Pakistan urges global drive to recover arms terrorist group like TTP

UNITED NATIONS:A senior Pakistani diplomat  has called for a “concerted campaign” to recover all weapons from  terrorist groups like Tehreek-e-Taliban Pakistan (TTP), which reportedly uses safe havens in Afghanistan to launch deadly cross-border attacks inside Pakistan.

“Pakistan is particularly concerned at the acquisition and use of modern and sophisticated small arms by the terrorist groups such as TTP — a   UN-listed terrorist organization,” Ambassador Munir Akram said in remarks at the 4th Conference to review the implementation of the UN Programme of Action (UNPoA) on Small Arms and Light Weapons (SALW).

The 2001 UNPoA , which was backed by all member states, provides the framework for activities to counter the illicit trade in small arms and light weapons.  Since then, the UN has worked to support the implementation of the UNPoA at national, regional, and international levels.

“Terrorists and criminals do not manufacture these arms,” the Pakistani envoy told delegates, pointing out they acquire them from illicit arms markets or receive them from entities that want to destabilize a particular region or country.

“It is essential to investigate how terrorist groups and criminal organizations acquire such sophisticated weapons,” Ambassador Akram said. “It is the responsibility of all States and the UN to take measures to prevent illicit trade, transfer and diversion of these arms.”

He also said that the illicit proliferation, excessive accumulation and misuse of small arms and light weapons continue to exacerbate conflicts, fuel terrorism, threaten peace and security and erode sustainable development, with hundreds of thousands of human lives lost each year, terrible suffering inflicted on civilians, and economies and societies devastated.

“The evolving nature of conflicts and the advent of new technologies pose new challenges to combat the proliferation of increasingly lethal small arms — UAVs and drones,” the Pakistani envoy said.

Pakistan, he said, has strengthened its legislative frameworks, enhanced transfer controls, and implemented robust measures to prevent the diversion of SALW to unauthorized users, including safe and secure stockpile management, comprehensive marking, tracking and record keeping.

Ambassador Munir Akram: Condition of children in IOK to remain priority

NEW YORK: Ambassador Munir Akram told the 15-member Council of the UN Secretary-Special General’s Representative on Children and Armed Conflict on Tuesday, “Children and youth are routinely detained and subjected to torture and ill-treatment to elicit intelligence or extract confessions that they are associated with Kashmiri groups fighting for the self-determination promised by the Security Council.”

Pakistan requested to continue focusing on the suffering of children in Indian Illegally Occupied Jammu and Kashmir (IIOJK), claiming that the occupying troops were committing “horrific atrocities” against children.

The Pakistani envoy stated in the annual debate on “Children and Armed Conflict”: “In a world still afflicted by COVID-19, by protracted and new conflicts, and by a food, fuel, and financial emergency, it is evident that we must do more to protect our children and ensure their safety, welfare, and prosperity.”

Earlier, in introducing the report of the Secretary-General, Virginia Gamba, Special Representative of the Secretary-General for Children and Armed Conflict, stated that the violations suffered by children over the last year were both grave and many.
In his remarks, Ambassador Akram noted the report of the United Nations Secretary-General, which asked the Indian government to take preventative steps to safeguard children in IIOJK, including eliminating the use of pellets and unlawful incarceration in occupied Kashmir and other Indian jails.

Since 2019, when India unilaterally approved laws to annex the disputed area, about 13,000 Kashmiri children and youth have been arbitrarily detained by the 900,000 Indian occupation troops, according to the Pakistani ambassador, who added, “The list of such horrible atrocities is endless.”

Since 1989, top commanders of the Indian occupying troops have committed 3,432 incidents of war crimes, including those against women and children, according to the dossier supplied by the Pakistani government. The dossier includes audio and video evidence to substantiate the accusations.

Ambassador Akram stated, “We will share this information with the Security Council’s Working Group on Children and Armed Conflict and the Special Representative of the Secretary-General (SRSG) and demand that those guilty be held accountable.”

“We would also ask the Office of the SRSG to continue monitoring the status of children in IIOJK and reporting on it,” he said.
While expressing support for the Special Representative’s efforts to address the circumstances of children in armed conflict, the Pakistani ambassador emphasized its exclusive emphasis on addressing the circumstances of children in “armed conflicts.” However, he emphasized that it does not include consideration of violence within the Member States, which falls within their respective national responsibilities.
“Based on this understanding, my delegation will intensify its engagement with the [Special Representative of the Secretary-General] and the Security Council’s working group,” he added.

The Indian representative, Ashish Sharma, responded to Ambassador Akram’s pointed statements by stating that Pakistan was abusing the forum.
He said that all Jammu and Kashmir lands were, are, and will always be an essential, inalienable part of India.

The Indian envoy also demanded that Pakistan end cross-border terrorism so that Indian citizens can exercise their rights to life and freedom.
Pakistan’s envoy Mohammad Rashid said, “Kashmir is not and has never been a part of India.”

Rashid, a third secretary at the Pakistani mission to the United Nations, stated that all UN maps depict Kashmir as a contested territory. According to him, the oldest United Nations peacekeeping force is now stationed along the cease-fire line in Kashmir. Moreover, the report under discussion by the Security Council recognizes Kashmir as a contested region.

NEW YORK: Pakistan has called for an urgent “plan of action” to grapple with poverty and hunger that have worsened the current geopolitical tensions, especially for the people facing war and occupation for decades.

“The impact of recent geopolitical uncertainties is coup de grace for the poor: prices of food and energy have twisted; food and related entities, including fertilizers, are in short supply and unaffordable for the poorest people and the poorest countries – in Africa, Afghanistan and elsewhere,” Ambassador Munir Akram said at an event held at UN Headquarters in New York.

The event was co-organized by five United Nations agencies — FAO, IFAD, UNICEF, WFP, and WHO — to report on progress toward ending hunger, achieving food security, and improving nutrition, as well as to provide an in-depth analysis of key challenges to achieving these goals in the context of the 2030 Agenda for Sustainable Development. The theme of this year’s edition is repurposing food and agriculture policy to make healthy diets more accessible.

Supply chains should be maintained fully operational, especially for food processing and related logistics, he added, hoping that the UN Secretary-General and friends like Turkey would be successful in enabling access not just to Ukrainian wheat but also to Russian wheat.

According to the Pakistani envoy, assistance must be provided to allow food producers, particularly smallholders in developing countries, to contribute to increases in local and national food production by providing enough access to seeds, fertilizer, and money.
Ambassador Akram also called for moderating food prices, especially for inflation-hit developing countries, through appropriate international, national, and market mechanisms.

In addition, he said, emergency grants and concessional financing must be provided to countries experiencing social and financial distress to secure adequate food and related supplies, proposing the creation of a Special Food Emergency Fund under the UN auspices.

Longer-term action must begin with supporting sustainable food consumption and production systems, eliminating waste and pollution, saving water, boosting forestation, and protecting biodiversity and the world’s natural environments, claims the ambassador.
