No cancellation of Huawei license in Pakistan; PTA suspends only internal services

Recent reports suggesting a complete shutdown of Huawei’s operations in Pakistan have caused widespread confusion. However, official clarifications indicate that the Pakistan Telecommunication Authority’s (PTA) suspension pertains solely to Huawei’s internal-use services, leaving the company’s broader commercial activities unaffected.

Huawei Technologies Pakistan confirmed that the PTA’s license suspension, issued for its Data CVAS and vehicle tracking services, impacts only internal business functions. These services are strictly for Huawei’s internal operations and do not interfere with customer-facing telecom services or infrastructure.

Clarifying the Scope of Suspension:

The PTA’s action targets Huawei’s internal CVAS license (DIR(L)/CVAS-877/PTA/2017), which was granted in September 2017 for non-exclusive value-added services. The suspension is valid for one month or until Huawei fulfills certain procedural requirements, including submitting a formal application and obtaining a commencement certificate. Huawei has indicated that it no longer requires this license, as the services are used internally and are not essential for ongoing operations.

Implications for Telecom Sector and Consumers:

Despite headlines suggesting a shutdown, Huawei’s core business in Pakistan continues unhindered. The company remains a crucial partner for leading telecom operators such as Jazz, Zong, Telenor, and Ufone, supporting 4G deployments, fiber infrastructure, and other key projects.

The suspension is viewed as a procedural matter rather than a threat to the telecom ecosystem. Both Huawei and PTA are working toward resolving the issue, with Huawei emphasizing its commitment to compliance and ongoing collaboration.
