Abu Dhabi: Syrian Arab Republic President Bashar Al Assad arrived in the UAE on Sunday on an official visit, accompanied by his wife, Syria’s First Lady Asma Al Assad.

 

Emirati fighter aircraft accompanied the Syrian President’s plane as it entered UAE airspace, welcome his visit.

When President Al Assad arrived in Qasr Al Watan in Abu Dhabi, he was greeted with a ceremonial reception.

Sheikh Mohamed escorted Syria’s President to the platform, where the Syrian national song was played and 21 rounds of artillery were fired to welcome his visit.

Meeting of Leaders

Sheikh Mohamed and Bashar Al Assad met to discuss the two countries fraternal relations and methods to increase collaboration and constructive collaborative effort that would contribute to attaining their mutual objectives.

Sheikh Mohamed welcomed the Syrian President and his delegation to his second country during the meeting at Qasr Al Watan.

He noted that the tour falls in the same month as the Syrian President’s visit to the country in March of last year.

Sheikh Mohamed expressed his sympathies to Syria’s President and the Syrian people for the earthquake victims.

He emphasized his belief in Syria‘s capabilities and the commitment of its people to overcome this adversity and usher the country into a new era.

“Syria’s absence from its brothers has been long, and it is time for it to return to its Arab surroundings,” Sheikh Mohamed said. He emphasized the importance of making every effort to facilitate the dignified return of Syrian refugees to their country.

Sheikh Mohamed expressed the UAE’s support for the conversation between Syria and Turkey in order to achieve progress on the issue of relocating refugees.

He emphasized the UAE’s unwavering support for Syria and its people.

He lauded the UAE’s Syrian community and stressed the importance of the UAE-Syria connection.

The discussions also addressed the significance of building on recent regional advancements in order to promote stability, security, and prosperity for the region’s governments and people.

Sheikh Mohamed welcomed Al Assad’s visit to the UAE and emphasized the necessity of re-integrating Syria into the Arab world by bridging gaps and establishing ties among all Arab countries.

Syrian President Bashar al-Assad emphasized that the UAE has always taken sensible and ethical positions and that it plays a good and useful role in the Middle East to ensure strong inter-Arab relations.

Al Assad emphasized that the participation of the UAE is consistent with the Syrian objective, which is to improve inter-Arab relations in preparation for unified Arab action. He praised Sheikh Mohamed, the UAE government, and the people of the UAE for their aid to Syrians in the aftermath of the catastrophic earthquake.

China denies sending arms to Russia

Several foreign leaders are concerned that China would transfer armaments to Russia after the two countries committed to a “no boundaries” alliance soon before the Ukrainian crisis began.

China has rejected any plans to deliver arms and has criticised the West for supplying weaponry to Ukraine.

CPPA submits request to Nepra for monthly fuel price adjustment

Electricity consumers, already grappling with inflation are served with another potential blow to their wallets.

Central Power Purchasing Agency (CPPA) has approached Nepra with a request to adjust fuel prices on a monthly basis. This application revolves around the fuel price adjustment for February, with a scheduled hearing by Nepra on March 30.

CPPA has proposed an 86 paise per unit hike in electricity prices for one month, which, if approved, will impact the users of government discos.

Notably, K Electric has already submitted a separate request to Nepra, seeking a 62 paise increase under the Fuel Cost Adjustment (FCA) mechanism.

Both the state-run discos and K-Electric will have their petitions heard on the same day.

This comes after the recent decision on March 3, wherein the Government of Pakistan consented to the International Monetary Fund’s (IMF) demands, imposing a permanent electricity tariff of Rs3.23 per unit to recover Rs335 billion from consumers. This move was a crucial step towards securing a staff-level agreement with the IMF.

Xi Jinping, the Chinese leader, will go to Moscow next week to meet with President Vladimir Putin in his first visit to Russia since Putin started his deadly invasion of Ukraine more than a year ago.

The visit will be regarded as a dramatic demonstration of Beijing’s support for Moscow in Western capitals, whose leaders have become more concerned of the two countries’ strengthening alliance as Europe is at war.

It will also be Xi’s first international trip since earning an unprecedented third term as president at China’s rubber-stamp legislature’s annual assembly last week.

The meeting was disclosed on Friday by comments from both China and Moscow.

According to China’s Foreign Ministry, the visit will take place from Monday through Wednesday at Putin’s request, and the conflict in Ukraine will be discussed.

“China’s proposition boils down to one sentence, which is to urge peace and promote talks,” foreign ministry spokesman Wang Wenbin said.

The Kremlin said the two leaders will discuss “topical issues of further development of comprehensive partnership relations and strategic cooperation between Russia and China.”

“An exchange of views is also planned in the context of deepening Russian-Chinese cooperation in the international arena,” the Kremlin added. “A number of important bilateral documents will be signed.”

The Kremlin also announced a calendar of Xi and Putin’s upcoming meetings. According to Kremlin spokesperson Dmitry Peskov, the two presidents will begin Monday with a one-on-one meeting, followed by a “informal lunch,” with discussions scheduled for Tuesday.

Yuri Ushakov, the Russian president’s foreign affairs advisor, also stated that Putin and Xi will sign agreements attesting to stronger ties between the two countries and will discuss the Ukrainian conflict.

“Moscow highly appreciates the balanced position of the Chinese leadership,” Ushakov told Russian state media outlet TASS.

“Russia and China are satisfied with the highest level of relations that continue to develop, Xi Jinping’s visit to Moscow will give them a new impetus,” he added.

Taiwan’s former President Ma Ying-jeou will visit mainland China next week, making him the first former Taiwanese leader to do so since the Chinese Civil War ended in 1949.

Ma, a senior member of Taiwan’s Kuomintang (KMT) opposition party, will visit mainland China between March 27 and April 7, according to a statement issued by his foundation on Sunday.

According to the foundation, he will pay his respects to his ancestors in southern Hunan province and lead a group of Taiwanese students to connect with peers from mainland China in a number of locations.

While the trip is purportedly private, it is rich in historical meaning and comes at a time when tensions over Taiwan’s future are rising.

China’s governing Communist Party has never ruled Taiwan, but it claims the self-governed island democracy as its own and has repeatedly refused to rule out a military takeover.

At the end of the Chinese Civil War, Mao Zedong’s Communist Party took control of mainland China, while the Kuomintang, led by Chiang Kai-shek, fled to Taiwan, with both sides claiming to be the legitimate representative of China for the next several decades, until Taiwan’s transition to democracy in the 1990s.

Nonetheless, connections between Beijing and the KMT have been increasingly close in recent decades, reaching a pinnacle under Ma’s presidency.

Ma was Taiwan’s president from 2008 to 2016, during which time he strengthened economic connections between China and the democratically run island while resisting Beijing’s desire for reunification.

Protests and a significant voter reaction erupted in response to his perceived closeness to Beijing, notably on the economic front.

The KMT has lost the previous two elections to the Democratic Progressive Party (DPP), which is far more critical of Beijing and opposes the implicit agreement that all sides recognise they are part of “one China,” but with differing views of what that implies.

After the DPP assumed office in 2016, China’s leader, Xi Jinping, has increased economic, political, and military pressure on Taiwan.

Ma’s historic journey comes amid a tense geopolitical background, as Taiwan and the US step up efforts to challenge China’s rising military capabilities.

His visit will also take place at a politically difficult moment. Taiwanese President Tsai Ing-wen will soon visit the United States on her way to diplomatic allies in South America, according to an official from Taiwan’s Overseas Community Affairs Council who spoke to parliamentarians earlier this month. US House Speaker Kevin McCarthy has also stated that he intends to meet with her when she is in the country.

Taiwan’s next presidential election is slated for January of next year. Tsai is not a re-election candidate.

Fears of a Chinese invasion have hung over Taiwan for more than seven decades, but they have been heightened by Xi’s growing aggression as well as Russia’s invasion of Ukraine.

The KMT has always refused to be labelled as a “pro-Beijing” party. Yet, its leaders, particularly Ma, have frequently emphasised the need of improving relationships.

Last month, KMT deputy chairman Andrew Hsia travelled to Beijing to meet with senior Communist Party leader Wang Huning.

China, on the other hand, has cut off formal communication with Taiwan’s Tsai administration.

Thailand dissolves parliament  for crucial elections in May

Thailand‘s parliament was dissolved on Monday to pave the way for a May election, which would reignite a long-running power battle between a military-backed establishment and a political movement that has dominated elections for two decades.

The Royal Gazette said that King Maha Vajiralongkorn had approved a proclamation dissolving parliament, which would be followed by an election 45 to 60 days later.

No election date has been set, but two sources with knowledge of the situation told sources earlier on Monday that the poll would take place on May 14.

“This is a return of political decision-making power to the people swiftly to continue democratic government with the King as head of state,” said the decree published on Monday.

The election puts the billionaire Shinawatra family and its business friends against competing parties and politicians from the royalist military and old-money conservatives.

With populist policies aimed at Thailand’s working classes, the Shinawatra family-controlled parties have won every election since 2001, including twice by landslides, yet three of their governments have been deposed in military coups or by court judgments.

According to the government’s plan, the May election will pick members of parliament, who, along with the Senate, will select a prime minister by the end of July, with a cabinet established by early August.

In opinion polls, the main opposition Pheu Thai party’s Paetongtarn Shinawatra is the frontrunner for prime minister, with her support soaring 10 points to 38.2% in a poll released over the weekend, more than doubling the support of her nearest rival.

Incumbent Prayuth Chan-ocha, who has been in power since his coup against Paetongtarn’s aunt, Yingluck Shinawatra, has been trailing in polls and was ranked third in the recent National Institute of Development Administration survey (NIDA).

Prayuth will serve as the leader of a caretaker administration until the election.

“I’m glad I’ve built something good, generated revenue for the country, built industry. There has been a lot of investment,” Prayuth, 68, told a news conference after the dissolution.

“You have to ask the people if they are satisfied or not … I have done a lot in the many years that have passed.”

According to the NIDA poll of 2,000 people, 50% of respondents would choose candidates from Pheu Thai.

Paetongtarn declared on Friday that she was certain of winning by a landslide, hoping to avoid any political maneuvering against her party, which has twice been driven from power by judicial judgments and military coups.

China warns against travelling out of Central African Republic capital

The Chinese embassy in the Central African Republic has advised its residents to avoid traveling outside the capital, Bangui, following reports that nine Chinese nationals were killed in a terrorist attack at a gold mine outside the city.

The embassy claimed in a statement on Sunday that there had been many “vicious” security events against foreign mining workers in the area, and China residents who remained outside Bangui were asked to leave immediately.

According to the sources, armed men killed nine Chinese nationals in an attack on a Gold Coast Group mine 25 kilometers (15 miles) from the town of Bambari on Sunday.

“We have counted nine bodies and two wounded,” the mayor of Bambari, Abel Matchipata, told sources. The attack happened around 5 a.m. (0300 GMT), he added.

‘Severe punishment’

According to authorities, a security source confirmed the death toll and nationalities of the victims.

According to the Chinese foreign ministry, Chinese President Xi Jinping has called for “severe punishment” of the criminals in accordance with the law, and has stated that the protection of Chinese citizens must be safeguarded.

Given the security dangers, the Chinese embassy advised Chinese institutions and residents not to travel outside of Bangui and, in the event of an emergency, to call the embassy for consular assistance.

Holland once revealed that he mistakenly ghosted RDJ, and that when he wrote back to apologise, he did not hear from him for a long time. It terrified the very daylights out of him.

In a 2019 interview with Seth Meyers on Late Night, Tom described his terrifying experience of mistakenly ghosting RDJ and thinking his relationship with the older actor was ended.

Macron faces no-confidence votes in the wake of hated pension reforms

On Monday, French President Emmanuel Macron will face no-confidence votes after his plan to impose unpopular pension reforms provoked nationwide protests and opposition from parliamentarians.

Macron’s government is likely to survive, despite mounting opposition to the measures.

On Thursday, the French government invoked special constitutional powers to push through the contentious legislation raising the retirement age for most workers from 62 to 64.

French parliamentarians filed two motions of no-confidence against the Prime Minister on Friday, one from a coalition of tiny parties and one from the far-right National Rally party.

To be successful, the majority of current parliamentarians (287 in all) must vote in favor.+

If the petition is successful, French Prime Minister Elisabeth Borne will be forced to resign, and the pension reform law will be rejected. This would give French President Emmanuel Macron the choice of replacing the Prime Minister or dissolving parliament.

The attempt to depose Macron’s government is seen unlikely to succeed because the pension reforms have the support of the Republican party, making it more difficult for the other opposition parties to obtain the absolute majority required.

“There will be no majority for these votes of no confidence. Responsibly, we do not want to add chaos to chaos and let our country sink into disorder,” the leader of the Republican group Eric Ciotti tweeted.

Finance Minister Bruno Le Maire also downplayed suggestions that the vote might be successful.

“There will be no majority to bring the government down, but it will be a moment of truth,” Le Maire told the sources.

“I understand our countrymen’s fears and anxieties, but we will definitely not improve things by denying economic reality,” he added.

France, which has one of the lowest retirement ages in the industrialized world, yet spends more on pensions than most other countries, at roughly 14% of GDP, according to the Organization for Economic Cooperation.

The government claims that the current system, which relies on the working population to fund an aging population of pensioners, is no longer fit for purpose.

Yet, the protests targeted not just the pension reform, but also the constitutional power employed to compel it.

In the absence of a majority in parliament, Macron used Article 49.3, which allowed his government to get the law through the National Assembly without a vote.

Protesters and MPs have widely denounced the decision as undemocratic.

“We are facing a president who makes use of a permanent coup d’état,” Olivier Faure, leader of the French Socialist Party, told local media Thursday.

According to the Interior Ministry, 169 people were detained during Saturday’s protests around France.

Unions have called for statewide strikes and protests on Thursday in the hopes of bringing the country to a halt.

North Korea must be ready to launch nuclear counter-attacks at any time to avert war, North Korean leader Kim Jong Un said on Monday, accusing the US and South Korea of escalating joint military manoeuvres along the country’s border.

Kim’s words came after a weekend of “guiding” joint tactical drills of operational units simulating a nuclear counterattack against North Korea’s foes, which he described as “greatly improving the actual fighting capacity of the units,” according to the sources.

State media said a North Korean ballistic missile equipped with a mock nuclear warhead that was launched on Sunday flew about 800 kilometers (500 miles) before hitting a target at an altitude of 800 meters (0.5 miles) under the scenario of a tactical nuclear attack.

The drills allowed North Korean troops to become “familiar with any unexpected circumstances and make them more perfectly prepared in their active posture of making an immediate and overwhelming nuclear counterattack [at] anytime,” sources quoted Kim as saying.

Kim, who appeared in state-run media images alongside his daughter, Kim Ju Ae, said it was “very important to continuously organize and conduct such drills under the simulated conditions of an actual war.”

Ju Ae, who is thought to be around 9 years old, has been spotted numerous times with her father at missile launches in recent months.

Since Kim Il Sung’s foundation in 1948, North Korea has been administered as a hereditary dictatorship. Kim Jong Il, his son, seized command after his father died in 1994. After Kim Jong Il died, Kim Jong Un ascended to power.

North Korea revealed their nuclear retaliation simulation on the same day that US strategic bombers took part in joint air drills with South Korean forces as part of “Freedom Shield,” the two nations’ greatest combined military exercises.

The collaborative exercises included US B-1B strategic bombers, South Korean Air Force F-35A stealth aircraft, and US Air Force F-16 fighters.

In response to the combined US-South Korean war drills, North Korea increased missile launches, firing submarine missiles ahead of the exercises.

Kim accused the US and South Korea of expanding joint military drills involving American nuclear assets and claimed that his adversaries’ moves towards aggression are becoming “ever more pronounced,” prompting his call for North Korea to “increase its nuclear war deterrence exponentially,” according to sources.

North Korea’s two-day nuclear counterattack drill was divided into two parts: one for managing the nuclear strike control system, which included training to assume a “nuclear counterattack posture,” and another for “launching tactical ballistic missile tipped with a mock nuclear warhead,” according to sources.

“The drill marked an important occasion in preparing our nuclear combat force to rapidly and accurately perform its crucial mission of war deterrence and securing war initiative any moment and under any unexpected circumstances,” state media quoted Kim as saying.

Kim Dong-yub, a professor at the University of North Korean Studies and former South Korean navy commander, said North Korea’s latest exercises appeared to be “quite specific and sophisticated” compared to the spate of tests it conducted in September and October last year.

“This shows that North Korea is developing its nuclear strategy, nuclear operation doctrine, and nuclear command system,” he said.

India blocks internet access to 27 million people as Punjab police hunt Sikh separatists

Indian authorities have restricted internet connection for roughly 27 million people in the state of Punjab for the third day in a row, one of the country’s most widespread blackouts in recent years, while police hunt for a fugitive Sikh separatist.

On Saturday, the Punjab government ordered a 24-hour internet restriction as authorities launched an operation to apprehend Amritpal Singh, a popular leader in the separatist Khalistan movement that aspires to establish a sovereign state for Sikhs.

The administration extended the internet shutdown, which affects everyone in the northern Indian state, to midday Monday under a rule that enables the connection to be interrupted to “prevent any incitement to violence and any disturbance of peace and public order.”

Maintaining law and order

Punjab police have justified the internet shutdown as a method of maintaining law and order and preventing the spread of “fake news.”

Hundreds of Singh fans, some brandishing swords and weapons, were seen strolling through the streets of Punjab in dramatic scenes captured on film and shown on local media. In order to maintain peace and order, police and paramilitary personnel were deployed across many districts in the state.

At least 112 people have been arrested, Punjab police reported Sunday, while Singh remains on the run.

For decades, some Sikhs have advocated for the creation of an independent nation called Khalistan in the state of Punjab for adherents of the minority faith. Several lives have been lost in violent battles between adherents of the movement and the Indian government over the years.

The violence peaked in June 1984, when the Indian army attacked the Golden Temple in Amritsar, Sikhism’s holiest shrine, to apprehend armed separatists, killing hundreds and razing much of the structure. The carnage enraged the Sikh community, and Indira Gandhi, who had ordered the operation, was slain by her Sikh bodyguards in the aftermath.

The Khalistan movement is illegal and considered a serious national security danger by the Indian government, yet it retains some support among Sikhs both in India and abroad.

In a statement Sunday, the World Sikh Organization of Canada (WSO) condemned the “draconian” operation to arrest Singh and said it feared “Singh’s detention may be used to orchestrate a false encounter and facilitate his extrajudicial murder.”

Several of Singh’s followers defaced the Indian High Commission in London over the weekend, leading UK authorities to denounce the crime.

Alex Ellis, the British High Commissioner to India, branded the actions “disgraceful” and “totally unacceptable.”

The Indian Ministry of Foreign Affairs said late Sunday that it is “anticipated that the UK government will take immediate action to identify, arrest, and prosecute” individuals involved in the event.

“There is no place in our city for this kind of behaviour. An investigation has been launched by the Met into today’s events,” London mayor Sadiq Khan tweeted Sunday.

India’s internet cuts

Internet outages have become more regular in India, which has over 800 million internet users and is the world’s second biggest digital population, after only China.

According to a report released earlier this month by Access Now, a New York-based advocacy group that analyses internet freedom, India implemented 84 internet shutdowns in 2022, marking the sixth year in a row that the world’s largest democracy of more than 1.3 billion people topped the global list.

The disruptions “impacted the daily lives of millions of people for hundreds of hours,” the report said.

The internet has become a key social and economic lifeline for huge segments of the population, connecting the country’s isolated rural areas with its expanding cities.

The administration has regularly attempted to justify limiting internet access by citing public safety concerns about mob violence. Yet, critics argue the shutdowns are just another blow to the country’s commitment to free expression and information access.

Xi goes on “friendship journey” to Russia just days after Putin charged with war crimes

For Chinese President Xi Jinping, this week’s high-profile state visit to Russia and meeting with President Vladimir Putin is an opportune opportunity to highlight China’s growing diplomatic power in the global arena, as well as its goal to challenge the US-led global order.

Yet the optics of the visit will be entirely different in many Western capitals: two autocrats who have long regarded themselves as firm pals shaking hands and banqueting while Europe burns.

Beijing has framed the visit as a “journey of peace,” with Xi expected to “play a constructive role in promoting peace talks” over Ukraine’s conflict.

It also comes just days after China achieved a big diplomatic win by mediating an unexpected thaw between Saudi Arabia and Iran, assisting the two archrivals in resuming diplomatic relations.

Yet, only hours after Xi’s trip was announced on Friday, the International Criminal Court (ICC) issued an arrest warrant for Putin, charging him with war crimes in connection with Moscow’s forceful deportation of Ukrainian children.

China’s top leader will now dine with a suspected war criminal he has referred to as a “best friend,” reaffirming his “no limits” friendship with a worldwide pariah whose violent invasion has killed tens of thousands and wrought havoc on the global economy.

For the United States and much of Europe, Xi’s visit is a striking display of support for Putin, who is more isolated at a time when his military is running out of supplies and Russia’s economy is faltering as a result of Western sanctions.

Western officials have expressed alarm in recent weeks that China is considering offering lethal support to Russia’s military. Beijing has refuted the charge, accusing the US of prolonging the conflict by “adding fuel” to the battlefield and giving weaponry to Ukraine.

At Xi’s meeting with Putin, American officials said they would be looking for signals that China is moving forward with selling weapons to Russia.

Ukraine is also keeping a careful eye on everything.

“We really hope that China will not become an accomplice in this horrific war,” Oksana Markarova, Ukraine’s ambassador to Washington, told sources.

“It’s going to be a meeting with a person who’s officially suspected by the International Criminal Court.”

Diplomatic tightrope

In Moscow, Xi will walk a diplomatic tightrope, attempting to cast China as an impartial peace broker while boosting ties with Russia without further antagonizing Europe – a key trading partner Beijing has hoped to lure away from the US.

In a signed article published in Russian state media Monday, Xi framed his upcoming visit as “a journey of friendship, cooperation, and peace,” vowing to open “a new chapter” of bilateral relations.

He also claimed China has “all along upheld an objective and impartial position” on Ukraine and “actively promoted peace talks.”

The People’s Daily, the official mouthpiece of the Chinese Communist Party, released a letter from Putin the same day, full of adulation for “Comrade Xi” and his belief that Western countries will one day invade China.

“It is crystal clear that NATO is striving for a global reach of activities and seeking to penetrate the Asia-Pacific,” Putin wrote.

Brian Hart, a fellow with the China Power Project at the Center for Strategic and International Studies, said Xi is “hoping to use this trip to cast himself as a statesman and to portray China as a major global power and peacekeeper capable of shaping global events.”

The timing of the long-awaited encounter is no coincidence, he added, because it allows the Chinese leader to leverage the momentum of Beijing’s recent diplomatic victory in the Middle East to dictate – or appear to shape – the direction of the Ukrainian war.

“But the war will be a much taller task. The key question is whether, and to what extent, Xi tries to use his leverage to shape Russia’s behavior in the war going forward,” Hart said.

“So far, we have not seen Xi take tangible steps to try to bring the war to an end.”

Lopsided diplomacy

Notwithstanding its claims of neutrality and calls for peace talks, Beijing has provided Moscow with critical diplomatic and economic assistance throughout the invasion.

China has mimicked Russian propaganda, blamed the West for inciting the Ukrainian war, and has frequently sided with Russia in preventing international action against Moscow for the invasion.

It has strengthened trading ties with its northern neighbor, purchasing large amounts of oil and energy gas at reduced costs and contributing to Putin’s war budget.

The People’s Liberation Army of China has also continued joint military exercises with the Russian military.

The Russian defense ministry said days before the visit that Russia, China, and Iran had concluded three-way naval maneuvers in the Arabian Sea, delivering a striking message of defiance to the Western alliance.

Beijing’s skewed posture is also visible in its diplomatic dealings with Moscow in Ukraine, an asymmetry emphasized by Xi’s visit to Russia.

China’s Foreign Ministers have only met with their Ukrainian colleagues five times since the war began, according to Hart’s count.

In comparison, Chinese authorities have met with Russian officials 29 times, including Xi, his top diplomats, and other senior leaders.

Xi has talked with Putin four times since the invasion, including a face-to-face meeting last September at a regional summit in Central Asia.

But he has yet to hold a single phone call with Ukrainian President Volodymyr Zelenskyy.

Promote peace talks

The Chinese leader’s long-awaited journey to Moscow comes on the heels of the release of China’s position paper on a “political conclusion” to the war, an attempt by Beijing to strengthen its credentials as a prospective peace broker.

However, the plan received only a lukewarm response from Moscow and Kyiv, and it was heavily criticized by Western authorities for being devoid of substance and failing to recognize Russia’s violation of Ukraine’s sovereignty.

For the time being, American and European officials remain skeptical of Beijing’s self-proclaimed role as a peace mediator.

According to John Kirby, a spokesman for the White House National Security Council, any framework supplied by Beijing would be “one-sided and reflect only the Russian perspective.”

“A ceasefire now is effectively the ratification of the Russian conquest,” he said.

“Russia would be free to use a ceasefire to only further entrench their positions in Ukraine to rebuild, refit and refresh their forces so that they can restart attacks on Ukraine at a time of their choosing.”

Brian Hart, the expert at CSIS, said Xi’s visit is unlikely to have any drastic impact on the course of the Ukraine war.

“Neither Moscow nor Kyiv appears ready to make the concessions needed to bring the war to an end, and that is not something Beijing can fundamentally change,” he said.

“Beijing might be able to pressure Putin to make some actions that impact the war on the margins, but so far that has not happened.”

He was arrested on Monday in remote New South Wales (NSW) and will appear in court on Tuesday. Mr Schulz is the individual referred to as Soldier C in a 2020 ABC Four Corners documentary uncovering alleged war crimes.

In 2012, the footage shows Soldier C shooting an Afghan guy in a wheat field in Uruzgan Province, southern Afghanistan.

The investigation was conducted by the Office of the Special Investigator (OSI), a body established to look into alleged war crimes following a four-year probe led by Army Reserve major general and NSW Supreme Court judge Paul Brereton.

The Brereton Report, published in 2020, found “credible evidence” that Australian special soldiers unlawfully killed 39 Afghan civilians during the Afghan conflict.

It stated that authorities should examine 19 current or former special forces personnel for killings of “prisoners, farmers, or civilians” between 2009 and 2013.

This is considered to be the first arrest related to the investigation.

The Australian Defence Force blamed the crimes on an unregulated “warrior culture” among some personnel at the time.

South African anti-corruption investigator assassinated

A South African accountant and his son were killed while investigating high-level corruption crimes.

Cloete Murray, 50, was the liquidator for Bosasa, a corporation embroiled in a slew of government contracting scandals.

He also served as a liquidator for companies tied to the rich Gupta brothers, who deny any wrongdoing.

Authorities will investigate whether there is a connection between Mr. Murray’s death and these corruption probes.

On Saturday, Mr. Murray was shot by unknown assailants while driving in Johannesburg with his 28-year-old son Thomas, a legal adviser.

His kid died at the scene, while Mr. Murray was transported to the hospital and eventually died from his injuries, according to local media and a police spokesperson.

According to South African media, the couple was driving their white Toyota Prado toward their home in Pretoria.

Mr. Murray’s responsibility as a court-appointed company liquidator was to investigate the accounts of failed businesses, collect assets, and report any illegal activity.

Bosasa, a government contractor specializing in prison services, was one of the companies.

The landmark Zondo committee investigating corruption concluded that the firm bought politicians and government officials extensively to obtain government contracts during Jacob Zuma’s nine-year administration, from 2009 to 2018.

Mr. Zuma has refused to cooperate with the investigation but has denied all allegations of wrongdoing.

In 2018, current South African President Cyril Ramaphosa stated that he will refund Bosasa’s $35,000 (£27,300) gift.

An anti-corruption investigation determined he lied to parliament about the donation, but the country’s High Court overturned that verdict.

Mr. Ramaphosa has also been accused of corruption, which he rejects.

Bosasa went into voluntary liquidation when its bank accounts were closed.

Mr. Murray was also a liquidator for companies associated with the Gupta brothers. The Zondo commission determined that the brothers – Ajay, Rajesh, and Atul – sought to influence political and economic decisions during Mr. Zuma’s administration in a practice known as “state capture”.

The Guptas relocated from India to South Africa in 1993, where they established a diverse portfolio of businesses that had lucrative contracts with South African government agencies and state-owned enterprises.

South African authorities are currently attempting to extradite the Gupta brothers from the UAE, where they have been detained, to stand trial.

They have refuted allegations that they paid monetary bribes to obtain contracts.

Menindee: Australia starts cleaning up after widespread fish deaths

An emergency hub has been set up in the town of Menindee in western NSW to coordinate the response and monitor water quality.

Describing the operation as “very challenging and significant”, NSW Police Commander Brett Greentree said the event was “unprecedented in terms of the millions of fish which have died.”

“Our purpose is making sure Menindee has clean water supply… I’m comfortable we’re in a good spot regards to water quality at the moment,” he told reporters.

Commander Greentree said contractors with specialized skills would use “a netting procedure” to remove the fish.

“But I need to be very upfront with the community and say ‘will every fish be removed?’ I don’t think so, from the information I’ve had,” he added.

Local resident Graeme Crabb commented on Facebook, “the worst is still coming,” after posting a video of rotting fish filling the riverbank.

Temperatures in the area surpassed 40 degrees Celsius (104 degrees Fahrenheit) during the weekend.

Meanwhile, volunteers from the conservation charity OzFish have launched a search and rescue effort to recover as many remaining native fish as possible from the river.

Braeden Lampard, who described the smell as “putrid,” told the Australian Broadcasting Corporation that his crew was transporting rescued fish to a holding tank.

He calculated that 85% of the dead fish were native species like Bony Bream and Golden Perch, with the remainder being non-native sorts like carp.

The majority of the floating remains, according to Cassie Price, OzFish’s director of programs, will sink to the river bed within 48 hours.

“It would be pretty unlikely to get most of [fish] biomass out of the river. It will sink down, which will cause a bit of a nutrient spike, which is not good for the water quality either,” she told the sources.

“It’s likely to cause algal blooms, which will cause more issues for a while,” she added.

According to investigators, the deaths were caused by hypoxic blackwater, a naturally occurring phenomenon that creates extremely low oxygen levels.

State government authorities stated that they were releasing higher quality water to increase dissolved oxygen levels and that they would collaborate with federal agencies to determine the root reason.

The new incident follows a major fish die-off in the same location in 2018 under similar conditions.

The Murray-Darling Basin, Australia’s largest river system, includes the Darling-Baaka River.

In recent years, its environment has been stressed by drought and excessive human use, and last year brought major floods as a result of heavy rainfall and storms.

The latest die-off was compounded by “significantly increased numbers of fish in the system” as floodwaters receded, according to authorities.

Iran’s President Raisi invited to visit Saudi Arabia, Tehran says

The recent history of the Middle East has been dominated by antagonism between the two states.

China mediated the thaw, which has the potential to change the region’s geopolitics.

A senior Iranian official, Mohammad Jamshidi, tweeted about the offer to visit the Saudi capital, Riyadh, adding Mr. Raisi had welcomed it and “stressed Iran’s readiness to expand cooperation”.

Separately, Iran’s Foreign Minister Hossein Amir-Abdollahian informed reporters that the two countries had agreed to conduct a meeting at the level of foreign ministers, with three possible locations mentioned.

Since then, tensions have been high between the Sunni- and Shia-led neighbors, with each seeing the other as a menacing entity seeking regional control.

They have been on opposing sides in various regional crises, notably Syria and Yemen’s civil wars.

Mr. Amir-Abdollahian also expressed confidence that steps would be taken to repair relations with Bahrain, a strong Saudi ally that, like Riyadh, severed diplomatic ties with Tehran in 2016.

“We hope that some obstacles will be removed between Iran and Bahrain, and we will take basic steps to reopen the embassies,” he said.

Bahrain has not replied to the remarks but has previously supported the Iran-Saudi deal to restore diplomatic relations.

Iran has also stated a willingness to reestablish or enhance relations with other regional Arab adversaries, such as Jordan and the UAE.
