There are no street battles in the city proper despite the fact that Russian forces have arrived on Lysychansk’s outskirts. Serhii Haidai, the head of the Luhansk Regional Military Administration, posted the pertinent remark on Telegram.

“Russian troops are on the outskirts of Lysychansk, but there is no street fighting yet. They are shelling the city from several directions. Lots of enemy artillery systems and troops are near Lysychansk, but Lysychansk has not been encircled. We recommend that people stay in bomb shelters, as evacuation efforts are impossible now,” Haidai wrote.

He described the Russian invaders as remote road miners. Infrastructure in Sievierodonetsk cannot be upgraded because Russian occupiers utterly destroyed it.
