.

The meeting took place at UN Headquarters on the margins of the Security Council’s debate on multilateralism and global governance, according to a press release issued by the Pakistan Mission.

It said Senator Dar also condemned Israel’s atrocities against the Palestinian people, and reiterated Pakistan’s unwavering support for a two-state solution, ensuring a viable, contiguous, and sovereign State of Palestine based on pre-1967 borders, with Al-Quds Al-Sharif as its capital.

In addition, Dar highlighted cross-border terrorism from Afghanistan and called for UN support in countering the menace within and from that country.

He reaffirmed Pakistan’s desire to provide humanitarian support to the millions of destitute people in Afghanistan and to promote its economic development, including through implementing connectivity projects between Central Asia and Pakistan through Afghanistan.

In his remarks, Senator Dar reaffirmed Pakistan’s strong support for the United Nations’ central role in addressing global challenges, including peace and security, development and climate change.

He underscored Pakistan’s unwavering commitment to promoting international peace, and security as a non-permanent member of the UN Security Council (2025–2026) while highlighting Pakistan’s longstanding commitment to multilateralism and the UN Charter, including UN peacekeeping efforts.

The FM welcomed the initiative by the UN Secretary-General to organize the Summit of the Future and expressed the hope that the Pact for the Future will be fully implemented, meeting the financing needs of the developing countries to implement the SDGa (Sustainable Development Goals) and climate targets.

UN chief expresses concern over US freezes foreign aid

UNITED NATIONS: UN Secretary-General Antonio Guterres has called on the US Government to consider “additional exemptions” to a directive which pauses nearly all foreign aid for 90 days.

President Trump’s executive order a week ago called for all foreign aid to be re-evaluated to ensure that it complies which his new foreign policy priorities.

The immediate scope of the order was not clear but on Friday, according to news reports, the US Secretary of State Marco Rubio issued an order putting any new funding on hold, pending review.

The State Department directive reportedly clarifies that funding for existing programmes is also suspended until it has been reviewed.

The only exceptions were reportedly for military assistance to Israel and Egypt and emergency food aid.

“The Secretary-General notes with concern the announcement of a pause in US foreign assistance,” said the statement issued on behalf of Guterres by his Spokesperson Stephan Dujarric.

“The Secretary-General calls for additional exemptions to be considered to ensure the continued delivery of critical development and humanitarian activities for the most vulnerable communities around the world, whose lives and livelihoods depend on this support.”

The statement added the Guterres was looking forward to engaging with the Trump administration on how “much needed development support” can be provided to citizens in the developing world who face the severest challenges.

“The United States is one of the largest aid providers and it is vital that we work constructively to jointly shape a strategic path forward,” the statement continued.

UN chief urges world support for Middle East amid turbulent period

UNITED NATIONS: With the Middle East undergoing “a period of profound transformation”, the international community must support efforts towards more justice, dignity, human rights and peace in the region, UN Secretary-General Antonio Guterres told the Security Council.

The UN chief addressed the Council’s first quarterly debate on the Middle East for the year, held against the backdrop of Sunday’s temporary ceasefire in Gaza, the end of hostilities in Lebanon sparked by the war, and the fall of the Assad regime in Syria.

“We have a responsibility to help make sure the people of the Middle East come out of this turbulent period with peace, dignity and a horizon of hope grounded in action,” he said, speaking fresh from a visit to Lebanon. Guterres said that the Gaza ceasefire and hostage release deal offer a ray of hope.

The first phase of the agreement went into effect on Sunday, with Hamas releasing three women hostages and Israel releasing 90 Palestinian prisoners.

“While many challenges lie ahead, we should appreciate the long-overdue relief this moment provides for Palestinians in Gaza and the hostages reunited with their loved ones,” he said.

Meanwhile, the UN is doing its part to ensure the rapid scale-up of humanitarian deliveries. More than 630 trucks of aid entered Gaza on Sunday, with at least 300 headed to the north.

He said the parties now must make good on their commitments and fully implement the deal and ensure that it leads to the release of all hostages and a permanent ceasefire in Gaza.

The Secretary-General pledged that the UN “will do all we can to advance these efforts – in particular, to scale up humanitarian aid across Gaza, fully aware of the significant obstacles, challenges and constraints that we still face.”

The ceasefire “must translate into at least four simultaneous actions on the ground”, he said.

The first must be that UN entities “including UN Palestine refugee agency, UNRWA, which he called “the backbone of our humanitarian response” – must be able to perform their functions without hindrance.

Trump defeated US Vice President Kamala Harris after winning 277 Electoral College votes in Tuesday’s election. He also led Harris by about 5 million votes in the popular count, getting around 71 million votes.

Trump and his running mate JD Vance will be sworn into office in Washington D.C. on Jan. 20.

UNITED NATIONS: UN Secretary-General Antonio Guterres denounced the escalation of tensions in the Middle East, especially between Iran and Israel.

“I condemn the broadening of the Middle East conflict with escalation after escalation,” Guterres wrote on X.

Urging that the escalations “must stop,” Guterres said, “We absolutely need a ceasefire.”

His statement came after Iran fired hundreds of ballistic missiles at Israel amid heightened tensions between the two countries.

The Islamic Revolutionary Guard Corps (IRCG) said the attack was in response to the assassinations of Hamas leader Ismail Haniyeh, Hezbollah leader Hassan Nasrallah and IRGC commander Abbas Nilforoshan.

Haniyeh was assassinated in Tehran last month. Nasrallah was killed Friday in Beirut, along with Nilforoshan.

The RGC warned that if Israel responds to the missile barrage, it will face more “crushing attacks.”

It said the attack was conducted with the support of the army and Defence Ministry.

Tensions have been running high between Tehran and Tel Aviv since the assassination of Haniyeh in the Iranian capital on Aug. 1. Iran had blamed it on Israel and vowed a stern response.

The assassination of Nasrallah in an Israeli airstrike in a southern suburb of Beirut was followed by strong condemnation from Iran’s top leadership.

It is not yet known if the missiles fired toward Israel struck their targets and if there were any casualties or damages.​​​​​​​

Before Iran’s attack, Israel had carried out a series of devastating blows in recent weeks against the leadership of Iran-backed Hezbollah in Lebanon.

It then ratcheted up the pressure on the militant group – which has been firing rockets into Israel since the war in Gaza began – by launching what it said is a limited ground incursion in southern Lebanon.

Israeli military spokesman Rear Admiral Daniel Hagari said the country’s air defences intercepted many of the incoming missiles, though some landed in central and southern Israel.

“This strike will have consequences,” he said. He said the attack had caused only “very few” injuries, but did not elaborate.

According to the United Nations, women have contributed to information technology since its inception. Nonetheless, it claims that those contributions have received little recognition or significance.

According to the international body, 37% of women do not use the internet. It also claims that 259 million fewer women than men have internet access. Yet, women constitute about half of the world’s population. According to the United Nations, women are vastly underrepresented in jobs in science, technology, engineering, and mathematics.

“Bringing women into technology results in more creative solutions and has greater potential for innovations that meet women’s needs and promote gender equality,” says the U.N.’s website.

For this year’s International Women’s Day, U.S. Secretary-General Antonio Guterres said in a statement, “Let us work together – across governments, the private sector, and civil society – to build a more inclusive, just, and prosperous world for women, girls, men, and boys everywhere.”

What Is International Women’s Day?

The IWD has its origins in the American social and labor movements.

On March 8, 1857, female employees marched in New York City in protest of unjust working conditions and uneven rights in textile factories. According to the National Archives, the workers demanded a shorter workday and more pay.

Women workers marched through New York City again on March 8, 1908, to protest child labor and bad working conditions and to demand women’s right to vote.

On March 19, 1911, Austria, Denmark, Germany, and Switzerland held the first recorded international celebration. Almost a million individuals showed up to support women’s rights at the time.

Following World War II, some countries began to observe March 8 as Women’s Day. In 1977, the United Nations formally designated that date as International Women’s Day. Other countries, including China, Russia, and Uganda, observe it as a national holiday.

Climate change, rural women, and HIV/AIDS have all been topics of previous United Nations festivities.

Since 2007, the United States State Department has given the International Women of Courage Award to over 180 women from 80 nations.

Speaking to a key UN women’s rights group ahead of International Women’s Day on March 8, Guterres stated that gender equality is “300 years away,” according to the most recent UN Women estimates. UN Women is the UN organisation dedicated to gender equality and women’s empowerment.

High rates of maternal mortality, girls being forced into early marriage, and girls being kidnapped and assaulted for attending school were cited by Guterres as evidence that the goal of gender equality “is growing more distant.”

Guterres did not mention Iran in his speech, despite the fact that the country was kicked off the 45-member commission in December following protests over the death of Mahsa Amini in the custody of the country’s so-called “morality police.”

“Women’s rights are being abused, threatened, and violated around the world,” Guterres said, naming a few countries in particular, including Afghanistan, where he said “women and girls have been erased from public life.”

On Monday, young Afghan women gathered outside Kabul University to protest the ruling Taliban’s ban on female education, which a new UN report claims is a “crime against humanity.”

The report, which was presented to the Human Rights Council in Geneva on Monday, also noted an increase in forced and child marriages, a ban on women entering other public spaces such as parks and gyms, and other restrictions limiting women’s ability to work and travel independently in Afghanistan.

According to Guterres, the deputy secretary-general and executive director of UN Women recently visited Afghanistan and told Taliban officials that “we will never give up fighting for” women and girls.

“Crisis and conflict affect women and girls first and worst,” Guterres said, citing the conflict in Ukraine as an example. Following Russia’s invasion, the UN called for an investigation into reports of rape and sexual violence against Ukrainian women and children.

Guterres also stated that “women’s sexual and reproductive rights are being rolled back in many places,” though he did not specify where.

The United States Supreme Court overturned Roe v. Wade in June, leaving abortion rights to individual states. A ban on abortions due to foetal defects went into effect in Poland the previous year, effectively ending almost all abortions in the country.

Guterres called for “collective” and “urgent” action to achieve gender equality, ranging from increasing education, income, and employment for women and girls, particularly in developing countries in the Global South, to encouraging women and girls to participate in science and technology.

“Centuries of patriarchy, discrimination and harmful stereotypes have created a huge gender gap in science and technology,” Guterres said. “Let’s be clear: global frameworks are not working for the world’s women and girls. They need to change.”

“That invasion is an affront to our collective conscience,” Mr. Guterres told the General Assembly. “It is a violation of the United Nations Charter and international law.”

The possible consequences of a “spiraling conflict” were, he said, a “clear and present danger”.

Mr. Guterres said the war was “fanning regional instability and fuelling global tensions and divisions, while diverting attention and resources from other crises and pressing global issues”.

There had, he said, been “implicit threats to use nuclear weapons”.

“It is high time to step back from the brink,” he said.

“Complacency will only deepen the crisis, while further eroding our shared principles proclaimed in the Charter. War is not the solution. War is the problem. People in Ukraine are suffering enormously. Ukrainians, Russians, and people far beyond need peace.”

Sixty countries have sponsored the resolution, which stresses “the need to reach, as soon as possible, a comprehensive, just and lasting peace in Ukraine in line with the principles of the Charter of the United Nations.”

Mr. Guterres was responding after Russian President Vladimir Putin delivered a speech in which he blamed the West for the war.

Mr. Putin announced Russia’s decision to suspend a major nuclear armaments deal in his address to the country on Tuesday, after US President Joe Biden, fresh from a surprise visit to Kyiv, commended Western democracy for standing up to Russian aggression.

Mr. Biden has described the decision to suspend the treaty, which was established by the US and Russia in 2010 to prevent nuclear war, as a major blunder.

On Wednesday, Mr. Putin visited China’s top foreign policy official, Wang Yi, in Moscow and said co-operation with Beijing was “extremely vital to stabilize the world situation”. The visit effectively ended China’s claim to neutrality in the war.

GENVA: More than $16 billion is needed to help Pakistan recover from devastating floods that submerged a third of the country last year, and to better resist the impact of climate change, the United Nations said.

In a bid to meet the towering needs, Pakistan Prime Minister Shehbaz Sharif and UN Secretary-General Antonio Guterres will host an international conference in Geneva next week.

The one-day event will gather high-level representatives from dozens of countries, including several heads of state and government, who have yet to be named.

While not strictly a pledging conference, UN and Pakistani representatives said that it aimed to mobilise support as the country deals rebuilds after the massive floods that left more than 1,700 people dead and affected over 30 million others.

“The needs are around $16.3 billion,” Knut Ostby, the UN Development Programme’s representative in Pakistan, told reporters.

Speaking by video from Islamabad, Syed Haider Shah, who heads the UN division in Pakistan’s foreign ministry, said his country hoped to cover half that amount through its own “domestic resources”.

“For the rest, we are looking at the donor support,” he said.

“This is a pivotal moment for the global communities to stand with the people of Pakistan,” said Khalil Hashmi, the country’s UN envoy in Geneva, while stressing that the conference would be the beginning of a multiyear process”.

A previous appeal for $816 million to help the victims of Pakistan’s cataclysmic monsoon floods has so far resulted in less than half that amount.

Yet the situation remains dire months after the monsoon rains ended, with flood waters still not receded in some parts of southern Pakistan.

Millions of people remain displaced, and while many have begun returning home, Ostby noted that they were returning to damaged or destroyed homes and mud-covered fields that cannot be planted.

 

The number of people facing food insecurity had doubled to 14.6 million, he said.

 

In Geneva, Pakistan is due to present a document laying out a wide-ranging strategy aimed at a climate-resilient recovery and reconstruction.
