According to the Saudi news agency SPA, a Saudi committee in charge of housing Hajj pilgrims in Mecca has extended the deadline for issuing permits for houses to accommodate the faithful until next week.

The panel has advised landlords who are interested in renting out their homes for this purpose to consult with accredited engineering firms.

The committee, which has extended the deadline until the end of the Islamic month of Shaaban later this week, stated that it continues to receive such applications from engineering offices accredited by Mecca’s municipality and civil defence, which will examine the buildings to ensure they meet the required conditions, according to SPA.

As part of the process, the committee has asked landlords who want to rent out their homes to pilgrims to comply with all safety requirements and apply for permits as soon as possible.

Hajj, one of Islam’s five obligatory duties, is set to begin in late June this year in Saudi holy sites.

According to Saudi Arabia, the minimum age for performing this year’s Hajj pilgrimage is 12 years old, as the number of pilgrims will return to pre-pandemic levels.

The Saudi Ministry of Hajj has also stated that Muslims who have not previously performed the pilgrimage will be given priority in registering for this year’s pilgrimage.

The kingdom has stated that there will be no restrictions on the number of pilgrims from around the world for the upcoming Hajj season, reversing previous restrictions imposed in the previous two years as a result of the COVID-19 pandemic.

Saudi Arabia has reduced the number of Muslims permitted to perform the Hajj rites in the last two years in order to prevent the spread of COVID-19. In the pre-pandemic era, approximately 2.5 million Muslims would perform Hajj each year.

California, already reeling from a month-long spate of late-winter storms, braced for another round of heavy rain, wind, and snow on Monday, while most of New York state and New England braced for a severe Nor’easter.

The latest Pacific storm slammed into northern California and was forecast to intensify late Monday night into Tuesday as it moved across central and southern portions of the state that were still flooded over the weekend.

Emergency teams are prepared for the season’s 11th “atmospheric river,” an airborne current filled with copious tropical moisture from the ocean, by resuming sand-bagging operations and patrolling levees and rain-swollen riverbanks around the clock.

According to the Federal Emergency Management Agency, mandatory evacuation orders remained in effect for residents in ten California counties.

Warnings

The National Weather Service (NWS) issued flood watches for parts of the state, as well as warnings for gale-force winds and widespread tree uprooting.

“With the ground already saturated from the previous storm and river levels well above average, another round of major and life-threatening flooding is likely” along California’s coast, the Sierra Nevada foothills, and the state’s vast Central Valley farm region, the NWS said.

“Now the creek levels are so high that it’s really not going to take a lot to cause flooding,” said Rachel Monte Dion, the county’s emergency services coordinator.

A Nor’easter storm was expected to drop up to 16 inches of heavy snow and whip gusts of up to 72 km from Pennsylvania and New York state up into Maine beginning Monday night and lasting through Wednesday, according to the National Weather Service.

Heavy, wet snow from the storm was likely to topple trees and power lines, causing power outages, while also diminishing visibility and making road travel extremely dangerous, forecasters said.

The nusuk.sa platform allows Muslims who want to perform Umrah or visit holy sites to obtain the appropriate visas and permissions, as well as book-related packages, electronically.

A Japanese court granted a retrial to the world’s longest-serving death row convict on Monday, the latest twist in a legal saga that dates back to the 1960s.

Iwao Hakamada, 87, spent nearly five decades on death row after being convicted of quadruple murder in 1968. New evidence led to his release seven years ago.

According to Kiyomi Tsunagoe, a lawyer on his defence team, the Tokyo High Court ruled Monday that “Hakamada cannot possibly be identified as the culprit” because the main evidence presented to finalise his death penalty was untrustworthy.

She went on to say that the Tokyo court upheld the decision not to send Hakamada back to prison because he was likely to be found not guilty.

“Hakamada’s case is known globally, and there always remained the risk that he could be sent back to prison and face the death penalty again, despite evidence pointing to his innocence,” Tsunagoe said.

Japan‘s criminal justice system has a conviction rate of 99.9% and relies heavily on confessions. Outside of the United States, it is the only major developed democracy that uses the death penalty.

Hakamada was charged with robbery, arson, and the murder of his boss, his boss’ wife, and their two children in 1966. In Shizuoka, central Japan, the family was discovered stabbed to death in their incinerated home.

The former professional boxer-turned-factory worker initially pled guilty to all charges before changing his plea during the trial. Despite repeatedly alleging that police fabricated evidence and forced him to confess by beating and threatening him, he was sentenced to death in a 2-1 decision by judges. Six months later, the lone dissenting judge resigned from the bench, demoralised by his inability to prevent the sentencing.

The evidence against Hakamada was a pair of blood-splattered black trousers and his confession. The alleged motives ranged from a request murder to theft.

However, a DNA test in 2004 revealed that the blood on the clothing did not match either Hakamada or the victims’ blood type.

On the basis of his age and fragile mental state, the Shizuoka District Court ordered a retrial and released Hakamada while he awaited his day in court in 2014. However, four years later, the Tokyo High Court denied the retrial request.

The decision to retry Hakamada was made on Monday after the Supreme Court ordered the Tokyo High Court in 2020 to reconsider its previous decision not to reopen the case.

The court ruled Monday, according to Tsunagoe, that there was a strong possibility that investigators had planted five pieces of clothing allegedly worn by Hakamada during the 1966 murders in the miso paste tank where they were discovered.

The defence team, according to Tsunagoe, has argued that the evidence used to finalise Hakamada’s death sentence was fabricated. On Monday, the presiding judge agreed with the defence that the reddish colour of the bloodstains on Hakamada’s clothing would have turned black after several months in the miso tank, according to Tsunagoe.

Prosecutors must decide whether to appeal the retrial to the Supreme Court by next Monday. If the defence can persuade them not to, the retrial will take place at Shizuoka District Court, where Hakamada was initially tried, though the timeline remains uncertain, according to Tsunagoe.

“If prosecutors file a retrial after all these decades to the Supreme Court, it will display the extent to which Japanese justice is not functioning,” Tsunagoe said.

Russian positions are now less than 5 miles from a city they occupied at the start of the invasion before losing it in September to Ukraine‘s fall counteroffensive.

Due to “constant” Russian shelling, Ukrainian authorities ordered the mandatory evacuation of Kupiansk’s most vulnerable residents last week.

“We put up signs everywhere about the free evacuation with phone numbers to call,” said Dmytro Kovalov, one of the volunteers assisting with the evacuations.

“As shelling has intensified, more people have been registering. But then the internet was cut for two days so they couldn’t get in touch,” Kovalov told. “That’s why we started just blindly visiting addresses, knocking on doors. But some people refuse to go. They don’t want to leave their houses behind, and they hope that the Russians will be pushed back.”

Authorities claim that on most days, they manage between eight and forty voluntary evacuations.

According to a spokesman for Kupiansk police, there were still 350 children and 363 people with disabilities inside the city as of last week. Aside from the repeated shelling, the city is also difficult to access due to the damage done to its infrastructure by more than a year of war, including many of the roads and bridges leading in and out.

The city’s main market has also been reduced to rubble, forcing the city’s remaining residents to buy and sell whatever they can on cardboard boxes lining a dirt track. If the sound of shelling becomes too close, everything laid out can be easily packed up.

Lida, who stacks yellowed smoked fish among the produce on the table, claims to be an expert on the sound of incoming and outgoing artillery. Last year, she endured six months of Russian occupation. She also told that she will not be relocated from Kupiansk this time.

“We are not rats!” said Lida, who also gave only her first name for security reasons. “Besides, if we go, who will take over?”

Tarasov, the police chief, showed what a Russian Grad missile did to a makeshift medicine dispensary just a few days earlier, about 100 yards from where she sits. But there isn’t much to see beyond the debris and missile remnants. This is what the Russians do as they move closer to the city centre, targeting the few civilians who remain in order to survive, according to Tarasov.

Lida, on the other hand, is unmoved.

“What’s the difference?” she asked. “They are shelling Kharkiv as well. Is there any certainty I will stay alive there? No. So, we will stay here and hide where we can, behind the houses, or somewhere.”

The relentless attacks have left scars on most buildings, and many have been demolished. There aren’t many places to hide for the last few thousand civilians of Kupiansk.

On Friday, the Texas Department of Public Safety advised that residents avoid travel to Mexico during spring break, citing the risk of cartel violence.

Why the paranoia?

When asked about security in Mexico by a local reporter, López Obrador emphasized his country’s appeal to American visitors and ex-pats, who have flocked in recent years to attractive coastal areas as well as Mexico City to take advantage of the better weather and lower cost of living. Every year, US tourists bring in billions of dollars for Mexico.

“US government alerts say that it’s safe to only travel [in the states of] Campeche and Yucatan. If that were the case, so many Americans wouldn’t be coming in to live in Mexico City and the rest of the country. In the past few years is when more Americans have come to live in Mexico. Mexican officials’ incompetence and corruption have also eroded public faith; last year, a Mexican government investigation accused the country’s own military and police of the infamous disappearance of 43 students in 2014.

The US State Department has “do not travel” advisories in place for six of Mexico’s 32 states, including northeast Tamaulipas state, where Matamoros is located. It warns Americans to “reconsider travel” to seven Mexican states and “exercise increased caution” in 17 states.

China will fully extend its borders to foreigners, but there will be immediate challenges.

Six persons have been arrested in connection with the tragic Matamoros kidnapping, and Mexico has deployed hundreds of security officers to the area in an effort to protect “the well-being of citizens,” according to the military ministry.

Yet, the event has created ongoing tensions between Mexico’s president and US authorities.

Sen. Lindsey Graham, a Republican from South Carolina, where the victims of the Matamoros attack are from, announced last week that he intends to introduce legislation designating the cartels as foreign terrorist organizations and authorizing the US military to operate in Mexico to dismantle drug labs, which are typically run by such criminal organizations.

López Obrador described the notion as an “offense to the people of Mexico” and a “lack of respect for our independence.”

“We are not a protectorate of the United States or a colony of the United States. Mexico is a free, independent, sovereign country. We don’t take orders from anyone,” López Obrador said at a news conference.

Lahore Board released Date Sheet of 9th, 10th Exam

  • The practical exams will start on the 15th of May and last until June 1st.

The examination schedule of classes 9 and 10 has just been announced by the Lahore Board.

According to the date sheet, the 10th class will commence their exams on April 1, wrapping up on the 17th of the same month.

On the first day, eight subject exams will be conducted.

As for students in Class 9, the first day’s exam will be on the 18th of April, and the final exam of the respective class is foreseen to take place on the 12th of May.

Furthermore, the practical exams will start on the 15th of May and last until June 1st.

Saudi Arabia arrests 17,000 more illegals

Saudi police detained 17,092 illegal expatriates in a single week for breaking the kingdom’s residency, labor, and border security regulations as part of statewide campaigns, according to the Interior Ministry.

According to ministry estimates, the arrests were made between March 2 and 8, and included 9,875 offenders of the kingdom’s residency system, 4,784 violators of border security standards, and 2,433 others who violated labor regulations.

Others have been transported to their diplomatic posts to receive travel permits before being deported, while 12,375 other illegals have been deported from the kingdom. Over the same time period, authorities arrested 17 persons for transporting, hiding, and employing violators of residency, border, and work restrictions.

Saudi authorities have reported the arrest of many people suspected of supporting border infiltrators and violating the kingdom’s rules in recent months.

The Interior Ministry has repeatedly warned that those who facilitate the entry of infiltrators into the kingdom or provide them with transportation, shelter, or any other type of assistance face a maximum of 15 years in prison, a fine of up to SR1 million, confiscation of the means of transportation and accommodation, and naming and shaming. Saudi Arabia, a country of around 34.8 million inhabitants, has a sizable migrant workforce.

Saudi media has reported the arrest of tens of thousands of illegal expats in a crackdown on lawbreakers, citing weekly Interior Ministry tallies. Last Monday, the kingdom’s officials announced the arrest of roughly 14,000 such illegals.

The NCM has issued warnings that rain and thunderstorms are predicted in numerous Saudi Arabian locations during these days.

Riyadh, Jeddah, Madinah, Qassim, Hail, Al Jouf, the Northern Border, Najran, and the eastern area may have medium to heavy rains and increased dust. These places may also see torrential rains, partial visibility, aggressive wind, and hail.

Israeli airstrikes on a weapons stockpile in Syria on Sunday killed two pro-Iran troops and injured three soldiers, according to a war monitor.

“Israeli strikes attacked a weapons storage belonging to pro-Iran troops located between Tartus and Hama provinces,” said Rami Abdel Rahman, head of the Britain-based Syrian Observatory for Human Rights.

“Two pro-Iran fighters were killed and three Syrian soldiers were wounded,” he told.

According to SANA, Syria’s national news agency, “at around 7:15 a.m., the Israeli enemy carried out an air attack, firing missiles from the direction of north Lebanon with targets in the Tartus and Hama countryside.”

SANA did not specify the target but said the attack “wounded three soldiers and caused some material losses,” adding that some of the missiles were intercepted by Syrian air defenses.

The Israeli military said it did not comment “on reports in the foreign media”.

Since Syria’s civil conflict began in 2011, Israel has launched hundreds of airstrikes against its northern neighbor, hitting government forces as well as allied Iran-backed forces and Hezbollah fighters in Lebanon.

The Israeli military rarely comments on specific operations against Syria but has consistently vowed to maintain its air war to prevent arch-adversary Iran from cementing its foothold.

According to the Observatory, Israeli airplanes killed three people in a raid on the airport in Aleppo, Syria’s second-largest city, on Tuesday.

According to the war monitor, on February 19, an Israeli attack killed 15 people in a Damascus district that contains state security institutions.

Saudi Arabia considering 3-day weekened

The Saudi Ministry of Human Resources and Social Development is considering extending the weekend to three days.

In response to a Twitter request, the ministry indicated that it is actively evaluating the labor system and amending legislation in order to enhance job creation and make the market more appealing to both domestic and international investors.

The UAE was the first GCC country to abandon its two-day weekend system. The UAE Government implemented a new four-and-a-half-day working week on January 1, 2022, with Monday through Thursday workdays beginning at 7:30 a.m. and finishing at 3:30 p.m., and Friday workdays beginning at 7:30 a.m. and ending at 12 noon.

Meanwhile, Oman is rumored to be thinking about a three-day weekend. According to a Ministry of Labour official, the decision on this matter is under the competence of the Council of Ministers, and there is no opposition to analyzing and discussing this idea.
