President Volodymyr Zelensky told the UN General Assembly in New York that Russia should get “just punishment” for invading Ukraine.

In a video that was already made, the leader of Ukraine called for the creation of a special war tribunal and said that Russia had committed war crimes.

He also gave a “formula,” which included getting more military help and punishing Russia on the world stage.

Vladimir Putin had earlier called 300,000 people who were in the reserves to serve.

Dozens of Russian cities held rare protests over the move, and Mr. Zelensky said that the partial mobilization showed that his enemy wasn’t serious about peace talks. The monitoring group OVD-Info said that 1,315 Russians had been arrested.

The Kremlin said that only people who had already served in the military, had important skills, and had been in combat would be called up. Reports say that some of the people who were arrested during protests in Moscow were also told they had to sign up.

The leader of Ukraine said that making a special court would help hold Moscow responsible for taking land and killing thousands of people. On Wednesday, when he spoke, many of the people there gave him a standing ovation.

Even though Russia decided to strengthen its military campaign, the two sides exchanged the most prisoners since the war began.

In a deal brokered by Saudi Arabia, 215 fighters, including 10 foreigners, were sent back to the Ukrainian side. In exchange, Russia got back 55 soldiers. Viktor Medvechuk, a pro-Russian politician, was also part of the trade. He was seen as President Putin’s best friend in Ukraine, and he was charged with treason.

Ukraine said that among those who were freed were 108 members of the Azov battalion who had ignored Russian attacks on Mariupol and the steel plant there for weeks.

Five senior officers, including the battalion commander Denys Prokopenko and his second-in-command, were let go. Mariana Mamonova, a Ukrainian military medic who is more than eight months pregnant and was being held in the notorious Olenivka prison in an area of eastern Ukraine controlled by Russian-backed separatists, was also in the same situation.
