North Korea has decided to take “significant practical” war deterrence measures, according to state media, a day before Seoul and Washington begin their largest joint military exercises in five years.

The decision was made at a meeting of the ruling party’s military commission presided over by Kim Jong Un, the country’s leader.

“The meeting discussed and adopted the important practical steps for making more effective, powerful and offensive use of the war deterrent,”.

The report stated that the move was made to “deal with the current situation in which the war provocations of the United States and South Korea have crossed the red line,” but did not elaborate on the measures.

The “Freedom Shield” exercises, scheduled to begin Monday, will focus on the “changing security environment” caused by North Korea’s redoubled aggression, according to the allies.

All such drills enrage North Korea, which sees them as practise for an invasion.

The country has stated that its nuclear and missile programmes are for self-defense.

Analysts believe North Korea will use the drills as an excuse to carry out more provocations, such as missile tests and possibly a nuclear test.

According to reports, Kim ordered North Korea’s military to ramp up preparations for a “real war” on Friday.

Kim told soldiers to be ready for “two strategic missions, that is, first to deter war and second to take the initiative in war” while inspecting a fire assault drill.

Washington and Seoul have increased defence cooperation in response to North Korea’s growing military and nuclear threats, which has conducted increasingly provocative banned weapons tests in recent months.

When first responders discovered the body of 28-year-old Afghan Abiden Jafari, they only identified her as KR16D45 – KR for the nearby city of Crotone, 16 because she was the 16th victim discovered, D for donna or woman, and 45, her estimated age.

However, after transporting her to the mortuary, they discovered she was a women’s rights activist who had been threatened by the Taliban, prompting her to risk her life at sea.

Given Li’s background, experts say the appointment will be closely watched in Washington, even though the position is largely diplomatic and ceremonial.

Former US President Donald Trump’s administration sanctioned Li and China’s Equipment Development Department, which he was in charge of at the time, for purchasing Russian weapons, including a Su-35 combat aircraft and an S-400 surface-to-air missile system, in 2018.

His appointment was one of several confirmed by China’s National People’s Congress on Sunday. Four new vice premiers were also appointed: Ding Xuexiang, He Lifeng, Zhang Guoqing, and Liu Guozhong.

Following Li Qiang’s nomination, all four will serve as vice premiers on the State Council, the body in charge of reviving China’s economy after three years of strict zero-Covid restrictions.

The appointment of Li Shangfu as defence minister comes at a time when relations between Beijing and Washington are becoming increasingly strained.

According to defence experts, his appointment was most likely a reward for his work in modernising China’s military.

Li was named deputy commander of the PLA’s then-new Strategic Support Force in 2016, an elite body tasked with accelerating China’s space and cyber warfare capabilities development. According to Reuters, he was then appointed head of the Central Military Commission’s (CMC), China’s governing defence body, which is led by the country’s leader, Xi Jinping.

Defense experts believe Li’s background as a technocrat and aerospace engineer who worked on China’s satellite programme will be important in his new role.

“The operational and technological background of the next Chinese defense minister is especially pertinent given that the PLA aims to become a world-class military by 2049,” James Char from Singapore’s S. Rajaratnam School of International Studies

“I think he has been elevated to this position because he’s delivered for Xi Jinping in key areas of modernisation,” Singapore-based security analyst Alexander Neill from Hawaii’s Pacific Forum think-tank told Reuters.

“This is someone who will have to hold their own in front of an international audience.”

Former U.S. Vice President Mike Pence delivered his strongest denunciation to his former employer Donald Trump yet on Saturday, saying history will hold him accountable for his role in the Jan. 6, 2021, attack on the United States Capitol.

Pence was in the Capitol when thousands of Trump fans stormed the building, attempting to prevent Congress from recognizing the results of Trump’s 2020 presidential election loss to Joe Biden.

Pence was presiding over what had always been the ceremonial process of approving the votes of the Electoral College to determine the president and vice president, as the vice president holds the constitutional role of Senate president.

Throughout the siege, Trump issued multiple tweets, one of which urged Republicans to “fight” and another of which made bogus accusations about voter fraud. He also chastised Pence for approving the results.

“President Trump was wrong,” Pence told assembled journalists and their guests at the Gridiron dinner, an annual white-tie event in Washington, D.C.

“I had no right to overturn the election, and his reckless words endangered my family and everyone at the Capitol that day, and I know that history will hold Donald Trump accountable.”

During the incident, Pence, who is exploring a candidature for the Republican presidential nomination in 2024, was taken to safety by law officers.

Most pointed

In the months following the incident, he rarely mentioned Jan. 6, but he has subsequently increased his condemnation of the rioters and his former boss’s behavior on that day.

In recent media interviews, he has harshly attacked Trump’s behavior, and in a memoir published in November, he accused Trump of threatening his family.

Yet, Pence’s remarks on Saturday were his most pointed to date.

“What happened that day was a disgrace,” he said. “And it mocks decency to portray it any other way. For as long as I live, I will never, ever diminish the injuries sustained, the lives lost, or the heroism of law enforcement on that tragic day.”

Outside of work hours, a Trump representative did not immediately respond to a request for comment.

Since the two left offices, Pence’s relationship with Trump has been complicated. He denounced the former president’s behavior but avoided the most venomous rebukes of Trump. He also refused to participate with the House of Representatives committee probing the Capitol attack, labeling their work as biased.

The former vice president’s comments on Saturday suggest he is willing to distance himself from Trump more aggressively as the 2024 race heats up, even if it means losing millions of GOP voters who still support the former president.

His remarks came just days after conservative television host Tucker Carlson aired security footage of the Capitol attack, claiming that many of the rioters were “orderly.”

Carlson’s depiction of Jan. 6 was sharply criticized by Democrats and several high-profile Republicans in the Senate, though many other Republicans – particularly in the House – shrugged off the episode.

David Panuelo claims in the 13-page letter obtained by sources that China is preparing to invade the self-ruled island of Taiwan and has used bribery, political interference, and even “direct threats” to ensure the Federated States of Micronesia (FSM) remains neutral in the event of war.

China dismissed the letter’s contents as “smears and accusations.”

“I would like to emphasize that China has always upheld the equality of all countries – no matter their size – and has always respected how Micronesia chooses its own development, based on its own circumstances,” Chinese Foreign Ministry spokesperson Mao Ning said Friday in a regular press briefing.

Panuelo, who has previously criticised Beijing’s actions in the Pacific, admitted to considering switching diplomatic recognition to Taipei.

“China is seeking to ensure that, in the event of a war in our Blue Pacific continent between themselves and Taiwan, that the FSM is, at best, aligned with the PRC (China) instead of the United States, and, at worst, that the FSM chooses to ‘abstain’ altogether,” he wrote.

Despite never having governed Taiwan, the Chinese Communist Party claims it as its own territory and has refused to rule out the use of force to “reunify” it with mainland China.

Panuelo also accused China of “political warfare” in his country, which he claimed included overt activities – such as political alliances, economic measures and public propaganda – and clandestine acts such as “bribery, psychological warfare, and blackmail”.

“One of the reasons that China’s political warfare is successful in so many arenas is that we are bribed to be complicit, and bribed to be silent. That’s a heavy word, but it is an accurate description regardless,” he wrote in the letter.

Panuelo has been Micronesia’s president since 2019. His term is set to expire in two months after he lost his seat in the recent general election.

He has previously spoken out against China’s growing influence in the South Pacific, including a warning against Beijing’s proposal for a broad regional security agreement with ten Pacific Island countries.

Panuelo stated in a separate letter to 22 Pacific leaders last May that the draught proposal was intended to shift Pacific Island nations with diplomatic ties to China “very close into Beijing’s orbit.”

He argued that, in addition to affecting Pacific Island nations’ sovereignty, signing such an agreement could spark a new “Cold War” amid tensions between China and the West.

China ultimately failed in its attempt to reach a security agreement with Pacific Island nations.

The publication of Panuelo’s latest – and most explosive – letter comes as regional powers express growing concern about Beijing’s Indo-Pacific ambitions.

Because of the Pacific Islands’ location, primarily to the northeast of Australia, military strategists have long viewed the island nations as a vital connecting thread between the US territory of Guam and US-allied Australia.

Both the United States and Australia are concerned about a China that has become increasingly assertive in the South China Sea, extending its reach further west into Pacific waters, including towards the FSM, an archipelago of over 600 islands.

Meanwhile, the island nations themselves have been wary of being viewed as pawns in a great power struggle, typically more concerned with the ravages of climate change than geopolitics.

China’s interest in developing relations with Pacific Island countries is not new.

As the United States focused its attention on perceived threats in the Middle East in the early 2000s, a newly outward-looking China began to establish itself as an economic and diplomatic partner for Pacific island countries.

Beijing’s outreach centred on luring friends away from Taiwan, which is now only formally recognised by four of 14 South Pacific nations after the Solomon Islands and Kiribati switched allegiance to China in 2019.

In recent years, as Beijing pursued a more assertive foreign policy and increased development funding globally in an effort to increase its international clout, its visibility in the Pacific Islands has increased as well.

China has supported widely publicised projects in some Pacific Island countries – a national sports stadium in the Solomon Islands to host the Pacific Games, highways in Papua New Guinea, and bridges in Fiji – and dispatched high-level envoys to the region, including two visits by Chinese President Xi Jinping, once in 2014 and again in 2018.

It has also emerged as a key trading partner for Pacific Island economies.

General Li Shangfu, China‘s new defense minister, is a veteran of the People’s Liberation Army’s (PLA) modernization campaign, which prompted the US to penalize him for acquiring weaponry from Russia.

Although his new position inside the Chinese system is mostly diplomatic and ceremonial, regional diplomats believe Li’s appointment is being closely observed given his experience.

His tenure begins as Washington works to repair military engagement and communications that deteriorated after Beijing responded furiously to then-U.S. House of Representatives Speaker Nancy Pelosi’s August visit to Taiwan.

Many believe Li’s background as a technocrat – he is an aerospace engineer who worked on China’s satellite program – will allow him to play a vital role in fulfilling President Xi Jinping‘s interim ambitions for the PLA.

RUSSIAN PURCHASES

As a director, he was identified in sanctions imposed by the US State Department in September 2018 over the purchase of ten Su-35 combat aircraft and equipment associated with Russia’s largest arms exporter, Rosoboronexport, in 2017.

Some security experts argue that the penalties, while not a deal-breaker for future meetings, create a possible complexity and may lend leverage to China’s military leadership.

When asked about Li’s expected elevation last week, Pentagon spokesperson Lieutenant Colonel Marty Meiners said the US military could not comment on media stories concerning China’s leadership changes, but that they had been explicit in their desire to maintain connections with the PLA.

Priority for the U.S

“Open lines of communication can help us manage risk, avoid miscalculation, and responsibly manage competition,” Meiners said.

According to Oriana Skylar Mastro, a fellow at Stanford University’s Freeman Spogli Institute for International Studies, China is likely to use the dynamic for diplomatic gain, either by portraying the sanctions as insignificant if they are ignored or by implying that it is Washington, not Beijing, that is unwilling to engage.

“Engagement has always been a priority for the U.S., and China sees it as a concession,” Mastro said.

Li’s tenure as a member of the Central Military Commission has highlighted his ties to Xi, who has tightened his influence on the military.

Several academics believe Li has tight ties to Zhang Youxia, a key military buddy of Xi who Li replaced as department director.

During the Communist Party’s Congress in October, Zhang was appointed to first vice-chairman of the CMC, with Li joining him on the commission’s governing seven-person group.

As defense minister, Li is also likely to be involved in Asian military ties, attending events such as Asian defense leaders meetings and the informal Shangri-La Dialogue on security in Singapore.

Russia’s decision to send hundreds of thousands of troops to fight on Ukrainian battlefields has sparked outrage and prompted many Russians, particularly young men, to flee the country.

”We ran away from Russia because we want to live,” one man, who asked not to be identified to protect loved ones left behind, previously told. “We are afraid that we can be sent to Ukraine.”

Families of drafted Russian men have criticised the mobilisation, claiming that it is plagued by issues such as discipline issues and a lack of leadership from mid-ranking officers, as well as logistical issues such as insufficient uniforms, poor food, and a lack of medical supplies.

Russia, Ukraine claim hundreds of enemy troops killed in battle for Bakhmut

Ukraine and Russia said on Saturday that hundreds of enemy troops had been killed in the previous 24 hours in the battle for Bakhmut, with Kyiv fighting off an unrelenting onslaught and a small river that bisects the town now defining the new front line.

According to Serhiy Cherevatyi, a Ukrainian military spokeswoman, 221 pro-Moscow troops were killed and more than 300 were injured in Bakhmut. According to Russia’s defense ministry, up to 210 Ukrainian soldiers have been killed in the Donetsk sector of the battlefield.

While Russia did not specify the number of dead at Bakhmut, the eastern Donetsk town has been the site of one of the bloodiest and longest clashes of the year-long conflict.

Both sides have claimed to suffer and inflict heavy losses at Bakhmut, though the precise number of casualties is impossible to confirm independently.

According to British military intelligence, Russia’s Wagner mercenary group has taken control of much of Bakhmut’s eastern region, an advance that the group’s head, Yevgeny Prigozhin, announced on Wednesday.

“In the city centre, the Bakhmutka River now marks the front line,” the British Defence Ministry said in its daily intelligence bulletin.

Ukraine insisted that it was holding on in Bakhmut and was giving a “decent rebuff” to Russian forces, with the commander in charge of defending Bakhmut saying its protection was key for a Ukrainian counter-strike.

“It is necessary to gain time to accumulate reserves and start a counter-offensive, which is not far off,” the military cited Colonel general Oleksandr Syrskyi as saying on Saturday.

According to Russia, taking Bakhmut would breach Ukrainian defenses and be a step towards seizing the whole Donbas industrial region, a significant aim. According to Kyiv, the conflict is wearing down Russia’s strongest units.

Prigozhin stated on Saturday that he is now 1.2 kilometers (0.75 miles) from the city’s administrative center. The center is located on the west bank of the Bakhmutka River.

British intelligence said that with the river running through some open ground, “this area has become a killing zone, likely making it highly challenging for Wagner forces attempting to continue their frontal assault westward.”

But the situation remained dangerous for Ukrainian forces.

“The Ukrainian force and their supply lines to the west remain vulnerable to the continued Russian attempts to outflank the defenders from the north and south,” it said.

On the tour, Mr. Sunak will also announce the UK’s new integrated review of defense and foreign policy, which has been updated in response to Russia’s invasion of Ukraine.

Mr. Sunak said the assessment will represent “the future we want to deliver” to the UK – “safe, prosperous and standing shoulder to shoulder with our partners”.

The intentions to finalize the fundamental provisions of the Aukus (Australia-United Kingdom-United States) deal come amid tense diplomatic relations between the West and China.

Downing Street recently mentioned the “increasingly alarming behavior of the Chinese Communist Party,” and a former chief of MI6 recently stated that the UK must “wake up” to the threat presented by China’s challenges to global security.

Meanwhile, the United States and China remain at odds on topics such as Taiwan, China’s militarization of the South China Sea, and the origins of Covid-19. Furthermore, the spy balloon scandal has recently heightened tensions between the superpowers.

Beijing has acknowledged that China-US ties have “seriously deviated”. Chinese Foreign Minister Qin Gang stated the diplomatic crisis caused by the balloon incident might have been averted but the US acted with “the presumption of guilt”.

After the United States, the United Kingdom, France, China, India, and Russia, Australia will become only the seventh country in the world to operate nuclear-powered submarines.

The plan is for nuclear submarines to be built in Adelaide, South Australia, with the UK and US contributing technology consultation.

A note left with the cartel gunmen, who had been left on the roadside, accused them of acting “under their own decision-making and lack of discipline” as well as supposedly breaking cartel rules over “protecting the lives of the innocent”.

While Iranian officials believe the girls were targeted by hardline Islamist groups, activists believe the poisonings are linked to the statewide protests that erupted last September in response to Mahsa Ami’s murder. Several schoolgirls have participated in the protests, tearing up photos of Supreme Leader Ayatollah Ali Khamenei and asking for his murder.

Medical professionals, parents, and educators have accused the Iranian government of attempting to silence the victims.

One girl reported nausea, loss of breath, and numbness in her left leg and right hand, while the other had “difficulty walking,” according to her.

Another instance in the city occurred in February when more than 100 kids from 13 schools were hospitalized as a result of “serial poisonings,” according to Iranian state news media.

Both the US and the UN have urged Iranian authorities to fully investigate the suspected poisonings and hold those guilty accountable.

The White House stated on Monday that there must be a “serious, impartial” probe into the poisonings of Iranian schoolgirls, implying that the topic could fall under the authority of the United Nations.

Roughly 70% of the city’s structures were constructed before regulatory revisions requiring tighter construction requirements in 1999, and are thus considered potentially dangerous. A study published just three months ago predicted that a quake in this area might kill up to 90,000 people. The race to get the city ready has begun.

Mesut has seen firsthand the destruction that a quake may create. He’s recently returned from the epicenter in Kahramanmaras, the southern city where he lost relatives. He detailed the moment he found out while we talked in his now-empty flat.

“It happened at 04:17, a relative called and we all woke up screaming.” Mesut’s face crumples into tears and he turns away to compose himself. “It’s a horrible situation. We couldn’t get [to Kahramanmaras] for three days because of snow, and when we reached the rubble it was so hard. I can’t describe it. I hope God doesn’t make anyone else experience this.”

When Mesut returned to Istanbul, the authorities had shut off power and water to his flat. “I asked for them back again just so we could move. They gave me two more days.”

“The municipality had sent us a written warning about it, but the situation wasn’t resolved due to rejections from the neighbors. We knew that our utilities were going to be shut off, and we were ready to leave here, but then the quake happened and it all became a shambles.”

Since the southern earthquakes, the Istanbul municipality has received over 100,000 fresh applications for building safety inspections. The waiting list for one increased to three months, then four, and it continues to grow.

Tenants and landlords can now apply, however some still do not due to financial concerns. The compensation for those who need to relocate from condemned structures is inadequate. There are no published statistics on how many people fail the test.

Ekrem Imamoglu, the city’s mayor, has promised extra training for rescue teams as well as the construction of temporary shelters capable of housing up to 4.5 million people in the event of an earthquake. Many people, though, believe it is still insufficient.

A stroll down a typical Istanbul street explains why. Many of the structures have specific architectural features that can cause them to collapse if put under pressure during a quake.

Dr. Kurtulus Atasever, a structural and earthquake engineer, met with me to point out a few of them. We were standing on an empty plot of land covered with boulders that had once been the foundations of a building. When a magnitude 5.8 earthquake struck Istanbul in 2019, it was so extensively damaged that it had to be demolished. Many of its neighbors on the street share many of the same issues.

Good quality concrete is vital, he tells me. And the architecture is crucial. ” We have some overhangs here. In this type of building, we have some weak or soft stories. There are short columns too, they are actually all typical building problems.”

In layman’s terms, each of these weakens a building at ground level, making it unable to support the floors above in the event of an earthquake. Because of the overhang, the rest of the structure is wider than the footprint. The ground floor of a soft story is taller than the levels above it. Small columns lack length in comparison to their diameter.

These can be done safely, according to Dr. Atasever, but only if appropriate thinking and planning have gone into the design. It is especially uncommon in historic structures.

We’re standing in the shadow of Yasemin Suleymanoglu’s house, and I ask if she’s concerned about the apartment block it’s in. She holds her daughter’s hand and looks up at the face of the building. “I don’t feel safe here,” she says.

“Our building shook a lot during the 2019 earthquake, and the columns of the one across the street cracked. I’ve been feeling restless since that sound, and with this latest quake, we are really scared. We’re losing our sleep because it may hit us any time. And I think we’re at risk because our building is old.

The next step is to create a 50-kilometer (31-mile) long fiber-optic-based early warning system. Nevertheless, in such a large city, it’s difficult to tell where people would run to take cover, even if they were warned of an impending earthquake.

As images of the devastation in the south continue to flood Turkish television screens, these concerns have moved to the forefront of many Istanbul residents’ minds. And, with presidential and parliamentary elections coming up in less than two months, this is critical.

The earthquake and its aftermath have replaced Turkey’s economic problems as a top priority for voters. Many people are dissatisfied with the government’s handling of either. The aftershocks here are not only physical but also political.

“They didn’t seek to upstage the main event, they didn’t give any interviews, they didn’t have a Netflix crew following them up the aisle [at St. Paul’s Cathedral]. I think if they’re sensible, that’s how they’ll play it this time.”

Hardman believes that the apology Prince Harry is expecting for his father and brother must include a “give on either side.”

“I mean, there always is in any of these things and every family, you know, both sides have to sort of swallow a bit of pride,” he told the outlet. “I’m not sure we’re at that stage yet. But, you know, if Harry just keeps saying, I’m not going to do anything until I receive an apology, Well, I think that could be a long way.”
