Because the summit is intended to promote democracy in the hemisphere; the United States has stated that Cuba, Nicaragua, and Venezuela are unlikely to be invited.

During a visit to Cuba on Sunday, Mexican President Andres Manuel López Obrador said he will underline to his US colleague Joe Biden that no country should be left out of the Summit of the Americas in June; which will be hosted by the US.
At a public event, López Obrador declared, “No one should exclude anyone.”
Because the meeting is intended to promote democracy in the hemisphere; the US government has declared that Cuba, Nicaragua, and Venezuelan President Nicolás Maduro’s government are unlikely to be invited.
In his speech in Havana, López Obrador also stated that he will continue to press the US to ease its decades-long blockade on Cuba.
