ISLAMABAD: President Dr Arif Alvi has returned unsigned the Islamabad Capital Territory Local Government (Amendment) Bill, 2022 in terms of clause (1) (b) of Article 75 of the Constitution.

The Bill was returned by observing that it would further delay the Local Government elections. “Actions of the Federal Government taken in hurry resulted in delaying election process twice, which was anathema to democracy”.

It was further stated, “elections could not be held in Islamabad Capital Territory (ICT) due to the following malafide actions of Federal Government :-

  1. i) After completion of delimitation of 50 Union Councils, Election Commission of Pakistan (ECP) announced elections of Local Government in ICT on 31st July 2022. Despite announcement of polling date, Federal Government increased number of Union Councils from 50 to 101, resulting into postponement of elections.
  2. ii) After demarcation of 101 Union Councils, ECP decided to hold elections in ICT on 31st December 2022. Section 2 of current Bill provides for 125 Union Councils in the ICT. Therefore, elections scheduled for 31st December 2022 have been again postponed.

ISLAMABAD: President Dr Arif Alvi has upheld the orders of the Federal Ombudsman for Protection against Harassment of Women at Workplace (FOSPAH) to grant four sisters their due share in the inherited property belonging to their deceased father after putting the property for open auction/sale and the proceeds to be distributed among all the siblings.

The President gave these orders under the Enforcement of Women’s Property Rights Act, 2019 in a case where four sisters had complained to FOSPAH that their brothers had declined to give their inherited right of share in the property of their deceased father and had prayed that their respective shares should be given to them.

The President in his decision observed that the brother along with other legal heirs of the deceased had signed a statement agreeing to enter into an amicable settlement, according to which the property in question, a house in Rawalpindi, would be evaluated through a commission appointed by FOSPAH to evaluate the market value/price of the said property and after fixing the market value of the said house, every sharer of the house would be given his/her due share as per the shari share and also all the expenses made would be deducted/adjusted whoever had spent duly.

The President underscored that such an amicable settlement could not be brushed aside at the desire and instance of a single signatory whereas all others were owning and accepting the same settlement. He further stated that it was a well-settled principle of law that a person cannot blow hot and cold and a person having a choice between two courses of conduct is to be treated as having made an election from which he cannot resile.

He noted that in the instant case, the brother had signed the joint statement with his consent during the course of the proceedings before the Ombudsman and had stated that he had no objection to the evaluation of the said property.

Nation celebrates 146th birth anniversary of Quaid e Azam

KARACHI: The 146th birth anniversary of the father of the nation, Quaid-e-Azam Muhammad Ali Jinnah is being celebrated with renewed pledge to uphold his guiding principles of unity, faith, and discipline.

The day dawned with special prayers for the security, progress and prosperity of the country

The change of guard ceremony was held at Mazar-e-Quaid in Karachi, during which a smartly turned out contingent of Pakistan Military Academy Kakul assumed the ceremonial guard duty from Pakistan Air Force cadet guards. Major General Umar Naseem was the chief guest on the occasion.

The national flag will be hoisted on major government buildings throughout the country on the birth anniversary of the Quaid-e-Azam.

Public and private departments are holding a variety of events including seminars, conferences, competitions and discussion programs to highlight the messages and vision of Quaid-e-Azam.

President Dr Arif Alvi and Prime Minister Shehbaz Sharif in their separate messages in connection with birth anniversary of Quaid-e-Azam have urged the nation to follow the guiding principles of the father of the nation to ensure progress and prosperity of the country.

They expressed gratitude to Quaid-e-Azam for carving out a separate homeland for Muslims of the sub-continent where they are free to realize their dreams.

Arif Alvi in his message said “We celebrate the 146th birth anniversary of Founding Father, Quaid-e-Azam Muhammad Ali Jinnah, with great affection, enthusiasm and reverence. On this day, we express our gratitude for carving out a separate homeland for the Muslims of the sub-continent where we are free to realize our dreams as envisioned by the Quaid.”

He renewed Pakistan’s pledge to continue its moral, diplomatic and political support to Kashmiris of Indian Illegally Occupied Jammu and Kashmir in realizing their dream of self-determination in line with the UN Security Council resolutions.

ISLAMABAD: President Dr Arif Alvi has called for enhancing engagements with the people of Balochistan at the grassroots level, prioritising investment in human resource development, and fully developing and benefitting from the marine and land-based natural resources of the province to deliver economic growth and prosperity to the people of Balochistan.

While talking to the cadets of the Cadet College, Kohlu, Balochistan, who came to Aiwan-e-Sadr, on an educational visit, the President said that the national and provincial leadership had a responsibility to develop strong political relationships with the people of the province through increased interactions and confidence building and especially engage the youth of the province to motivate and enable them to play their role in provincial and national development.

He said that Balochistan was a mineral-rich province and its people were capable and brave, adding that Reko Diq and other such projects in future could make Balochistan prosper in a short period of time. He added that Balochistan’s natural resources could be fully developed by benchmarking best global practices, discouraging corruption and corrupt practices, and utilizing our human resources.

He further said that political stability, prioritizing the well-being of the people, curbing corruption, strengthening institutional framework and  focusing on skill development.

He regretted that due to various reasons Pakistan could not achieve its rightful place in the comity of nations. He said political stability and continuation of policies were keys for achieving financial and socio-economic stability, and promoting trade and investment in the country.

He further said students should continue the pursuit of knowledge throughout their lives, hone their skills continuously, and set the right priorities for themselves while keeping their moral, ethical and family values intact.

He appreciated the Cadet Colleges of Pakistan for producing quality graduates, who after graduating were serving the Pakistan Armed Forces and in other fields as physicians, engineers and businessmen.

He said the nation would always remember the sacrifices made against terrorism for national defence and security.

The entire nation, he said, stands with its brave security forces on operations against terrorists.

President Arif Alvi paid tribute to the officials of the armed forces who were martyred during the operation.

He prayed for the speedy recovery of the injured officials.

 

On the other hand, Prime Minister (PM) Shehbaz Sharif condemned the attack on the Counter Terrorism Department (CTD) office in Bannu and said that attempts to spread chaos in Pakistan through terrorism will be severely crushed.

President Alvi: Pakistan dedicated to combating human trafficking

ISLAMABAD: Pakistan’s President, Dr. Arif Alvi, stated on Saturday that the country is dedicated to tackling the threat of human trafficking by developing an efficient coordination infrastructure to punish traffickers and safeguard victims.

“Pakistan has embarked on stringent anti-trafficking measures to enforce legal frameworks in accordance with international standards. Pakistan has enacted the Trafficking in Person Act 2018 to prevent and combat trafficking in persons, particularly women and children, and this law prescribes imprisonment of up to ten years for perpetrators of such illegal acts,” the president said in a message commemorating the “World Day Against Human Trafficking,” which is observed on July 30.

The president also announced the formation of the National Coordination Committee against Human Trafficking, which will be chaired by the Minister of the Interior.

“The Committee is in charge of directing national efforts to combat all types of human trafficking, including bonded labor and sex trafficking,” he stated.

All relevant provincial departments, including social welfare, labor, police, child protection, and non-governmental organizations, are included in provincial and district anti-human trafficking committees for close coordination in order to effectively identify and protect victims of human trafficking, he added.

The president stated that the Federal Investigation Agency (FIA) has produced a National Action Plan to Combat Human Trafficking and Migrant Smuggling in conjunction with the United Nations Office on Drugs and Crime (UNODC) (2021–2025).

He noted that the action plan emphasizes the involvement of all stakeholders and provides a comprehensive framework for the national response.

According to President Alvi, the day against human trafficking is held yearly on July 30th to raise awareness about the situation of victims of human trafficking and to promote and preserve their rights. The day was commemorated to draw attention to a crime that has a long-term impact on human lives and society as a whole.

“It is one of the most serious human rights crimes, bringing significant profits to traffickers via the exploitation of human beings using criminal tactics such as force, fraud, or deceit,” he continued.
