People with mental disorders can now have bank accounts

State Bank of Pakistan (SBP)

KARACHI: The central bank has allowed people with mental disorders to open a bank account through a well-defined process, a statement issued by the bank said on Tuesday.

The State Bank of Pakistan (SBP) said that the process has been devised after a thorough consultation with the stakeholders.

“Now, for the first time in Pakistan, mentally disordered persons will be able to open a bank account under a new category of customer account namely, ‘Mentally disordered person account’ introduced by the SBP in its AML/CFT/CPF regulations,” it said.

The central bank has advised all banks to facilitate mentally disordered persons by allowing them to open and maintain a bank account with the help of a court-appointed manager as per the applicable laws related to mental health.

The account opening process will include the presentation of valid identity documents and biometric verification of mentally disordered persons and court-appointed managers by the National Database and Regulatory Authority (Nadra).

Moreover, the bank will verify a certified true copy of the court order to ensure the authenticity of the appointed manager.

All CDD requirements should be completed for both the persons to meet AML/CFT/CPF regulations, it said.

Earlier, the SBP had taken several measures and initiatives in consultation with the banking industry for the persons with disabilities such as giving special consideration for their employment and improvement in the accessibility infrastructure such as ramps and wheelchair facilities in their branches.

The SBP has also made available subsidized financial facilities and credit guarantee schemes for differently-abled persons. All these measures are being undertaken under a broader objective of improving financial inclusion in the country.

The SBP’s current step along with a new comprehensive financial inclusion policy for persons with disabilities, to be unveiled shortly, will pave the way for universal financial inclusion, including those of the marginalized segments, the statement added.

A new study led by Mount Sinai’s Icahn School of Medicine is the first to show a dietary-genetic interaction in glaucoma. according to the study’s findings. 

Caffeine consumption may be reduced in patients with a strong family history of glaucoma.

Caffeine consumption should be limited on a daily basis, according to a new study, because it increases the risk of glaucoma more than threefold in people who have a genetic predisposition to high eye pressure.

The study’s findings were published in the journal ‘Ophthalmology.’

The research led by the Icahn School of Medicine at Mount Sinai is the first to demonstrate a dietary-genetic interaction in glaucoma. The study results may suggest patients with a strong family history of glaucoma should cut down on caffeine intake.

The study is important because glaucoma is the leading cause of blindness in the United States. It looks at the impact of caffeine intake on glaucoma, and intraocular pressure (IOP) which is pressure inside the eye.

Elevated IOP is an integrated risk factor for glaucoma, although other factors do contribute to this condition. With glaucoma, patients typically experience few or no symptoms until the disease progresses and they have vision loss.

He concluded, “It was quite alarming as I haven’t seen that much of the dew in Dubai and Abu Dhabi. It’s very complicated and we will sit and wait after viewing the first game [of PSL 6 remainder],”

Aman made 47 caps in one minute, however, Noman successfully made a record by making 52 caps in one minute.

The Guinness Book of World Records confirmed it by sending an email.

Even before this, he has broken various records and entered his name in the Guinness Book.

Earlier, Irfan Mehsood breaks the Record for most push-ups in one minute carrying a 100lb pack.

He said in an interview, “I have been practicing wushu since 2005 and has now earned his third dan as a black belt. Through seeing videos of record holders and reading several editions of the Guinness World Records book, I started to get inspired and worked towards record titles of his own”.

Before this, a nine-year-old girl has made Pakistan proud for setting a new Guinness World Record for the country. The girl has set up a new record in arranging the chemical elements of the periodic table in the fastest way possible.

The new Guinness World Record holder is identified as Natalia Najam who resides in Lahore. According to details, the nine-year-old girl on July 18, 2020, had arranged all the chemical elements of the periodic chart in a time span of 2 minutes and 42 seconds.

It is a proud moment for the country as Natalia had broken the previous record of an Indian professor by just 7 seconds.

The former record-holder was an Indian economics professor Meenakshi Agrawal. She had arranged the periodic table’s elements in 2 minutes and 49 seconds.

FBR cuts sales tax on petroleum products to keep prices stable

KARACHI: The Federal Board of Revenue (FBR) on Tuesday notified a reduction in the sales tax rates on petroleum products.

The FBR issued SRO 726(I)/2021 to comply with the decision of the government for keeping the petroleum, oil lubricant (POL) prices intact by absorbing a hike in the prices through downward adjustment in the sales tax rates.

The sales tax rate on kerosene has been slashed to 10.07 percent from the earlier rate of 15.44 percent. Similarly, the sales tax rate on light diesel oil has been reduced to 3.67 percent from the previous level of 7.56 percent.

However, the sales tax rates on petrol and high-speed oil have been kept unchanged at 17 percent.

On May 31, 2021, Prime Minister Imran Khan had decided to maintain the prices of petroleum products to the level of May 17, 2021. The government has not increased the prices of petroleum products since April 16, 2021, by adjusting sales tax and petroleum levy so that there is no corresponding increase in the prices of the essential items and provide maximum relief to the common man.

From July 1, 2019, the government had imposed a flat sales tax rate of 17 percent through SRO 700(I)/2019. However, the first amendment was made through SRO 551(I)/2021 issued on May 09, 2021. The second amendment has been made with the latest notification.

SECP introduces new public-private partnership model

KARACHI: The Securities and Exchange Commission of Pakistan (SECP) has introduced a new public-private partnership (PPP) model under the Real Estate Investment Trusts (REITs), besides completely revamping the regulatory framework for the same, a statement issued by the commission said on Tuesday.

The amendments have shifted the regulatory structure from approval-based to disclosure-based issuance, reducing entry barriers for new REITs, making them competitive with the unorganized sector-led real estate projects, cutting down regulatory approvals, and attracting domestic and foreign investment into the formal real estate sector of the country.

The regulations have been finalized after extensive consultations with all the stakeholders, with a view to bringing in amendments in conformity with the domestic market conditions and in sync with globally recognized norms, it said.

The revised framework has made clear segregation between conventional and infrastructure categories, i.e., non-PPP REITs (for conventional projects) and PPP REITs (for PPP infrastructure projects).

REIT Management Companies (RMCs) may pursue developmental, rental, or hybrid options under both these classifications.

Moreover, a number of regulatory approvals and document submission requirements have been rationalized. A REIT Scheme can invest in real estate, either directly, or through the acquisition of the shareholding of the company (the SPV model) that owns the real estate.

In the SPV model, the earlier condition of transferring the title of real estate in the name of the REIT Scheme is eliminated. To speed up and simplify the process, approval of real estate is no longer required from the SECP, as the onus of evaluating the quality of real estate is placed on the RMC and the trustee.

Limits on leverage and performance fees have also been uncapped and permission has been granted to allow the use of customer advances allowed for the project-related expenses.

Also, holdings in the REIT Scheme by strategic investors and RMC have been rationalized by linking the same to initial fund size.

Further, the existing non-PPP REIT schemes are allowed to acquire additional real estate in the existing REIT schemes with the approval of the unitholders, the statement said.

The PPP REITs are allowed to partner with the government for PPP infrastructure projects. It is ensured that the REIT regulations would not create any interference with the terms of the concession agreement, the main document governing PPP infrastructure projects.

The PPP model of infrastructure REITs provides a viable solution to streamline investments for the country’s ever-growing infrastructure needs, the commission added.

On Tuesday, The federal cabinet rejected the offer of  Pakistan Television Corporation to coordinate with an Indian company to live broadcast the upcoming Pakistan-England cricket series.

Fawad Chaudhry, ‘Federal Minister for Information’ addressed a press conference after the cabinet meeting and said that the cabinet was requested to approve the partnership with Indian broadcasters (Star and Asia) who have the rights to air the match, which would enable Pakistan Television (PTV) to broadcast the cricket series between Pakistan and England which was scheduled to start from July 8.

The proposal has been rejected. Pakistan cannot undertake a partnership with any Indian company and our ties with the neighbouring country are subject to India reverting its Aug 5, 2019 decision [to restore Kashmir’s previous status].

He said, “Indian companies hold the rights to broadcast [matches] in South Asia …. And we cannot conduct business with any Indian company”.

He added, “Normalization of ties with India is subject to it taking back the August 5 decision”.

He told that Pakistan would try to explore different options, including approaching the ‘England Cricket Board’ and other foreign companies to secure broadcasting rights, but “regrettably” the rights have been reserved by Indian companies in South Asia. The minister highlighted that due to this decision the PTV and Pakistan Cricket Board (PCB) would bear financial losses.
