Pakistan’s debt rises by Rs. 6 Trillion due to rupee’s fall

The weakening of the Pakistani Rupee (PKR) versus the US Dollar (USD) over the previous three-and-a-half months has added about Rs. 6 trillion to Pakistan’s external debt.

The dollar has appreciated by 45.44 rupees against the rupee under the new coalition government, sources said. This is the loss in computations, yet more counterpart rupees must be generated after depreciation.

The opposition parties submitted a No-Confidence Motion against Imran Khan on 8 March and 10 April, removing him from office.

During the new coalition government’s tenure, the free depreciation of the local currency versus the dollar has exacerbated the country’s foreign debt burden. Delay in IMF contracts, politics, oil prices, and increasing foreign fuel payments lowered the rupee value.

According to State Bank, Pakistan’s external debt and liabilities totaling $129 billion on 31 March 2022. (SBP). In March, the government’s external debt reached $100 billion. Banks’ external loans reached $5.8 billion while PSEs hit $7.3 billion. By March 2022, private sector foreign debt was $11 billion and direct investor debt was $4.2 billion.

In March, Pakistan’s overall debt was 53 trillion PKR, including 21.54 trillion in government external debt. End of March, the SBP reported Rs. 183.5 per USD. This amount is roughly Rs 27.54 billion.

After March, it rose by Rs. 45 due to political uncertainty, depreciating forex reserves due to hefty payments, the end of an IMF loan program, and other reasons that ignited the forex market.

Due to the rupee’s depreciation, Pakistan’s external debt has increased by roughly Rs. 6 trillion without new borrowings.

Any change in rupee value can reverse this “loss in calculation” and lessen the debt burden.

Experts say the PKR’s depreciation has raised the country’s debt burden and driven inflation in the last three months. They argued currency devaluation raises energy prices, which boosts inflation.

Pakistan’s inflation rate rose from 11% to 21% in three months (PBS). Currency devaluation pushed inflation to its greatest level in 13 years, according to figures.

Pakistan’s market-determined exchange rate system is influenced by trade deficit and market news. Fuel and other import payments have skyrocketed in the last half-year.

Former Finance Advisor Dr. Khaqan Najeeb said the current PKR adjustment is partly due to election results and Fitch’s downgrade. Letters of Credit (LCs) from energy imports in May and June 2022 are another crucial factor.

Low forex reserves and international factors limit SBP’s ability to moderate chaotic movement.

The dollar’s rise also hurts the rupee. The FX market may stabilize when trade data rise and the IMF Program is revived by August’s end.

Snap shares sank more than 30 percent early Friday following disappointing results as US stocks were mixed in the final session of a positive trading week.

About 30 minutes into trading, Snapchat’s parent company was down 35.4 percent as it pointed to a punishing confluence of increased competition, slowing growth of its revenue, “upended” advertising industry standards and macroeconomic woes in reporting that its quarterly loss nearly tripled to $422 million.

Stocks have risen the last three sessions, generating hopes that the market may have pivoted after a bruising first half of 2022.

But analysts caution there are still several key earnings reports to come, as well as next week’s Federal Reserve meeting and influential economic releases such as a reading of second-quarter US growth.

The Dow Jones Industrial Average was up 0.1 percent at 32,063.01.

The broad-based S&P 500 shed 0.1 percent to 3,994.13, while the tech-rich Nasdaq Composite Index fell 0.4 percent to 12,009.75.

Among other companies reporting results, American Express gained 4.2 percent and Schlumberger won 6.0 percent, while Mattel dropped 2.4 percent.

Punjab CM election: Hamza Shahbaz to stay as chief minister

LAHORE: Pakistan Muslim League-Q leader and Pakistan Tehreek e Insaf candidate Ch Parvez Elahi could not become chief minister of Punjab even after receiving 186 votes out of 371. Whereas, Pakistan Muslim League-N leader Hamza Shehbaz continued to stay as the CM even after bagging 179 votes.

Punjab Assembly’s session to elect new Leader of the House, with Deputy Speaker Sardar Dost Muhammad Mazari in the chair, began with delay of three hours at 7:00 pm on Friday. Pakistan Muslim League-N leader Hamza Shehbaz and PML-Q leader Chaudhry Parvez Elahi were contesting for the slot of Punjab CM.

Announcing the result, Dost Mazari said he had received a letter from Chaudhry Shujaat in which he directed his MPAs, as the party head, not to cast vote in favour of PTI candidate. He directed PML-Q MPAs to vote for Hamza Shahbaz.

The deputy speaker said as per the order of the Supreme Court, parliamentary leaders could not vote in violation of the party chief’s order. Hence, he said, he rejected PML-Q’s 10 votes, reducing the vote for Parvez Elahi to 176. Therefore, Hamza Shehbaz will stay as the Punjab CM.

Dost Muhammad Mazari was guarded by multiple plain-clothed policemen. The policemen entered the assembly hall from the back door.

During the point of order, a PML-N MPA, Khalil Tahir Sandhu, raised question on presence of Pakistan Tehreek-e-Insaf’s (PTI) candidate Shabbir Ahmad, who has won the by-election for the Punjab Assembly seat PP-167, saying that he was not issued the notification by the Election Commission of Pakistan as his case was pending.

He also said that how a PTI candidate Zain Qureshi could simultaneously hold the seat of MNA and MPA.

Dismissing the PML-N’s objections, Dost Mazari said Zain Qureshi had ceased to be an MNA after winning election of MPA. He also said the candidate who would get more votes, would become the chief minister.

PTI MPA Raja Basharat said the ones who had taken the oath could not be denied the right of casting vote.

Russia’s central bank cuts key interest rate to 8.0%

Russia’s central bank on Friday cut its key interest rate to below the level seen before President Vladimir Putin sent troops into Ukraine in February.

The Bank of Russia cut its key interest rate to 8.0 percent from 9.5 percent, pointing to a “further slowdown in annual inflation”.

But it also warned that “the external environment for the Russian economy remains challenging.”

Days after President Vladimir Putin sent troops into Ukraine and the West pummelled Moscow with sanctions in response, the central bank hiked its key rate to 20 percent from 9.5 percent to prop up the plunging ruble.

Since then, the ruble has staged a spectacular rebound, leading the central bank to repeatedly cut its key rate to tame the Russian currency’s rise.

“The Central Bank of Russia keeps its foot on the accelerator,” Capital Economics said in a note to clients, adding it expected interest rates to end the year at around 7 percent.

The central bank said in a statement that it expected annual inflation to edge down to 12-15 percent this year, to 5-7 percent in 2023, and return to 4 percent in 2024.

The statement said companies were still facing difficulties with production and logistics.

“However, their business sentiment is gradually improving as suppliers of finished products, raw materials and components, as well as sales markets, diversify,” the central bank said.

“Consumer activity remains subdued, but is beginning to recover, including amid a gradual increase in imports of consumer goods.”

The central bank said it would hold its next rate review meeting on September 16.
