South African anti-corruption investigator assassinated

A South African accountant and his son were killed while investigating high-level corruption crimes.

Cloete Murray, 50, was the liquidator for Bosasa, a corporation embroiled in a slew of government contracting scandals.

He also served as a liquidator for companies tied to the rich Gupta brothers, who deny any wrongdoing.

Authorities will investigate whether there is a connection between Mr. Murray’s death and these corruption probes.

On Saturday, Mr. Murray was shot by unknown assailants while driving in Johannesburg with his 28-year-old son Thomas, a legal adviser.

His kid died at the scene, while Mr. Murray was transported to the hospital and eventually died from his injuries, according to local media and a police spokesperson.

According to South African media, the couple was driving their white Toyota Prado toward their home in Pretoria.

Mr. Murray’s responsibility as a court-appointed company liquidator was to investigate the accounts of failed businesses, collect assets, and report any illegal activity.

Bosasa, a government contractor specializing in prison services, was one of the companies.

The landmark Zondo committee investigating corruption concluded that the firm bought politicians and government officials extensively to obtain government contracts during Jacob Zuma’s nine-year administration, from 2009 to 2018.

Mr. Zuma has refused to cooperate with the investigation but has denied all allegations of wrongdoing.

In 2018, current South African President Cyril Ramaphosa stated that he will refund Bosasa’s $35,000 (£27,300) gift.

An anti-corruption investigation determined he lied to parliament about the donation, but the country’s High Court overturned that verdict.

Mr. Ramaphosa has also been accused of corruption, which he rejects.

Bosasa went into voluntary liquidation when its bank accounts were closed.

Mr. Murray was also a liquidator for companies associated with the Gupta brothers. The Zondo commission determined that the brothers – Ajay, Rajesh, and Atul – sought to influence political and economic decisions during Mr. Zuma’s administration in a practice known as “state capture”.

The Guptas relocated from India to South Africa in 1993, where they established a diverse portfolio of businesses that had lucrative contracts with South African government agencies and state-owned enterprises.

South African authorities are currently attempting to extradite the Gupta brothers from the UAE, where they have been detained, to stand trial.

They have refuted allegations that they paid monetary bribes to obtain contracts.

UN torture prevention body terminates visit to Australia

GENEVA – The United Nations Subcommittee on the Prevention of Torture (SPT) concluded its most recent session with a decision to cancel its suspended visit to Australia and confirmations of visits to South Africa, Kazakhstan, and Madagascar in the first half of this year, as well as Croatia, Georgia, Guatemala, the State of Palestine, and the Philippines in the second half of 2023.

Due to challenges in carrying out its mission under the Optional Protocol to the Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, the Subcommittee decided to conclude its visit to Australia, which had been suspended on 23 October last year (OPCAT). In order to resume its visit, the Subcommittee required a variety of assurances from the State Party. Nevertheless, some of the needed promises were not provided, and the Subcommittee could not ascertain that it would be able to resume its visit in a reasonable timeframe.

“Despite the good cooperation the Subcommittee has with the Australian Federal Authorities following our initial mission, there is no alternative but to terminate the visit as the issue of unrestricted access to all places of deprivation of liberty in two states has not yet been resolved,” said Suzanne Jabbour, the newly re-elected Chairperson of the SPT.

“Nevertheless, a report based on what the SPT observed during its October visit before the suspension will be shared with the State party as soon as possible. It will enable ongoing communication with the Australian Government,” she added.

The SPT also finalized plans to visit South Africa, Kazakhstan, and Madagascar in 2023, as well as Croatia, Georgia, Guatemala, the State of Palestine, and the Philippines.

In each country visit, the SPT will engage with public authorities responsible for the prevention of torture and ill-treatment, as well as assist the country’s independent torture prevention watchdog, formally known as the National Prevention Mechanism (NPM), where relevant.

In addition, the SPT has decided to hold a public consultation on its first general remark, a legal guide on the concept of locations of deprivation of liberty. In preparation for the public discussion at its June meeting, the SPT will publish its initial draught in three working languages to solicit feedback from all stakeholders.

“This is an important development, and we call on all interested parties to provide input to enrich the draft,” said Jabbour.

In addition, the Subcommittee held an event to celebrate the 20th anniversary of the adoption of the OPCAT and the 15th anniversary of the SPT with States Parties, NPMs, other UN agencies, and other concerned parties.

According to Ebba Kalondo, the spokesperson for the African Union’s commission chairman, the diplomat was removed because she was not the fully accredited Israeli ambassador to Ethiopia, as expected.

But Israel blamed the event on South Africa and Algeria, two crucial nations in the 55-country bloc, saying they were holding the AU hostage and were driven by “hate”.

The charge d’affaires at South Africa’s embassy would be called for a reprimand, according to Israel’s Foreign Ministry.

“The attempt to cancel Israel’s observer status has no basis in the organization’s laws,” the ministry said.

South Africa denied the assertion, claiming that the AU had not yet ruled on Israel’s application for observer status.

“Until the AU takes a decision on whether to grant Israel observer status, you cannot have the country sitting and observing,” Clayson Monyela, head of the public diplomacy in South Africa’s department of international relations.

“So, it’s not about South Africa or Algeria, it’s an issue of principle.”

South Africa’s ruling party has always been an outspoken backer of the Palestinian cause.

The Algerian delegation at the meeting did not respond quickly.

Cheetahs are being airlifted to India as part of an effort to resurrect the species

New Delhi: Twelve cheetahs have arrived in India as part of efforts to bring the species back from extinction after decades in the country.

The South African feline predators were flown in from Johannesburg on Saturday, according to the Indian Air Force.

The cheetahs will next be carried by helicopters from the India Air Force to their final destination, the Kuno National Park in central Madhya Pradesh state, and released. They will be joined by eight cheetahs who were moved from Namibia in September of last year.

According to a joint statement from India’s Ministry of Environment, Forest and Climate Change and South Africa‘s Department of Forestry, Fisheries and the Environment, the cheetahs are part of an endeavor by India and South Africa to reintroduce the cheetah in India.

The program would “expand the cheetah meta-population and return cheetahs to a former range state following their local extinction due to overhunting and habitat loss over the last century,” according to the announcement.

Cheetahs were declared extinct in India in 1952, according to the report.

According to the statement, the 12 cheetahs are all “wild-born” and are familiar with their natural predators. Cheetahs are preyed upon by other big cats and eagles.

JOHANNESBURG – After months of political maneuvering and legal battles to control South Africa‘s business capital, a councilor from a small Muslim party was elected mayor of Johannesburg on Friday.

The city council elected Thapelo Amad of the Al Jama-ah party to replace mayor Mpho Phalatse, a member of South Africa’s largest opposition party, the Democratic Alliance (DA).

Amad, 41, described himself as “humbled” and “overwhelmed” to be the country’s first Muslim mayor.

“It makes South African history,” he told the council after the vote.

He vowed to prioritize the fight against corruption.

Amad was elected with the backing of the ruling African National Congress (ANC), which holds the majority of council seats but fell short of an outright majority in the 2021 municipal elections.

Amad’s appointment was unexpected, given that Al Jama-ah holds only three of the council’s 270 seats, and comes after months of coalition wrangling.

His predecessor, Phalatse, 45, was deposed in a no-confidence vote earlier this week.

It was the third no-confidence vote the outgoing mayor had faced since September, when she was ousted after her coalition fell apart, only to be reinstated by the courts.

After the ANC lost local elections in its worst showing since the advent of democracy in 1994, Phalatse became the first black woman to lead South Africa’s central economic hub in 2021.

A Russian warship armed with new-generation hypersonic cruise weaponry will take part in joint exercises with the navies of China and South Africa in February.

It was the first public mention of the frigate “Admiral of the Fleet of the Soviet Union Gorshkov,” which is armed with Zircon missiles, taking part.

According to Russia, the missiles travel at nine times the speed of sound and have a range of more than 1,000 km (620 miles). They are the centerpiece of its hypersonic arsenal, along with the Avangard glide vehicle, which entered combat service in 2019.

“‘Admiral Gorshkov’… will go to the logistic support point in Tartus, Syria, and then participate in joint naval exercises with the Chinese and South African navies.”

The South African National Defense Force said on Thursday that the drills, which will take place near the port cities of Durban and Richards Bay from February 17 to 27, aim to “strengthen the already flourishing relations between South Africa, Russia, and China.”

The exercise will be the second involving the three South African countries, following a drill in 2019, according to the defense force.

This month, the “Gorshkov” conducted training in the Norwegian Sea after President Vladimir Putin dispatched it to the Atlantic Ocean to send a message to the West that Russia would not back down in the Ukraine conflict.

China, Russia, and the United States are racing to develop hypersonic weapons, which are seen as a way to gain an advantage over any adversary due to their faster-than-sound speeds and difficulty in detection.
