The United Kingdom announced on Friday that it will pay $576 million over the next three years to France as part of a deal to curb illegal immigration over the English Channel.

The agreement was revealed on Friday during a combined summit in Paris between British Prime Minister Rishi Sunak and his French colleague Emmanuel Macron.

According to a joint statement from the two countries, the funds would be used to build a new detention center for migrants in France as well as to deploy 500 French security and support personnel “to enable the fastest detection of attempted crossings” by small boats.

Following several years of difficulties over post-Brexit discussions, fishing rights, a submarine deal with Australia, and immigration, the two presidents met on Friday to emphasize their nations’ deep ties.

Between UK and EU

“The level of ambition of this plan is exactly what we need,” Macron said, adding, “this is not an agreement between UK and France but between UK and EU.”

Sunak, who is under fire from human rights groups for his efforts to halt cross-channel immigration with a new rule that has been called racist, illegal, and impracticable, has stated that the UK “will always comply with its international treaty responsibilities.”

The number of unlawful migrants who pay human trafficking groups to get them into the UK in small, unseaworthy boats has increased in the UK. Many of these vessels have sunk, and many people have perished as a result.

The Elysee Palace’s 19-page joint statement centered on the possibility of further defense collaboration between the two nuclear powers, from the deployment of fighter fighters on each other’s aircraft carriers to the cooperative manufacturing of future cruise missiles.

About Ukraine, the presidents promised deeper cooperation, particularly in terms of providing equipment and munitions to Kyiv.

They also committed support for Ukrainian marine training in the UK, as well as offering to pursue “security assurances” with Ukraine “that would help [Kyiv] defend itself long-term and to block potential future attacks,” according to the joint statement.

PARIS – French President Emmanuel Macron announced on Saturday that he will visit China in early April and urged Beijing to “help us pressure Moscow” to resolve the Ukraine conflict.

Speaking a day after China called for urgent peace talks as it released its plan to end the war in Ukraine, Macron said peace was only possible if “the Russian aggression was halted, troops withdrawn and territorial sovereignty of Ukraine and its people was respected”.

In a statement, the ministry said the idea “deserves support as helping to the halt of killing”.

Kazakhstan, which shares a 7,500-kilometer (4,660-mile) border with Russia, emphasized the importance of “territorial integrity” in China’s strategy on Saturday.

Kazakhstan is a member of several military and economic alliances with Russia, but it has refused to support the attacks on Ukraine and has refused to recognize the Kremlin’s takeover of four Ukrainian territories.

Simultaneously, it has abstained from or voted against UN resolutions denouncing Russia.

Next week, US Secretary of State Antony Blinken will travel to Kazakhstan and Uzbekistan before heading to New Delhi for a G20 foreign ministers’ meeting, which Russia’s Foreign Minister Sergei Lavrov will also attend.

Western officials have been skeptical of China’s 12-point statement calling for a “political settlement” to the situation, while Ukraine and Russia have indicated tentative support.

Timed to coincide with the first anniversary of Russia’s incursion on Friday, the paper asks all parties to “help Russia and Ukraine in moving in the same direction and resuming direct communication as early as possible”.

French President Emmanuel Macron has stated that he does not want Russia to be defeated in Ukraine.

Mr. Macron told French media that he was prepared for a long war and asked Western nations to strengthen military backing for Kyiv.

“I want Russia to be defeated in Ukraine, and I want Ukraine to be able to defend its position,” he said.

But he hit out against those who he said wanted to extend the war to Russia itself in a bid to “crush” the nation.

He did, however, criticize those who he claimed intended to extend the conflict to Russia itself in order to “crush” the country.

The remarks came as international leaders convened in Munich for the Munich Security Conference when vows were made to speed up the delivery of arms to Kyiv and to slap tighter penalties on Russia.

“I do not think, as some people do, that we must aim for a total defeat of Russia, attacking Russia on its own soil,” Mr. Macron told the paper Le Journal du Dimanche.

“Those observers want to, above all else, crush Russia. That has never been the position of France and it will never be our position.”

Mr Macron told a conference in Munich on Friday that now was not the time for engagement with Moscow.

But, he did not shy away from citing peace discussions as a long-term aim.

According to the president, the only way to “bring Russia back to the table and achieve a permanent peace” is for Ukraine’s military actions to be supported by friends.

He also downplayed the idea of regime change in Russia, calling such efforts around the world a “total failure”.

Notwithstanding Mr. Macron’s remarks, Ukraine’s officials see dialogue as a long way off.

Foreign Minister Dmytro Kuleba praised the decision not to invite Moscow to the Munich meeting on Friday.

‘Should not be invited’

Russian leaders should not be invited to the table as long as the “terrorist state kills, as long as it uses bombs, missiles, and tanks as an argument for international politics”, he said.

President Volodymyr Zelensky has ruled out quick discussions with his Russian counterpart, Vladimir Putin, citing a lack of “trust” between the two countries. In an interview with the BBC earlier this week, he also opposed the idea of ceding land in order to reach an agreement with Moscow.

Other Nato countries have previously chastised Mr. Macron for sending conflicting messages about Ukraine.

Last June, he was chastised by Mr. Kuleba for saying it was crucial that Russia was not “humiliated over its invasion”.

Mr. Kuleba commented at the time that Russia, which was “humiliating itself,” ought to be put in its place.

President Emmanuel Macron said on Thursday that France wants to be free of Russian gas as soon as possible, despite the fact that no end to the Ukraine conflict is in sight.

Macron said in a TV interview that France was already diversifying its energy supplies and stockpiling for next winter, accusing Moscow of using energy deliveries to the West as a “weapon of war.”

“Russia has already started to cut off gas supplies” by closing the Nordstream 1 pipeline, he told the TF1 channel, referring to Russia’s interruption of supplies which it said was for maintenance reasons.

“That’s a very clear message: It will use gas as a weapon of war,” he said.

“We will need do without Russian gas completely.”

France is estimated to receive less than 20 percent of its total gas imports from Russia.

Transitioning away from Russian energy meant that “the summer and the start of the autumn will probably be very tough”, Macron warned.

Even in the event of prolonged conflict in Ukraine, Macron said that France would continue to help Kyiv defend itself against Moscow while also sticking with sanctions against Russia.

“We want to stop this war without going to war ourselves,” he said.

France was boosting gas supplies from Norway, Qatar, Algeria and the United States, Macron said, and building up gas reserves which will be “be near 100 percent by the autumn”.

Noting that France’s energy use had already “diminished a little” compared to a year earlier, Macron called on authorities, consumers and industry to save energy and eliminate sources of energy waste.

“We need to enter a collective logic of restraint,” Macron said.

The government would serve as an example for private-sector actors “by making sure that we consume less energy”.

He said “this restraint will require solidarity from our fellow citizens”.

Using less energy was a good thing both “for the climate and also for our energy independence”.

Macron also confirmed that France would increase its investment in nuclear energy, which currently provides roughly 70% of the country’s electricity needs.

“Nuclear energy is a sustainable solution,” he said, “both for France and for other countries”.

Israel’s Prime Minister Yair Lapid accused Hezbollah of undermining Lebanon’s efforts to reach an agreement on their disputed energy-rich maritime border, On the eve of his first cabinet meeting.

Lapid, who is still Israel’s foreign minister, took over as prime minister on Friday from Naftali Bennett, his coalition partner in the now-defunct eight-party coalition.

On Saturday, Israel’s army said it had intercepted three drones launched by Hezbollah that were headed towards an offshore gas field in the Mediterranean, near a disputed area that is the subject of US-mediated maritime talks.

“Hezbollah is continuing on the path of terrorism and is hurting Lebanon’s ability to reach an agreement on a maritime border,” Lapid said.

Lebanon’s Iran-backed Hezbollah movement confirmed it had launched drones towards the Mediterranean’s Karish gas field.

Israel said the drones, which were not armed, were downed by a fighter jet and missiles launched from a warship as they headed towards the offshore area.

Israel and previous United Nations maps put Karish within Israel’s maritime borders, and not in the disputed area subject to ongoing negotiations.
