Saudi Arabia introduces new amendment to granting citizenship

Saudi Arabia declared that some persons would be granted citizenship based on a decision to be issued by the Prime Minister and approved by the Ministry of Interior.

The judgement was posted on the Emirate of Mecca Province’s official Twitter account.

The decision, which was published in the official gazette “Um Al Qura” on Friday, amends Article Eight of the Saudi Nationality Law.

According to the ruling, Saudi nationality may be awarded by order of the Prime Minister based on a proposal from the Ministry of Interior.

This is a significant departure from prior rules, since Article 28 of the Saudi Nationality Law’s Executive Regulations, which required the Minister of Interior to take appropriate judgements to award nationality in line with Article 8 of the Law, has been repealed.

The decision will take effect on the date it is published, and it will be conveyed to those who must accept it and act in compliance with it.

According to the Saudi news agency SPA, a Saudi committee in charge of housing Hajj pilgrims in Mecca has extended the deadline for issuing permits for houses to accommodate the faithful until next week.

The panel has advised landlords who are interested in renting out their homes for this purpose to consult with accredited engineering firms.

The committee, which has extended the deadline until the end of the Islamic month of Shaaban later this week, stated that it continues to receive such applications from engineering offices accredited by Mecca’s municipality and civil defence, which will examine the buildings to ensure they meet the required conditions, according to SPA.

As part of the process, the committee has asked landlords who want to rent out their homes to pilgrims to comply with all safety requirements and apply for permits as soon as possible.

Hajj, one of Islam’s five obligatory duties, is set to begin in late June this year in Saudi holy sites.

According to Saudi Arabia, the minimum age for performing this year’s Hajj pilgrimage is 12 years old, as the number of pilgrims will return to pre-pandemic levels.

The Saudi Ministry of Hajj has also stated that Muslims who have not previously performed the pilgrimage will be given priority in registering for this year’s pilgrimage.

The kingdom has stated that there will be no restrictions on the number of pilgrims from around the world for the upcoming Hajj season, reversing previous restrictions imposed in the previous two years as a result of the COVID-19 pandemic.

Saudi Arabia has reduced the number of Muslims permitted to perform the Hajj rites in the last two years in order to prevent the spread of COVID-19. In the pre-pandemic era, approximately 2.5 million Muslims would perform Hajj each year.

Muslims who are physically and financially capable of performing Hajj must do so at least once in their lifetime.

Riyadh: Saudi citizens can now rent out their residential units to Hajj pilgrims, according to local media.

The Pilgrims’ Housing Committee in Mecca announced that it has begun accepting citizen requests to rent out Saudis residential units.

The committee urged owners of residential units who want to rent them out to contact designated engineering offices in order to complete the necessary permit procedures.

The mayoralty of Mecca has stated that it will continue to accept applications. The mayoralty and Civil Defence-accredited engineering consulting firms will inspect the housing units to ensure they meet the regulations and issue a ‘fitness certificate.’ The Pilgrims’ Housing Committee will issue permits for the units based on this.

The committee encouraged citizens to contact it for information on permit requirements and for building owners to meet all necessary safety and security requirements under construction regulations.

Saudi Arabia issued a bylaw this month allowing its citizens to rent out their housing units to tourists in order to boost the private hospitality industry.

According to the bylaw on private tourism hospitality approved by Minister of Tourism Ahmed Al-Khateeb, Saudis can obtain a permit to rent out their residential units to tourists for a fee.

The number of permits issued to a single person on a single property will not exceed three.

Citizens applying for a permit must meet certain conditions, including submitting an electronic title deed or an electronic lease contract proving ownership or use of the property pertaining to the permit.

Worshippers in white robes from all over the world have flocked to Mecca as Islam’s holiest city prepares to host the largest hajj pilgrimage since the coronavirus pandemic.

Banners welcomed the faithful, including the first international visitors since 2019, while armed security forces patrolled the ancient city, birthplace of the Prophet Mohammed.

“This is pure joy,” Sudanese pilgrim Abdel Qader Kheder told AFP in Mecca, ahead of the event expected to start on Wednesday. “I almost can’t believe I am here. I am enjoying every moment.”

One million people, including 850,000 from abroad, are allowed at this year’s hajj — a key pillar of Islam that all able-bodied Muslims are required to perform at least once — after two years of drastically curtailed numbers due to the pandemic.

At least 650,000 overseas pilgrims have arrived so far in Saudi Arabia, the authorities said Sunday.

In 2019, about 2.5 million people took part in the rituals, which include circling the Kaaba, the imposing black cube at Mecca’s Grand Mosque, gathering at Mount Arafat and “stoning the devil” in Mina.

The following year, foreigners were barred and worshippers were restricted to just 10,000, rising to 60,000 fully vaccinated Saudi citizens and residents in 2021, to stop the hajj turning into a global super-spreader.

One million vaccinated pilgrims under the age of 65 will attend the hajj under strict sanitary conditions, with the Grand Mosque, the holiest site in Islam, scrubbed and disinfected 10 times a day.

The rituals have seen numerous disasters, including a 2015 stampede that killed up to 2,300 people and a 1979 attack by hundreds of gunmen that left 153 dead, according to the official toll.

The pilgrimage, one of the five pillars of Islam, is a powerful source of prestige for the conservative desert kingdom and its de facto ruler, Crown Prince Mohammed bin Salman, who is returning from the diplomatic wilderness.

Days after the hajj, Prince Mohammed will welcome US President Joe Biden who, with oil prices sent soaring by Russia’s invasion of Ukraine, has reneged on promises to turn Saudi Arabia into a “pariah” over the 2018 murder of journalist Jamal Khashoggi by Saudi agents.

The hajj, which costs at least $5,000 per person, is a money-spinner for the world’s biggest oil exporter, bringing in about $12 billion a year along with other religious visits.

It is also a chance to showcase a country that is undergoing rapid transformation, while still drawing regular complaints about human rights abuses and limits on personal freedoms.

Saudi Arabia — which has under recent reforms permitted raves in Riyadh and mixed-gender beaches in Jeddah — now also allows women to attend the hajj unaccompanied by a male relative, a requirement that was dropped last year.

Masks are no longer compulsory in most enclosed spaces in Saudi Arabia but they will be mandatory at the Grand Mosque. Pilgrims from abroad will have to submit a negative PCR test result.

The Grand Mosque will be “washed 10 times a day… by more than 4,000 male and female workers”, with more than 130,000 litres (34,000 gallons) of disinfectant used each time, authorities said.

Since the start of the pandemic, Saudi Arabia has registered more than 795,000 coronavirus cases, 9,000 of them fatal, in a population of about 34 million.

Aside from Covid, another challenge is the scorching sun in one of the world’s hottest and driest regions, which is becoming even more extreme through the effects of climate change.

Although summer has only just begun, temperatures have already topped 50 degrees Celsius (122 Fahrenheit) in parts of Saudi Arabia.

But for Iraqi pilgrim Ahmed Abdul-Hassan al-Fatlawi, the heat is the last thing on his mind when he arrives in Mecca.

“I am 60 years old, so it’s normal if I get physically tired because of the hot weather, but I am in a state of serenity, and that’s all that matters to me,” he told AFP.
