ECP completes by-election preprations

ISLAMABAD: For the by-elections, preparations have been completed by the Election Commission of Pakistan (ECP) in the national and provincial constituencies, BOL News reported on Saturday.

According to the details, preparations for the elections to be held on October 16, 2022, in three constituencies of the Punjab Provincial Assembly and 8 constituencies of the National Assembly have been completed.

All the polling materials, ballot papers, polling bags, and polling staff are being delivered to their respective polling stations today with full security while the distribution of polling materials has started in 11 constituencies from 8 am, ECP official said.

As per the details, all security measurements have been completed while a central control room has been set up in the Election Commission office of Islamabad.

On the instructions of the Chief Election Commissioner Sikandar Sultan Raja, the concerned officers in Karachi, Lahore, Khyber Pakhtunkhwa, and Islamabad are monitoring the process of delivery of polling materials from the control room.

ECP instructed that all Presiding Officers (POs) will arrive on Saturday evening and set up polling stations and polling booths.

It should be noted that on Sunday, October 16, 2022, polling will be held in eight National Assembly constituencies (Mardan, Charsadda, Peshawar, Faisalabad, Nankana Sahib, Karachi, Multan) and 3 Provincial Assembly constituencies (Sheikhupura, Bahawalnagar, Khanewal).

ISLAMABAD: Election Commission of Pakistan (ECP) on Friday held an emergency meeting over terror threats during elections and decided the by-elections will be held as per the schedule, BOL News reported.

According to the details, during the ECP meeting, a special report sent by the Intelligence Agencies was considered. The report by the intelligence agencies mentioned that there is a threat of terrorism during the by-election polling stations. The agencies termed the upcoming elections in the country as a major risk.

Moreover, the report mentioned providing strict security during polling hours because of the terrorism threat.

In the report, conducting the elections by deploying only police personnel alone was declared insufficient.

Political personalities may be targeted in the coming days in Punjab whereas at present the political tension is also on the rise and the activists of the different parties are more emotional.

The letter says that it is not possible for the police alone to maintain the law and situation during the elections, adding that the police are also demonstrating partiality in different provinces. Currently, army and paramilitary forces are busy with flood relief operations.

ISLAMABAD: A contempt case of the Election Commission of Pakistan (ECP) was heard on Wednesday against Pakistan Tehreek e Insaf (PTI) chairman Imran Khan, Fawad Chaudhary, and Asad Umar, BOL News reported.

According to the details, the case was presided over by ECP member Nisar Durrani and three other members of the election commission. Barrister Gohar presented himself as the lawyer for PTI during the hearing and submitted a petition to delay this case.

“Today it’s you, and tomorrow another lawyer will appear and request an adjournment,” Member of ECP Justice Ikramullah Khan told Barrister Gohar.

He replied that the lawyer, Faisal Chaudhary was presenting himself before the larger bench of the Lahore High Court (LHC).

ISLAMABAD: The Election Commission of Pakistan (ECP) has ordered Imran Khan to produce a list of his assets in response to a toshakhana referral filed against him by Speaker of the National Assembly Raja Pervaiz Ashraf, BOL News reported on Monday. 

Chief Election Commissioner (CEC) Sikandar Sultan Raja presided over the proceedings, with Khalid Ishaq representing the National Assembly secretariat and Barrister Gohar representing Imran Khan.

“We were unable to submit the record due to engagements during an FIA case,” he explained. “This is just for the record.” “Why is it taking so long?” the CEC inquired, ordering him to produce the record before the next hearing on September 7. Imran Khan is under investigation for allegedly concealing Toshakhana gifts.

During the previous hearing, the Election Commission of Pakistan rejected Imran Khan’s counsel’s request for a three-week extension to submit an answer to the Toshkhana reference.

Gohar Khan informed the country’s supreme electoral body at the start of the hearing that they needed time to obtain asset disclosure documents. We are investigating whether or not someone declared iPhones and watches in his assets statement.

ISLAMABAD: The Election Commission of Pakistan (ECP) asked the PTI to respond by September 6 regarding the confiscation of funding case, BOL News reports.

During the hearing, the lawyer of PTI demanded the ECP bench provide more time to reply to the relevant documents and present them before the Election Commission.

According to the details, the ECP heard the PTI funding case where the lawyer of PTI Shah Khawar was not present before the bench. The assistant lawyer told the ECP that Anwar Mansoor is busy with his schedule in the Supreme Court of Pakistan (SCP).

Chief Election Commissioner Sikandar Sultan Raja responded to the PTI lawyer that the party had already provided the required documents for this case. The lawyer of PTI replied, “The documents are also to be solicited by the PTI foreign chapter. The type of order party received has to be explained in detail.”

PTI’s lawyer asked for four weeks on the notice of confiscation of funds, on which the Chief Election Commissioner raised objections and remarked that he couldn’t give more than one week. PTI is obliged to respond in the given frame of time.

Furthermore, the ECP adjourned the hearing and asked PTI to respond till September 6.

It is pertinent to mention here that the ECP had reserved on June 21 its verdict in the case which had been heard by the electoral watchdog since November 2014.

ISLAMABAD: The case on the petition for Imran Khan’s disqualification in the Tosha Khana reference was heard at the Election Commission of Pakistan (ECP) headquarters on Thursday. The case was heard by a five-member bench led by Chief Election Commissioner Sikandar Sultan Raja, BOL News reported.

According to the details, Khalid Ishaq was present in the place of Mohsin Shahnawaz Rajnha, who was the petitioner, and for Imran Khan, Barrister Ali Gohar was present in the place of Barrister Ali Zafar during the hearing. Imran Khan’s lawyer claimed that the documents were not provided to them for the case.

Barrister Gohar said that Imran Khan is not a member of the assembly, to which the ECP head remarked, “according to the documents he is still a member. It is said on the record that the Election Commission is not accepting resignations, but we accepted all the resignations that were received by the Election Commission,” said the ECP chief.

KARACHI: Pakistan People’s Party (PPP) is yet to decide its candidate for the by-elections in NA-246 Lyari. The party seniors failed to finalize name of the candidate while the names of Nabeel Gabol, Nadir Gabol, or Yusuf Baloch are under consideration, BOL News reported on Monday. 

According to the details, at first, the senior leadership of PPP decided to give the party ticket to Asifa Bhutto Zardari to give a tough competition to Pakistan Tehreek e Insaf (PTI) chairman Imran Khan in the by-election.

After consultation with the leadership of the People’s Party and the Karachi Division, it was decided that Asifa Bhutto would not compete in the elections and Nabil Gabol and Yusuf Baloch were instructed to submit their papers.

Lyari being the home of PPP in Karachi, the leadership is keen to wipe it out in the upcoming elections as it was previously won by the PTI candidate. After the dismissal of PTI members by the speaker of the National Assembly, Raja Parvez Ashraf, the chairman of PTI and party leadership decided that Imran Khan himself would submit the papers to fight elections in all nine constituencies.

KARACHI: “Constituencies cannot be demarcated based on the poor and contentious population,” Central Election Cell in charge of Pakistan People’s Party (PPP) Senator Taj Haider on Saturday responded to the Election Commission of Pakistan (ECP) verdict about the census in new constituencies, BOL News reported.

According to a report by BOL News, Sen Taj Haider claimed that the Council of Common Interests had admitted that the figures obtained in Census 2017 were wrong. Despite Sindh’s vote differences, provisional data for the 2017 census was postponed.

“The controversial part of the Council of Common Interests (CCI) decision is being implemented, and the agreed part of the re-census is forgotten. The Bureau of Statistics wasted time and is now saying a new census cannot be met before the date given by CCI.
Moreover, Sen Taj Haider claimed that the ECP is forced to use the old population census for elections. “In the global de facto population census system, every political party signed before approving 24th amendment.”
While talking about Sindh’s population, he said that the difference between the population census of Bureau of Statistics and NADRA is about 30 percent.

“In the recent meeting chaired by the Chief Minister of Sindh, the Statistical Institute was present. Demographer of Sindh, Dr. Mehtab Karim introduced the census questionnaire based on internationally used forms. This questionnaire had only nine questions out of the 28 questions included in the form prescribed by the Bureau.
