Boris Johnson’s days as Prime Minister of the UK appear to be numbered, following the resignations of two high-profile members of his senior ministerial team.

However, while several potential successors have been proposed, there is no clear favourite.

 

Rishi Sunak 

The UK’s first Hindu chancellor of the exchequer, who quit on Tuesday, was until recently the bookmakers’ favourite.

But his prospects were dented by questions over his private wealth and family’s tax arrangements.

His resignation has seen him return as one of the bookies’ frontrunners for the top job.

Sunak, 42, has a high profile on social media, and won plaudits for shoring up the economy during the pandemic.

But his refusal initially to authorise more support over a surging cost-of-living crisis has hurt his popularity.

 

Jeremy Hunt

Former foreign and health secretary Jeremy Hunt, 55, lost to Johnson in the 2019 leadership contest, when he branded himself as the “serious” alternative.

Hunt sent a thinly veiled campaign message for a new leadership bid last month, arguing that under Johnson “we are no longer trusted by the electorate” and “we are set to lose the next general election”.

But the fluent Japanese speaker lacks Johnson’s charisma. His pre-pandemic record as health secretary was recently savaged by a Johnson ally.

 

Liz Truss 

Foreign Secretary Liz Truss, 46, is popular among Conservative party members, liked for her outspokenness and willingness to go on the political attack.

But that has also stoked questions about her judgement, for instance when in February she encouraged Britons to fight in Ukraine. Critics say her leadership posturing is too overt.

When she headed the Department for International Trade, some MPs dubbed it the “Department for Instagramming Truss” because of her prolific output on the social media site.

Sajid Javid

Javid, who also quit as health secretary on Tuesday, had previously resigned as finance minister in 2020.

The 52 year old is the son of a Pakistani immigrant bus driver who went on to become a high-flying banker.

Like Sunak, he also faces questions about his personal wealth and tax affairs.

Ben Wallace 

The defence secretary, 52, has narrowly topped some recent polls of Tory grassroots’ preferred next leader due to his role in the Ukraine crisis.

The former army officer and Johnson ally has downplayed wanting to lead the party but is seen as a straight-talking and competent.

 

 Nadhim Zahawi 

Newly appointed as finance minister, Zahawi, 55, was praised for overseeing Britain’s pandemic vaccines rollout.

Before that he was education secretary.

Zahawi is a former refugee from Iraq who came to Britain as a child speaking no English. Before entering politics, he co-founded the prominent polling company YouGov.

But his private wealth has also drawn adverse attention, including when he claimed parliamentary expenses for heating his horse stables.

 

Tom Tugendhat 

The former army officer, 49, is a prominent backbencher who chairs parliament’s influential Foreign Affairs Committee.

Tugendhat has indicated he will stand in any leadership contest but there is no love lost between him and Johnson loyalists.

A hawk on China, he has been critical of the government’s handling of the troop withdrawal from Afghanistan.

 

Penny Mordaunt 

Mordaunt, 49, is the first woman to have been UK defence secretary and is currently a junior trade minister.

The Royal navy reservist is seen as likely to run but considered a long shot.

A strong Brexit supporter and key figure in the 2016 “Leave” campaign, she has been tipped as a potential unity candidate who could draw support from the Conservative party’s warring factions.

 

Dominic Raab 

Deputy prime minister and justice secretary Dominic Raab, 48, led the country when Johnson was in intensive care in hospital with Covid-19 in 2020.

The former lawyer and karate black belt is regarded as a trustworthy ally.

However, his promotion from foreign secretary to justice was seen as a demotion after he initially failed to cut short a holiday as the Taliban took control of Kabul, Afghanistan’s capital.

UK Prime Minister Boris Johnson returned from a foreign trip on Friday to face a slew of crises, including the latest resignation of a senior Conservative from his scandal-plagued government.

Shortly after returning to Britain from a NATO summit in Spain, the embattled leader found his ruling Conservatives embroiled in yet another sexual impropriety scandal.

In a letter to Johnson, Conservative MP Chris Pincher announced he was quitting as deputy chief whip after admitting he drank “far too much” and “embarrassed myself and other people” late Wednesday.

Reports said he had been accused of groping two men in front of others at the exclusive Carlton Club in London, prompting complaints to the Conservatives.

His departure from its whips’ office — charged with enforcing party discipline and standards — marks the latest allegation of sexual misconduct by Tories in recent months.

Conservative MP Neil Parish resigned in April after watching pornography on his mobile phone in the House of Commons.

That prompted a by-election in his previously safe seat which the party went on to lose in a historic victory for the opposition Liberal Democrats.

Johnson himself has been embroiled in various scandals, including the so-called “Partygate” affair that led his own lawmakers to trigger a no-confidence vote in him in early June that he narrowly survived.

The 58-year-old premier still faces a parliamentary probe into whether he lied to MPs over the lockdown-breaching parties in Downing Street.

The controversies come with Britain battling a worsening cost-of-living crisis and a summer of strikes by various unions over wages and working conditions.

Meanwhile, the country continues to struggle to adapt to Brexit and is risking a possible trade war with the European Union by unilaterally overhauling the special deal it agreed with the bloc for Northern Ireland.

The Financial Times reported Friday that Britain’s trade performance this year has fallen to its worst level since records began, adding to the pound’s recent slide.

A growing chorus of critics argue Johnson’s government is too distracted by its own woes to focus on these mounting challenges.

“We’ve got a problem on trade, (a) problem on Northern Ireland, a problem with labour shortages, the pound’s significantly devalued, business investment is down,” former Labour prime minister Tony Blair told the BBC late Thursday.

“I think it is incoherent and it’s also not thought-through and the reason for that is the government’s in survival mode — they’re not thinking about what’s the right long-term plan for Britain’s future.”

Johnson returned home after nine days of globetrotting that saw him attend three international summits, including a Commonwealth gathering in Rwanda and G7 meeting in Germany.

Pincher’s resignation within hours of that immediately refocused attention on persistent claims of Tory sleaze.

It also left the UK leader with another senior post to fill after the Conservatives’ chairman quit following two bruising by-election defeats last month, including the one in Parish’s seat.

“The prime minister has accepted the resignation and thinks it was right for him to resign,” Johnson’s deputy spokesman told reporters, amid a flurry of questions about Pincher.

“(He) thinks that sort of behaviour is unacceptable and he would encourage those who wish to make a complaint, to do so,” he added, while declining to specify exactly what behaviour had prompted the ex-whip to quit.

The spokesman said he was unaware of any government investigation into the matter, amid anonymous Downing Street briefings that Pincher would remain as an MP that have prompted a backlash.

Prime Minister Boris Johnson said Thursday that Britain was “not giving up on Hong Kong” and accused Beijing of failing to keep its promises, On the 25th anniversary of the city’s handover to China.

“We made a promise to the territory and its people and we intend to keep it, doing all we can to hold China to its commitments,” Johnson said in a video message posted on Twitter.

“We simply cannot avoid the fact that for some time now, Beijing has been failing to comply with its obligations,” he added, as Hong Kong marks the landmark handover anniversary with a visit from Chinese leader Xi Jinping.

“It’s a state of affairs that threatens both the rights and freedoms of Hong Kongers and the continued progress and prosperity of their home.”

The anniversary on Friday marks the halfway point of the 50-year governance model agreed by Britain and China under which the city would keep some autonomy and freedoms.

But London has become increasingly critical of Chinese rule there after Beijing imposed a harsh national security law in 2020 following huge and sometimes violent protests in Hong Kong the previous year.

In response, the UK has started offering a pathway to citizenship for British National (Overseas) passport holders and their families from the city.

“It’s no surprise that 120,000 Hong Kongers and their families have already set out down that path,” Johnson said in his video address.

He branded Britain “a place where freedom of speech, assembly and association is respected and not criminalized” — although critics have accused his government of treating protests in an increasingly draconian manner.

Earlier Thursday, during his first visit since the business hub’s democracy movement was crushed in 2020, Xi said Hong Kong had been “reborn of fire and emerged with robust vitality.”

“The facts have proved that One Country, Two Systems has great vitality,” he said, referring to pledges Beijing made in 1997 that the city would maintain a high degree of autonomy and independent judicial power.

It also agreed that Hong Kong’s leader would be appointed by Beijing on the basis of local elections or consultations.

However, echoing Johnson, UK Foreign Secretary Liz Truss said there had been “a steady erosion of political and civil rights” there in the last two years.

“Authorities have stifled opposition, criminalised dissent and driven out anyone who can speak truth to power,” she argued.

“The UK continues to stand unwaveringly with Hong Kong,” Truss said, adding London was “working with our allies and partners as part of a global network of liberty to hold China to its international obligations”.
