Amnesty International, Russia’s indiscriminate use of cluster munitions and scatterable land mines in the eastern Ukrainian city of Kharkiv amounts to a war crime that has killed hundreds of civilians.

From the commencement of Russia’s invasion of Ukraine on February 24 until Ukrainian forces pulled the Russians out in May, Kharkiv, Ukraine’s second largest city, was under near-constant bombardment. According to Ukraine, 606 civilians were killed and 600,000 people were evacuated.

During a 14-day investigation in April and early May, Amnesty International discovered evidence that Russia had used cluster munitions and scatterable mines in Kharkiv.

“The repeated bombardments of residential neighbourhoods in Kharkiv are indiscriminate attacks which killed and injured hundreds of civilians, and as such constitute war crimes,” Amnesty said in a report. Russia’s aggression against Ukraine continues in the Kharkiv region.

A Reuters request for comment on the Amnesty report was not responded to by Russia’s defence ministry. Russia has previously denied targeting civilians and accused Ukraine of fabricating war crimes proof.
