A parliamentary committee suggested establishing rape-specific police teams across England and Wales, and providing independent legal counsel to victims and survivors.

In an investigation into why rape prosecutions are declining, the home affairs select committee concluded that the unacceptably low rate of rape and sexual offence prosecutions will continue unless fundamental improvements to the criminal justice system were implemented.
