Home Department imposes section 144 in Punjab

LAHORE: The Punjab Home Department has imposed Section 144 in the province ahead of general elections 2024.

The Punjab Home Department has issued a notification of Section 144, according to which there will be a complete ban on carrying weapons under Section 144. The notification states that aerial firing will be banned and action will be taken against violation.

The notification states that violation of the Election Commission of Pakistan’s code of conduct will also fall under Section 144.

According to the notification, there are reports of security threats in the election on February 8, there are possibilities of terrorism and fights between candidates.

Section 144 was enforced by the Punjab government till February 12.

LAHORE: The Punjab government has decided to impose a ban on unregistered motorcycle rickshaws, better known as Qingqi (Chingchi) rickshaws across the province in phases.

Punjab’s Caretaker Minister for Transport, Ibrahim Hasan Murad has issued a 30-day warning to Qingqi rickshaws. Crackdown will be done against illegal motorcycle and loader rickshaw makers.

He said that rickshaws not approved by the transport department will be banned in big cities first, in the second phase they will be banned in small towns and rural areas.

The provincial minister said that there will be a ban on the manufacturing of Ching Chi rickshaws, along with the registration of rickshaws, and the manufacturing companies will be regularized.

On the other hand, the air pollution in Punjab could not be reduced, Lahore remains the top among the most polluted cities in the world, while Karachi’s air is also polluted.

LAHORE:  The Punjab government has decided to keep educational institutions closed on Friday and Saturday in certain districts to prevent smog.

A meeting of the Cabinet Committee for Anti-Smog was held under the chairmanship of caretaker Chief Minister Punjab, in which it was decided to close the markets, gyms, cinemas, theaters, and factories completely on Saturday, while restaurants, take-away and home delivery only were to be closed on Saturday.

Sources said that the department has decided to close all schools, colleges, and universities on Friday, while the proposal to impose a soft smog lockdown is also under consideration to combat smog in Punjab.

Talking to the media after the meeting, Caretaker Chief Minister Punjab Mohsin Naqvi said that he is not in favor of closing the markets at all, the AQI level is higher in the morning and lower in the afternoon, so there is no problem in opening the markets till night.

He said that there are severe effects of smog in six districts, in Lahore including Gujranwala, Faisalabad, Multan, Sahiwal, and Sargodha divisions. The markets will open on Fridays and Saturdays at three o’clock, while all kinds of business will be closed on Sundays. Mall Road will be open for cycling only from morning to 5 pm.

He said that preparation is also going on for artificial rain to reduce smog. He directed citizens to use a mask.

Mohsin Naqvi said that it has been decided to give electric motorcycles to the people on subsidy and it has also been decided to give electric motorcycles to government employees on installments.

Artificial rain expected in Lahore next month

LAHORE: The Punjab government is considering artificial rain to eliminate smog in Lahore and preparations are underway for it.

Chief Meteorologist of the Meteorological Department Chaudhry Aslam said artificial rain would not take place on November 28 or 29 while the provincial government is still considering it as an option to curb smog from Lahore.

Chaudhry Aslam said that for artificial rain, a special type of spray is applied on the clouds, after some time after the spray, the artificial rain occurs, the duration of the rain can be 45 minutes or more, and the artificial rain will make a big difference on the smog.

The chief meteorologist said that artificial rain was expected in the next month, in 2001 and 2002 artificial rain occurred in summer and winter with the help of Pakistan Army planes.

Caretaker Chief Minister Punjab Mohsin Naqvi ordered to present all the challans of Lahore within three days on the incidents of May 9 and also directed to complete the construction and restoration of 13 churches burnt in the Jaranwala incident within two weeks.

A meeting was held under the chairmanship of Caretaker Chief Minister Punjab Mohsin Naqvi in ​​which the progress on the issues related to the events of May 9 and Jaranwala was reviewed.

LAHORE:  The Punjab government has decided to take strict action against cyber terrorism and terror financing while the security agencies have submitted a report to the Caretaker Chief Minister of Punjab.

According to the details, in view of the incidents of terrorism in Balochistan and other provinces, the Punjab government has decided to take strict action against cyberterrorism and terror financing.

Police say that by increasing cyber patrolling, mapping of miscreants has been started and action has been taken on 184 threat alerts of banned organizations this year.

Cyber-terrorism and financing security agencies have submitted a report to the Caretaker Chief Minister Mohsin Naqvi, in which it is stated that 136,500 pages, of sites have been reported to Pakistan Telecommunication Authority (PTA) out of which 84,447 sites and pages have been blocked.

Supreme Court sought response from Punjab government and ECP

In response to the new local government rules, the Supreme Court was reported to have asked for a response from the Punjab government and the Election Commission.

The issue was brought before the Lahore High Court, where Justice Abid Aziz Sheikh presided over the hearing of a petition filed by Former provincial minister Muhammad Rizwan through the mediation of Qazi Mubeen Advocate, in which it was argued that the caretaker government issued a notification on 22 February 2023, restoring the old local government rules of 2013 and appointing new administrators.

The lawyer who took the position of filing the application said that the work of constituencies has been completed under the new local government laws, and once under the law, the appointments and the establishment of local bodies “cannot be suspended.”

Former province minister Muhammad Rizwan, who filed the case, said that “the decision to enact new local government rules was a policy decision made by the elected government”.

“The Caretaker Government cannot suspend or reverse the decision of the elected government, and its actions are a violation of High Court decisions”, he added.

The petitioner’s counsel requested that the court annul the notification suspending the new laws and restoring the old local government system.

The Lahore High Court has adjourned the hearing to March 21 and has requested a re-evaluation of the case.

LAHORE: The Punjab government is considering extending winter vacations for one more week as intensity of cold increased in the province.

The winter vacations for schools are likely to be extended for one more week January 9 to 15 on the appeal of the parents over cold weather.

It may be noted that the provincial government of Punjab has already extended winter vacations for a week on the orders of the Lahore High Court due to smog.

According to the notification issued by the Specialised Health Department of Punjab, the winter vacations in the medical and nursing colleges of the province have been extended till January 8.

The vacations were supposed to end on January 2. The notification further said that the clinical students working on rotations will continue discharging their duties in the hospitals.

On December 27, the Lahore High Court (LHC) ordered to extend of winter vacations for one more week amid the increasing threat of smog. The orders were passed by the LHC while hearing the petitions moved for seeking the remedy to address the smog issue.
