ECP submits detail of expenses spent for LG elections in IHC

ISLAMABAD: The Election Commission of Pakistan (ECP) has submitted the detail of expenses in Islamabad High Court (IHC) spent in preparation for local government elections in Islamabad.

The Election Commission, in its reply regarding the details of expenses, told the court that more than 50 million have been spent so far in the Islamabad municipal elections. The ECP had allocated more than 150 million for local government elections in Islamabad.

In the reply, it was also told to the court that payment was made for the printing of ballot paper, election material, stationery, and petroleum charges.

The Election Commission has also submitted its written response to the meeting held yesterday in the Islamabad High Court.

In response, the Election Commission told the court that the Election Commission officials went to the Attorney General after the court order. The Attorney General contacted the Law Minister by telephone. The Law Minister initially called for elections in six months.

The reply said that the Election Commission insisted on elections within 120 days. The Law Minister later agreed to hold elections within four months. The Attorney General also contacted the officials of the Ministry of Interior. The Interior Minister has scheduled a meeting on the issue today.

KARACHI: An important meeting regarding Local Government (LG) elections in 16 districts of Karachi and Hyderabad divisions held under the chairmanship of Chief Secretary Sindh Dr Muhammad Sohail Rajput at Sindh Secretariat on Thursday.

Provincial Election Commissioner Ejaz Anwar Chauhan, Home Secretary Saeed Ahmed Mangrejo, IGP Sindh Ghulam Nabi Memon, Commissioner Karachi Muhammad Iqbal Memon, Additional IG Karachi Javed Alam Odho participated while commissioner Hyderabad and concerned DCs participated via through video link. The meeting reviewed security and other arrangements for the second phase of local body elections in the province.

Speaking at the meeting, Sindh Chief Secretary Dr. Muhammad Sohail Rajput said that elections will be held at 4995 polling stations in Karachi and 3971 polling stations in Hyderabad and CCTV cameras will be installed at 1675 polling stations in Karachi and 1015 highly sensitive polling stations in Hyderabad division.

The Chief Secretary Sindh directed Commissioner Karachi and Commissioner Hyderabad to ensure arrangements at all polling stations. “Sindh Government is creating an environment of peace for the transparent, fair and secure general elections in the light of directives and recommendations of the Election Commission of Pakistan”.

He said. In the meeting, Provincial Election Commissioner Ejaz Anwar Chauhan said that local body elections will be held in Karachi and Hyderabad Division on 15th January. In the meeting, Inspector General Sindh Ghulam Nabi Memon said that a security plan has been prepared for the local elections. He said that 38,233 in Karachi and 24,000 policemen in Hyderabad will perform security duties.

In the meeting, all the Deputy Commissioners also gave a briefing on the security and transport plan of the respective districts and the overall situation of the polling stations.

Justice Faez Isa criticizes state of media freedom, democracy in Pakistan

Supreme Court (SC) judge Justice Qazi Faez Isa has on Thursday criticized the state of media freedom, democracy and governance in Pakistan during an apex court hearing on local government elections.

The apex court judge said local body elections are a constitutional requirement. Yet, when it comes to holding local body polls, the provinces start counting off their problems instead of fulfilling their constitutional duty, Justice Faez Isa remarked.

He went so far as to say that Punjab had “killed” democracy by dissolving the local government before the expiry of its term.

Justice Isa inquired why that was done. “Local governments were dissolved in the martial law era, but it is unheard of in a democracy,” he said.

He said the media in the court should raise their hands if they think the media is free.

When no journalist raised their hand, the judge asked the journalists to raise their hand if they think there was freedom of press in the country.

Yet again, no journalist raised their hand.

He gave the analogy of a plant, asking if a seed planted in the morning ought to be uprooted in the evening just to see how strong its roots have become.

Moreover, he warned that if democracy is lost, half the country will be gone.

“ECP says there will be huge cost of Rs18 billion on local bodies elections,” Justice Isa remarked.
