FBR Issues Guidelines for the Online Integration of Businesses

  • The FBR has laid out new rules for vendors seeking licenses to facilitate online business integration in Pakistan.
  • The process involves accreditation of EFDs, which are systems combining a sale data controller (SDC).
  • During the accreditation process, vendors must provide FBR with the necessary information.

The Federal Board of Revenue (FBR) has outlined a process for vendors seeking licenses to facilitate online business integration. On Friday, FBR issued S.R.O. 1845(l)12023, amending the Income Tax Rules 2002.

Upon receiving the application, the board will assess and determine the accreditation of the brand, model, and specifications of the EFD (Electronic Fiscal Device). This involves a system comprising at least one sale data controller (SDC) and one connected point of sale (POS).

Throughout the accreditation process, the supplier is required to grant the licensing committee access to information, equipment, and any other necessary assistance to facilitate the evaluation, as stated by the FBR.

The licensing committee holds the authority to revoke the vendor’s accreditation if the brand, model, and specifications of the Electronic Fiscal Device (EFD) no longer adhere to the established parameters.

The notice of revocation will be communicated to the vendor, outlining the reasons for revocation, and also to the integrated supplier operating the Electronic Fiscal Device (EFD). Simultaneously, the licensing committee will promptly remove the EFD’s details from its website.

The licensing committee is required to make a recommendation or rejection of an application within fifteen days from the submission date. The committee must provide reasons for either recommending or rejecting any application in accordance with these rules.

A convener for the licensing committee, appointed by Member Digital Initiatives, will be an officer with a rank no lower than Additional Commissioner (BPS-19). This committee will assess applications and provide recommendations to Member Digital Initiatives regarding license renewals.

The convener of the licensing committee, appointed by Member Digital Initiatives, will be tasked with overseeing the entire system and managing measures to address any issues arising during the system’s operation, as stated by the FBR.
