Approximately 14% of eligible employees in the UAE have not yet enrolled in the required job loss insurance.
According to the Ministry of Human Resources and Emiratisation (MoHRE). The ministry has announced its intention to start imposing fines on those who have not subscribed to the mandatory insurance scheme. The initiative was introduced in January 2023, and the enrollment deadline concluded in October.
“Workers who fail to subscribe to the system face a Dh400 fine,” said the ministry. It added that people who have subscribed but fail to pay their premiums on time, incur a fine of Dh200.
Fines can be checked and paid via the digital platforms of MoHRE or by visiting authorized business service centers. “The ministry’s digital channels allow users to submit requests to pay fines in installment plans to reduce the burden on workers.”
The ministry is advising employees who haven’t paid fines for failing to enroll in the job loss insurance scheme to settle their dues promptly. Non-compliance may result in administrative actions, such as denial of new work permits. Additionally, the outstanding fine could be deducted from an employee’s salary or end-of-service benefits.
Currently, more than 6.7 million workers have registered for the unemployment insurance scheme, which provides financial compensation for up to three months following job loss.
