China issues a warning to AUKUS allies

China warned Australia, the United Kingdom, and the United States on Tuesday that they were on a “path of error and danger” after announcing a deal for nuclear-powered submarines.

US Vice President Joe Biden has stated that Australia, which joined the AUKUS alliance with Washington and London 18 months ago, will not receive nuclear weapons.

However, acquiring nuclear-powered submarines places Australia in an exclusive club and at the forefront of US-led efforts to counter Chinese military expansion.

“The latest joint statement from the US, UK, and Australia demonstrates that the three countries, for the sake of their own geopolitical interests, completely disregard the concerns of the international communities and are walking further and further down the path of error and danger,” said Wang Wenbin, China’s foreign ministry spokesman.

Wang accused the three Western allies of inciting an arms race, saying the security deal was “a typical case of Cold War mentality”.

Submarine sales “pose a significant risk of nuclear proliferation and violate the aims and objectives of the Non-Proliferation Treaty,” Wang said at a regular news conference in Beijing.

The announcement came on the same day that Biden hosted Australian Prime Minister Anthony Albanese and British Prime Minister Rishi Sunak at a naval base in San Diego, California

With a US Virginia-class nuclear submarine moored behind the trio’s podium, Biden said the United States had “safeguarded stability in the Indo-Pacific for decades” and that the submarine alliance would bolster “the prospect of peace for decades to come”.

Albanese said the deal represents the biggest single investment in Australia’s defence capability “in all of our history”.

Long-range cruise missiles are expected to be installed on the submarines, providing a powerful deterrent.

Albanese predicted that the wider economic impact in the country would be comparable to the introduction of the automobile industry after World War II.

According to the Australian government, the multi-decade project will cost nearly $40 billion in the first ten years and create 20,000 jobs.

Albanese emphasised that Australia was now only the second country, after the United Kingdom, to have access to US naval nuclear secrets.

Three conventionally armed, nuclear-powered Virginia class vessels will be sold “over the course of the 2030s,” with the “possibility of going up to five if that is needed,” according to Jake Sullivan, Biden’s national security advisor.

Britain and Australia will then begin work on a new model, the SSN-AUKUS, which will also be nuclear-powered and carry conventional weapons. This will be a British design using US technology, with “significant investments in all three industrial bases,” according to Sullivan.

Defense spending is increasing.
While Australia has ruled out deploying nuclear weapons, its submarine plan represents a significant new stage in the conflict with China, which has built a sophisticated naval fleet and converted artificial islands in the Pacific into offshore bases.

In response to the Chinese challenge – and Russia’s attack on pro-Western Ukraine – Britain is beefing up its military capabilities, according to Sunak’s office on Monday.

Over the next two years, more than $6 billion in additional funding will “replenish and bolster vital ammunition stocks, modernise the UK’s nuclear enterprise, and fund the next phase of the AUKUS submarine programme,” according to Downing Street.

Australia had previously planned to replace its ageing fleet of diesel-powered submarines with a $66 billion package of conventionally powered French vessels.

Canberra’s abrupt announcement that it was withdrawing from the deal and joining the AUKUS project sparked a brief but unusually heated row between all three countries and their close ally France.

When compared to Australia’s Collins-class submarines, the Virginia-class is nearly twice as long and carries 132 crew members, not 48.

The longer-term upgrade, on the other hand, will necessitate a lengthy wait.

According to a senior US official, the British navy will receive “state-of-the-art” SSN-AUKUS vessels in the late 2030s, while Australia will receive them in the early 2040s.

Meanwhile, Australian sailors, engineers, and other personnel will train alongside their US and British counterparts to gain expertise, and British and US submarines will make regular visits to Australian ports.

China’s leader, Xi Jinping, made a fiery statement last week accusing the United States of leading a Western effort at “all-round containment, encirclement and suppression of China”.

But Washington says Beijing is alarming countries across the Asia-Pacific with its threats to invade the self-governing democracy of Taiwan.

“What we’ve seen is a series of provocative steps that China has undertaken under the leadership of Xi Jinping over the last five to 10 years,” the senior US official said.

“This is an attempt to defend and secure the operating system of the Indo-Pacific.”

In a controversial new plan to stop people crossing the Channel illegally on small boats, British Prime Minister Rishi Sunak pledged on Tuesday to remove illegal migrants within weeks.

Sunak was speaking after his Conservative government unveiled its proposals, which it admitted stretched international law, sparking a backlash from rights activists.

Last year, over 45,000 migrants arrived on the shores of southeast England on small boats, a 60% increase on a perilous route that has grown in popularity every year since 2018.

According to Sunak, anyone arriving illegally in the UK will be unable to claim asylum under the draught law, which will take effect on Tuesday.

“If you come here illegally, you can’t claim asylum. You can’t benefit from our modern slavery protections. You can’t make spurious human rights claims and you can’t stay,” he said.

“We will detain those who come here illegally and then remove them in weeks, either to their own country if it is safe to do so. Or to a Safe Third Country like Rwanda and once you are removed, you will be banned as you are in America and Australia from ever re-entering our country.”

Sunak earlier Tuesday pledged in The Sun newspaper to “reclaim control of our borders once and for all,” reiterating a popular pledge made by campaigners like him who supported Britain’s Brexit from the European Union (EU).

Interior Minister Suella Braverman will be given a new legal duty to deport all migrants entering illegally, such as across the Channel, under the draught law, superseding their other rights under UK and European human rights law.

“The current situation is neither moral nor sustainable. It cannot go on,” Sunak added.

“And it’s devastatingly unfair on those who most need our help, but can’t get it as our asylum system is being overwhelmed by those travelling illegally across the channel,” he said.

Right-winger Braverman said in parliament she was “confident that this bill is compatible with international obligations” – despite conceding in an overnight article that it “pushed the boundaries of international law”.

Fleeing for their lives

According to rights groups and opposition parties, the plan is unworkable and unfairly blames vulnerable refugees.

According to Christina Marriott, executive director of strategy for the British Red Cross, the UK would violate international asylum conventions.

“We wonder if you are fleeing persecution or war if you are running from Afghanistan or Syria and are in fear for your life, how are you going to be able to claim asylum in the UK?” she told Sky News.

Steve Valdez-Symonds of Amnesty International said it was “chilling to see ministers trying to remove human rights protections for groups of people whom they’ve chosen to scapegoat for their own failures”.

“People fleeing persecution and conflict will be irreparably harmed by these proposals,” he said in a statement.

The United Nations High Commissioner for Refugees (UNHCR) said the plans amounted to an asylum ban and urged “more humane” solutions instead.

So far this year, nearly 3,000 people have arrived by boat, often ending up in expensive hotels at taxpayer expense, and the backlog of asylum claims now exceeds 160,000.

The new plan would temporarily relocate illegal migrants to decommissioned military barracks and cap the annual number of refugees settled through safe and legal channels.

Profits for gangsters

The government, which is trailing in opinion polls, has been attempting to resolve the issue for years.

It had hoped that the threat of a one-way ticket to Rwanda, where migrants would stay if granted asylum, would deter cross-Channel travel.

However, the European Court of Human Rights (ECHR), which is separate from the EU, blocked the plan announced by former Prime Minister Boris Johnson last year at the last minute.

It was then upheld by the UK’s High Court, but it is still being challenged. There have been no flights to Rwanda as of yet.

According to reports on Tuesday, the government may withdraw from the ECHR if the Strasbourg-based court intervenes again in its latest legislation, following what Braverman called the court’s “opaque” ruling on Rwanda.

Sunak went on to say that illegal migration was a “shared challenge” with Europe’s allies, and that countries across the continent were considering new laws and policies to combat it.

He said a recent deal with the French had seen increased patrols on beaches and “significant and better cooperation and collaboration between our teams”.

The UN refugee agency expressed “deep concern” about plans to give the British interior minister a new legal duty to deport all illegal migrants, such as those crossing the Channel from France in inflatable boats.

“The legislation, if passed, would amount to an asylum ban – extinguishing the right to seek refugee protection in the United Kingdom for those who arrive irregularly, no matter how genuine and compelling their claim may be, and with no consideration of their individual circumstances,” UNHCR said in a statement.

The bill would deny asylum seekers in need of protection and would “even deny them the opportunity to put forward their case. This would be a clear breach of the Refugee Convention”.

“Most people fleeing war and persecution are simply unable to access the required passports and visas. There are no safe and ‘legal’ routes available to them,” UNHCR said.

“Denying them access to asylum on this basis undermines the very purpose for which the Refugee Convention was established.”

According to UNHCR, based on the most recent data from the British Interior Ministry, the vast majority of those arriving in Britain in small boats across the Channel would be accepted as refugees if their claims were assessed.

“Branding refugees as undeserving based on the mode of arrival distorts these fundamental facts,” it said.

UNHCR said it had presented London with solid, actionable proposals for fast, fair and efficient case processing and would work with Britain to expand safe, regular pathways for refugees to reach the UK, but said these were limited and “can never substitute for access to asylum”.

The Geneva-based agency urged the British government and all parliamentarians “to reconsider the bill and instead pursue more humane and practical policy solutions”.
