A European Union official told that the European Council hopes to strike a political agreement;on a Russian oil embargo on Monday.

According to the official, the embargo will include more than two-thirds of Russian oil imports; as well as all Russian seaborne oil.
Diplomats from the European Union failed to reach an agreement on the conditions of the embargo on Sunday, but continued discussions on Monday in the hopes of presenting a compromise to EU leaders for approval at a summit later that day.
According to the official, some temporary exclusions have been granted to ensure supply security for particular member states.
