Although it is unclear where the video was taken, it appears like the roads were flooded following strong rainfall.

It appears that this man’s auto stopped in the middle of the road, and he got out to inspect and move it.

Then he considered displaying his dancing abilities to the public. The flooded street did not prevent him from displaying his slick moves.
