According to the health ministry and a local hospital, at least 119 people perished in government-controlled portions of Syria, as well as in northern areas held by pro-Turkish forces.

Images on television showed stunned citizens in Turkey standing in the snow in their pajamas, watching rescuers rummage through the debris of destroyed homes.

The quake occurred at 04:17 a.m. local time (0117 GMT) at a depth of around 17.9 kilometers (11 miles) in the Turkish city of Gaziantep, which has a population of about two million people, according to the US Geological Survey.

Turkey’s AFAD emergencies service center put the first quake’s magnitude at 7.4, adding that it was followed by more than 40 aftershocks.

The earthquake was one of the most powerful to strike the region in at least a century, impacting southeastern Turkey, which is home to millions of refugees fleeing Syria and other war-torn countries.

Turkish President Recep Tayyip Erdogan, who will be under enormous pressure to oversee an effective reaction to the accident as the country prepares for a closely contested election on May 14, expressed his sympathies and advocated national togetherness.

“We hope that we will get through this disaster together as soon as possible and with the least damage,” the Turkish leader tweeted.

US National Security Advisor Jake Sullivan said Washington was “profoundly concerned”.

“We stand ready to provide any and all needed assistance,” Sullivan said.

The earthquake struck a restive, primarily Kurdish region of Turkey bordering Syria, a country racked by more than a decade of turmoil that has killed hundreds of thousands and displaced millions.

Rescuers were seen sifting through the wreckage of leveled buildings in Kahramanmaras and neighboring Gaziantep, where huge portions of cities had been demolished, according to images shown on Turkish media.

In one shot from Kahramanmaras, a fire lighted up the night sky, although its origin was unknown.

Buildings collapsed in Adiyaman, Malatya, and Diyarbakir, where reporters watched scared people rush out onto the streets.

Because so many structures were demolished, Kahramanmaras Governor Omer Faruk Coskun said it was too early to estimate the death toll.

“It is not possible to give the number of dead and injured at the moment because so many buildings have been destroyed,” Coskun said. “The damage is serious.”

A historic mosque from the 13th century partially fell in the province of Maltaya, as did a 14-story building with 28 flats.

Rescuers in other locations sounded distraught as they battled to reach survivors buried beneath the debris.

“We hear voices here — and over there, too,” one rescuer was overheard saying on NTV television in front of a flattened building in the city of Diyarbakir.

“There may be 200 people under the rubble.”

The magnitude of the quake was estimated by Turkish seismologists to be 7.4 on the Richter scale.

They reported that a second tremor struck the area barely minutes later.

Turkey is located in one of the most active seismic zones on the planet.

In a speech to bankers, Nelson said a marked year-long rise in exports to Russia leaves Turkish entities “particularly vulnerable to reputational and sanctions risks”, or lost access to G7 markets.

They should “take extra precaution to avoid transactions related to potential dual-use technology transfers that could be used by the Russian military-industrial complex,” he said in a copy of the speech issued by the Treasury.

According to a senior US source who requested anonymity, Nelson and a group raised concerns about tens of millions of dollars in shipments to Russia during meetings in Ankara and Istanbul.

“There is no surprise…that Russia is actively looking to leverage the historic economic ties it has in Turkey,” the official said. “The question is what is the Turkish response going to be.”

Ankara, a NATO member, opposes the broad sanctions against Russia on principle but believes they will not be avoided in Turkey, pressing the West to produce evidence.

The 32,000-tonne carrier had been floating offshore for three months after Turkey refused its admission to be dismantled due to environmental concerns, and the ship was dragged back to Brazil.

The carrier was scuttled in a “planned and controlled sinking” late on Friday, the Navy said in a statement, that would “avoid logistical, operational, environmental and economic losses to the Brazilian state,” it said.

The Sao Paulo’s hull was sunk in Brazilian jurisdictional waters 350 kilometers (217 miles) off the coast, where the sea is 5,000 meters deep, to minimize the damage to fishing and ecosystems, according to the Navy.

Federal prosecutors and Greenpeace had petitioned the Brazilian authorities to halt the sinking, claiming that it was “toxic” due to hazardous materials, including 9 tonnes of asbestos used in the paneling.

“The sinking of the aircraft carrier Sao Paulo throws tons of asbestos, mercury, lead, and other highly toxic substances into the seabed,” Greenpeace said in a statement. It accused Brazil’s Navy of neglecting the protection of the oceans.

The Foch, a Clemenceau-class aircraft carrier capable of transporting 40 warplanes, served the French Navy for four decades.

Pepe Rezende, a defense specialist, and former foreign policy congressional aide stated that the carrier was purchased by the Brazilian Navy for $12 million in 1998 but required an $80 million refit that was never completed.

After the carrier was decommissioned, Sök Denizcilik Tic Sti, a Turkish marine recycling company, purchased the hull for $10.5 million but had to tow it back across the Atlantic after Turkey refused admission to their shipyard.

Brazil‘s Navy stated that it requested that the carrier be repaired at a Brazilian shipyard, but after an inspection revealed that it was taking on water and was at risk of sinking, the Navy barred the ship from entering Brazilian ports. It then made the decision to sink the Sao Paulo at sea.

According to Zilan Costa e Silva, the company’s legal representative in Brazil, disposal of the carrier is the obligation of the Brazilian state under the 1989 Basel Convention on the transboundary movement of hazardous materials.

The sinking, according to Greenpeace, violated the Basel Convention, the London Convention on the Prevention of Marine Pollution, and the Stockholm Convention on Persistent Organic Pollutants.

“The Brazilian Navy chose to harm the environment and lose millions of dollars rather than allow public inspection of the ship,” Greenpeace said, calling the sinking the “biggest breach of chemical and waste agreements ever committed by a country.”

“Individuals and institutions operating in permissive jurisdictions risk potentially losing access to U.S. markets on account of doing business with sanctioned entities or not conducting appropriate due diligence,” the spokesperson said.

Nelson will discuss the Treasury’s efforts to crack down on Russian efforts to avoid sanctions and export controls imposed as a result of its brutal war against Ukraine, Iran’s destabilizing activity in the region, the risks of illicit finance undermining economic growth, and foreign investment while in the region.

The visit is the latest by a senior Treasury official to Turkey to discuss sanctions, following a series of warnings from Treasury and Commerce Department officials last year as Washington increased pressure on Ankara to ensure the implementation of US sanctions against Russia.

STRAINED RELATIONS

Most recently, Turkey’s refusal to approve Sweden’s and Finland’s NATO bids have irritated Washington, while Ankara is dissatisfied that its request to buy F-16 fighter planes is becoming increasingly dependent on whether the two Nordic nations can join the alliance.

Nelson will travel to Ankara, Turkey’s capital, and Istanbul, the country’s financial center, on February 2-3. According to the spokeswoman, he would warn firms and banks to avoid transactions involving potential dual-use technology transfers that could be exploited by Russia’s military in the future.

Dual-purpose objects can serve both commercial and military purposes.

Since the invasion, which has killed and injured hundreds and destroyed Ukrainian cities, Washington and its allies have slapped three rounds of sanctions against Moscow.

Turkey has denounced Russia’s invasion and has dispatched armed drones to Ukraine. Simultaneously, it rejects Western sanctions on Russia and maintains tight ties with both Moscow and Kyiv, its Black Sea neighbors.

It’s also increased trade and tourism with Russia. Some Turkish corporations have purchased or attempted to purchase Russian assets from Western partners who are withdrawing owing to the sanctions, while others hold huge assets in the nation.

However, Ankara has stated that foreign sanctions will not be ignored in Turkey.

Washington is also concerned about Iranian sanctions evasion.

The US sanctioned famed Turkish businessman Sitki Ayan and his network of companies last month, accusing him of acting as a middleman for oil transactions and money laundering on behalf of Iran’s Revolutionary Guard Corps.

Nelson will observe the country’s “poor sanctions compliance” while in the UAE, according to the spokeswoman.

Elections in Turkey

Erdogan’s remarks and Tuesday’s postponement reduce Sweden and Finland’s chances of joining the bloc before Turkey’s parliamentary and presidential elections in May.

Finland hinted for the first time on Tuesday that it might consider joining NATO without Sweden due to Stockholm’s diplomatic problems with Ankara.

The Biden administration reiterated on Tuesday its support for Finland and Sweden joining NATO as soon as possible.

After Turkey’s president said Sweden should not expect his country’s support, State Department spokesperson Ned Price said during a press briefing that he would not consider Finland’s possible accession without Sweden.

Previous rounds of trilateral NATO talks were attended by foreign ministry officials and focused on a specific list of Turkish demands, including the expulsion of dozens of mostly Kurdish suspects.

Only Turkey and Hungary have not ratified the Nordic neighbors’ historic decision to break their tradition of military non-alignment in response to Russia’s invasion of Ukraine.

Hungarian Prime Minister Viktor Orban has promised that the two bids will be approved by his parliament next month.

In opinion polls, Istanbul’s popular opposition mayor Ekrem Imamoglu is a favorite to beat Erdogan in a head-to-head race.

He was the one who ended Erdogan’s ruling party’s dominance in the 2019 municipal elections.

An Istanbul court barred the 52-year-old from running for president last month, but he has appealed and can still run.

Due to Imamoglu’s legal fight, the main opposition CHP party’s leader Kemal Kilicdaroglu has emerged as the most likely contender to challenge Erdogan.

Kilicdaroglu, who is more bookish and less telegenic than the mayor, has failed to gain the backing of the other opposition leaders.

Erdogan’s long rule

Erdogan, a devout Muslim who does not drink or smoke, aspires to join Mustafa Kemal Ataturk in the pantheon of transformative Turkish leaders.

Critics, on the other hand, accuse him of eroding the contemporary republic’s secular pillars.

Since taking office in 2003, first as prime minister and subsequently as president, he has embarked on a massive infrastructure project, constructing tunnels, bridges, and the country’s largest airport.

He questioned Turkey’s coup-ridden history and severed the military’s wings, surviving a violent coup attempt in 2016.

However, his subsequent crackdown on critics, as well as tense relations with NATO partners, have generated concerns about Turkey’s future trajectory under his leadership.

In the elections held on May 14 of 1950, the Democrat Party prevailed against the Republican People’s Party (CHP), which had ruled Turkey for 27 years since its founding – and which is the largest party in today’s opposition alliance.

Last year, Erdogan said the election would be held in June, but earlier this month he said the date could be moved up from June 18.
