ISLAMABAD: The Pakistan People’s Party(PPP) has demanded the Election Commission of Pakistan release the schedule of general elections as soon as possible.

People’s Party leader Faisal Karim Kundi said in a news conference “We want elections whether we get a level playing field or not”.

Faisal Karim Kundi said that the People’s Party’s position is that the elections should not go ahead even for a day and they will not tolerate any delay in it.

He said that elections should be held on the same date given by the ECP, Muslim League-Nawaz (PML-N), and Pakistan Tehreek-e-Insaf are playing court games to postpone the election as both parties are afraid of going to public court.

He said “If the ordinances can be issued in the dark, the election can be held in the light of day and added that PPP will not tolerate any postponement of the election.

Faisal Karim Kundi said that Asif Ali Zardari will address a public meeting in Turbat on December 18, while Bilawal Bhutto Zardari will address the Lahore High Court Bar on December 18.

ECP approves appointment of DROs, ROs for general elections

ISLAMABAD: The Election Commission of Pakistan (ECP) has approved the appointment of District Returning Officers (DROs) and Returning Officers (ROs) for upcoming general elections.

ECP sources said approval has been given for the deployment of 142 DROs and 859 ROs across the country. The appointment was approved in a meeting presided over by the Chief Election Commissioner.

In this regard, the Election Commission is likely to issue a notification soon. The list of appointments of officers was sent to the Commission by the authorities.

Sources said that regarding the general elections, the Election Commission has prepared a training schedule for the officers. ROs will be trained for 3 days from December  13 to 15, 2023.

Returning officers will be given selective training at the divisional level. The election training material has been sent to the divisional office.

The ECP officials will give training to the returning officers.

ISLAMABAD: Caretaker Prime Minister Anwaar-ul-Haq Kakar said that the nation should not have any doubts about the general elections scheduled to be held on February 8, 2024.

“I have no doubt about it… The concerns are often associated with our political system. We have a history of our own,” he remarked in an interview with Independent Urdu.

The prime minister expressed the hope that the elections would be held free and fair. To a question, he said he did not consider the general elections of the 70s as a benchmark either as many people had different opinions about those elections. “Of course, they were very transparent. At that time, it was already decided before the elections which way they would go to, so I consider it a problem,” he added.

He said as the arrangements were in place, he was hopeful that the caretaker government would be able to give results in a relatively better way. The prime minister said that he endorsed the Election Commission’s denial of the any delay in the polls . “They (Election Commission) have to conduct (elections). We are with them.” He said as per Election Commission, the election schedule will cover 56 days, based on which the schedule should be announced by December 14.

To a question about the participation of Imran Khan or his party in the general elections, he that there was no restriction on him yet. “However, if something unusual comes up, I can’t say anything about it yet. As of today, they are in a position to contest elections and they will contest.” About the disappearances and resurfacing of PTI leaders, the prime minister said such people went into hiding fearing the arrest for their involvement in attacks on state institutions on May 9.

He said while in hiding, they would have a second thought to leave PTI or politics which was their personal decision. He said that no evidence of ‘state coercion’ had come to his knowledge, and even none of those people had spoken of ‘state coercion’. Until then, it’s just allegations, he added.

Prime Minister Kakar disagreed with the view that the decision of May 9 arsons should be left to the people for elections. He also rejected the allegations of not having a level playing field.

ISLAMABAD: The Election Commission of Pakistan(ECP) has sent a letter to the Ministry of Interior for the deployment of the Pakistan Army and Civil Armed Forces at the polling stations during the general elections.

Election Commission Secretary Umar Hameed has written a letter to Interior Secretary Aftab Akbar Durrani on the issue of static deployment of the Pakistan Army and other law enforcement agencies at the polling station in the general elections.

In the letter, it was said that the deployment of the Pakistan Army and Civil Armed Forces as a static and quick response force should be ensured, and confirmation should be given to the Election Commission in this regard before December 7.

It has been said in the letter that Islamabad currently needs 9,000 security personnel, there is a shortage of 4,500 personnel while 1,500 personnel of Frontier Constabulary, 1,500 personnel of Rangers, and 1,500 personnel of Azad Kashmir Police are required.

According to the letter, 277,610 personnel are needed in Punjab, 108,500 police personnel are available, there is a shortage of 169,110 personnel in Punjab, 14,977 are required in Khyber Pakhtunkhwa, Pakhtunkhwa has this currently there are 92,360  personnel, there is a shortage of 56,717  personnel.

It has been said in the letter that Sindh currently needs 123,000 security personnel, and 105,000 police personnel are available.  Sindh currently has a shortage of 33,462 personnel, while Balochistan currently requires 31,919 personnel, 18,150  personnel are available and 13,719 personnel are required.

591,106 personnel are required in the election, 328,510 personnel are available and currently, there is a shortage of 277,558 personnel in the country.

PESHAWAR: The Peshawar High Court(PHC) has ordered authorities concerned to stop work on the ongoing development projects until the general elections of 2024 are held in the province.

A two-member bench of the PHC, comprising Justice Ijaz Anwar and Justice S M Attique Shah observed while hearing petitions seeking the court’s order against the uplift project ahead of the upcoming polls.

The court ordered to stop the development work till the general elections and said that the development work should start after the election.

Lawyer petitioner Mian Zakir Hussain said that the caretaker government does not have the authority to carry out development works and added that an election was announced but now development works are being done.

Justice Ijaz Anwar said that the task of the caretaker government is to see the affairs daily, and how will the development work be done after the election is announced.

Justice Ijaz Anwar asked the lawyer of the Election Commission of Pakistan (ECP) whether the elections were taking place. ECP lawyer Mohsin Kamran replied that there would be an election.

The Additional Advocate General said that development works have started in Bannu, Waziristan, and other areas before the caretaker government.

Justice Attique Shah said that tells why the federal and provincial supervisory governments are taking so much interest in development works.

ISLAMABAD: Chief Election Commissioner (CEC) Sikandar Sultan Raja chaired a meeting to review preparations for the upcoming general elections in 2024.

During the briefing in the meeting presided over by the Chief Election Commissioner regarding the preparations for the elections, it was said that the Election Commission of Pakistan (ECP) is fully prepared for the elections and the final list of constituencies will be published on November 30.

The Election Commission said that the ECP has completed the hearing on all the objections on the preliminary constituencies, and printing of the final election lists is going on in the National Database and Registration Authority (NADRA).

It was informed in the meeting that after consulting the political parties, the code of conduct has been approved by the electoral regulatory body while the official notification of the code of conduct will be issued in the next few days.

It should be noted that the ECP has announced to hold general elections across the country on February 8, 2024.

ISLAMABAD: The Election Commission of Pakistan (ECP) will use National Database and Registration Authority’s server for the general elections, for which a server hosting agreement was signed between the ECP and NADRA.

The preparations of the Election Commission for the general elections is underway. The server hosting agreement has been signed between the ECP and NADRA, under which the electoral regulatory body  will use the server of NADRA for the general elections.

Sources said that the ECP does not have its own server to store data. The Election Commission will pay rent for server hosting of NADRA.

Sources have said that the results of the general elections will be generated through the new software election management system and the election management system will be operated through digital and manual methods.

On the other hand, Election Commission of Pakistan(ECP) has successfully tested EMS and results will be able to be sent online and without internet.

The ECP has successfully tested EMS in all four provinces, tested it in the offices of Regional Election Commissioners and District Election Commissioners in various districts.

The presiding officers will send the results of their polling stations to the returning officers and RO will prepare the results and send them digitally and manually to the ECP, each returning officer will be given four data entry operators.

General Elections 2024: ECP starts printing of nomination papers

ISLAMABAD: The Election Commission of Pakistan(ECP) has started the printing of nomination papers in connection with the preparations for the general elections.

Sources connected with the Election Commission said that the ECP is printing the nomination papers from the Printing Corporation and the papers will be delivered to the District Returning Officers(DROs) before the election schedule.

According to the sources, nomination papers will be given more on the demand of the returning officers, the commission will give nomination papers of the candidates in proportion to the total voters of the district while there will be white colored nomination papers for general, reserved seats for women and minorities.

It should be remembered that the ECP has fixed the date of February 8, 2024 to hold general elections in the country after meeting with President Arif Alvi on the orders of the Supreme Court.

The Election Commission has started formal preparations in this regard. It has prepared lists of polling staff including polling stations.

A few days ago, Chief Election Commissioner Sikandar Sultan Raja met Caretaker Prime Minister Anwarul Haq Kakar and issued a statement.

According to the announcement, the Chief Election Commissioner informed the Caretaker Prime Minister about the preparations for the elections. He said that the lists of polling stations and staff have been prepared and the work of printing the election materials and the work of updating the election lists is also in the final stages.

The Chief Election Commissioner invited the Caretaker Prime Minister to visit the Election Commission to review the preparations for the general elections.

Sources of the ECP said that according to the proposed code of conduct, senators and local government representatives will be able to run election campaigns. The announcements of development schemes, discussions against the judiciary and the ideology of Pakistan will also be banned.

According to sources, the proposed code of conduct states that political parties and candidates will not give bribes and gifts or any kind of inducement. The political parties will give tickets to 5% women candidates on general seats while carrying weapons in meetings, processions and public gatherings will also be  banned  The political and electoral campaigning from the public treasury will also be prohibited.

According to the proposed code of conduct, biased coverage on state media will be banned, political parties will be allowed to hold rallies subject to permission from administration. The use of government resources in election campaign will be prohibited and car rallies will not be allowed.

ISLAMABAD: Pakistan Electronic Media Regulatory Authority(PEMRA) has issued instructions to the media for coverage of general elections.

PEMRA said that according to the Election Commission of Pakistan (ECP), the general elections will be held on February 8, 2024 in the country . In this regard, all media channels should ensure adherence to PEMRA Rules 2015.

PEMRA said that it is the responsibility of every Pakistani to make democracy, democratic values, and elections transparent, people and institutions should cooperate fully for conducting transparent elections and electronic media has a key role in raising awareness among the people.

The directive states that the formation of public opinion is the job of the media to strengthen the democratic process, take into account all the facts in the electronic media election transmission, and not broadcast any news that creates doubts in the minds of the public, any negative or false information. Elections should not be sabotaged by news. Broadcasting any such news will be a violation of PEMRA rules.

He said that without a delay mechanism, live broadcasts would not be shown, and reporters, anchors, and producers, discuss the content before broadcast, ensuring effective media monitoring and editorial control.

In the guidelines, PEMRA said that talk show guests’ words should be verified before making news, and no person or organization should be accused of any news without verification.

The Chief Revenue Operations Arshad Nawaz Cheena, Secretary of Revenue Budget Bilal Zameer, Second Secretaries of IR Sadaf Ehsan, Sohail Abbas, and Sec. Secretary IR Litigation Alishba Asif is also included in the 5-member focal person.

FBR has also directed all the Field Formation Heads to nominate a team consisting of two officers. All the nominated teams will be headed by a Commissioner who will act as focal persons in their areas.

KARACHI: Chief Election Commissioner(CEC) Sikandar Sultan Raja chaired an important meeting to review preparation for upcoming general elections in Sindh province, Bol News reported.

The Election Commission of Pakistan (ECP) has also finalized a security plan regarding the elections in Sindh. Pakistan Army, Rangers, and Police personnel are needed for provincial elections.

According to the recommendations of ECP, a total of 205,388 security personnel are needed in the province including 100,724 police personnel.

Similarly, 47,332 Rangers and 47,332 Pak Army personnel are needed for upcoming polls.

The ECP suggested to establish a total of 19,236 polling stations in the province.

More than 4,430 highly sensitive, 8,030 sensitive, and 6,077 normal polling stations will be established for the upcoming general election.

The Election Commission has recommended giving 443 laptops, 191 printers, and 573 multimedia projectors.

The preparations for the general elections are underway across the country and ECP has prepared the list of officers who will be on duty in the elections.

A list of presiding officers, assistant presiding officers, and polling staff has been prepared. The documents said a total of 10,7361 officers will be posted across the country.

54,706 presiding officers, 310,968 assistant presiding officers, and 160,445 polling staff will be appointed in Punjab. A total of 526, 123 officers will be appointed in the province.

Similarly, 20,315 presiding officers, 162,523 assistant presiding officers, and 81,262 polling staff will be appointed in Sindh, and a total of 264,100 officers will be appointed in Sindh.

Meanwhile, 16,525 presiding officers, 100,085 assistant presiding officers, and 50,045 polling staff will be appointed in Khyber Pakhtunkhwa, while a total of 166,655 officers will be appointed.

ISLAMABAD: Chief Election Commissioner(CEC) Raja Sikandar Sultan said that the assistance of the Pakistan Army and Rangers will be sought for smooth holding of upcoming general elections.

CEC Sikandar Sultan Raja announced while chairing a high-level session to review preparations regarding the upcoming general elections.

The Election Commission said that 26,783,254 registered voters will exercise their right to vote in Sindh. Raja Sikandar Sultan has said that the assistance of the Army and Rangers will also be taken in the elections.

The Election Commission said that the chief secretary of Sindh has assured the implementation of all the orders.

Elections will be held on 61 seats of the National Assembly and 130 seats of the Provincial Assembly in Sindh. More than 19,236 polling stations will be built in Sindh.

The Election Commission said that 4,430 polling stations in Sindh are highly sensitive while 8,080  stations have been declared sensitive.

Chief Secretary Sindh said that the Sindh government will provide full support to the Election Commission for the elections. The ECP is implementing 100% transfer posting under the orders.

Chief Secretary Sindh further said that the availability of all the facilities at the polling stations will be ensured.

IG Sindh said that a security plan has been prepared by the Sindh Police while 110,334 police personnel will perform duties in the general elections.

The Chief Election Commissioner instructed PTI that today’s meeting was called for consultation on the code of conduct and sought PTI suggestions regarding the code of conduct.

ISLAMBAD: The Supreme Court (SC) registrar returned with an objection, a petition, filed by Pakistan Tehreek-e-Insaf (PTI) for holding general elections within 90 days.

According to the sources, the Registrar Supreme Court objected to PTI’s request to hold elections within 90 days and returned it.

In the objections of the Registrar Supreme Court, it is said that the petitioner did not approach any relevant forum before coming to the Supreme Court.

The President of the state cannot be made a party to the petition according to Article 248. It is not stated in the petition that the petitioner which fundamental right is affected.

The requirements of Article 184/3 were not fulfilled in the application.

It should be noted that PTI had filed a petition through Barrister Ali Zafar, in which it was requested to hold elections in 90 days.

The petition also sought to annul the decision of the Council of Common Interests(CCI).

SUKKUR: Chairman Pakistan People’s Party (PPP) Bilawal Bhutto Zardari has said that there is no level playing field for everyone even the general elections are around the corner, and urged that the old way of running the country has to be abandoned.

He further said that the solution to the problems facing the country is “Awami Raj” (people’s rule), and the elected representatives of the people must be seated in Islamabad.

After condoling with the family of journalist Jan Muhammad Mahar, who was killed by armed assailants in Sukkur last month, the PPP chairman, while talking to the media, said that the brutal killing of Mahar was too much to condemn.

He said that the progress in this case was not done in the way it should have been and many questions have been raised in the matter. “The officers who have been posted in Karachi are from other provinces, so they may not have an idea, but the whole of Sindh is demanding that justice be given to the slain journalist,” he added.

In response to a question asked by a journalist, Chairman Bilawal Bhutto Zardari said that currently there is a level playing field for some in the country, but not for others, and I object to that (situation).

Chairman PPP said that the policemen who are fighting dacoits in Kacha area need all our support, adding that the American weapons left in Afghanistan are now being used by terrorists in Khyber Pakhtunkhwa as well as dacoits in Sindh’s Kacha region.

KARACHI: Caretaker Prime Minister Anwaarul Haq Kakar reiterated that the interim government would ensure holding of the upcoming general elections in the most transparent and impartial manner, accepted to all.

Talking to media after visiting the Mazar-e-Quaid to pay tribute and offer Fateha, the prime minister said that the caretaker government would function in the limited time-frame only to ensure the election process.

They would play their part in that regard by holding transparent and impartial polls, so that Pakistan could move through its constitutional transitional period, he added.

On the occasion, the prime minister was accompanied by Sindh Governor Kamran Khan Tissori, Caretaker Chief Minister Justice (Retired) Maqbool Baqir and the members of his cabinet. It was the maiden visit of the caretaker prime minister to Karachi after assuming his office.

The prime minister said that he along with his few cabinet members came here to pay homage to Quaid-e-Azam Muhammad Ali Jinnah and reaffirm to work for the progress and prosperity of the country by highlighting the social contract under which a separate state came into being.

Referring to an address of the Founder of the Nation on August 11, 1947 before the Constituent Assembly, he said it focused on the rights of the minorities and equality among individuals.

Prime Minister Kakar expressed the optimism that the people of the country would excel in different fields on the basis of their talents and it was the future of the country.

ECP announces delimitation of constituencies schedule

ISLAMABAD: The Election Commission of Pakistan (ECP) has announced the schedule of delimitations of the constituencies and said that general elections cannot be held in 90 days.

The Election Commission has decided to delimit the constituencies based on the new census across the country and allotted four months for the delimitation.

The Election Commission says that the general elections cannot be held in 90 days and the final publication of constituencies will be done on December 14. The delimitations of the constituencies will be done across the country from September 8 to October 7 while suggestions will be given regarding constituencies from October to November 8.

Similarly, from September 5 to September 7, the quota of constituencies of national and provincial assemblies will be allocated. The administrative affairs related to constituencies will be completed by August 31.

According to the Election Commission, Constituency Committees of the four provinces including Islamabad will be established by August 21. The Election Commission will decide on objections to the constituencies from November 10 to December 9.

The Election Commission says that the new constituencies will be finalized by December 14. After completing the delimitation constituencies by December 14, the Election Commission will announce the election schedule.

According to the Election Commission, the final publication of the digital census has been done and ECP is bound to make new constituencies.

It should be noted that when the Assembly is dissolved, the Election Commission has to announce the date of elections under Article 224 One. According to the constitution, if the Assembly is dissolved before the expiry of the period, general elections must be held within 90 days.
