Caretaker CM orders targeted operation against street criminals

KARACHI: Caretaker Chief Minister Sindh Justice (Retd) Maqbool Baqar has issued instructions to Karachi Police to start targeted operations against street criminals.

A meeting of the Sindh Apex Committee was held under the chairmanship of the Caretaker Chief Minister of Sindh, during which the Karachi Police Chief and Additional IG briefed the meeting on street crime.

According to the caretaker chief minister Sindh’s spokesperson, the Karachi police chief while briefing the apex committee meeting said that 61,098 cases of street crime were reported in the city this year, the highest number of 17,570 cases were reported in the district east.

The Karachi Police Chief told the meeting that 329 accused were arrested in murder cases and 62 accused in kidnapping for ransom cases in the city while there were a total of 100 cases of extortion in which 86 accused were arrested.

Spokesman Chief Minister of Sindh said that according to the Karachi Police Chief, drug mafia and illegal immigrants are involved in the incidents of street crime, while the police are deployed on protests and other duties more than crime prevention.

During the meeting, Caretaker Chief Minister Sindh Maqbool Baqar directed to start of an operation against street criminals in Katchi Abadis and ordered the Karachi Police Chief to clean the entire city of street crime and improve the condition of the police stations.

Sindh Chief Minister said that, sadly, Gutka and other narcotic substances are found in Karachi city, and the police should take immediate and strict action on it.

KARACHI: Caretaker Sindh Chief Minister Justice (retd) Maqbool Baqar talking to the MQM-P delegation led by Dr. Khalid Maqbool Siddiqui said that he would never allow injustice in the urban areas of the province in terms of development, employment and importance.

“Karachi is my city and other urban areas of the province such as Hyderabad, Nawabshah, Mirpurkhas, Sukkur and Larkana would be looked after properly”, he assured the delegation.

The MQM-P delegation comprised Dr. Khalid Maqbool Siddiqui, Dr. Farooq Sattar, and Mustafa Kamal. They called on him here at CM and discussed the overall situation, including general elections.

Dr. Khalid Maqbool told Justice (rtd) Maqbool Baqar that they had expressed satisfaction and support when his name was recommended for caretaker chief minister. The CM thanked them and said he would serve everyone irrespective of any consideration.

The delegation raised the issue of urban areas for which he assured them his personal attention to resolve the issue of the urban areas. The CM added that the main job of his government was to support the Election Commission of Pakistan(ECP) in holding free, fair, and transparent elections.

The MQM delegation took up the issue of increasing street crime in the city. The CM said that he has directed the city police to control the street crime by enhancing patrolling, vigilance, and starting operations against the street criminals and drug mafia.

Justice Baqar said that a major reshuffle has been made in the administration, including the police. ‘I am sure the new administration would make a difference,” he said.

Caretaker cabinet decides to launch operation against criminals

KARACHI: The provincial caretaker cabinet in its first formal meeting decided to launch a comprehensive joint operation with the Army and rangers to clear hideouts of dacoits, start a crackdown on organized weapon smuggling gangs, and strengthen intelligence gathering, and deny cyber and digital space to criminals in the Riverine area.

The cabinet also decided to curb street crime in the city by launching operations against street criminals and the drug mafia.

The meeting was held under the chairmanship of Caretaker Chief Minister Justice (rtd) Maqbool Baqar here at CM House.

Minister Home Brig (retd) Hariz Nawaz and IG Police Riffat Mukhtar briefed the cabinet on overall law & order, including kidnapping for ransom in the katcha area, street crime, and drug mafia.

Sharing the data of 20123, the CM was told that 218 people were kidnapped, of them, 207 have been recovered and 11 were still in the clutches of the baits.

To a question, the CM was told that when the incumbent IG police took over there were 57 kidnappings, out of them he got 46 recovered and efforts were underway to recover the remaining 11 persons.

CM directed the IG Police to recover the outstanding 11 kidnappees and report him. He also urged him to direct the local police to keep in touch with the families of the kidnapped persons and keep them informed about the police efforts.

The cabinet was told that the dacoits in the Katcha area of four districts, Kashmore, Shikarpur, Ghotki, and Sukkur were holed up in inaccessible hideouts fortified by trenches and ditches.

The dacoits have long-range military-grade weapons effective against APCs. In the monsoon and kharif season flow of Indus flows in low and medium floods.

IG police told the cabinet that they have a plan to establish 390 police posts in the four districts along the protective bund. The police would be equipped with the latest weapons and gadgets.

The cabinet decided to launch a joint operation with police, Rangers, and Pak Army to clear dacoits’ hideouts. A crackdown would also be started against organized weapons smuggling gangs involved in supplying weapons to the dacoits.

The cabinet was told that 12,886 cases of street crime have been registered during 2023. The registered cases include 3178 mobile snatchings, 93 four-wheeler snatching, 758 four-wheeler theft, 2143 two-wheeler snatching, and 3457 two-wheeler theft.

Caretaker CM directs transport dept to resolve KCR land issues

KARACHI: Caretaker Sindh Chief Minister Justice Maqbool Baqar has directed the Transport & Mass Transit Authority to prepare a comprehensive presentation for Karachi Circular Railway (KCR) by removing all the bottlenecks so that it could be approved in the meeting the Chinese authorities have convened next month in Beijing.

The transport issue of the city would be resolved when KCR, the BRTs, and their feeder projects are completed and enabled to supplement and complement each other, otherwise, the issue would remain unabated.

He issued these directives while presiding over a meeting of the Transport & Mass Transit department to review the progress of their ongoing projects here at the CM House.

Secretary Transport Asad Zamin briefing the CM on KCR said that the project would cost around $2 billion.

The KCR route connects high-density residential areas of Gulistan-e-johar, Gulshan-e-Iqbal, Nazimabad, and North Nazimabad with business districts of Karachi (Shahra-e-Faisal, I.I Chandigarh Road and Tower) and with the Site industrial area.

KCR also has six- interchange points with other mass transit corridors of Karachi identified in the master plan, which makes it essential for mobility, connectivity, and accessibility for residents of Karachi, Sindh. The KCR comprises of 30km loop line going across the city while it has a 13 km section along the Pakistan railway main line.

The CM was told that there were some land issues with the railway authorities to clear the project. At this, the CM directed the chief secretary to hold a meeting with the Ministry of Railways and remove all the bottlenecks, if any, and clear the project so that it could be approved in the forthcoming meeting with Chinese authorities.

The CM was told that the BRT Green Line- funded by the federal government and the BRT Orange Line of the Sindh government were functional, apart from the Intra-district Peoples Bus Service in Karachi, Hyderabad, Sukkur, and Larkana was operational.

KARACHI: Caretaker Sindh Chief Minister Justice (retd) Maqbool Baqar presiding over a meeting of the Excise & Taxation department has directed them to launch an operation against drug mafia and coordinate with other concerned agencies to avert the menace.

“The drug paddling in the educational institutions and presence of drug addicts in the parks and markets are unacceptable, therefore the Excise police in collaboration with district police and Anti-Narcotics Force must start a clean-up operation and keep him posting progress reports weekly.”

He issued these directives while presiding over a meeting of the Excise, Taxation & Narcotics Control Department here at CM House.

The CM was told that the taxes levied and collected by the excise department include Motor Vehicle Tax, Infrastructure Cess, Excise Duty, Tax on Professions, Trades, Callings and Employment, Entertainment Duty, and Cotton Fee.

The Secretary of Excise Atif Rehman talking about the Excise Duty said that his department controlled the manufacturing and sale of excisable articles such as Intoxicating liquor (PMFL & Beer), Rectified Spirit, Denatured Spirit, and Methanol.

The CM was told that the achievement of the excise dept, including payment of Motor Vehicle Tax through Online system / Portal Online Services and alternate delivery mechanism, started in October 2020.

Online verification of import documents for the registration of imported vehicles is also practiced to counter and plug in fake documentation, the CM was told.

The Excise dept has introduced Security Featured MVR Smart Cards recently, replacing Motor Vehicle Registration Books. Call Center Help Line for Excise, Taxation & Narcotics Department, Government of Sindh has also been introduced recently.

SHC demises plea against appointment of Maqbool Baqar

Karachi: The Sindh High Court(SHC) rejected the petition against the appointment of Caretaker Chief Minister Sindh Justice (R) Maqbool Baqar as inadmissible.

In the Sindh High Court, a petition was heard against the appointment of caretaker Chief Minister Sindh Justice (r) Maqbool Baqar, in which the petitioner stated that under Article 207 of the Constitution, Justice (r) Maqbool Baqar cannot become the caretaker chief minister.

On the stand of the petitioner, Justice Yousuf Ali Sayeed said that the petitioners are quoting the wrong law and he should refer to the Pakistan Services Rules.

Ibrahim Abro advocate said in his arguments that Justice (r) Maqbool Baqar has retired from the Supreme Court on April 4, 2022.

During the hearing, Chief Justice Sindh High Court Ahmed Ali Sheikh clarified that Maqbool Baqar is a retired judge of the Supreme Court and the lawyer should speak respectfully.

After hearing the arguments of the parties, the Sindh High Court dismissed the petition against the appointment of caretaker Chief Minister Sindh Justice (R) Maqbool Baqar as inadmissible.

CM Sindh takes notice of shortage of life-saving drugs

KARACHI: Caretaker Sindh Chief Minister Justice (R) Maqbool Baqar took serious notice of the shortage of life-saving medicines in the market  and directed the health department to ensure the availability of the drugs and take strict action against the hoarders.

The chief minister discussed the matter of the shortage of life-saving medicines and the circulation of substandard medicines in the market with the Health Minister of Sindh Dr Saad Niaz.

It was decided that the health department would start a campaign against the medicine dealers involved in hoarding, the state news agency reported.

It was also decided that the health department would go hard against the manufacturers/dealers and even stores involved in making and selling substandard medicines.

Justice Baqar said that the people who were playing with the lives of innocent people must be dealt with with iron hands.

KARACHI:  Former Sindh Chief Minister Syed Murad Ali Shah called on Caretaker Chief Minister Justice (retd) Maqbool Baqar here at CM House and expressed serious reservations on the killing of two PPP workers in Karachi.

Former CM Murad Ali Shah said that two PPP workers, Hussain Alhadi and Shaukat Hamad were killed one after another. He added that this has created a wave of reservations and apprehensions among the PPP workers.

Mr. Shah urged the Caretaker CM to order an impartial inquiry into the matter and take necessary measures to protect the life and liberty of the people.

The Caretaker CM heard his predecessor sympathetically and said he had taken notice of the murders and had already ordered an inquiry into the matter. He assured them that proper inquiry would be conducted.

Justice Baqar said that apart from the political affiliation of the victims their life was precious and valuable. He added that he has directed the police to ensure the protection of life and liberty of every citizen.

KARACHI: Caretaker Sindh Chief Minister Justice (retd) Maqbool Baqar presiding over an introductory meeting of his caretaker cabinet decided to take strict measures to control law & order, notably eliminating dacoits in the Katcha area and street crime in Karachi.

At the outset, the caretaker chief minister said that the cabinet meeting was held as an introductory and aimed at setting an agenda for good governance, service to the people, and supporting the election commission of Pakistan for carrying out their work.

Justice Baqar said that in the aftermath of the floods, poverty has increased manifold in the province. He added that therefore there was a dire need to take concrete measures to alleviate poverty.  The CM said that the caretaker government is apolitical, and it was for all irrespective of their socio-political identification or affiliation.

Justice Baqar said that there was a need of promoting enter-faith harmony in the province. He added that people of different faith and beliefs have lived together on this land, but anti-state elements were trying to create law and order by igniting religious hatred and we must stop it.   It was pointed out that the dacoits have developed sway in the katcha area, therefore the cabinet decided to launch an operation against the dacoits.

The home minister was directed to chalk out a plan in consultation with the police and other law enforcement agencies so that a well-coordinated clean-up operation against the dacoits could be launched.

The cabinet members pointed out that due to some ongoing development works in the city traffic jam issues crop up during the peak hours, therefore the traffic police was directed to manage traffic flow properly. It was pointed out that the people from far-flung areas visit government offices, in Karachi and in their respective districts where their problems were not being resolved.

Chief Minister directed all the ministers, particularly of the Revenue, Local Government, Police, and Health to direct their respective departments to make their offices functional and public-oriented everywhere.

The cabinet expressed satisfaction that Sindh has become polio free from the last two years but its virus was still alive in different areas.

Governor Khan Kamran Tessori administered oath to the caretaker Chief Minister of Sindh.

Political leaders including Murad Ali Shah, former ministers of Pakistan People’s Party(PPP), Muttahida Qaumi Movement(MQM) and Grand Democratic Alliance(GDA) participated in the ceremony at Governor House Sindh.

Foreign diplomats, businessmen and military officials also participated in the ceremony.

Who is Caretaker Chief Minister Justice Maqbool Baqar

Justice (Retd) Maqbool Baqar Born in 1957 and belongs to Karachi.  Maqbool Baqar completed his LLB from University of Karachi and joined the Bar in 1981.

Maqbool Baqar was appointed as a judge of Sindh High Court in 2002 and then as Chief Justice of Sindh High Court in 2013.

KARACHI: The deadlock between the Pakistan People’s Party (PPP) and the Muttahida Qaumi Movement (MQM) over the appointment of the caretaker chief minister of Sindh has ended.

Sources claim that MQM and PPP have agreed on a candidate. MQM Coordination Committee has agreed on the name of Justice (R) Maqbool Baqar.

Maqbool Baqar was given by Sindh Chief Minister Murad Ali Shah, and opposition leader Rana Ansar from MQM suggested Justice (r) on the advice of the Grand Democratic Alliance (GDA). The name of Maqbool Baqar has been approved.

It is expected that Justice (R) Maqbool Baqar will take oath tomorrow. Sindh Governor Kamran Tessori will administrate the oath from Maqbool Baqar.
Opposition leader Rana Ansar has reached the Chief Minister’s House, to formally announce the name Justice (r) Maqbool Baqar.

It should be noted that Justice (R) Maqbool Baqar belongs to Karachi and he started to practice after receiving an LLB degree from the University of Karachi. He was the Chief Justice of the Sindh High Court and after that served in the Supreme Court.

Designated Caretaker Chief Minister Sindh Justice (R) Maqbool Baqar said that this is a very important responsibility in difficult situations and he will try to solve people’s problems. He said, “I will play a role to maintain the supremacy of law and constitution”.
