ISLAMABAD: The National Electric Power Regulatory Authority (NEPRA) has approved the hike in electricity price by Rs 5.40 per unit on the account of quarterly fuel adjustment.

A hearing was held in NEPRA on the fourth quarter adjustment of the financial year 2022-23.

NEPRA has approved to increase the price of electricity by Rs 5.40 per unit for the quarterly adjustment, the approval was given for the fourth quarter adjustment of the year 2022-23.

The increase in tariff will not applicable to K-Electric and lifeline consumers.

The regulatory body will issue the detailed decision of the hearing regarding electricity price hike later and the final decision and notification will be issued by the federal government.

ISLAMABAD: President Dr Arif Alvi has enhanced the penalty for workplace harassment, imposed upon the Director for Human Resource Management (HRM) in NEPRA, to “dismissal from service”.

He held that sending text messages to a female colleague, asking her to stay in the office beyond office hours with an ulterior motive, making unwanted advances, and intimidating her to face dire consequences in case of her refusal to assent to his unethical demands constituted harassment, and warranted no leniency.

While deciding upon a workplace harassment case, the President in his decision wrote that statements of the complainant, witnesses, CCTV footage, WhatsApp messages, and the email fully established the factum of harassment. He said that the accused himself had also admitted his guilt by implication and his only grievance before the President was regarding the severity of punishment.

He rejected the representation filed by Ahmad Nadeem (the accused), Director HRM in National Electric Power Regulatory Authority (NEPRA) and changed the minor penalty of “withholding two increments” imposed by the Federal Ombudsman for Protection against Harassment of Women at Workplace (FOSPAH) to “dismissal from service”.

Earlier, a female Office Assistant (the complainant), had filed workplace harassment in NEPRA alleging that the accused used to call her into his office, discussed personal matters, passed comments on her looks, tried to physically approach her, invited her to have lunch and dinner, and used to send unnecessary and inappropriate text messages.

The President held a personal hearing of the case, at Aiwan-e-Sadr, in which the complainant appeared with her consul whereas the representatives of the accused and NEPRA appeared. The President, after perusal of the record and the statements of the parties, observed that the inquiry conducted by the IHC was quite detailed and supported by evidence.

President noted that when all the incidents narrated in the complaint were put in juxtaposition with the evidence produced by the complainant as well as CCTV footage and WhatsApp conversations, they established the guilt of the accused for the charges of harassment. He said that workplace harassment was a serious matter.

ISLAMABAD: The National Electric Power Regulatory Authority (NEPRA) has increased the basic electricity tariff by Rs 4.96 per unit.

According to the announcement, with the increase in the basic electricity tariff, the basic tariff per unit will be Rs 29.78.

The statement said that the basic electricity tariff has been fixed for the year 2023-24, before that the basic electricity tariff was Rs 24.82.

According to NEPRA, the reason behind the increase in the basic tariff of electricity the depreciation of the rupee, the decrease in the sale of electricity, and capacity payments are the reasons for the increase in the basic tariff.

NEPRA said that the revenue of electricity distribution companies is expected to be Rs 3281 billion.

NEPRA has sent its decision regarding the increase in basic electricity tariff to the federal government.

On the other hand, after the increase in basic tariff by the government, a unit of electricity is expected to exceed Rs 50 on average.

Currently, the basic electricity tariff for the whole country is Rs 24.82. In the last financial year, the basic electricity tariff was increased from Rs 16.91 to Rs 24. 82.

This increase has been made in the context of the monthly fuel adjustment for May and Electricity has been made more expensive for Karachi. NEPRA has issued a notification to increase the price of electricity.

K-Electric consumers will have to pay extra in their July bills, but the recent increase will not apply to K-Electric’s Lifeline customers.

Earlier, in the current month of March, the cost of electricity was increased for the people of Karachi.

Electricity consumers, already grappling with inflation are served with another potential blow to their wallets.

Central Power Purchasing Agency (CPPA) has approached Nepra with a request to adjust fuel prices on a monthly basis. This application revolves around the fuel price adjustment for February, with a scheduled hearing by Nepra on March 30.

CPPA has proposed an 86 paise per unit hike in electricity prices for one month, which, if approved, will impact the users of government discos.

Notably, K Electric has already submitted a separate request to Nepra, seeking a 62 paise increase under the Fuel Cost Adjustment (FCA) mechanism.

Both the state-run discos and K-Electric will have their petitions heard on the same day.

This comes after the recent decision on March 3, wherein the Government of Pakistan consented to the International Monetary Fund’s (IMF) demands, imposing a permanent electricity tariff of Rs3.23 per unit to recover Rs335 billion from consumers. This move was a crucial step towards securing a staff-level agreement with the IMF.

Energy experts call for change in fossil-fuel-dependent energy policy

KARACHI: Energy experts have called for a people-centric approach and change in policies to revamp the power sector for a just transition to clean energy and to resolve the flaws in the energy design, a statement said on Friday.

Speaking at a multi-stakeholder dialogue, the experts shared consensus on a dynamic growth model for the future, integration of ecological and environmental considerations for energy planning and mainstreaming of the climate justice at the national level.

The experts said the way forward is framing climate justice by modifying the existing governance paradigm or making it anew and transitioning towards clean energy, while keeping vulnerable communities at the centre of discussion.

The event was organised by the Alliance for Climate Justice and Clean Energy (ACJCE), a coalition of civil society organisations working on energy transition in Pakistan.

Addressing the audience, MNA Dr Nafisa Shah said that the people are not benefitting from the fossil fuel-dependent energy policy of Pakistan.

The fossil fuel energy is not contributing to Pakistan’s development but instead is more of a liability, she added.

Referring to the recent floods in Pakistan, Shah said that the majority of Sindh is still under water and the people who are facing the brunt of such climate change-driven natural disasters are not contributors to climate change.

She suggested mainstreaming climate justice through dialogues between the federation and the provinces, redressal of flaws in the governance paradigm and making people- and nature-centric energy policies.

Dr Irfan Yousuf, adviser on renewable energy at the National Electric Power Regulatory Authority (Nepra), said that false decision-making in the past has contributed to the energy sector issues but the focus should now be focus on the future.

Speaking about the recent floods, he said: “We need to prepare on what to do with the floodwater and how to store it to prevent it from being wasted.”

Water expert Dr Hassan Abbas called for a people-centric approach to development. Emphasising that hydro is not a solution in the current times when solar power is taking off, he said, the large-scale hydropower projects are expensive, causing land erosion due to silt blockage and are also a reason behind the civil and ethnic tensions between the upstream and downstream communities on water resources allocation.

N A Zuberi, senior adviser at CSAIL, called for overhauling of Pakistan’s complex energy sector.
Too many institutions are handling the power sector business with a disintegrated approach, he said and urged for the privatisation of distribution and transmission networks, retiring of inefficient and old power plants — mostly oil-based, along with several other reforms in the existing business model.

Aqeel Jaffri from the Alternative Energy Development Board (AEDB) recommended the diversification of energy resources based on the National Electricity Policy, 2021.

He also suggested proper functioning of the forecasting systems, syncing of Indicative Generation Capacity Expansion Plan and the issuance of energy security mechanisms for the foreseeable future.

Other panelists of the consultative session included Shahid Hamid from Wapda, Senator Rukhsana Zuberi, Halima Khan from Energy Update, Samim Affan from CPPA-G, Ahsan Kamal from Alternative Law Collective, Azhar Lashari from Policy Research Institute for Equitable Development, Fatima Anila from One Network, Tayyab Choudhry from LUMS and Ammar Qaseem from Renewables First.

The participants included lawmakers, experts from the private sector, researchers from policy think tanks and government officials and university students.
