Married Met PCSO, 56, ADMITS conducting intimate act on duty in London park after being captured on video

After being captured on tape, a Met police community support officer (PCSO) admitted today to performing a sex act in a London park while on duty.

Kevin Phillips, 56, of the force’s Roads and Transport Policing Command, pleaded guilty to outraging public decency at Croydon Magistrates Court.

A member of the public videotaped the married father-of-two as he took a break from his duty on March 30 at Dog Kennel Hill park in East Dulwich.

The park where the PCSO committed the heinous deed has a popular children’s adventure playground. He also handled the community speedwatch programme for bicycles from this site.

Phillips confessed to the crime when questioned, blaming his actions on stress and a medical condition, the court heard on Friday.

He arrived at the pier wearing a burgundy pullover and was advised to take a seat before proceeding.

The suspended PCSO was granted bail with the proviso that he not enter any park or recreation field in England or Wales.

It comes after MailOnline published a video showing him in uniform, looking at his phone and performing the sex act while sitting on a bench in broad daylight, which was watched by thousands of social media users.

Phillips, of Croydon, spoke simply to register his guilty plea and confirm his name, date of birth, and address.

District Judge Nigel Dean referred the matter to Croydon Crown Court, where Phillips will be sentenced on a later date.

‘You will be credited for pleading guilty to this offence at the earliest opportunity,’ he added.

‘If you do, the police will arrest you.’ You will be detained in detention and referred back to court.’

Phillips is married with two young girls, according to his solicitor, Tahir Ali.

Following the case, he was hustled out of a side exit with a blanket over his head and drove away, escorted by two police officers.

Phillips was seen with a police cap on his side, looking over his shoulder to see if anyone was around.

The person who shared the video later approached him and photographed his badge number.

Phillips was then seen exiting the area. He was deafeningly silent.

The video was brought to the notice of police soon before 11.30 p.m. on Wednesday, according to the Met.

Phillips has been suspended from duty while an inquiry is being conducted by the force’s directorate of professional standards.

The Independent Office for Police Conduct has been referred to the police watchdog.

‘We have received a referral from the Metropolitan Police Service and will carry out an assessment to see what further action may be necessary from us,’ said an IOPC representative.
