ISLAMABAD: The Election Commission of Pakistan (ECP) has directed the constituency committees to complete delimitation process by September 26.

According to the spokesperson of the Election Commission, the commission reviewed the speed of work of the constituency committees.

Spokesman said the constituency committees have been directed to complete their work by September 26, 2023 in any case and the committees have also been directed to ensure the publication of preliminary constituencies on September 27.

It should be noted that the Election Commission of Pakistan(ECP) has reduced the period of constituencies for early general elections.

The Election Commission says that now the publication of constituencies will be on November 30 and the purpose of reducing the period of constituencies is to make early elections possible.

Earlier, the Election Commission had fixed the period of constituencies on December 14, but the officials of the Election Commission held meetings with the leaders of the country’s political parties in connection with the general elections.

ISLAMABAD: The Election Commission of Pakistan (ECP) has directed the Caretaker Prime Minister to avoid appointing cabinet members from those who have political affiliation.

The Election Commission has sent a letter to the caretaker prime minister’s secretary, Tuqeer Shah.

Special Secretary Election Commission Zafar Iqbal has written a letter to the caretaker prime minister’s secretary.

“There is a general impression that the caretaker government is a continuation of the previous government. A political party pointed out this in a recent press conference, accusing the caretaker government of carrying on the legacy of the previous government”, stated in the letter.

It is said in the letter that it is a common perception that the Election Commission has directed that persons with political affiliations should be avoided while appointing cabinet members, and the impartiality of senior civil servants in the appointment of important posts should be ensured.

ECP seeks asset details of parliamentarians

ISLAMABAD: The Election Commission of Pakistan (ECP) has reminded that the last date for submission of asset declarations of Members of Parliament is December 31.

The Election Commission says that all the members must submit the details of the spouse, and dependent children’s assets up to June 30.

According to the Election Commission, the names of those who do not submit the required returns by the specified date will be published, and the membership of the members who do not submit the said returns by January 15 will be suspended.

It has also been clarified that legal action will be taken against those providing wrong information.

SUKKUR: Chairman Pakistan People’s Party (PPP) Bilawal Bhutto Zardari has said that there is no level playing field for everyone even the general elections are around the corner, and urged that the old way of running the country has to be abandoned.

He further said that the solution to the problems facing the country is “Awami Raj” (people’s rule), and the elected representatives of the people must be seated in Islamabad.

After condoling with the family of journalist Jan Muhammad Mahar, who was killed by armed assailants in Sukkur last month, the PPP chairman, while talking to the media, said that the brutal killing of Mahar was too much to condemn.

He said that the progress in this case was not done in the way it should have been and many questions have been raised in the matter. “The officers who have been posted in Karachi are from other provinces, so they may not have an idea, but the whole of Sindh is demanding that justice be given to the slain journalist,” he added.

In response to a question asked by a journalist, Chairman Bilawal Bhutto Zardari said that currently there is a level playing field for some in the country, but not for others, and I object to that (situation).

Chairman PPP said that the policemen who are fighting dacoits in Kacha area need all our support, adding that the American weapons left in Afghanistan are now being used by terrorists in Khyber Pakhtunkhwa as well as dacoits in Sindh’s Kacha region.

Chairman PPP said that terrorism is rising all over the country because the policy of the PPP has not been implemented.

Chairman Bilawal Bhutto Zardari said that Imran Khan spoiled the national security policy in a few days, and when the Taliban government came to Afghanistan, he also opened the way for the terrorists who had escaped from the prisons of Afghanistan.

Chairman Bilawal Bhutto Zardari said that in the areas where there is no electricity for 18 hours, the electricity bill reflects as if electricity has been used for 24 hours.

Election Commission to decide polls date: PM

ISLAMABAD: Prime Minister Anwaar-ul-Haq Kakar said the Election Commission of Pakistan would decide about the date for the upcoming elections.

The prime minister, in an interview, said the Parliament had passed a law according to which the ECP had the power to announce the date for new elections.

Speculations regarding the elections should end which would be held according to the prevalent law, he said, adding, “We have no intention to prolong the tenure of the caretaker government.”

He said as a student of the history of Pakistan, he would express gratitude to the Quaid-e-Azam for protecting rights of the Muslim minority and saving it from the domination of majority.

After seeing the attitude of bigger states against the minorities, he said, he could see that it would have been difficult to protect the religious and cultural identity of the Muslims if the Quaid had not secured an independent state for the Muslims.

He said he admired the Quaid-e-Azam for his constitutionalism, all-inclusiveness and for protection of rights of minorities.

The prime minister assured that action against smuggling would continue and the writ of the state would be established.

He said the Apex Committee of Special Investment Facilitation Council (SIFC) included current military leadership, thus making the Council a strong constitutional and legal body which was taking firm actions and implementing decisions.

The caretaker federal and provincial governments had good coordination which was helpful in implementing decisions, he noted.

He said the SIFC was focusing on economic revival and on sectors of agriculture and mineral extraction. However, work would be done on major plans of investment so that they could be at an advanced stage when the next government would take over, he added.

However, he made it clear that the terrorists could not take away an inch of territory of Pakistan and the security forces would respond and manage the situation. The state would show its firmness against terrorists as in no condition anyone would be allowed to resort to violence, he stressed.

PM Kakar said there was no restriction on the Pakistan Tehreek-e-Insaf (PTI) for taking part in the elections.

ISLAMABAD: Pakistan Tehreek-e-Insaf (PTI) has decided to file a contempt of court petition against the Election Commission of Pakistan (ECP).

PTI Spokesperson said the Election Commission of Pakistan deviated from the constitution regarding the elections in Punjab and Khyber Pakhtunkhwa (KP).

The spokesman said that PTI took the constitutional step of dissolution of the assemblies in Punjab and Khyber Pakhtunkhwa. Early dissolution of the assemblies obliges the Election Commission to hold elections within 90 days.

PTI spokesperson added in his statement that the Supreme Court, while interpreting the constitutional order of elections in 90 days, made the Election Commission bound to conduct elections in Punjab on May 14.

Instead of following the order, the Election Commission took the step of postponing the elections for an indefinite period.

It should be noted that on January 12 this year, Punjab Chief Minister Chaudhry Pervaiz Elahi signed the summary of the dissolution of the provincial assembly and sent it to the governor of Punjab.

The Election Commission has sent a letter to the Secretary Establishment Division in which the Chief Secretary Khyber Pakhtunkhwa Nadeem Aslam Chaudhry has been directed to be removed.

CS Khyber Pakhtunkhwa Nadeem Aslam Chaudhry is not carrying out the affairs impartially and diligently and is not providing the necessary support for transparent and fair general elections.

The Election Commission has directed that an impartial and diligent officer should be appointed as the Chief Secretary of Khyber Pakhtunkhwa.

SC fixes Punjab election review appeal for hearing

ISLAMABAD: The Supreme Court(SC)  fixed a review appeal of the Election Commission of Pakistan (ECP) against the decision to hold an election in Punjab on May 14 for a hearing.

A three-member special bench headed by the Chief Justice of Pakistan Umar Ata Bandial will hear on August 31.
Justice Ijaz-ul-Ahsan and Justice Muneeb Akhtar will be part of the bench while notices have been issued to the parties.

It should be noted that the Supreme Court had ordered on April 4 that elections should be held in Punjab on May 14.
The Election Commission had filed a review petition against the court decision.

Earlier, the SC bench clubbed together pleas against the recently enacted Review Act, 2023, with the ECP’s petition against its April 4 order of holding polls to the Punjab Assembly on May 14.

ISLAMABAD: Caretaker Minister for Information and Broadcasting Murtaza Solangi said the government would hold the general election in accordance with the time-line of the Election Commission of Pakistan.

“The election will be conducted on the date which the Election Commission will announce,” the minister said while talking to the media.

“We stand by the Election Commission’s stance, as we do not have any intention to take its powers back,” the minister maintained.

In accordance with Article 218(3) of the Constitution, he said the caretaker government would provide all-out support to the ECP for holding free, fair and transparent elections.

The ECP was bound to carry out delimitation exercise under Article 51, he said, adding the election watchdog had already issued a plan in that regard.

He said it was clearly stated in the Constitution that the country would be run by the elected representatives of the masses.

Solangi said the caretaker finance minister would present an economic recovery plan in a few days.

ISLAMABAD: The Election Commission(ECP) held its first meeting on Thursday to consult political parties regarding the election roadmap.

In the first phase, Pakistan Tehreek e Insaf (PTI) and Jamiat Ulema-e-Islam(JUI-F) were invited for consultation by the Election Commission of Pakistan (ECP).

The meeting was presided over by Chief Election Commissioner Sikander Sultan Raja. The meeting was also attended by the members of the Election Commission, the Secretary Election Commission, and other senior officers. The feedback of both parties was to be taken on the road map.

The Election Commission spokesperson said that PTI has insisted on ensuring that elections are held within 90 days as per the constitution. The PTI delegation believes that there is no need for new constituencies at this time.
Babar Awan, Ali Zafar, Umair Niazi, and Ali Muhammad Khan from PTI attended the meeting. Abdul Ghafoor Hydari, Jalaluddin, and others attended the meeting on behalf of JUI.

The PTI delegation demanded that the immediate release of various arrested leaders and workers should be ensured. The party should be allowed to hold political rallies and the party should be given equal opportunities in politics like other parties.

The JUI(F) delegation said that there is no doubt that holding the election is a requirement of the constitution. The results of the census have been officially published, the Election Commission should complete the process of constituencies first.

JUI members said that according to the new census, there is a need for correct registration of voters, and the lists of polling stations should also be corrected. The appointment of impartial and honest ROs, and DROs should also be ensured.

The spokesperson of the Election Commission said that the ECP is trying to hold the election as soon as possible, so all the parties will have equal opportunities in the elections.

ISLAMABAD: The Election Commission of Pakistan(ECP) has decided to consult with the major political parties of the country.

The Election Commission will hold separate consultations with the political parties in which the parties will be taken into confidence regarding the elections.

After announcing that the general elections will be held in the new constituencies as per the approved census. The Election Commission will officially start the new constituencies while the final delimitation process will be completed by December 14.

Under the first phase, constituency committees will be formed from today and will be established in all provinces including the federal capital. These committees will get necessary data including district maps, and population from the provincial governments.

In the second phase, the committees will collect the census report and other information at the district level by August 31.

In the third phase, the 4-day training of the constituency committees will begin from September 1 and the committees will be informed by determining the population quota for the seats of the national and provincial assemblies.

The preliminary constituencies will be completed from September 8 to October 7, after which the details of the preliminary constituencies will be published on October 9.

Objections or suggestions can be filed from October 10 to November 8 and the Election Commission will hear these objections from October 10 to December 9.

According to the Election Commission, the constituencies will be finalized on December 14.
